VA Loans in Palm Springs, California: No Down Payment, No Mortgage Insurance

A VA mortgage lets a Palm Springs, CA veteran buy with no down payment and no mortgage insurance, finance the funding fee into the loan, and qualify on a residual-income test that favors households with real room in the budget. Here is how eligibility, entitlement, the funding fee, and the appraisal come together on a local file.

Current Program Snapshot

Current VA guidelines, updated from one source.

What follows is VA’s own rulebook reduced to the handful of numbers that decide a file, pulled from Lendmire’s single guideline source and refreshed on this page whenever VA or the wholesale overlays move: leverage with full entitlement, the funding fee by use and down payment, the ratio guideline, and the residual-income table for this state’s VA region.

Down Payment
0%

100% financing with full entitlement

With full entitlement a purchase needs 0% down at up to 100% of the appraised value; VA backs a quarter of the loan, which is what lets the lender waive the down payment. With remaining entitlement a lender may ask for a down payment on the part VA does not back.

Mortgage Insurance
None

No monthly premium, no upfront premium

There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty does the work that private mortgage insurance or FHA’s premiums do elsewhere, and the funding fee is the only program charge.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

2.15% of the loan on first use and 3.3% after, both lower with five or ten percent down; the fee can be rolled into the loan or paid at closing, and VA waives it for disabled veterans receiving compensation, surviving spouses receiving DIC, and active-duty Purple Heart recipients.

Debt Ratio
41% guide

Residual income decides the file

41% is the ratio VA names, and residual income is the test it trusts: the monthly income left after the housing payment, debts, taxes, and maintenance, measured against a table by family size and region. A ratio above 41% needs residual income well above the table or a documented justification.

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. VA sets no minimum credit score; the wholesale programs behind these pages start at a 580 decision score and serve loan amounts up to $4,000,000, including loans above the conforming limit with full entitlement.

Refinances: cash-out to 100% loan-to-value after seasoning of 210 days and six payments with a net tangible benefit; rate-reduction refinances of an existing VA loan at a 0.5% fee without a VA appraisal. Program Notice

Not a commitment to lend, not an offer of credit, not a quote. The figures shown are current VA program parameters and wholesale overlays that change without notice and apply only after full underwriting of the borrower, the entitlement, and the property; the wholesale credit floor and maximum loan amount are lender overlays, not VA rules. Palm Springs VA Loan Guide

What a VA loan is — and how the file is qualified.

A VA loan is an ordinary mortgage from a private lender wrapped in a federal promise: if the loan fails, VA covers part of the lender’s loss. That promise is what lets a Palm Springs lender skip the down payment and the mortgage insurance, and the four cards below take the file apart piece by piece.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

Because VA backs part of every loan, the lender’s risk on a Palm Springs purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.

02.

Eligibility, entitlement, and the COE

The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. A Palm Springs lender can usually pull it within the VA system from a DD-214 or a statement of service, and VA.gov issues it directly as well.

03.

The funding fee, and who is exempt

The fee scales with use and with the down payment: a first use with nothing down pays the base tier, a later use pays more, and five or ten percent down lowers either. Financed, it adds to the loan balance rather than the cash to close, which is the usual choice on a Palm Springs purchase; a veteran receiving, or eligible to receive, compensation for a service-connected disability pays none of it.

04.

Residual income over ratios

The ratio VA names is a guideline; the residual-income table is the standard. A Palm Springs file above the ratio can be approved when residual income clears the table by a fifth or more, and a file below the ratio can still be declined when residual income falls short, which is the reverse of how FHA and conventional loans read a budget.

The Core Calculation
Purchase price − down payment = base loan → + funding fee = total loan → principal and interest + taxes, insurance, dues = monthly payment; residual income = income − payment − debts − VA’s allowances

A lender runs exactly this math on a Palm Springs file, with one refinement the page cannot make: underwriting also subtracts taxes, maintenance, and utilities before measuring residual income, so the rough residual here will read higher than the lender’s. The price, the fee tier, and the locked rate are the moving parts.

Palm Springs Market Context

Where Palm Springs’ veterans and service members buy — and how VA fits.

