Current VA cash-out guidelines, updated from one source.
Nothing in the cards is a rate or a payment. They are the program’s settings: the ceiling on the loan as a share of the reasonable value, the funding fee tiers and exemptions, the seasoning clock, and the benefit and ratio parameters. The calculator further down applies them to a Chattanooga home.
Of the reasonable value, funding fee included, on a principal residence
100% of the reasonable value is the ceiling on the whole loan, fee included, which is why the fee tier chosen changes the cash available. The loan being replaced can be a VA loan or any other loan, and the cash is unrestricted once the old liens and the costs are retired.
First use; 3.3% after first use; exempt with service-connected disability compensation
First use 2.15%, later uses 3.3%, exempt borrowers nothing: the fee is the one program cost unique to VA, and it is financed inside the full-value cap in nearly every file. The Certificate of Eligibility is where the exemption and the prior use are confirmed.
And six payments on the loan being refinanced, whichever comes later
The existing loan must be at least 210 days past its first payment due date and six payments in, whichever comes later, before a VA cash-out can replace it. The new loan must also pass a net tangible benefit test, and a loan that only lowers the rate must recoup its costs within 36 months.
A net tangible benefit test, a debt-to-income guideline, and residual income that decides
Three tests sit on this card: a decision score of 580 or better on the wholesale programs, a debt-to-income ratio measured against the 41% guideline, and a residual-income figure measured against VA’s regional table, which is the one that decides. The net tangible benefit test is the fourth, applied to the new loan itself.
| Loan | Fee | Notes |
|---|---|---|
| Cash-out refinance, first use of entitlement | 2.15% | May be financed into the loan; the total may not exceed the cap |
| Cash-out refinance, subsequent use | 3.3% | Any prior VA loan counts as a prior use, including an IRRRL |
| Exempt borrowers | 0% | receiving VA compensation for a service-connected disability; eligible to receive VA compensation for a service-connected disability but receiving retirement or active-duty pay instead; surviving spouses receiving Dependency and Indemnity Compensation (DIC) |
| Rate-reduction refinance loan (IRRRL), for comparison | 0.5% | An existing VA loan refinanced for a lower rate or a fixed rate; no cash out; no appraisal required by VA |
The line-of-credit alternative: Lendmire’s HELOC program lends to 90% combined loan-to-value on a primary residence while the existing first mortgage stays in place and carries no funding fee. A conventional cash-out reaches eighty percent of value, and one wholesale lane goes higher; FHA cash-out reaches eighty percent with mortgage insurance. Each is compared on the same numbers before a recommendation.
Current VA cash-out snapshot · updated October 1, 2026 · the new loan is sized on the reasonable value with the funding fee financed inside the cap · county figures bear only on remaining entitlement and are confirmed by a Lendmire loan officer · taking cash out raises the balance and may extend the payoff · Lendmire is a broker, never the lender.
Read every figure on this page as a program parameter and nothing more: the leverage on the reasonable value, the funding fee by use of entitlement and the exemptions, the seasoning thresholds, the net-tangible-benefit test, the wholesale credit floor, and the ratio guideline come from Lendmire’s guideline source on the date shown and are subject to change and to underwriting. What a VA cash-out refinance is — and how the file is qualified.
Here is the program in the order it matters: the loan and the disbursement, the entitlement and the fee, the seasoning and benefit tests with the VA appraisal, and the choice between a VA cash-out and its alternatives for a Chattanooga veteran.
For the program overview, see Lendmire’s VA cash-out refinance program, or the statewide guide at VA Cash-Out Refinance in Tennessee; the rules are VA’s, at VA.gov, and the Certificate of Eligibility is requested there.
One new VA loan, cash at closing
Picture the house being refinanced from scratch with VA’s guaranty behind the lender: a loan sized to the Notice of Value, the payoffs and costs taken from it, the fee financed within it, and the balance of the proceeds wired after rescission. The old payment ends and one new payment with no monthly insurance takes its place.
