The guaranty replaces the down payment

VA backs a quarter of the loan for a borrower with full entitlement, which gives the lender the same protection a sizable down payment would. That is why a Davenport purchase can close with nothing down and no mortgage insurance, and why there is no VA loan limit when entitlement is full: the backing scales with the loan.

Eligibility, entitlement, and the COE

Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure.
