VA Loans in Jacksonville, Florida: No Down Payment, No Mortgage Insurance

A VA mortgage lets a Jacksonville, FL veteran buy with no down payment and no mortgage insurance, finance the funding fee into the loan, and qualify on a residual-income test that favors households with real room in the budget. Here is how eligibility, entitlement, the funding fee, and the appraisal come together on a local file.

Current Program Snapshot

Current VA guidelines, updated from one source.

One guideline source feeds every number in this block, and the block changes here when the source does. The terms shown are purchase terms; the refinance leverage, the seasoning rule, and the fee exemptions sit under the two tables.

Down Payment
0%

100% financing with full entitlement

The purchase leverage is 100% loan-to-value with full entitlement, which means 0% down on a home that appraises at the price; a price above the appraised value is paid in cash or renegotiated, and the guaranty covers the lender’s exposure.

Mortgage Insurance
None

No monthly premium, no upfront premium

There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty does the work that private mortgage insurance or FHA’s premiums do elsewhere, and the funding fee is the only program charge.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

VA charges a funding fee instead of mortgage insurance: 2.15% on a first-use purchase, 3.3% on a subsequent use, less with a down payment of five percent or more, and nothing for the exempt groups. The ladder below shows every tier, including the cash-out and rate-reduction refinance fees.

Debt Ratio
41% guide

Residual income decides the file

The ratio guideline is 41%; the deciding figure is residual income, VA’s measure of what the household keeps each month after the housing payment, debts, taxes, and maintenance. The South table below applies to Florida, and the calculator estimates a rough residual from the income you enter.

Jacksonville VA Loan Guide

What a VA loan is — and how the file is qualified.

To follow a Jacksonville VA file, follow four things in order: the guaranty, the eligibility and entitlement that unlock it, the funding fee that funds it, and the residual-income standard that qualifies it. Each rule below comes with the reason behind it.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in Florida; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

VA backs a quarter of the loan for a borrower with full entitlement, which gives the lender the same protection a sizable down payment would. That is why a Jacksonville purchase can close with nothing down and no mortgage insurance, and why there is no VA loan limit when entitlement is full: the backing scales with the loan.

02.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Jacksonville file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.

03.

The funding fee, and who is exempt

The funding fee is VA’s one-time charge for the guaranty, set as a share of the loan by whether the benefit has been used before and by the down payment. A Jacksonville buyer can finance it into the loan or pay it at closing, and the seller can pay it as part of concessions; the ladder in the snapshot shows every tier.

04.

Residual income over ratios

Two tests run on every Jacksonville VA file: the total-debt ratio against VA’s guideline, and residual income against the regional table. The second decides the close calls. Income must be stable and expected to continue, and the lender documents it the same way it would on any mortgage.

The Core Calculation
Lesser of price and appraised value − down payment = base loan; + the funding fee financed = total loan; the payment adds escrows and nothing for mortgage insurance

The calculator turns this arithmetic into a Jacksonville scenario: price in, down payment in, fee tier chosen, and out come the funding fee, the total loan, principal and interest, and the escrows. Add income and family size to see the ratio and a rough residual against VA’s table.

Jacksonville Market Context

Where Jacksonville’s veterans and service members buy — and how VA fits.

Residual income is measured against a real payment on a real Jacksonville price, so the market matters before the file does. The Census figures below describe that market: ownership, home values, and household income.

Read the figures as backdrop. Higher values mean a larger loan and a larger funding fee in dollars; lower values mean a payment that leaves more residual income on the same salary. The percentages never move, only what they amount to.

Jacksonville Submarkets

Distinct Jacksonville neighborhoods, distinct VA files.

No single VA file describes Jacksonville. The neighborhoods below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.

01.

Higher-value homes

On Jacksonville’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Jacksonville counts a population near 978K within the Jacksonville, FL area.

02.

Newer infill and recent construction

A newer Jacksonville home rarely produces repair findings; the file turns on entitlement and budget. Full entitlement carries the price with nothing down; remaining entitlement brings the conforming figure into the math and may call for a down payment. About 42% of Jacksonville’s households rent — roughly 167,316 renter households on the latest Census estimate.

03.

Two-to-four-unit homes

Owner occupancy of one unit is the hinge on a Jacksonville multi-unit file; after that, the guaranty treats the loan like any other, the rent VA allows is documented toward qualifying, and the appraiser inspects each unit against the property requirements. Median household income in Jacksonville sits near $69,872 on the latest Census estimate.

04.

Condominiums and townhomes

Close-in Jacksonville condominiums suit the benefit well: nothing down, no insurance line, and a project review handled on the lender’s side. The dues go into the residual-income math, and the appraisal covers the project along with the unit. Roughly 227,054 Jacksonville households own their homes on the latest Census estimate — 58% of all households, the pool a VA purchase joins.

05.

Neighborhoods near the installation

A service member buying near a Jacksonville installation uses the benefit as designed: no down payment, an occupancy certification with allowances for deployment, and the option to keep the home as a rental on the next set of orders without refinancing. The median owner-occupied home value in Jacksonville runs near $293,700 on the latest Census estimate.

