Nothing in the cards is a rate or a payment. They are the program’s settings: the ceiling on the loan as a share of the reasonable value, the funding fee tiers and exemptions, the seasoning clock, and the benefit and ratio parameters. The calculator further down applies them to an Indiana home.
Of the reasonable value, funding fee included, on a principal residence
A VA cash-out may reach 100% of the reasonable value set by the VA appraisal, and the financed funding fee counts inside that figure. The existing first lien, any second lien, and the closing costs are paid from the loan before the remainder becomes cash; the property must be the veteran’s principal residence.
First use; 3.3% after first use; exempt with service-connected disability compensation
Two tiers and an exemption: 2.15% of the loan for a veteran using entitlement the first time, 3.3% for one who has used it before, and no fee for borrowers VA exempts, including veterans compensated for a service-connected disability. The streamline refinance, by comparison, carries a 0.5% fee.
And six payments on the loan being refinanced, whichever comes later
The existing loan must be at least 210 days past its first payment due date and six payments in, whichever comes later, before a VA cash-out can replace it. The new loan must also pass a net tangible benefit test, and a loan that only lowers the rate must recoup its costs within 36 months.
A net tangible benefit test, a debt-to-income guideline, and residual income that decides
The ratio guideline is 41%, and the wholesale programs start at a 580 decision score, but a VA file is decided on residual income: the money left each month after debts, obligations, and shelter costs, measured against VA’s tables by loan size, family size, and region. A ratio above the guideline is approved when residual income runs well above the table.

What a VA cash-out refinance is — and how the file is qualified.

One new VA loan, cash at closing
A VA cash-out is a brand-new VA-backed first mortgage. The settlement agent pays off the current loan, VA or otherwise, pays off any second lien, pays the closing costs, and sends the veteran what remains once the rescission window has run. The funding fee is financed inside the loan, and the whole loan stays within the reasonable value.
Entitlement, the COE, and the funding fee
Three documents open the card: the COE, which proves the entitlement and shows whether it is full or partial; the discharge paperwork or statement of service behind it; and the award letter where an exemption applies. An Indiana veteran who has them before the application avoids the delay that chasing them later adds.
Seasoning, the net tangible benefit, and the appraisal
The seasoning clock runs on the current loan, the benefit test runs on the new one, and the appraisal runs on the house. A loan too young waits; a new loan that gives the veteran none of the listed benefits is not backed; a home that fails VA’s property requirements needs repairs first. VA cash-out or the alternatives

Statewide figures provide general market context, not an appraisal or an income calculation. A higher median value puts more equity behind full-value leverage; a higher balance against that value leaves less of it reachable. VA’s cap is fixed; the dollars it releases follow the market.

Indianapolis is one of the larger Indiana owner markets, close to 203,339 households, about 56% of households, and in a metropolitan market that size the veterans among them refinance for cash on VA terms every month: full value, no monthly insurance, the fee financed. With about 68,641 owner households, about 62% of households, Fort Wayne is a metropolitan market where a VA cash-out file is routine: the COE, the appraisal, the seasoning, the fee, and the residual income. Near 28,987 households own in Evansville (55% of the total), and the veterans and service members in that number carry an entitlement that reaches further than the conventional or FHA cash-out caps in this metropolitan market. Use decides instrument. The purposes below are the ones an Indiana review meets most often, each with the detail that settles whether the VA cash-out is the right tool for it.
Capitalize a business or an investment
Equity has started many an Indiana business, and the VA cash-out is one way to draw it as a lump sum at full-value leverage. Underwriting ignores the venture’s prospects and looks at the veteran’s own income, credit, and residual income; the mortgage payment is owed whatever the business does.
Pay off a second lien or a line in repayment
A home equity line that has entered repayment, or a second mortgage with a rate that adjusts, can be paid off by the new VA-backed first mortgage. The combined balances plus the costs and the fee must fit within the reasonable value; where they do, two payments become one with no monthly insurance.
Consolidate higher-cost debt into one VA-backed payment
Retiring a stack of balances with one VA-backed loan changes two things at once for an Indiana household: the monthly outlay falls, and the residual income VA counts rises because the retired payments are gone. The balance runs on a new full term with the fee inside it, which is the part to weigh before signing.
Fund a large expense or a reserve
Tuition, medical costs, a family event, or cash to hold in reserve: VA sets no limit on the use, and the money arrives in one sum after rescission. The first question at the review is whether a line of credit, which charges interest only on what is drawn and carries no funding fee, would serve the Indiana household for less.