Entitlement, the COE, and the funding fee
Three documents open the card: the COE, which proves the entitlement and shows whether it is full or partial; the discharge paperwork or statement of service behind it; and the award letter where an exemption applies. A Chattanooga veteran who has them before the application avoids the delay that chasing them later adds.
Seasoning, the net tangible benefit, and the appraisal
Where the new loan does not exceed the payoff of the old one, VA adds a recoupment test: the fees and costs must be recovered through the lower payment within the stated months. Where the new loan is larger, as it is in nearly every cash-out, the benefit test alone applies. The lender also hands the veteran a written comparison of the two loans at application and again at closing.
VA cash-out or the alternatives
A veteran with an existing VA loan who wants only a lower rate or a fixed rate should look at the streamline refinance first: a smaller fee, no VA appraisal, no cash. A veteran who wants equity out needs the cash-out. A home equity line keeps the first mortgage in place and prices only the new money, which matters when the current loan carries a rate worth keeping.
The fee sits inside the cap, not on top of it, so a subsequent-use fee leaves less cash than a first-use fee on the same value and an exempt veteran keeps the most. Ask for less and the loan shrinks; ask for more and the calculator reports the ceiling for the tier chosen.
Where Chattanooga’s equity sits — and how VA cash-out fits.
Before the calculator, the local backdrop. The U.S. Census Bureau’s Chattanooga figures for ownership, value, and income are the context a VA cash-out is written against, the way the Notice of Value and the residual-income table later frame one file.
Read the figures as backdrop. A higher median value puts more equity behind full-value leverage; a higher balance against that value leaves less of it reachable. VA’s cap is fixed; the dollars it releases follow the market.

Distinct Chattanooga neighborhoods, distinct VA files.
The equity in Chattanooga sits in different kinds of homes, and the VA program reads each kind on its own eligibility and condition rules. The neighborhoods below are grouped by exactly those traits.
Homes bought with conventional or FHA loans
Converting a non-VA loan on a Chattanooga home is a cash-out even when little cash is taken, because the new VA loan replaces a non-VA one; the seasoning clock still runs on the current loan and the fee is financed inside the cap. On a Chattanooga home at the median value, a VA cash-out refinance at the program cap can reach the full $283,000 reasonable value, funding fee included — the existing balance and the fee come off the top, and the rest is the cash available before closing costs.
Long-held close-in homes
A close-in Chattanooga house with years behind it has a seasoned loan or none at all and a small balance against a grown value; the item to prepare for is the appraisal’s inspection against VA’s property requirements, which are strict on safety and structure. Roughly 41,437 Chattanooga households own their homes on the latest Census estimate — 52% of all households, the pool a VA cash-out refinance draws on.
High-value homes and VA jumbo
In the pricier parts of Chattanooga, a VA cash-out with full entitlement has no VA loan limit: the loan follows the reasonable value, and the wholesale programs serve larger balances on their own overlays. County figures enter only where entitlement is partial, and they are confirmed by a loan officer, never printed. Chattanooga counts a population near 186K within the Chattanooga, TN-GA area.
Homes bought with VA years ago
Plenty of Chattanooga veterans bought with VA at no down payment and have built equity since. A cash-out on the same home uses entitlement a second time, so the subsequent-use fee applies unless the veteran is exempt, and the seasoning clock on the existing VA loan must have run. About 48% of Chattanooga’s households rent — roughly 37,647 renter households on the latest Census estimate.
Two- to four-unit homes, owner-occupied
The older duplexes and small multi-unit buildings of Chattanooga qualify for a VA cash-out when the veteran lives in one unit: the leverage is the same, the other units’ rent counts under VA’s rules with a history of managing rentals or a reserve, and the appraisal carries a rent schedule. The median owner-occupied home value in Chattanooga runs near $283,200 on the latest Census estimate.
Condominiums in VA-approved projects
A Chattanooga unit in a VA-approved project is a routine cash-out at full-value leverage; a unit in an unapproved project waits on VA’s project review, which the lender can request. The loan officer checks the list before anything else is ordered, and the dues enter the residual-income calculation. Median household income in Chattanooga sits near $64,523 on the latest Census estimate.
