The guaranty replaces the down payment

The guaranty is a promise from VA to the lender, not a loan from VA. On a Rocklin file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.

Eligibility, entitlement, and the COE

The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Rocklin buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Rocklin file the tier is confirmed from the COE.

iii.

Condominium project approval

Many Rocklin projects already hold VA approval, and a condominium must be VA-approved for a VA loan to apply. You can check any project against VA’s list. VA looks at the association’s documents, the budget, the owner-occupancy mix, and any litigation, and that review can take a while.

iv.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for a Rocklin veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

v.

Assumption and release of liability

A VA loan can be assumed by a qualified buyer, veteran or not, with the lender’s approval, which can be a selling point for a Rocklin home when rates have risen.
