Current VA guidelines, updated from one source.
A handful of figures and the tables behind them decide most VA files, and all of them are here, drawn from one guideline source built on VA’s published rules: the down payment with full entitlement, the absence of mortgage insurance, the funding fee by first or subsequent use, the ratio guideline, and the residual-income table for the region.
100% financing with full entitlement
0% down is the program’s defining term: a buyer with full entitlement finances up to 100% of the lesser of price and value, the guaranty replaces the down payment, and the funding fee can be added on top of the loan rather than paid in cash.
No monthly premium, no upfront premium
There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty does the work that private mortgage insurance or FHA’s premiums do elsewhere, and the funding fee is the only program charge.
First use; 3.3% after first use; exempt for many disabled veterans
The funding fee is a one-time charge of 2.15% on a first-use purchase with less than five percent down and 3.3% on later uses; it drops with a larger down payment, can be financed into the loan, and is waived for the exempt groups listed below.
Residual income decides the file
The ratio guideline is 41%; the deciding figure is residual income, VA’s measure of what the household keeps each month after the housing payment, debts, taxes, and maintenance. The West table below applies to California, and the calculator estimates a rough residual from the income you enter.
| Loan type | Use | Down payment | Fee |

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. VA sets no minimum credit score; the wholesale programs behind these pages start at a 580 decision score and serve loan amounts up to $4,000,000, including loans above the conforming limit with full entitlement.
Refinances: cash-out to 100% loan-to-value after seasoning of 210 days and six payments with a net tangible benefit; rate-reduction refinances of an existing VA loan at a 0.5% fee without a VA appraisal. What a VA loan is — and how the file is qualified.
Every Redding VA file has the same skeleton: a certificate that proves eligibility, an entitlement figure that sets how much VA will back, a funding fee that pays for the backing or is waived, and an underwriting test that reads the household’s leftover income. The cards below explain each bone.
For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.
The guaranty replaces the down payment
The guaranty is a promise from VA to the lender, not a loan from VA. On a Redding file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.
Eligibility, entitlement, and the COE
The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. A Redding lender can usually pull it within the VA system from a DD-214 or a statement of service, and VA.gov issues it directly as well.
The funding fee, and who is exempt
What the funding fee buys is the absence of mortgage insurance. On a Redding purchase the fee is paid once, usually financed, while an FHA or conventional borrower at the same leverage pays a premium every month for years; the comparison usually favors VA unless the fee tier is high and the loan is short-lived, and an exempt veteran pays no fee at all.
Residual income over ratios
Residual income depends on where the home is and how many people live in it: the tables differ by region, and the figure rises with each family member. The snapshot shows the regional table for California, and the calculator estimates a rough residual from the income, the payment, and the debts you enter for a Redding scenario.
Nothing here is a decision. The appraisal can come in under the contract price, the rate is set by the lender at lock, and the lender’s residual-income figure includes deductions this page only approximates. What holds steady is the structure the calculator reproduces: price, fee, loan, payment, residual.
Where Redding’s veterans and service members buy — and how VA fits.
Start with the market, then the file. These Redding figures from the Census set the backdrop for a VA purchase: who owns, what homes are worth on the latest estimate, and what households earn, which together decide what a nothing-down loan and its payment look like locally.
Citywide figures provide general market context, not an appraisal or an income calculation. Higher values mean a larger loan and a larger funding fee in dollars; lower values mean a payment that leaves more residual income on the same salary. The percentages never move, only what they amount to.

Distinct Redding neighborhoods, distinct VA files.
No single VA file describes Redding. The submarkets below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.
Service members and the occupancy rule
A service member buying within commuting range of an installation uses the benefit as designed: no down payment, an occupancy certification with allowances for deployment, and the option to keep the home as a rental on the next set of orders without refinancing. The median owner-occupied home value in Redding runs near $382,300 on the latest Census estimate.
Newer infill and recent construction
New rows and recent infill in Redding tend to appraise without findings, which moves the question to price. With full entitlement there is no loan limit, so a contract above the county conforming figure is still a nothing-down VA purchase, tested on residual income at that payment. Redding is home to about 93K people.
Higher-value homes
On Redding’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Median household income in Redding sits near $70,466 on the latest Census estimate.
Established close-in neighborhoods
The Redding blocks nearest the core carry the oldest houses, and VA’s appraiser reads them for condition as well as price: paint, roof, railings, systems. Findings become required repairs, and sellers usually complete them before closing. On a home at Redding’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $382,300 is the program’s cost, and it can be financed.
Condominiums and townhomes
Close-in Redding condominiums suit the benefit well: nothing down, no insurance line, and a project review that runs through VA’s approved-project list. The dues go into the residual-income math, and the appraisal covers the project along with the unit. About 45% of Redding’s households rent — roughly 16,653 renter households on the latest Census estimate.