Three Census figures frame every Palm Springs VA file. Ownership says how much of the market the benefit can reach, the median value says what a nothing-down loan typically comes to, and household income says how much residual income is left after that payment.

These are context figures, not underwriting inputs. Two veterans with identical entitlement can see different files here: one buying at the median clears the residual-income table with room, another stretching above it needs the ratio justified. The market sets the spread.

Palm Springs Submarkets

Distinct Palm Springs neighborhoods, distinct VA files.

The house decides the file as much as the borrower. These Palm Springs submarkets differ in the property types VA accepts, the condition questions the appraisal raises, and the prices a typical buyer carries.

01.

Higher-value homes

A high-value Palm Springs primary residence can be a VA jumbo: the guaranty scales with the loan, the lender waives the down payment with full entitlement, and the comparison with a conventional jumbo is worth running because the conventional loan asks for a large down payment and VA does not. Palm Springs is home to about 45K people.

02.

Year-round primary residences

In a resort market the whole VA story is the primary residence: the Palm Springs veteran who lives there full time qualifies on the certificate, residual income, and the appraisal; the vacation buyer does not qualify at all. The median owner-occupied home value in Palm Springs runs near $604,000 on the latest Census estimate.

03.

Second homes and vacation condominiums

Vacation property in Palm Springs sits outside the program entirely, whatever the buyer’s eligibility. VA’s leverage and the guaranty are reserved for the home the veteran lives in as a principal residence. Roughly 16,184 Palm Springs households own their homes on the latest Census estimate — 66% of all households, the pool a VA purchase joins.

04.

Workforce neighborhoods

Away from the water, Palm Springs’ workforce neighborhoods are where the VA benefit is most at home: modestly priced homes, veterans who work in the resort economy, and loans well inside the residual-income table. On a home at Palm Springs’ median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $604,000 is the program’s cost, and it can be financed.

05.

Waterfront and view homes

On a Palm Springs waterfront home the appraisal carries more weight: the value must be supported on comparable sales and the home must meet VA’s requirements. Flood insurance is required in a designated zone, and it enters the escrow and the residual-income math. Median household income in Palm Springs sits near $73,119 on the latest Census estimate.

06.

Condominium projects

Project approval is the deciding question on a Palm Springs condominium file: owner-occupancy mix, association finances, and rental operations all bear on it, and a project that fails sends the buyer to a conventional loan. About 34% of Palm Springs’ households rent — roughly 8,383 renter households on the latest Census estimate.

The rules do not change with the street. Every Palm Springs file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.

How Palm Springs Veterans Use VA

Four ways Palm Springs veterans put the VA benefit to work.

Palm Springs veterans use VA for a handful of reasons that repeat, from the purchase with nothing down to the rate-reduction refinance of an existing VA loan, and the cards below take up the ones that come up most.

House hacking

Buy a small multi-unit home and live in one unit

Up to four units, nothing down, no mortgage insurance: VA finances the small multi-unit home as long as the veteran lives in one unit. Rent from the other units can count toward qualifying under VA’s rules, which may ask for landlord experience or reserves.

VA jumbo

Buy above the conforming limit

A higher-priced Palm Springs home is still a VA purchase: the guaranty backs a quarter of the whole loan with full entitlement, so a lender can waive the down payment on the whole amount. The county conforming figure only matters when entitlement is partly in use.

Cash-out

Take cash out of a home with equity

Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Palm Springs owner weighs it against a home equity line, which keeps the existing first mortgage in place.

IRRRL

Refinance an existing VA loan

An existing VA loan in Palm Springs can be refinanced on its own record: the IRRRL skips the appraisal and most of the documentation, carries the smallest funding fee in the program, and must leave the borrower better off under VA’s net tangible benefit rules.

VA Payment Estimate

Estimate the VA payment on a Palm Springs price before requesting a quote.

Before you ask for a quote, size the payment yourself: the Palm Springs price, the fee tier, the term, the benchmark rate, and the escrows go in, and the funding fee table and the residual-income figures come from the same guideline source as the block above. The result is an estimate, and the rate is a published market average, not an offer.

