The guaranty replaces the down payment

The guaranty is a promise from VA to the lender, not a loan from VA. On an Oceanside file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.

Eligibility, entitlement, and the COE

When an Oceanside VA file surprises someone, the cause is usually one of these: entitlement partly in use, a higher fee tier than expected, required repairs from the appraisal, a condominium without VA approval, or residual income below the table.

Before You Move Forward

Full or remaining entitlement

The COE states the entitlement available, and that single line decides whether an Oceanside purchase closes with nothing down at any price the appraisal supports or needs a down payment on the part VA does not back. A veteran keeping an earlier VA-financed home as a rental is the usual remaining-entitlement case, and the file still works.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. An Oceanside veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Two- to four-unit homes and rental income

An Oceanside fourplex with nothing down is possible under the program; the lender documents the rents, applies VA’s rules for counting them, and checks the property against VA’s requirements unit by unit. A loan officer runs the residual-income test before the offer.

Do I need a down payment for a VA loan?

Not with full entitlement when the home appraises at or above the price: the guaranty replaces the down payment and the lender finances the full value. A down payment becomes part of the file when entitlement is partial, when the price exceeds the appraised value, or when a buyer chooses one to lower the funding fee tier.

Can I buy a duplex or fourplex with a VA loan?

Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Oceanside.
