VA Loans in Berkeley, California: No Down Payment, No Mortgage Insurance

A VA mortgage lets a Berkeley, CA veteran buy with no down payment and no mortgage insurance, finance the funding fee into the loan, and qualify on a residual-income test that favors households with real room in the budget. Here is how eligibility, entitlement, the funding fee, and the appraisal come together on a local file.

Current Program Snapshot

Current VA guidelines, updated from one source.

A handful of figures and the tables behind them decide most VA files, and all of them are here, drawn from one guideline source built on VA’s published rules: the down payment with full entitlement, the absence of mortgage insurance, the funding fee by first or subsequent use, the ratio guideline, and the residual-income table for the region.

Down Payment
0%

100% financing with full entitlement

100% financing is available with full entitlement, so the buyer brings 0% toward the price; closing costs are separate and can be paid by the seller, with VA’s cap applying to concessions beyond them. A larger down payment lowers the funding fee tier, as the ladder shows.

Mortgage Insurance
None

No monthly premium, no upfront premium

No mortgage insurance, monthly or upfront, at any loan-to-value: the guaranty stands in for it. That is the single largest difference between a VA payment and an FHA or low-down-payment conventional payment on the same price.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

2.15% of the loan on first use and 3.3% after, both lower with five or ten percent down; the fee can be rolled into the loan or paid at closing, and VA waives it for disabled veterans receiving compensation, surviving spouses receiving DIC, and active-duty Purple Heart recipients.

Debt Ratio
41% guide

Residual income decides the file

Two tests, one guideline: the total-debt ratio is measured against 41%, and residual income is measured against the West table below for the household’s size. VA tells lenders the residual-income test carries more weight, which is why a modest ratio does not approve a thin budget.

Berkeley VA Loan Guide

What a VA loan is — and how the file is qualified.

Every Berkeley VA file has the same skeleton: a certificate that proves eligibility, an entitlement figure that sets how much VA will back, a funding fee that pays for the backing or is waived, and an underwriting test that reads the household’s leftover income. The cards below explain each bone.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so a Berkeley buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

02.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Berkeley file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.

03.

The funding fee, and who is exempt

Veterans receiving VA compensation for a service-connected disability pay no funding fee, and neither do surviving spouses receiving Dependency and Indemnity Compensation, Purple Heart recipients on active duty, or those rated before discharge. On a Berkeley file the exemption is confirmed on the COE and removes the funding fee, the program’s one charge of its own.

04.

Residual income over ratios

Residual income depends on where the home is and how many people live in it: the tables differ by region, and the figure rises with each family member. The snapshot shows the regional table for California, and the calculator estimates a rough residual from the income, the payment, and the debts you enter for a Berkeley scenario.

The Core Calculation
Lesser of price and appraised value − down payment = base loan; + the funding fee financed = total loan; the payment adds escrows and nothing for mortgage insurance

The calculator turns this arithmetic into a Berkeley scenario: price in, down payment in, fee tier chosen, and out come the funding fee, the total loan, principal and interest, and the escrows. Add income and family size to see the ratio and a rough residual against VA’s table.

Berkeley Market Context

Where Berkeley’s veterans and service members buy — and how VA fits.

A VA loan is sized against a local market, and these are Berkeley’s numbers from the U.S. Census Bureau: how many households own, what a typical home is worth, and what households earn. They set the scale of the funding fee and the payment before any file is written.

Citywide figures provide general market context, not an appraisal or an income calculation. These are ranges, not predictions. The lender appraises one home, documents one income, and runs the residual-income test for one household of a specific size.

Berkeley Submarkets

Distinct Berkeley neighborhoods, distinct VA files.

Where Berkeley veterans actually shop, and what the file turns on in each place: the property type the VA appraiser sees, the approval it needs, and the price residual income has to carry.

01.

Condominiums and townhomes

For many Berkeley veterans the first VA purchase is a condominium, and the only question VA adds is whether the project is on its approved list. If it is, the file reads like a house file with the dues in the ratios; if not, the lender can submit the project. About 56% of Berkeley’s households rent — roughly 26,306 renter households on the latest Census estimate.

02.

Established close-in neighborhoods

An older Berkeley house is a fine VA purchase; the property requirements are the hurdle, not the age. Buyers who expect a repair list write the contract with room for it, and a wood-destroying insect inspection is ordered where VA calls for one. On a home at Berkeley’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $1,413,900 is the program’s cost, and it can be financed.

03.

Two-to-four-unit homes

Berkeley duplexes and small apartment houses are VA purchases with nothing down when the veteran occupies one unit. VA counts rent from the other units under its own rules, which can require landlord experience or reserves. Roughly 20,829 Berkeley households own their homes on the latest Census estimate — 44% of all households, the pool a VA purchase joins.

04.

