Picture the house being refinanced from scratch with VA’s guaranty behind the lender: a loan sized to the Notice of Value, the payoffs and costs taken from it, the fee financed within it, and the balance of the proceeds wired after rescission. The old payment ends and one new payment with no monthly insurance takes its place.

Three documents open the card: the COE, which proves the entitlement and shows whether it is full or partial; the discharge paperwork or statement of service behind it; and the award letter where an exemption applies. Home equity line of credit

A line borrows only the new money. The first mortgage stays, the draw comes in stages, the payment during the draw period is often interest only, and no funding fee applies; the credit standard is the line program’s rather than VA’s. Texas homestead rules cap a VA cash-out below VA’s leverage

For a VA cash-out the Texas cap matters more than for the conventional or FHA cash-out, because VA’s own leverage reaches the full value: on a Texas homestead the loan stops at eighty percent with the fee inside it, which the review applies before sizing the cash. The streamline, which returns no cash, is not a home equity loan and is not capped this way.

ii.

The funding fee comes out of the cash unless the veteran is exempt

Because the fee sits inside the ceiling, the tier decides how much of the equity reaches the veteran. The review on an El Paso file reads the COE first, applies the tier, and only then sizes the cash; a veteran whose rating is pending at closing may be refunded the fee once the rating is granted with an effective date before closing.

iii.

Residual income decides a VA file

The underwriter computes the residual on the new payment, not the old one, so an El Paso veteran should see the figure at the review rather than at underwriting. Where the ratio exceeds the guideline, VA wants residual income at least a fifth above the table or other justification; where it does not, the table alone must be met.

iv.

Closing costs and the fee come out of the loan

VA’s rules on allowable costs keep an El Paso closing predictable: the lender’s own charges are capped, certain costs may not be passed to the veteran at all, and the rest are the usual third-party items. How long do I need to have had my current loan before a VA cash-out?

The thresholds are in the snapshot: days since the first payment was due, and payments made, whichever comes later. Plan the El Paso closing for the month the clock clears, and remember that the new loan must also pass a net tangible benefit test.

What credit score do I need for a VA cash-out refinance?

A program figure in the snapshot, with a lender free to set its own floor above it, and residual income as the test that matters. A recent credit event meets VA’s own waiting periods, and an El Paso review says whether a few months would change the placement or the cost tier.

Are there restrictions on what I can use the cash for?

Think in sequence, not in dates: COE and application, appraisal, underwriting, closing, rescission, disbursement. If the cash has a deadline, say so at the review so the schedule is built backward from it.

Can I use a VA cash-out to replace a conventional or FHA loan?

A veteran who bought with FHA or conventional financing and never used the entitlement can convert the loan to VA through the cash-out, drop the insurance premium, and take cash. The streamline cannot do this; it refinances only an existing VA loan.

Does the home have to be my primary residence?

VA’s occupancy rule is strict for a cash-out: the veteran, or a spouse under the deployment exception, must occupy the El Paso home as a principal residence. Investment property and vacation homes take the conventional route.

What is different about the VA appraisal?

VA assigns the appraiser and the lender orders the appraisal; the veteran cannot substitute an estimate. If the Notice of Value disappoints, a reconsideration of value with better comparable sales is possible where they exist, and otherwise the loan is resized to the cap at the new value.