Neighborhood moves the appraisal and the repair list; the program stays put. Wherever in Chattanooga the home sits, the cap, the fee tiers, the seasoning rule, and the residual-income table are the ones in the snapshot.
Four ways Chattanooga veterans put equity to work.
Consolidation, repairs, converting a non-VA loan, a large expense, a second lien in repayment, a business: this is how Chattanooga veterans use the VA cash-out, and each use carries its own note for the file.
Capitalize a business or an investment
Working capital drawn from a Chattanooga home arrives as one disbursement after rescission and is repaid on the mortgage regardless of how the venture performs. The review reads the veteran’s personal income and credit, not the business plan, and residual income after the new payment is the figure that decides.
Renovate or repair the home
The Notice of Value is of the Chattanooga house as it is, which means the renovation is funded from existing equity rather than future value. A defect the appraiser reports is fixed first; the rest of the work is paid from the cash after rescission, on a fixed payment with no monthly insurance that the veteran can plan around for the life of the loan.
Consolidate higher-cost debt into one VA-backed payment
A consolidation file is the VA cash-out at its most common: the old mortgage, a second lien, and the unsecured debt paid at the table, one payment afterward. Residual income is computed on what survives the closing, which is why many Chattanooga files clear VA’s table easily, and the home now secures what was unsecured.
Pay off a second lien or a line in repayment
Two liens become one fixed VA payment on a Chattanooga home. The ceiling is measured on the total loan, fee included, against the Notice of Value, and the ratio and the residual income are measured on the single new payment, which is usually lower than the two it replaces.
Estimate the cash, the fee, and the new payment on a Chattanooga home before requesting a quote.
The arithmetic follows VA’s rules for a Chattanooga home: cap times value gives the ceiling with the fee inside it, the tier’s fee rate yields the maximum base loan, the payoff comes off, the cash request is tested against the remainder, the fee is added back, the total is amortized over the term at the rate shown, the escrows are added, and the payment is set against income and other debts.

Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $285,000 home value near Chattanooga’s median owner-occupied value, a $157,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for Tennessee (U.S. Census Bureau). Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Same equity, three ways to borrow it.
VA cash-out, VA streamline, line of credit: one purpose, three instruments, each with its own reach, cost, and conditions. Below is how they line up for a Chattanooga veteran and where each tends to fit, with the conventional and FHA cash-outs as the fallback where entitlement is partial.
VA cash-out, the IRRRL, or a HELOC.
A new VA-backed first mortgage replaces the old one, VA or not, up to the full reasonable value with the funding fee financed inside the cap and no monthly mortgage insurance. It is a full refinance with a VA appraisal, the seasoning and benefit tests, and a fee unless the veteran is exempt; it delivers the largest lump sum of the three.
Rate relief without equity. A veteran with a VA loan who wants a lower payment and nothing else takes the streamline; a veteran who wants cash, or who has a conventional or FHA loan to replace, needs the cash-out. The Chattanooga review prices both when the current loan is VA. See Lendmire’s VA loan program for the IRRRL.
For a modest or staged need on a Chattanooga home with a low-cost first mortgage, the line usually reaches the cash for less than any refinance. For a veteran whose first mortgage should go, who wants the whole reasonable value, or who is exempt from the fee, the VA cash-out usually wins the comparison, and the review shows both columns. See Lendmire’s home equity line of credit.
The purpose decides first and the existing first mortgage decides second. Cash wanted points to the cash-out; rate relief on a VA loan points to the streamline; a first mortgage worth keeping points to the line. A Chattanooga review settles it on the numbers rather than the labels, with the fee tier and the residual income in the figure. Without entitlement, see the conventional and FHA cash-out programs.
What to prepare for a Chattanooga scenario review.
The documents are the ordinary refinance set plus the ones VA adds, the Certificate of Eligibility and the service record behind it; here is what a Chattanooga VA cash-out review draws on.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, the automated finding, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
Most VA cash-outs in Chattanooga close as planned; the ones that close for less, or stall, usually meet one of the details below. Read them before the Certificate of Eligibility is requested.