Service members and the occupancy rule

A service member buying within commuting range of an installation uses the benefit as designed: no down payment, an occupancy certification with allowances for deployment, and the option to keep the home as a rental on the next set of orders without refinancing. The median owner-occupied home value in Berkeley runs near $1,413,900 on the latest Census estimate.

05.

Newer infill and recent construction

New rows and recent infill in Berkeley tend to appraise without findings, which moves the question to price. With full entitlement there is no loan limit, so a contract above the county conforming figure is still a nothing-down VA purchase, tested on residual income at that payment. Median household income in Berkeley sits near $108,092 on the latest Census estimate.

06.

Higher-value homes

On Berkeley’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Berkeley is home to about 120K people and sits within the San Francisco-Oakland-Fremont, CA area.

The rules do not change with the street. Every Berkeley file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.

How Berkeley Veterans Use VA

Four ways Berkeley veterans put the VA benefit to work.

Berkeley veterans use VA for a handful of reasons that repeat, from the purchase with nothing down to the rate-reduction refinance of an existing VA loan, and the cards below take up the ones that come up most.

House hacking

Buy a small multi-unit home and live in one unit

This is where the benefit stretches furthest: a Berkeley veteran puts nothing down on two to four units, moves into one, and qualifies with the documented rent from the rest counted as VA allows, while the appraiser checks every unit against the property requirements.

VA jumbo

Buy above the conforming limit

The VA jumbo is the program’s quiet strength in Berkeley: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.

Condominium

Buy a condominium in an approved project

A condominium purchase in Berkeley can be financed with VA in an approved project; a project not yet on the list can be submitted, which takes time and the association’s cooperation. The buyer’s side of the file does not change.

IRRRL

Refinance an existing VA loan

A Berkeley homeowner with an existing VA loan can refinance through VA’s rate-reduction refinance loan, known as the IRRRL or streamline: a small funding fee, no VA appraisal, limited documentation, and a net tangible benefit required. The lender checks the loan’s payment history.

VA Payment Estimate

Estimate the VA payment on a Berkeley price before requesting a quote.

VA vs. the Alternatives

Same veteran, three very different closings.

Choosing among VA, FHA, and conventional in Berkeley is really choosing an insurance structure and a down payment at the same time. Each is laid out below with the buyer it fits.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

The program’s strengths are the down payment, the insurance, and the residual-income test; its cost is the funding fee. A Berkeley veteran with full entitlement usually pays less each month on VA than on FHA at the same price, and the conventional comparison turns on the down payment and the fee tier.

FHA with the minimum investment

FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. For a Berkeley buyer without VA eligibility it is the nearest substitute; with eligibility it is the costlier route. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a Berkeley buyer. See Lendmire’s conventional loan program.

Where each one fits

VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.

Typical File Components

What to prepare for a Berkeley scenario review.

The paperwork is the standard mortgage set with the service record on top; here is what a Berkeley scenario review typically draws on.

Housing payment historyTwo years of rent or mortgage payments by statement or canceled check where the credit report does not show them; the recent housing record carries real weight.
Property detailsAddress, property type, unit count, and the association contact for a condominium, so the VA project approval is confirmed before the appraisal is requested.
Service documentsThe DD-214 for a veteran, a statement of service for active duty, NGB Forms 22 and 23 or a points statement for Guard and Reserve, and VA Form 26-1817 for a surviving spouse.
Credit historyDischarge or transfer papers for any bankruptcy, foreclosure, or short sale so seasoning is confirmed early, plus the payoff on any earlier VA loan for the entitlement question.
Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.
Certificate of EligibilityIssued by VA online, or pulled by the lender from VA’s system; it states the entitlement available, any prior use of the benefit, and whether the funding fee is waived.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Berkeley File Considerations

Local details that can change the loan.

What moves a Berkeley file most often: entitlement, the funding fee and its exemptions, the appraisal and the Notice of Value, the project approval, residual income, seasoning after a credit event, and occupancy.

Before You Move Forward

Use these checks to keep the Berkeley file clean and fundable.

Three things to settle before a Berkeley review: what the certificate says about entitlement, which funding fee tier applies, and whether the property has any VA question attached.

  • Confirm the entitlement: entitlement is restored once the earlier loan is paid off and the home sold.
  • Know the fee: the fee can be financed, paid at closing, or paid by the seller.
  • Match the occupancy: deployment and remote duty have their own allowances.
i.

Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Berkeley buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Berkeley file the tier is confirmed from the COE.

iii.

Occupancy and the reasonable-time rule

A VA loan finances a principal residence: the veteran certifies an intent to occupy within a reasonable time after closing, which VA generally reads as a couple of months. The usual Berkeley exception is military life itself, where a spouse can occupy for a member on orders elsewhere.

iv.

Seller concessions and the fees a veteran may not pay

Seller concessions are capped as a share of the value, and VA also limits what a veteran can be charged: the lender’s flat charge is capped, and certain fees are not allowed on a VA file at all, which is why the contract often has the seller or the lender cover them. A Berkeley loan officer reviews the fee sheet against VA’s list before the contract is final.

v.

