What a VA loan is — and how the file is qualified.

The difference between a VA loan and any other mortgage is who shares the risk. VA stands partly behind the lender, so the lender can lend the full value with no insurance premium and read the budget on residual income. Below, the four parts an Apple Valley buyer needs to understand.

01.

The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so an Apple Valley buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

Eligibility, entitlement, and the COE

The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. An Apple Valley lender can usually pull it within the VA system from a DD-214 or a statement of service, and VA.gov issues it directly as well.

The funding fee, and who is exempt

VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

Before You Move Forward

Use these checks to keep the Apple Valley file clean and fundable.

  • Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
  • Know the fee: the fee can be financed, paid at closing, or paid by the seller.
  • Plan the units: up to four units with no down payment when the buyer occupies one.
i.

Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. An Apple Valley buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. An Apple Valley veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Two- to four-unit homes and rental income

VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. The VA appraisal and the Notice of Value

Peeling paint, a failing roof, or missing handrails become required repairs, and a wood-destroying insect inspection is ordered where VA calls for one.

Seller concessions and the fees a veteran may not pay

VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. COE and pre-approval

ii.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Apple Valley home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

iii.

Underwriting