Use these checks to keep the Chattanooga file clean and fundable.
Before a Chattanooga review, settle three questions: which fee tier applies or whether the veteran is exempt; whether residual income after the new payment clears VA’s table; and whether the current loan is seasoned and the new one passes a benefit test.
- Confirm the fee tier: A service-connected disability rating waives the fee; a pending rating may bring a refund.
- Compute the residual: Family size, loan size, and region move the table; payoffs through the closing lower the obligations.
- Plan for the Notice of Value: A reconsideration of value needs better comparable sales.
The funding fee comes out of the cash unless the veteran is exempt
Because the fee sits inside the ceiling, the tier decides how much of the equity reaches the veteran. The review on a Chattanooga file reads the COE first, applies the tier, and only then sizes the cash; a veteran whose rating is pending at closing may be refunded the fee once the rating is granted with an effective date before closing.
Residual income decides a VA file
A Chattanooga household with children, a larger home, or a higher loan amount needs more residual income, because the table rises with family size and loan size and differs by region. Debts paid off through the closing come out of the calculation, which is why consolidation files often clear the table even when the ratio looks high.
The VA appraisal sets the reasonable value and checks the property
A VA fee appraiser sets the reasonable value from comparable sales and inspects the Chattanooga home against VA’s minimum property requirements: safe, structurally sound, and sanitary. The Notice of Value issued on the appraisal is the ceiling the cap applies to, and a defect the appraiser reports is repaired before closing or the loan is not backed.
Closing costs and the fee come out of the loan
A VA cash-out carries the same closing costs as any full mortgage, appraisal, title and settlement, recording, prepaid interest, escrow set-up, with the funding fee financed inside the cap on top, and VA limits what a lender may charge the veteran and lists the costs a veteran may and may not pay. Rolled into the loan, the costs come out of the ceiling and therefore out of the cash.
The new loan must pass a net tangible benefit test
VA backs a cash-out only when the new loan gives the veteran at least one of the benefits on its list: a lower payment, a shorter term, a lower rate, a fixed rate in place of an adjustable one, higher residual income, the end of mortgage insurance, a loan-to-value at or under a stated level, or the refinance of an interim construction loan. A Chattanooga file names the benefit before it is underwritten.
From a Chattanooga scenario review to cash at closing.
Four stages in a fixed order, review, COE and application, appraisal and underwriting, closing and funding, and the first decides whether the rest are worth starting on a Chattanooga file.
Scenario review
Bring the value, the balance, the cash wanted, the fee tier or exemption, the income, and the household size. A Lendmire loan officer applies the full-value cap, finds the ceiling and the cash after the fee, the payoff, and the costs, computes residual income on the new payment, prices the streamline and the line of credit beside it, and puts the terms in writing before anything is ordered.
COE, application, and automated finding
Application turns the plan into a file: the lender confirms the entitlement on the COE, records the household, the income, and the obligations VA’s residual-income table needs, and runs the automated system, which lists the conditions and tests the ratio against the guideline with the closing payoffs removed and the fee tier applied.
VA appraisal and underwriting
Value, then verification. The Notice of Value fixes the ceiling for the Chattanooga home; the underwriter verifies the entitlement, the age of the current loan against the seasoning thresholds, the benefit the new loan provides, the residual income after the new payment, and the payoffs. A file reviewed on a cautious value usually passes without being resized.
Closing, rescission, and funding
Sign, wait, receive. The closing disclosure and VA’s loan comparison are signed, the settlement agent holds the package through the rescission period, and at funding the old liens are paid and released and the proceeds reach the Chattanooga veteran by wire, leaving one VA-backed loan with no monthly insurance where there may have been three.
A brokerage built around equity lending.
In order of importance on a VA cash-out: every instrument is available, so the comparison is real; the file is placed across programs, so the cost is not one desk’s; and the terms are on paper before any fee changes hands.
