VA Loans in Harlingen, Texas: No Down Payment, No Mortgage Insurance

A VA mortgage lets a Harlingen, TX veteran buy with no down payment and no mortgage insurance, finance the funding fee into the loan, and qualify on a residual-income test that favors households with real room in the budget. Here is how eligibility, entitlement, the funding fee, and the appraisal come together on a local file.

Current Program Snapshot

Current VA guidelines, updated from one source.

What follows is VA’s own rulebook reduced to the handful of numbers that decide a file, pulled from Lendmire’s single guideline source and refreshed on this page whenever VA or the wholesale overlays move: leverage with full entitlement, the funding fee by use and down payment, the ratio guideline, and the residual-income table for this state’s VA region.

Down Payment
0%

100% financing with full entitlement

The purchase leverage is 100% loan-to-value with full entitlement, which means 0% down on a home that appraises at the price; a price above the appraised value is paid in cash or renegotiated, and the guaranty covers the lender’s exposure.

Mortgage Insurance
None

No monthly premium, no upfront premium

Mortgage insurance does not exist on a VA loan: no monthly premium, no upfront premium, no cancellation rules to track. The calculator below shows a payment with nothing in that line, which is where VA differs from every other high-leverage program.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

First use costs 2.15% of the loan; later uses cost 3.3%; a down payment of five or ten percent lowers either tier. The fee is usually financed into the loan, it may be refunded when a disability rating is later granted with an effective date before closing, and exempt veterans pay none of it at all.

Debt Ratio
41% guide

Residual income decides the file

41% is the ratio VA names, and residual income is the test it trusts: the monthly income left after the housing payment, debts, taxes, and maintenance, measured against a table by family size and region. A ratio above 41% needs residual income well above the table or a documented justification.

Program Notice

This page describes program parameters, not an offer. The leverage, the funding fee, the ratio guideline, and the residual-income table are VA guidelines and lender overlays, subject to change without notice and to full underwriting; the certificate, the appraisal, the credit report, and the property decide every file. Harlingen VA Loan Guide

What a VA loan is — and how the file is qualified.

Every Harlingen VA file has the same skeleton: a certificate that proves eligibility, an entitlement figure that sets how much VA will back, a funding fee that pays for the backing or is waived, and an underwriting test that reads the household’s leftover income. The cards below explain each bone.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in Texas; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

The guaranty is a promise from VA to the lender, not a loan from VA. On a Harlingen file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.

02.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Harlingen file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.

03.

The funding fee, and who is exempt

What the funding fee buys is the absence of mortgage insurance. On a Harlingen purchase the fee is paid once, usually financed, while an FHA or conventional borrower at the same leverage pays a premium every month for years; the comparison usually favors VA unless the fee tier is high and the loan is short-lived, and an exempt veteran pays no fee at all.

04.

Residual income over ratios

VA qualifies a household on what is left, not only on what is owed: residual income is the monthly income remaining after the proposed housing payment, other debts, taxes, and an allowance for maintenance and utilities, measured against a table by family size and region. A Harlingen family must meet the table for its size.

The Core Calculation
Base loan = price less any down payment; total loan = base loan plus the funding fee for the use and down payment; payment = principal and interest plus taxes, insurance and dues

The calculator turns this arithmetic into a Harlingen scenario: price in, down payment in, fee tier chosen, and out come the funding fee, the total loan, principal and interest, and the escrows. Add income and family size to see the ratio and a rough residual against VA’s table.

Harlingen Market Context

Where Harlingen’s veterans and service members buy — and how VA fits.

Start with the market, then the file. These Harlingen figures from the Census set the backdrop for a VA purchase: who owns, what homes are worth on the latest estimate, and what households earn, which together decide what a nothing-down loan and its payment look like locally.

These are context figures, not underwriting inputs. These are ranges, not predictions. The lender appraises one home, documents one income, and runs the residual-income test for one household of a specific size.

Harlingen Submarkets

Distinct Harlingen neighborhoods, distinct VA files.

Six Harlingen submarkets, six versions of the same program: the cards below describe the housing stock, the price range, and the VA question that comes up most often in each.

01.

Condominiums and townhomes

A VA-approved Harlingen project turns a condominium into a routine file. The buyer’s side does not change; the lender confirms the project before ordering the appraisal, which is the step that saves a contract from a dead end. Roughly 14,586 Harlingen households own their homes on the latest Census estimate — 56% of all households, the pool a VA purchase joins.

02.

Higher-value homes

On Harlingen’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Median household income in Harlingen sits near $53,645 on the latest Census estimate.

03.

Established close-in neighborhoods

Condition carries weight in Harlingen’s established neighborhoods. The appraisal lists what VA wants fixed, the contract decides who fixes it, and the Notice of Value is issued once the value and the condition are settled. On a home at Harlingen’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $140,600 is the program’s cost, and it can be financed.