Two-to-four-unit homes
Redding duplexes and small apartment houses are VA purchases with nothing down when the veteran occupies one unit. VA counts rent from the other units under its own rules, which can require landlord experience or reserves. Roughly 20,194 Redding households own their homes on the latest Census estimate — 55% of all households, the pool a VA purchase joins.
Each Redding submarket has its own property story, and the VA appraisal is where that story is told. The property requirements, the occupancy rule, and the residual-income test are the constants.
Four ways Redding veterans put the VA benefit to work.
Because VA backs part of every loan, it fits the Redding veteran who has the income for the payment but would rather keep the savings than spend them on a down payment and insurance. Four examples follow.
Buy a condominium in an approved project
One extra step separates a Redding condominium file from a house file: the project review against VA’s list. Once the project clears, the leverage, the fee, and the absence of mortgage insurance are exactly what they would be on a house.
Refinance an existing VA loan
A Redding homeowner with an existing VA loan can refinance through VA’s rate-reduction refinance loan, known as the IRRRL or streamline: a small funding fee, no VA appraisal, limited documentation, and a net tangible benefit required. The lender checks the loan’s payment history.
Buy a small multi-unit home and live in one unit
This is where the benefit stretches furthest: a Redding veteran puts nothing down on two to four units, moves into one, and qualifies with the documented rent from the rest counted as VA allows, while the appraiser checks every unit against the property requirements.
Take cash out of a home with equity
Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Redding owner weighs it against a home equity line, which keeps the existing first mortgage in place.
Estimate the VA payment on a Redding price before requesting a quote.
The program’s own math on your Redding inputs: price less any down payment, plus the financed fee, amortized at the benchmark, with escrows added and nothing for mortgage insurance. The actual rate, payment, and costs come in writing from a licensed loan officer.
Redding VA payment estimate
Defaults describe Redding, not your purchase: put in the real price, the real fee tier, and the real escrows.
Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA loan quote.
Illustrative starting assumptions: a $380,000 price near Redding’s median owner-occupied home value, no down payment with full entitlement, a first-use funding fee financed into the loan, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for California (U.S. Census Bureau). Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Taxes, insurance and dues are editable estimates; closing costs are not included. Licensed in sixteen states for consumer mortgages. Same veteran, three very different closings.
Choosing among VA, FHA, and conventional in Redding is really choosing an insurance structure and a down payment at the same time. Each is laid out below with the buyer it fits.
VA, FHA, or conventional.
The program’s strengths are the down payment, the insurance, and the residual-income test; its cost is the funding fee. A Redding veteran with full entitlement usually pays less each month on VA than on FHA at the same price, and the conventional comparison turns on the down payment and the fee tier.
FHA’s leverage is high and its credit standard is forgiving, but its insurance never comes off a full-leverage thirty-year loan. A Redding veteran comparing the two sees the premium line in the FHA payment and nothing in that line on VA. See Lendmire’s FHA loan program.
Conventional financing asks for a down payment and a higher score, in exchange for insurance that cancels and no funding fee. A Redding veteran with a large down payment, where the funding fee falls to its lowest tier and conventional insurance falls away, should see both programs run on the same numbers. See Lendmire’s conventional loan program.
Which program fits best depends on the borrower’s numbers once eligibility is known. VA can come out ahead with a COE and full entitlement, conventional can for a veteran with twenty percent down and no fee exemption, and FHA is the fallback where the benefit is unavailable. The comparison is run on the actual numbers, in writing.
What to prepare for a Redding scenario review.
What a lender reads on a Redding VA loan, and what you can have ready before anyone asks.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
When a Redding VA file surprises someone, the cause is usually one of these: entitlement partly in use, a higher fee tier than expected, required repairs from the appraisal, a condominium without VA approval, or residual income below the table.
Use these checks to keep the Redding file clean and fundable.
The list is short because the program is: entitlement, the fee, and the property decide most Redding files before income is even opened.
- Confirm the entitlement: entitlement is restored once the earlier loan is paid off and the home sold.
- Know the fee: disabled veterans receiving compensation and the other exempt groups pay no fee.
- Check the project: the project must be on VA’s approved list or be submitted for approval.
Full or remaining entitlement
Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Redding buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.
The funding fee tier and the exemptions
Financed, the fee raises the loan balance and the payment; paid at closing, it raises the cash to close; paid by the seller, it counts toward the concessions cap. Which is best on a Redding file depends on the tier and on how long the home will be kept, and the loan officer shows all three ways side by side.
Condominium project approval
Many Redding projects already hold VA approval, and a condominium must be VA-approved for a VA loan to apply. You can check any project against VA’s list. VA looks at the association’s documents, the budget, the owner-occupancy mix, and any litigation, and that review can take a while.
The VA appraisal and the Notice of Value
Two outcomes matter on a Redding appraisal: the value and the condition findings. When the value comes in short, the gap above the appraisal is paid in cash, the price is renegotiated, or the buyer is released under the escape clause with the deposit returned; a property finding is repaired and re-inspected before the loan closes.