VA vs. the Alternatives

Same veteran, three very different closings.

The alternatives put VA’s cost in perspective: FHA charges a premium every month, conventional charges one until equity arrives, VA charges a fee once. The comparison below is written for a Palm Springs buyer weighing all three.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

The program’s strengths are the down payment, the insurance, and the residual-income test; its cost is the funding fee. A Palm Springs veteran with full entitlement usually pays less each month on VA than on FHA at the same price, and the conventional comparison turns on the down payment and the fee tier.

FHA with the minimum investment

Where VA charges a one-time fee, FHA charges a premium every month and an upfront premium at closing. FHA fits the buyer with no entitlement or a property VA will not approve; it rarely wins for a Palm Springs buyer who holds a COE. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a Palm Springs buyer. See Lendmire’s conventional loan program.

Where each one fits

Which program fits best depends on the borrower’s numbers once eligibility is known. VA can come out ahead with a COE and full entitlement, conventional can for a veteran with twenty percent down and no fee exemption, and FHA is the fallback where the benefit is unavailable. The comparison is run on the actual numbers, in writing.

Typical File Components

What to prepare for a Palm Springs scenario review.

The paperwork is the standard mortgage set with the service record on top; here is what a Palm Springs scenario review typically draws on.

Housing payment historyTwo years of rent or mortgage payments by statement or canceled check where the credit report does not show them; the recent housing record carries real weight.
Property detailsAddress, property type, unit count, and the association contact for a condominium, so the VA project approval is confirmed before the appraisal is requested.
Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.
Purchase contractThe signed contract and addenda, with seller concessions and the VA escape clause spelled out, so concessions can be checked against VA’s cap and the appraisal ordered.
Service documentsThe DD-214 for a veteran, a statement of service for active duty, NGB Forms 22 and 23 or a points statement for Guard and Reserve, and VA Form 26-1817 for a surviving spouse.
Asset statementsBank statements covering the closing costs and any reserves the file calls for, with unusual deposits explained and gifts documented by letter and transfer.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Palm Springs File Considerations

Local details that can change the loan.

Check these before leaning on any number for Palm Springs: entitlement, the funding fee tier, the appraisal and VA’s property standards, the condominium approval, residual income, and occupancy.

Before You Move Forward

Use these checks to keep the Palm Springs file clean and fundable.

The list is short because the program is: entitlement, the fee, and the property decide most Palm Springs files before income is even opened.

  • Confirm the entitlement: the COE states the entitlement available; full entitlement carries no loan limit.
  • Know the fee: the tier follows first or subsequent use and the down payment, as the funding fee table above shows.
  • Know the history: VA sets no minimum score; the wholesale floor is in the guidelines above.
i.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Palm Springs loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. A Palm Springs veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for a Palm Springs veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

iv.

The VA appraisal and the Notice of Value

VA assigns the appraiser, and the appraiser reports on two things: what the Palm Springs home is worth and whether it meets VA’s minimum property requirements for a safe, structurally sound, and sanitary home. Peeling paint, a failing roof, or missing handrails become required repairs, and a wood-destroying insect inspection is ordered where VA calls for one.

v.

Seller concessions and the fees a veteran may not pay

Seller concessions are capped as a share of the value, and VA also limits what a veteran can be charged: the lender’s flat charge is capped, and certain fees are not allowed on a VA file at all, which is why the contract often has the seller or the lender cover them. A Palm Springs loan officer reviews the fee sheet against VA’s list before the contract is final.

A Clear Process

From a Palm Springs Certificate of Eligibility to keys in hand.

A VA purchase runs in a fixed order: certificate and pre-approval on income and residual income, contract and VA appraisal with the Notice of Value, underwriting with the fee tier confirmed, and closing with the fee financed, paid, or waived for exempt borrowers. Here is that order for a Palm Springs buyer.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

ii.

Contract and appraisal

The Palm Springs contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.

iii.

Underwriting

Underwriting on a Palm Springs VA file reads the whole picture: the entitlement on the certificate, the housing payment history, the seasoning of any derogatory event, and the residual income after VA’s deductions for taxes and upkeep. Conditions are issued, documented, and cleared before the approval is final.

iv.