04.

Two-to-four-unit homes

Owner occupancy of one unit is the hinge on a Harlingen multi-unit file; after that, the guaranty treats the loan like any other, the rent VA allows is documented toward qualifying, and the appraiser inspects each unit against the property requirements. About 44% of Harlingen’s households rent — roughly 11,421 renter households on the latest Census estimate.

05.

Service members and the occupancy rule

Where Harlingen neighborhoods serve an installation, VA purchases appear on every street, often by service members who will move again. The program is built for that: nothing down, a loan that can be assumed, and entitlement restored when the home is sold and the loan repaid. Harlingen is home to about 72K people and sits within the Brownsville-Harlingen, TX area.

06.

Newer infill and recent construction

A newer Harlingen home rarely produces repair findings; the file turns on entitlement and budget. Full entitlement covers the price with nothing down. With remaining entitlement, the conforming figure enters the math, and a down payment may be required. The median owner-occupied home value in Harlingen runs near $140,600 on the latest Census estimate.

Each Harlingen submarket has its own property story, and the VA appraisal is where that story is told. The property requirements, the occupancy rule, and the residual-income test are the constants.

How Harlingen Veterans Use VA

Four ways Harlingen veterans put the VA benefit to work.

VA is more than a first-purchase program: it refinances, it takes cash out, it finances small multi-unit homes, it buys condominiums in approved projects, and it reaches above the conforming limit with full entitlement. The cards below take up the uses that bring Harlingen veterans to it most often.

Cash-out

Take cash out of a home with equity

Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Harlingen owner weighs it against a home equity line, which keeps the existing first mortgage in place.

VA jumbo

Buy above the conforming limit

The VA jumbo is the program’s quiet strength in Harlingen: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.

First purchase

Buy a first home with nothing down

For a first purchase in Harlingen, VA pairs no down payment with no mortgage insurance and a residual-income test that reads the whole household budget; the file closes on the certificate, the appraisal, the income, and the funding fee tier.

Condominium

Buy a condominium in an approved project

One extra step separates a Harlingen condominium file from a house file: the project review against VA’s list. Once the project clears, the leverage, the fee, and the absence of mortgage insurance are exactly what they would be on a house.

VA Payment Estimate

Estimate the VA payment on a Harlingen price before requesting a quote.

VA vs. the Alternatives

Same veteran, three very different closings.

The alternatives put VA’s cost in perspective: FHA charges a premium every month, conventional charges one until equity arrives, VA charges a fee once. The comparison below is written for a Harlingen buyer weighing all three.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

FHA’s leverage is high and its credit standard is forgiving, but its insurance never comes off a full-leverage thirty-year loan. A Harlingen veteran comparing the two sees the premium line in the FHA payment and nothing in that line on VA. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a Harlingen buyer. See Lendmire’s conventional loan program.

Where each one fits

VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.

Typical File Components

What to prepare for a Harlingen scenario review.

The paperwork is the standard mortgage set with the service record on top; here is what a Harlingen scenario review typically draws on.

Certificate of EligibilityIssued by VA online, or pulled by the lender from VA’s system; it states the entitlement available, any prior use of the benefit, and whether the funding fee is waived.
Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.
Housing payment historyTwo years of rent or mortgage payments by statement or canceled check where the credit report does not show them; the recent housing record carries real weight.
Asset statementsBank statements covering the closing costs and any reserves the file calls for, with unusual deposits explained and gifts documented by letter and transfer.
Income documentationPay stubs or a current LES, two years of W-2s, and tax returns for self-employment or other income, so the lender can show the income is stable and likely to continue.
Credit historyDischarge or transfer papers for any bankruptcy, foreclosure, or short sale so seasoning is confirmed early, plus the payoff on any earlier VA loan for the entitlement question.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Harlingen File Considerations

Local details that can change the loan.

A handful of details decide whether a Harlingen VA file closes as planned, closes smaller, or stalls. These are the ones that come up most.

Before You Move Forward

Use these checks to keep the Harlingen file clean and fundable.

A Harlingen file that is ready to review has already answered three questions: how much entitlement, what funding fee, and whether the property is inside VA’s rules.

  • Confirm the entitlement: the COE states the entitlement available; full entitlement carries no loan limit.
  • Know the fee: the fee can be financed, paid at closing, or paid by the seller.
  • Mind the appraisal: repairs the appraiser requires are usually completed before closing.
i.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Harlingen loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Harlingen file the tier is confirmed from the COE.

iii.

The VA appraisal and the Notice of Value

When the value comes in under the contract price on a Harlingen file, VA’s process gives the appraiser a chance to weigh additional sales before the Notice of Value is final, and the escape clause lets the buyer walk away with the deposit if the gap cannot be closed. Repairs the appraiser requires are usually completed before closing.

iv.