Two- to four-unit homes and rental income
VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. A Redding buyer who occupies one unit qualifies on the combined picture.
From a Redding Certificate of Eligibility to keys in hand.
Underneath, the Redding process is any mortgage process; on top sit VA’s checks: the certificate, the property requirements, the project approval where it applies, and the residual-income test. Each step below says what happens and what the buyer does.
COE and pre-approval
The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the Redding purchase. The lender can pull the COE directly.
Contract and appraisal
The Redding contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.
Underwriting
An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Redding underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.
Closing
Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The Redding buyer takes the keys and VA backs the lender.
A brokerage that puts the benefit to work.
Lendmire is a mortgage brokerage licensed for consumer lending in sixteen states, and on a VA file that buys three things: the program run against FHA and conventional on the same numbers, the entitlement and the fee tier confirmed before an offer is written, and the terms in writing from a licensed loan officer.
Three programs, one set of numbers
A lender with one program sells that program; a brokerage with all three can say which fits. For a Redding veteran with full entitlement the answer is almost always VA; with a large down payment it can be conventional, and the arithmetic decides.
The fee and the entitlement explained before the offer
A Redding veteran should never discover at the closing table that the fee was the subsequent-use tier or that entitlement was partly in use. The loan officer reads the certificate aloud, so to speak: the tier, the leverage, and the conventional alternative on the same numbers.
Licensed, consumer-purpose, in writing
Lendmire is licensed in sixteen states for consumer mortgages, each loan is a consumer-purpose transaction with the full set of disclosures, and every figure a Redding buyer relies on, from the fee to the leverage to the final terms, comes in writing from a licensed loan officer.

Redding VA loan FAQs
Plain answers to the questions Redding veterans ask most about VA loans, in the order they usually ask them.
What is a VA loan, and who is it for?
VA runs a guaranty program for veterans’ home loans; it is not a lender. A Redding buyer applies through a lender or broker, the lender underwrites to VA’s rules, and VA stands behind part of the loan. Purchases, cash-out refinances, and rate-reduction refinances of existing VA loans are all inside it.
Who is eligible for a VA loan in Redding?
The requirements depend on when and how you served, and VA publishes them by era. A Redding loan officer can check the service record against them in a few minutes, and the Certificate of Eligibility is the official answer.
How do I get a Certificate of Eligibility?
Three ways: online through VA.gov, through the lender using VA’s system, or by mail with VA Form 26-1880. A veteran provides the DD-214, an active-duty member a statement of service, a Guard member NGB Forms 22 and 23, a Reserve member a points statement, and a surviving spouse VA Form 26-1817 where DIC is already in pay, or the DIC application first where it is not.
What is the VA funding fee, and do I have to pay it?
The fee is the program’s only charge for the guaranty, and the snapshot shows the tiers. A Redding buyer who is receiving VA disability compensation, or who falls in one of the other exempt groups, pays nothing; everyone else pays the tier for their use and down payment, usually by financing it.
Is there a VA loan limit in Redding?
Not with full entitlement: VA backs a quarter of the whole loan, so a Redding buyer with full entitlement can finance above the conforming limit for the county, which this page never quotes, with no down payment, up to the ceiling the wholesale programs set. With remaining entitlement the county conforming figure enters the calculation and a lender may require a down payment; a Lendmire loan officer confirms the figure for the county.
What happens after my Redding offer is accepted?
Your Redding contract goes to the lender, VA assigns the appraiser, and underwriting follows the Notice of Value. The usual detours are required repairs or a value under the price, which VA’s reconsideration process and the escape clause are built for; a loan officer keeps the timeline honest.
What is residual income, and why does it matter?
It is the second test on every VA file and the one that matters most. The snapshot shows the figures for the California region by family size; child care, support orders, and the family’s size all move the result.
Can I use a VA loan to buy a condominium?
Yes, with one extra step: the project review against VA’s list. Approved projects close on the ordinary file; a Redding project not yet approved can be submitted, which takes time and the association’s cooperation.
What debt-to-income ratio does VA allow?
The guideline is in the snapshot, and VA allows files above it when residual income is strong. Enter income and family size in the calculator to see the ratio and a rough residual against the table for the California region.
Do I have to live in the home to use a VA loan?
Yes. VA loans are for principal residences: the veteran certifies an intent to occupy within a reasonable time after closing, and a loan officer can explain how that timing applies to you. A spouse can satisfy the requirement for a service member who is deployed or stationed elsewhere, and a veteran may later move out and keep the home as a rental.
Buy in Redding with nothing down and no mortgage insurance.
Put your Redding figures into the calculator, then ask for a review. Entitlement, the funding fee tier, residual income, and the loan VA supports are confirmed against the program’s rules, and a licensed loan officer provides the terms in writing.
