100% financing with full entitlement
0% down is the program’s defining term: a buyer with full entitlement finances up to 100% of the lesser of price and value, the guaranty replaces the down payment, and the funding fee can be added on top of the loan rather than paid in cash.
No monthly premium, no upfront premium
Mortgage insurance does not exist on a VA loan: no monthly premium, no upfront premium, no cancellation rules to track. The calculator below shows a payment with nothing in that line, which is where VA differs from every other high-leverage program.
First use; 3.3% after first use; exempt for many disabled veterans
VA charges a funding fee instead of mortgage insurance: 2.15% on a first-use purchase, 3.3% on a subsequent use, less with a down payment of five percent or more, and nothing for the exempt groups. The ladder below shows every tier, including the cash-out and rate-reduction refinance fees.
Residual income decides the file
VA’s debt-to-income guideline is 41%, but it is a guideline, not a ceiling: a file above it can be approved when residual income exceeds the regional table by a fifth or more, and a file under it can still fall short on residual income. The table below shows the figures for the South region.

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. What a VA loan is — and how the file is qualified.
To follow a Macon VA file, follow four things in order: the guaranty, the eligibility and entitlement that unlock it, the funding fee that funds it, and the residual-income standard that qualifies it. Each rule below comes with the reason behind it.

The guaranty replaces the down payment
The guaranty is a promise from VA to the lender, not a loan from VA. On a Macon file it covers a share of any loss, so the lender can lend the full appraised value without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.

Macon duplexes and small apartment houses are VA purchases with nothing down when the veteran occupies one unit. Buy a small multi-unit home and live in one unit
Up to four units, nothing down, no mortgage insurance: VA finances the small multi-unit home as long as the veteran lives in one unit. Rent from the other units can count toward qualifying under VA’s rules, which may ask for landlord experience or reserves.
Take cash out of a home with equity
The cash-out refinance replaces the Macon home’s first mortgage with a larger VA loan and hands over the difference, to the program’s leverage and after seasoning; it is also the route for refinancing a non-VA loan into the program, and a loan officer compares it with a second-lien option before recommending either.
Buy above the conforming limit
A higher-priced Macon home is still a VA purchase: the guaranty backs a quarter of the loan whatever its size, and the lender can waive the down payment on the whole amount with full entitlement. The county conforming figure only matters when entitlement is partly in use.
Buy a condominium in an approved project
VA keeps its own list of approved condominium projects, and a Macon unit in one of them is financed like a house with the association’s dues added to the ratios and the residual-income math. The appraisal covers the project as well as the unit.

The alternatives put VA’s cost in perspective: FHA charges a premium every month, conventional charges one until equity arrives, VA charges a fee once. The comparison below is written for a Macon buyer weighing all three.

The decision is rarely close once eligibility is known. VA wins nearly every file with a COE and full entitlement, conventional wins the veteran with twenty percent down and a high fee tier, and FHA is the fallback where the benefit is unavailable. Full or remaining entitlement

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. Many Macon projects already hold VA approval, but VA keeps its own list rather than accepting FHA’s or the agencies’. The association’s documents, the budget, the owner-occupancy mix, and any litigation all bear on it, and the review takes weeks rather than days.