Assumption and release of liability

A VA loan can be assumed by a qualified buyer, veteran or not, with the lender’s approval, which can be a selling point for a Berkeley home when rates have risen. The seller should obtain a release of liability, and entitlement stays tied to the loan unless the assuming buyer is a veteran who substitutes their own.

A Clear Process

From a Berkeley Certificate of Eligibility to keys in hand.

From the certificate to the closing table, a Berkeley VA purchase takes four steps, and each one carries a VA rule inside it.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

ii.

Contract and appraisal

The appraisal is the VA step that surprises buyers most: it reports on condition as well as value, and a low value opens VA’s reconsideration process before the figure is final. Required repairs are negotiated with the seller, and the Berkeley contract is adjusted or released under the escape clause.

iii.

Underwriting

An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Berkeley underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.

iv.

Closing

Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The Berkeley buyer takes the keys and VA backs the lender.

Why Lendmire

A brokerage that puts the benefit to work.

Lendmire is a mortgage brokerage licensed for consumer lending in sixteen states, and on a VA file that buys three things: the program run against FHA and conventional on the same numbers, the entitlement and the fee tier confirmed before an offer is written, and the terms in writing from a licensed loan officer.

i.

Three programs, one set of numbers

A lender with one program sells that program; a brokerage with all three can say which fits. For a Berkeley veteran with full entitlement the answer is almost always VA; with a large down payment it can be conventional, and the arithmetic decides.

ii.

The fee and the entitlement explained before the offer

The certificate fixes two things a buyer should know before signing a contract: the funding fee tier and the entitlement available. Lendmire states both for the Berkeley purchase and explains the exemption and the refund rules where they apply.

iii.

Licensed, consumer-purpose, in writing

Lendmire is licensed in sixteen states for consumer mortgages, each loan is a consumer-purpose transaction with the full set of disclosures, and every figure a Berkeley buyer relies on, from the fee to the leverage to the final terms, comes in writing from a licensed loan officer.

Questions Berkeley Veterans Ask

Berkeley VA loan FAQs

Plain answers to the questions Berkeley veterans ask most about VA loans, in the order they usually ask them.

What is a VA loan, and who is it for?

A VA loan is a mortgage from a private lender with a partial guaranty from the Department of Veterans Affairs: VA backs a share of the loan, and in exchange the program allows no down payment with full entitlement, no monthly mortgage insurance, a residual-income test, and a cap on the fees a veteran can be charged. It is for veterans, service members, National Guard and Reserve members, and eligible surviving spouses buying a principal residence in Berkeley.

Who is eligible for a VA loan in Berkeley?

Service decides it: a minimum period of active duty, a qualifying period in the Guard or Reserve, or eligible surviving-spouse status, with a character of discharge VA accepts. A Berkeley buyer unsure of the answer can request the certificate from VA.gov or have the lender pull it.

How do I get a Certificate of Eligibility?

The lender is usually the fastest path, and VA.gov the next. The certificate shows available entitlement, prior use of the benefit, and any funding fee exemption, which is why a Berkeley loan officer wants it before sizing the loan.

What is the VA funding fee, and do I have to pay it?

VA charges it on most loans in place of mortgage insurance: a first-use purchase with nothing down pays the base tier, a subsequent use pays more, and a down payment of five or ten percent lowers either. Exempt veterans pay none of it, and a rating granted after closing can bring a refund.

Is there a VA loan limit in Berkeley?

VA removed the loan limit for veterans with full entitlement; the wholesale programs behind these pages serve loan amounts up to the ceiling in the snapshot. Only a Berkeley buyer with entitlement still in use on another loan needs the county figure, and it is confirmed by a loan officer rather than quoted here.

Can I get a VA loan after a bankruptcy or foreclosure?

Yes, once the event is seasoned under VA’s rules: a bankruptcy counts from discharge, a foreclosure from the transfer of title, each with its own waiting period and exceptions for documented extenuating circumstances. Clean recent housing history matters most, and a foreclosed VA loan leaves entitlement in use until the loss is repaid.

Can I buy a duplex or fourplex with a VA loan?

Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Berkeley.

What happens after my Berkeley offer is accepted?

In order: the appraisal and property check, the project approval where the home is a condominium, the underwriting with residual income documented, and the closing with the fee applied or waived. Your loan officer sets the schedule for the specific file.

What credit score do I need for a VA loan?

No VA minimum exists; the practical floor is the wholesale overlay in the snapshot. A thin file is underwritten on rent, utilities, and other payment records, and a seasoned bankruptcy or foreclosure with clean recent history is inside the rules.

Can the seller pay my closing costs on a VA loan?

They can, and a Berkeley VA purchase can close with the seller paying most of the costs. The cap applies to concessions rather than to ordinary closing costs, and the veteran is protected from certain fees regardless.