Condominium project approval

Many Harlingen projects already hold VA approval, and a condominium must be VA-approved for a VA loan to apply. You can check any project against VA’s list. VA looks at the association’s documents, the budget, the owner-occupancy mix, and any litigation, and that review can take a while.

v.

Seller concessions and the fees a veteran may not pay

Two rules shape the Harlingen contract: the seller may pay closing costs and, within VA’s cap, concessions such as prepaids and the funding fee; and the veteran may not be charged certain fees that other buyers pay. Structured with both in mind, a VA purchase can close with no down payment and modest cash.

A Clear Process

From a Harlingen Certificate of Eligibility to keys in hand.

Underneath, the Harlingen process is any mortgage process; on top sit VA’s checks: the certificate, the property requirements, the project approval where it applies, and the residual-income test. Each step below says what happens and what the buyer does.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

ii.

Contract and appraisal

The Harlingen contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.

iii.

Underwriting

Underwriting on a Harlingen VA file reads the whole picture: the entitlement on the certificate, the housing payment history, the seasoning of any derogatory event, and the residual income after VA’s deductions for taxes and upkeep. Conditions are issued, documented, and cleared before the approval is final.

iv.

Closing

At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. A Harlingen buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.

Why Lendmire

A brokerage that puts the benefit to work.

The case for a brokerage on a VA loan is candor with numbers: VA beside conventional on the same inputs, the fee tier stated outright, the entitlement checked first, and the terms in writing.

i.

Three programs, one set of numbers

A lender with one program sells that program; a brokerage with all three can say which fits. For a Harlingen veteran with full entitlement the answer is almost always VA; with a large down payment it can be conventional, and the arithmetic decides.

ii.

The fee and the entitlement explained before the offer

The fee is the program’s cost and the entitlement is its reach, and Lendmire explains both first rather than last: how much the fee is, whether it is waived or refundable, and what the certificate supports for a Harlingen buyer at the price in hand.

iii.

Licensed, consumer-purpose, in writing

Lendmire carries the license for the state the Harlingen home is in, delivers the disclosures a consumer mortgage requires, and commits the terms to paper. The program figures on this page are read from one guideline source built on VA’s published rules.

Brenda, Samantha and the Lendmire team were absolutely fantastic to work with. Questions Harlingen Veterans Ask

Harlingen VA loan FAQs

Plain answers to the questions Harlingen veterans ask most about VA loans, in the order they usually ask them.

What is a VA loan, and who is it for?

A VA loan is the mortgage an eligible Harlingen buyer should compare first: backed by VA, offered through lenders, written with no down payment and no insurance line, and qualified on residual income rather than ratios alone.

Who is eligible for a VA loan in Harlingen?

Active-duty service members after a minimum period, veterans with the required length of service for their era, Guard and Reserve members with qualifying active duty or six years of service, and eligible surviving spouses. The certificate settles it.

How do I get a Certificate of Eligibility?

Most Harlingen buyers let the lender pull it: with a DD-214 or a statement of service, the lender can often obtain the certificate from VA’s system during the first conversation. VA.gov issues it online as well, and VA Form 26-1880 by mail is the slowest route.

What is the VA funding fee, and do I have to pay it?

It depends on your status. Disabled veterans receiving compensation and the other exempt groups pay no fee; other borrowers pay the tier in the snapshot, which is lower on a first use and with a larger down payment. Most Harlingen buyers finance it rather than pay cash.

Is there a VA loan limit in Harlingen?

VA removed the loan limit for veterans with full entitlement; the wholesale programs behind these pages serve loan amounts up to the ceiling in the snapshot. Only a Harlingen buyer with entitlement still in use on another loan needs the county figure, and it is confirmed by a loan officer rather than quoted here.

What credit score do I need for a VA loan?

There is no VA minimum, and the snapshot shows where the wholesale programs begin. A Harlingen buyer below that floor should ask a loan officer what the file needs, because VA’s own rules weigh the payment history and residual income, not a score alone.

Do I need a down payment for a VA loan?

Not with full entitlement when the home appraises at or above the price: the guaranty replaces the down payment and the lender finances the full value. A down payment becomes part of the file when entitlement is partial, when the price exceeds the appraised value, or when a buyer chooses one to lower the funding fee tier.

What debt-to-income ratio does VA allow?

VA names a total-debt ratio and tells lenders it is secondary to residual income. The snapshot shows the ratio and the regional residual-income figures; the calculator estimates where a Harlingen scenario lands on both.

Is a VA loan assumable?

Assumable, yes, once the lender approves the buyer taking over the loan. The original veteran should obtain a release of liability. Entitlement is restored when the loan is paid off after a sale, or when a veteran buyer substitutes their own.

Can I use a VA loan to buy a condominium?

A VA condominium file adds the project question to the house file. Confirm the approval before paying for the appraisal; the leverage, the fee, and the absence of mortgage insurance are unchanged.
