What a VA loan is — and how the file is qualified.

The difference between a VA loan and any other mortgage is who shares the risk. VA stands partly behind the lender, so the lender can lend the full value with no insurance premium and read the budget on residual income. Below, the four parts a St. Augustine buyer needs to understand.

01.

The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so a St. Augustine buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a St. Augustine file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.

The funding fee, and who is exempt

Veterans receiving VA compensation for a service-connected disability pay no funding fee, and neither do surviving spouses receiving Dependency and Indemnity Compensation, Purple Heart recipients on active duty, or those rated before discharge. On a St. Augustine file the exemption is confirmed on the COE and removes the funding fee, the program’s one charge of its own.

Residual income depends on where the home is and how many people live in it: the tables differ by region, and the figure rises with each family member. The year-round St. Augustine workforce is the program’s constituency: nothing down, no mortgage insurance, and a payment that residual income shows a local income can carry. These neighborhoods are where the benefit fits the market best. About 37% of St. Augustine’s households rent — roughly 2,416 renter households on the latest Census estimate.

Higher-value homes

A high-value St. Augustine primary residence can be a VA jumbo: the guaranty scales with the loan, the lender waives the down payment with full entitlement, and the comparison with a conventional jumbo is worth running because the conventional loan asks for a large down payment and VA does not. St. Augustine is home to about 15K people.

Condominium projects

Resort condominium projects in St. Augustine are the hardest VA approvals: investor-owned and rented units, short-term rental programs, and condotel operations all weigh against approval. Second homes and vacation condominiums

Vacation property in St. Augustine sits outside the program entirely, whatever the buyer’s eligibility. VA’s leverage and the guaranty are reserved for the home the veteran lives in as a principal residence. What the program accepts is the same everywhere in St. Augustine: houses, condominiums in VA-approved projects, planned developments, manufactured homes that meet VA’s rules, and owner-occupied homes of up to four units. What it declines is also the same: second homes and investment property.

Before You Move Forward

Three things to settle before a St. Augustine review: what the certificate says about entitlement, which funding fee tier applies, and whether the property has any VA question attached.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A St. Augustine loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a St. Augustine file the tier is confirmed from the COE.

iii.

Two- to four-unit homes and rental income

VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. A St. Augustine buyer who occupies one unit qualifies on the combined picture.

iv.

The VA appraisal and the Notice of Value

VA assigns the appraiser, and the appraiser reports on two things: what the St. Augustine home is worth and whether it meets VA’s minimum property requirements for a safe, structurally sound, and sanitary home. Peeling paint, a failing roof, or missing handrails become required repairs, and a wood-destroying insect inspection is ordered where VA calls for one.

v.

Assumption and release of liability

Assumability is one of the program’s quieter advantages for a St. Augustine owner who may sell into a higher-rate market, and one of its traps: without a release of liability the seller remains responsible, and without substitution of entitlement the seller’s benefit stays in use on a home they no longer own.

A VA purchase runs in a fixed order: certificate and pre-approval on income and residual income, contract and VA appraisal with the Notice of Value, underwriting with the fee tier confirmed, and closing with the fee financed, paid, or waived for exempt borrowers. i.

COE and pre-approval

A St. Augustine pre-approval is a sizing exercise: the certificate, the income, the family size, the funding fee tier, and the price. The loan officer confirms eligibility and entitlement against the program rules and puts the pre-approval in writing for the offer.

ii.

Contract and appraisal

The St. Augustine contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.

iii.

Underwriting

An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the St. Augustine underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.

iv.

Closing

Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The St. Augustine buyer takes the keys and VA backs the lender.

What is a VA loan, and who is it for?

A VA loan is the mortgage an eligible St. Augustine buyer should compare first: backed by VA, offered through lenders, written with no down payment and no insurance line, and qualified on residual income rather than ratios alone.

Who is eligible for a VA loan in St. Augustine?

Can the seller pay my closing costs on a VA loan?

Within VA’s rules, yes: ordinary closing costs are not capped, and concessions such as the fee, prepaids, and debt payoff are capped as a share of the value. The loan officer checks the contract against both.

What does a VA appraisal check?

Value and condition. A VA-assigned appraiser values the home and checks it against VA’s minimum property requirements, which call for a safe, structurally sound, and sanitary home; required repairs are usually completed before closing, and a Notice of Value is issued on the report by the lender’s appraisal reviewer or by VA. When the value comes in below the price, VA’s process lets the appraiser consider additional sales before the figure is final.

What happens after my St. Augustine offer is accepted?