06.

Established close-in neighborhoods

Condition carries weight in Jacksonville’s established neighborhoods. The appraisal lists what VA wants fixed, the contract decides who fixes it, and the Notice of Value is issued once the value and the condition are settled. On a home at Jacksonville’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $293,700 is the program’s cost, and it can be financed.

What the program accepts is the same everywhere in Jacksonville: houses, condominiums in VA-approved projects, planned developments, manufactured homes that meet VA’s rules, and owner-occupied homes of up to four units. What it declines is also the same: second homes and investment property.

How Jacksonville Veterans Use VA

Four ways Jacksonville veterans put the VA benefit to work.

VA is more than a first-purchase program: it refinances, it takes cash out to the full value of the home, it finances small multi-unit homes, and it reaches well above the conforming limit with full entitlement. These are the four uses that bring Jacksonville veterans to it most often.

IRRRL

Refinance an existing VA loan

The rate-reduction refinance is the simplest shape in the program: a reduced funding fee, no VA appraisal in most cases, and the existing VA loan’s record as the main test. Many Jacksonville veterans use it when the market moves in their favor.

VA jumbo

Buy above the conforming limit

With full entitlement there is no VA loan limit, so a Jacksonville buyer can finance a home above the conforming limit with no down payment, where a conventional jumbo loan would ask for a large one. The wholesale programs behind these pages serve loan amounts up to the ceiling shown in the snapshot.

First purchase

Buy a first home with nothing down

For a first purchase in Jacksonville, VA pairs no down payment with no mortgage insurance and a residual-income test that reads the whole household budget; the file closes on the certificate, the appraisal, the income, and the funding fee tier.

Cash-out

Take cash out of a home with equity

Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Jacksonville owner weighs it against a home equity line, which keeps the existing first mortgage in place.

VA Payment Estimate

Estimate the VA payment on a Jacksonville price before requesting a quote.

Enter a Jacksonville price, any down payment, and the funding fee tier, choose a term, and the calculator returns the base loan, the fee financed, the total loan, principal and interest, taxes and insurance, and, with income and family size entered, the ratio and a rough residual income against VA’s table. The rate field holds the weekly Freddie Mac benchmark as a market reference, never a VA quote.

VA vs. the Alternatives

Same veteran, three very different closings.

Eligibility, entitlement, the cash available, and the expected length of the loan decide which program wins. Here are the three, one next to the other.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

VA fits nearly every Jacksonville buyer who holds eligibility: the leverage is complete, there is no insurance line in the payment, and the fee is paid once. Partial entitlement, a property that fails VA’s standards, or a fee tier that outweighs a short hold are the cases where another program competes.

FHA with the minimum investment

FHA’s leverage is high and its credit standard is forgiving, but its insurance never comes off a full-leverage thirty-year loan. A Jacksonville veteran comparing the two sees the premium line in the FHA payment and nothing in that line on VA. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional financing asks for a down payment and a higher score, in exchange for insurance that cancels and no funding fee. A Jacksonville veteran with a large down payment and a subsequent-use fee tier should see both programs run on the same numbers. See Lendmire’s conventional loan program.

Where each one fits

The decision is rarely close once eligibility is known. VA wins nearly every file with a COE and full entitlement, conventional wins the veteran with twenty percent down and a high fee tier, and FHA is the fallback where the benefit is unavailable. The comparison is run on the actual numbers, in writing.

Typical File Components

What to prepare for a Jacksonville scenario review.

The paperwork is the standard mortgage set with the service record on top; here is what a Jacksonville scenario review typically draws on.

Government photo IDUnexpired identification for each borrower whose income or credit is used, so identity can be verified and the required screening completed before closing.
Certificate of EligibilityIssued by VA online, or pulled by the lender from VA’s system; it states the entitlement available, any prior use of the benefit, and whether the funding fee is waived.
Property detailsAddress, property type, unit count, and the association contact for a condominium, so the VA project approval is confirmed before the appraisal is requested.
Housing payment historyTwo years of rent or mortgage payments by statement or canceled check where the credit report does not show them; the recent housing record carries real weight.
Service documentsThe DD-214 for a veteran, a statement of service for active duty, NGB Forms 22 and 23 or a points statement for Guard and Reserve, and VA Form 26-1817 for a surviving spouse.
Asset statementsBank statements covering the closing costs and any reserves the file calls for, with unusual deposits explained and gifts documented by letter and transfer.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Jacksonville File Considerations

Local details that can change the loan.

When a Jacksonville VA file surprises someone, the cause is usually one of these: entitlement partly in use, a higher fee tier than expected, required repairs from the appraisal, a condominium without VA approval, or residual income below the table.

Before You Move Forward

Use these checks to keep the Jacksonville file clean and fundable.

Three things to settle before a Jacksonville review: what the certificate says about entitlement, which funding fee tier applies, and whether the property has any VA question attached.

  • Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
  • Know the fee: disabled veterans receiving compensation and the other exempt groups pay no fee.
  • Know the history: a foreclosed VA loan leaves entitlement in use until the loss is repaid.
i.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Jacksonville loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Jacksonville file the tier is confirmed from the COE.

iii.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for a Jacksonville veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

iv.

Two- to four-unit homes and rental income

A Jacksonville fourplex with nothing down is possible under the program; the lender documents the rents, applies VA’s rules for counting them, and checks the property against VA’s requirements unit by unit. A loan officer runs the residual-income test before the offer.

v.

Seller concessions and the fees a veteran may not pay

VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. A Jacksonville contract that uses the cap well can leave the buyer with little cash to close beyond the deposit already paid.

A Clear Process

From a Jacksonville Certificate of Eligibility to keys in hand.

Underneath, the Jacksonville process is any mortgage process; on top sit VA’s checks: the certificate, the property requirements, the project approval where it applies, and the residual-income test. Each step below says what happens and what the buyer does.

i.

COE and pre-approval

A Jacksonville pre-approval is a sizing exercise: the certificate, the income, the family size, the funding fee tier, and the price. The loan officer confirms eligibility and entitlement against the program rules and puts the pre-approval in writing for the offer.

ii.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Jacksonville home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

iii.

Underwriting

An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Jacksonville underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.

iv.

Closing

At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. A Jacksonville buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.

Why Lendmire

A brokerage that puts the benefit to work.

Lendmire never lends. It reads a Jacksonville file against VA, FHA, and conventional, matches the program to the profile, and keeps the funding fee and the residual-income test in front of the buyer before anything is signed.

i.

Three programs, one set of numbers

The comparison printed on this page is run for real on every Jacksonville file: VA with the fee financed beside FHA with its premiums beside conventional with private insurance, and the written terms follow from whichever column serves the veteran.

ii.

The fee and the entitlement explained before the offer

The certificate fixes two things a buyer should know before signing a contract: the funding fee tier and the entitlement available. Lendmire states both for the Jacksonville purchase and explains the exemption and the refund rules where they apply.

iii.

Licensed, consumer-purpose, in writing

Lendmire carries the license for the state the Jacksonville home is in, delivers the disclosures a consumer mortgage requires, and commits the terms to paper. The program figures on this page are read from one guideline source built on VA’s published rules.

Questions Jacksonville Veterans Ask

Jacksonville VA loan FAQs

What a VA loan is, who is eligible, how the certificate works, what the funding fee costs, and how the loan limit works, answered for Jacksonville buyers.

What is a VA loan, and who is it for?

Think of it as a conventional mortgage with VA standing where the down payment would stand. The guaranty costs a one-time funding fee, and it buys no down payment, no mortgage insurance, and underwriting that reads the household budget. Owner-occupied homes only, up to four units.

Who is eligible for a VA loan in Jacksonville?

Most veterans with an honorable or general discharge, current service members past the minimum period, Guard and Reserve members with enough qualifying service, and eligible surviving spouses. Other-than-honorable discharges can disqualify, and VA reviews them case by case.

How do I get a Certificate of Eligibility?

Request it on VA.gov, ask the lender to pull it, or mail VA Form 26-1880. The supporting document depends on status: DD-214 for veterans, a statement of service for active duty, NGB Forms 22 and 23 for the Guard, a points statement for the Reserve, VA Form 26-1817 for surviving spouses.

What is the VA funding fee, and do I have to pay it?

The funding fee is a share of the loan paid once, with the amount set by VA’s table in the snapshot; it is waived for several groups and refundable when a disability rating is granted retroactively. On a typical Jacksonville purchase it is financed, so it raises the balance rather than the cash to close.

Is there a VA loan limit in Jacksonville?

No limit with full entitlement, which is why a VA jumbo with nothing down exists. Partial entitlement brings the county conforming figure into the math; the loan officer confirms the current figure and the down payment it implies.

Can I get a VA loan after a bankruptcy or foreclosure?

The program seasons credit events rather than barring them. Each event has its own waiting period under VA’s rules, a documented hardship can shorten some of them, and a Jacksonville buyer with a seasoned event and clean recent payments is inside the rules.

Can I buy a duplex or fourplex with a VA loan?

Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Jacksonville.

What debt-to-income ratio does VA allow?

VA’s guideline is the ratio in the snapshot, measured on total debt against gross income, but it is a guideline rather than a ceiling: a file above it can be approved when residual income exceeds VA’s regional table by a fifth or more or when the lender documents other justification, and a file under it can still fall short on residual income. The residual-income test is the one VA weighs most.

Is a VA loan assumable?

Yes. A VA loan can be assumed by a qualified buyer, veteran or not, with the lender’s approval. The seller should obtain a release of liability, and the seller’s entitlement stays tied to the loan unless the assuming buyer is a veteran who substitutes their own; when rates have moved up since the loan was made, assumability can be a selling point for a Jacksonville home.

Does a VA loan have mortgage insurance?

No. There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty replaces it, and the one-time funding fee is the program’s only charge for the backing. That absence is the largest difference between a VA payment and an FHA or low-down-payment conventional payment on the same Jacksonville price.
