HUD requires the buyer to invest a set share of the lesser of the price and the appraised value; the loan covers the rest. On an Atlanta purchase the investment can be the buyer’s own savings, a gift from a family member or another acceptable donor, or approved secondary financing, and closing costs are separate from it.