Every route, one review
A veteran is never pushed toward the one loan a lender offers. The cash-out, the streamline, and the line are each run on the same reasonable value, balance, and cash for the Chattanooga home, each costed to open and to carry, and the one that serves the purpose at the lowest cost is the one recommended.
Placed across wholesale programs
Several wholesale lenders write VA cash-outs, and their credit floors, overlays, and cost tiers differ at any given score. Lendmire places the Chattanooga file with the program whose terms fit it, which is seldom where a single lender’s rate sheet would have landed it.
Terms in writing, before any fee
Written first, ordered second, paid third: that is the order on every Chattanooga file. The veteran sees the loan, the fee, the cash after costs, the payment, and the residual income on a value with room beneath it before any fee is charged, so a plan that cannot close never costs an appraisal.

Chattanooga VA cash-out refinance FAQs
The questions Chattanooga veterans ask most about VA cash-out refinancing, answered in the order they usually come up.
What is a VA cash-out refinance, and who can use it?
The VA refinance that returns equity: one new loan at full-value leverage, the existing mortgage retired at closing, the cash disbursed after rescission, no monthly insurance, and underwriting built on residual income. Anyone with VA entitlement and a principal residence in Chattanooga can apply; the Certificate of Eligibility proves the entitlement.
How much cash can I take out with a VA refinance?
Four inputs decide it: the value, the balance, the cap, and the fee rate. The snapshot holds the cap and the fee, your statement holds the balance, the appraiser holds the value. The calculator combines them for a Chattanooga home and prints the line-of-credit figure next to the VA figure.
How much is the VA funding fee on a cash-out, and who is exempt?
A first use pays the lower tier and a later use the higher one, with any prior VA loan, a streamline included, counting as a prior use. The exemption for service-connected disability compensation is the common one, and a veteran whose rating is granted after closing with an earlier effective date may have the fee refunded.
How long do I need to have had my current loan before a VA cash-out?
The thresholds are in the snapshot: days since the first payment was due, and payments made, whichever comes later. Plan the Chattanooga closing for the month the clock clears, and remember that the new loan must also pass a net tangible benefit test.
What credit score do I need for a VA cash-out refinance?
The score decides the cost tier more than the eligibility. A Chattanooga veteran near the wholesale floor should expect it to show in the price of the loan, while the approval itself rests on residual income, the seasoning of the current loan, and the benefit the new one delivers.
What does a VA cash-out refinance cost to close?
The usual costs of a refinance plus the financed fee, with VA’s limits on what a lender may charge keeping them inside known bounds. Plan on the cash after the fee and the costs, not on the loan amount.
Does the home have to be my primary residence?
Yes. VA backs a cash-out only on the home the veteran occupies as a principal residence, and a second home or a rental is not eligible under any structure. Occupancy is certified and verified against the address records, with VA’s exceptions for a spouse, and in some cases a dependent child, occupying the home while the veteran is deployed or stationed elsewhere. A Chattanooga veteran who has moved out and rented the home needs the conventional cash-out at the investment cap instead.
How long does a VA cash-out refinance take?
The Certificate of Eligibility, the VA appraisal and any repairs it requires, the title work, the payoffs, and the speed of the conditions set the pace, so no honest timeline fits every file. The order is fixed: review, COE and application, appraisal and underwriting, closing, then the rescission period before the money moves. A Chattanooga veteran who has the COE and the documents above before applying shortens the part within reach.
How do I get my Certificate of Eligibility, and what does it show?
Ask the lender to pull it through VA’s system at the review; where that fails, VA.gov or the mailed form works. For a Chattanooga cash-out the COE settles the fee tier and the entitlement, so nothing is sized until it is in hand.
What is different about the VA appraisal?
Two questions are answered: what the Chattanooga home is worth, and whether it meets VA’s property requirements. The first sets the loan; the second can add a repair list or a reinspection.
A Chattanooga VA cash-out sized to the value, the balance, and the fee.
Three questions open a Chattanooga VA cash-out: what the home is worth, what is owed, and what the COE shows. Lendmire answers them, places the file, and writes up the route that fits, or says plainly when the streamline or a line of credit fits better.
