An underwriter opens a VA cash-out file in a fixed order, and these cards follow it: the mechanics of the VA-backed loan, the entitlement and the fee, the tests on the old loan and the new one, and the comparison with the alternatives a Richmond veteran should run before choosing.

01.

One new VA loan, cash at closing

The closing has four payees: the old first lien, any second lien being retired, the parties owed closing costs, and the veteran, in that order, with the funding fee financed inside the loan rather than paid from the cash. On a Richmond home the veteran’s share arrives by wire once the rescission window closes.

Entitlement, the COE, and the funding fee

Three documents open the card: the COE, which proves the entitlement and shows whether it is full or partial; the discharge paperwork or statement of service behind it; and the award letter where an exemption applies. A home equity line that has entered repayment, or a second mortgage with a rate that adjusts, can be paid off by the new VA-backed first mortgage. The combined balances plus the costs and the fee must fit within the reasonable value; where they do, two payments become one with no monthly insurance.

Renovate or repair the home

Renovation cash arrives in one disbursement after rescission. The reasonable value is today’s, not the finished value, so the loan is sized to the equity already built; where an older Richmond home has a safety or structural item, VA requires the repair before the loan is backed, and the review plans the sequence accordingly.

A new VA-backed first mortgage replaces the old one, VA or not, up to the full reasonable value with the funding fee financed inside the cap and no monthly mortgage insurance. It is a full refinance with a VA appraisal, the seasoning and benefit tests, and a fee unless the veteran is exempt; it delivers the largest lump sum of the three.

VA rate-reduction refinance (IRRRL)

Rate relief without equity. A veteran with a VA loan who wants a lower payment and nothing else takes the streamline; a veteran who wants cash, or who has a conventional or FHA loan to replace, needs the cash-out. Home equity line of credit

A line borrows only the new money. The first mortgage stays, the draw comes in stages, the payment during the draw period is often interest only, and no funding fee applies; the credit standard is the line program’s rather than VA’s. What to prepare for a Richmond scenario review.

No purchase contract, but the entitlement has to be proven and the residual income documented. A Richmond file usually needs the items below, roughly in the order the lender asks.

Before You Move Forward

Use these checks to keep the Richmond file clean and fundable.

Three checks decide most Richmond files: the fee tier against the cash, the residual income against VA’s table, and the seasoning clock against the current loan. Answer them first and the closing holds few surprises.

  • Confirm the fee tier: A prior VA loan, including a streamline, makes the next use a subsequent use.
  • Compute the residual: A ratio above the guideline needs residual income well above the table or other justification.
  • Expect the waiting period: The old loans are paid and the cash disbursed together when the period ends.
i.

The funding fee comes out of the cash unless the veteran is exempt

Because the fee sits inside the ceiling, the tier decides how much of the equity reaches the veteran. The review on a Richmond file reads the COE first, applies the tier, and only then sizes the cash; a veteran whose rating is pending at closing may be refunded the fee once the rating is granted with an effective date before closing.

ii.

Residual income decides a VA file

The underwriter computes the residual on the new payment, not the old one, so a Richmond veteran should see the figure at the review rather than at underwriting. Where the ratio exceeds the guideline, VA wants residual income at least a fifth above the table or other justification; where it does not, the table alone must be met.

iii.

The rescission period before the money moves

Plan the money from the rescission period backward: the date the cash is needed, the days the period takes, the closing date before that. On a Richmond VA cash-out the window is not negotiable and the disbursement always follows it, with the payoffs to the old lenders and the wire to the veteran leaving together.

iv.

Full entitlement or partial entitlement changes the file

Entitlement is restored when a prior VA loan is paid off and the home sold, and it can be restored once while the veteran keeps the home if the loan is paid in full. The COE for a Richmond cash-out shows the entitlement available, and the lender reads it before sizing anything; a veteran with a VA loan on another home is usually in partial entitlement.

v.

Closing costs and the fee come out of the loan

A VA cash-out carries the same closing costs as any full mortgage, appraisal, title and settlement, recording, prepaid interest, escrow set-up, with the funding fee financed inside the cap on top, and VA limits what a lender may charge the veteran and lists the costs a veteran may and may not pay. Rolled into the loan, the costs come out of the ceiling and therefore out of the cash.

A Clear Process

Four stages in a fixed order, review, COE and application, appraisal and underwriting, closing and funding, and the first decides whether the rest are worth starting on a Richmond file.

i.

Scenario review

Bring the value, the balance, the cash wanted, the fee tier or exemption, the income, and the household size. Value, then verification. The Notice of Value fixes the ceiling for the Richmond home; the underwriter verifies the entitlement, the age of the current loan against the seasoning thresholds, the benefit the new loan provides, the residual income after the new payment, and the payoffs. A file reviewed on a cautious value usually passes without being resized.

iv.

Closing, rescission, and funding

The last step is the shortest: signatures at the table, the rescission period, then the disbursement. The settlement agent retires the old mortgage and any second lien from the proceeds, records the new one, and sends the Richmond veteran the remainder; the old payment stops and the new one, with no monthly insurance, begins.