The furthest reach of the three cash-out programs on this site: full-value leverage, no monthly insurance, a credit review built on residual income, and proceeds that are the veteran’s to use. The costs are those of a complete refinance plus the fee, and the loan being replaced must be seasoned.

A line borrows only the new money. The first mortgage stays, the draw comes in stages, the payment during the draw period is often interest only, and no funding fee applies; the credit standard is the line program’s rather than VA’s. The funding fee comes out of the cash unless the veteran is exempt
Three tiers, three answers for the same Indiana home: the first-use fee, the subsequent-use fee, and the exemption. An IRRRL in the past counts as a prior use; a disability rating in the file waives the fee entirely; a surviving spouse receiving dependency compensation is exempt as well. Confirm which applies before the cash is counted.
Residual income decides a VA file
The underwriter computes the residual on the new payment, not the old one, so an Indiana veteran should see the figure at the review rather than at underwriting. Where the ratio exceeds the guideline, VA wants residual income at least a fifth above the table or other justification; where it does not, the table alone must be met.
The home must be the veteran’s principal residence
A spouse may satisfy the occupancy requirement while the veteran is deployed or stationed elsewhere, and a dependent child may in some cases, under VA’s rules. An Indiana home the veteran rents out entirely fails the test and goes to the conventional program at the investment cap, which the review prices on the same numbers.
The rescission period before the money moves
Every VA cash-out is on the veteran’s principal residence, so every one carries the federal right of rescission: a short period after signing in which the veteran may cancel, and during which nothing funds. The old loans are paid and the cash is wired only when that period ends, which an Indiana veteran with a deadline builds into the closing date.
The new loan must pass a net tangible benefit test
Alongside the benefit, VA requires the lender to hand the veteran a written comparison of the old loan and the new one at application and again at closing, including the equity being removed from the home. An Indiana veteran should read it: it is the plainest statement of what the cash-out costs over the life of the loan.

The application then records income, assets, debts, the property, and the occupancy, and the automated system returns a finding that lists the conditions and confirms the ratio with the closing payoffs removed.
VA appraisal and underwriting
VA assigns a fee appraiser, the lender orders the appraisal, and the Notice of Value reports the reasonable value and any repairs VA’s property requirements demand. A value that holds leaves the loan as reviewed; a lower one resizes it; a repair finding schedules the work. Underwriting then confirms income, residual income, seasoning, the benefit test, and the payoffs.
Closing, rescission, and funding
At closing the veteran signs the note and the security instrument, receives the lender’s final comparison of the old loan and the new one, and settles the costs; the payoffs are scheduled. The rescission period runs next, and when it ends the lender funds: the old lenders are paid, the new mortgage is recorded, and the cash is wired. The first payment falls at the start of the second month after.

How much cash can I take out with a VA refinance?
Up to the full reasonable value shown in the snapshot, with the funding fee counted inside that ceiling, less the current balance, any second lien being retired, and the closing costs. One of eight listed benefits must apply to the new loan. Replacing a conventional loan that carried private mortgage insurance meets it; converting an adjustable rate to a fixed one meets it; a lower payment or higher residual income meets it. Where none applies, VA will not back the loan.
What does a VA cash-out refinance cost to close?
A VA cash-out carries the closing costs that any full mortgage does, appraisal, title and settlement, recording, prepaid interest, escrow set-up, plus the funding fee, financed inside the cap in nearly every file; VA caps what a lender may charge the veteran and lists the costs a veteran may and may not pay. The loan estimate itemizes them after application and the closing disclosure finalizes them, and most veterans roll them into the loan, which lowers the cash by the same amount. On a small sum they can exceed what a line of credit costs to open, which is why the line is priced first on an Indiana review.
Would a HELOC be better than a VA cash-out?
Neither wins in the abstract. The line wins on cost when the existing loan is good and on flexibility when the money is needed over time; the VA cash-out wins on reach, on one fixed payment, and on credit where VA’s residual-income standard suits the Indiana veteran better than the line program’s.
Can I use a VA cash-out to replace a conventional or FHA loan?