Closing

At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. A Palm Springs buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.

Why Lendmire

A brokerage that puts the benefit to work.

The case for a brokerage on a VA loan is candor with numbers: VA beside conventional on the same inputs, the fee tier stated outright, the entitlement checked first, and the terms in writing.

i.

Three programs, one set of numbers

The comparison printed on this page is run for real on every Palm Springs file: VA with the fee financed beside FHA with its premiums beside conventional with private insurance, and the written terms follow from whichever column serves the veteran.

ii.

The fee and the entitlement explained before the offer

A Palm Springs veteran should never discover at the closing table that the fee was the subsequent-use tier or that entitlement was partly in use. The loan officer reads the certificate aloud, so to speak: the tier, the leverage, and the conventional alternative on the same numbers.

iii.

Licensed, consumer-purpose, in writing

Lendmire is licensed in sixteen states for consumer mortgages, each loan is a consumer-purpose transaction with the full set of disclosures, and every figure a Palm Springs buyer relies on, from the fee to the leverage to the final terms, comes in writing from a licensed loan officer.

Questions Palm Springs Veterans Ask

Palm Springs VA loan FAQs

The questions below come up on nearly every Palm Springs VA conversation. The answers are general; the figures in the snapshot above are the program’s current parameters.

What is a VA loan, and who is it for?

VA runs a guaranty program for veterans’ home loans; it is not a lender. A Palm Springs buyer applies through a lender or broker, the lender underwrites to VA’s rules, and VA stands behind part of the loan. Purchases, cash-out refinances, and rate-reduction refinances of existing VA loans are all inside it.

Who is eligible for a VA loan in Palm Springs?

Service decides it: a minimum period of active duty, a qualifying period in the Guard or Reserve, or eligible surviving-spouse status, with a character of discharge VA accepts. A Palm Springs buyer unsure of the answer can request the certificate from VA.gov or have the lender pull it.

How do I get a Certificate of Eligibility?

Most Palm Springs buyers let the lender pull it: with a DD-214 or a statement of service, the lender can often obtain the certificate from VA’s system during the first conversation. VA.gov issues it online as well, and VA Form 26-1880 by mail is the slowest route.

What is the VA funding fee, and do I have to pay it?

The funding fee is a one-time charge VA collects to fund the guaranty, set as a share of the loan by first or subsequent use and by the down payment, as the snapshot ladder shows. It can be financed, paid at closing, or paid by the seller as a concession. Veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, Purple Heart recipients on active duty, and service members rated before discharge are exempt.

Is there a VA loan limit in Palm Springs?

There is no VA loan limit for a veteran with full entitlement; the lender’s own maximum loan amount, shown in the snapshot, is the practical ceiling. A Palm Springs buyer with remaining entitlement should ask a loan officer how the county figure affects the file.

Can the seller pay my closing costs on a VA loan?

They can, and a Palm Springs VA purchase can close with the seller paying most of the costs. The cap applies to concessions rather than to ordinary closing costs, and the veteran is protected from certain fees regardless.

Can I buy a duplex or fourplex with a VA loan?

Yes, up to four units with no down payment, as long as you occupy one unit. Rental income from the other units can count toward qualifying within VA’s rules, which may call for landlord experience or additional reserves, and the appraisal checks every unit against VA’s requirements.

Can I take cash out with a VA refinance?

Cash-out is a full refinance at the snapshot’s leverage, available on a principal residence after the seasoning period, with full underwriting and the residual-income test. A Palm Springs owner with a low-balance first mortgage often compares a second lien first.

Do I have to live in the home to use a VA loan?

The home has to become your principal residence, with move-in within a reasonable time after closing. Second homes and investment property are outside the program, but a multi-unit home where you occupy one unit is inside it, and deployment has its own allowances.

Does a VA loan have mortgage insurance?

Not at any loan-to-value. FHA charges an upfront and an annual premium, conventional charges private mortgage insurance until equity grows, and VA charges neither; the funding fee is paid once.
