Current refinance guidelines, updated from one source.
Four cards and one table carry every figure an Eastvale refinance turns on, drawn from the agencies’ published guides, HUD’s handbook, VA’s regulations, and the wholesale overlays: leverage, mortgage insurance, the streamline and IRRRL conditions, and credit. Nothing here is a rate or a payment; the calculator further down turns the figures into a payment and a break-even.
One-unit principal residence; mortgage insurance above 80%
Conventional leverage for a rate-and-term file: 95% of value on a one-unit principal residence, 97% on the first-time-buyer programs where allowed, with the old loan, the costs, and a purchase-money second inside the new balance. Mortgage insurance attaches above 80%, may be cancelled on request at 80% of the original value, and ends on its own at 78%.
An existing FHA loan, refinanced with a net tangible benefit and a limited credit review
For an Eastvale owner with an FHA loan, the streamline refinances it with no appraisal and a limited credit review, provided the new loan passes HUD’s net tangible benefit test and the old loan is seasoned with the required payment history. FHA mortgage insurance stays on; leaving it behind means a conventional refinance at or below the no-insurance line instead.
An existing VA loan, no VA appraisal; seasoning of 210 days and six payments
VA’s rate-reduction refinance in four parts: an existing VA loan, a 0.5% fee inside the new balance unless exempt, seasoning of 210 days and six payments on the old loan, and a net tangible benefit, with no VA appraisal and no cash out. Fees and costs must be recouped from the lower payment within VA’s window when the new loan does not exceed the payoff.
DTI to 50%; jumbo from 660 on its lanes
Score and ratio for an Eastvale refinance: 620 is the conventional floor, 50% the automated ratio ceiling, and the finding weighs the rest of the file. The jumbo lanes, for balances above the conforming limit, start at 660, reach 90% of value on the headline lane, lend to $5,000,000, and hold the ratio to 50% on the fixed lanes with reserves per the lane.
| Program | Loan being replaced / occupancy | Maximum LTV | Conditions |
|---|---|---|---|
| Conventional rate-and-term (Fannie Mae / Freddie Mac) | One-unit principal residence | 95% | limited cash-out: the old loan, the closing costs and a purchase-money second roll in, incidental cash only; 97% where the existing loan is agency-owned and the first-time-buyer program allows; mortgage insurance above 80% |
| FHA streamline | Existing FHA-insured loan | No LTV test | appraisal not required; net tangible benefit; limited credit review; the previous loan’s seasoning and payment history apply; FHA mortgage insurance continues |
| FHA rate-and-term | Principal residence (owner-occupied the previous twelve months) | 97.75% | with an appraisal and full credit review; FHA mortgage insurance on the new loan |
| VA IRRRL | Existing VA loan; a home the veteran previously occupied | No LTV test | 0.5% funding fee (financeable; exempt veterans pay none); no VA appraisal; net tangible benefit; seasoning the later of 210 days and six payments |
| Jumbo rate-and-term (wholesale lanes) | Above the conforming limit | 90% | 660+ score on the headline lane, loans to $5,000,000, DTI to 50% on the fixed lanes; reserves and the appraisal count per the lane |
A refinance that returns cash is a cash-out refinance and is covered by the conventional, FHA, VA and jumbo cash-out programs; a line of credit that leaves the first mortgage in place is the HELOC program. Each carries its own leverage and its own rules.

What a rate-and-term refinance is — and how the file is qualified.
This page has four parts on the rate-and-term refinance. First, the new loan and the loan it pays off. Second, the conventional, FHA streamline, VA IRRRL, and jumbo options, and which one the existing loan points to. Third, the benefit test and break-even. Fourth, where an Eastvale owner who wants cash goes next: the cash-out programs.
For the program overview, see Lendmire’s refinance program, or the statewide guide at Refinance in California; when the goal is cash, see the cash-out refinance program.
One new loan replaces the old one
Replacing a mortgage means paying it off with a new one on the same home. The new balance is the old balance plus the closing costs, where they are rolled in, and nothing comes back to the borrower beyond an incidental amount; paying off a line of credit or a non-purchase-money second through the loan turns it into a cash-out, which is a different program with its own leverage.
Four programs, one question: which applies
Match the program to the loan being replaced. FHA to FHA: the streamline, no appraisal, limited review, premium continues. VA to VA: the IRRRL, no VA appraisal, a small fee, a benefit test. Anything to conventional: an appraisal, the leverage cap, and no mortgage insurance at or below the line. Above the conforming limit on any route: the jumbo lanes, with their own scores and reserves.
The benefit test and the break-even
Costs are recovered only through the monthly saving, so the break-even in months is the first figure to read. A shorter term can raise the payment and still save interest; a longer term can lower the payment and raise the interest paid over the life of the loan, because the clock restarts. The calculator on this page shows both, and the government streamlines test the benefit formally.
When the goal is cash, not terms
A rate-and-term refinance returns no cash. An Eastvale owner who wants money at closing, to consolidate debt, renovate, or buy another property, wants a cash-out refinance, which is a different program with its own leverage, seasoning, and cost, and is covered by the conventional, FHA, VA, and jumbo cash-out guides on this site; a home equity line that leaves the first mortgage in place is the third option.
The calculator asks for what only you know, the balance, the current rate, the years left, and the closing costs you have been quoted or expect, and takes the rest from the programs. What comes back is the new payment, the monthly change against the current payment, the months to break even, and the interest over the new term beside what remains on the old loan, for an Eastvale home.
Where Eastvale’s mortgages were written — and what a refinance changes.
The market does not change the rules, but it changes the arithmetic. The U.S. Census Bureau figures below show Eastvale’s ownership rate, median home value, and median household income. They describe the balances, the equity cushions, and the incomes a typical refinance here is sized against.
Citywide figures provide general market context, not an appraisal or an income calculation. A value well above the balance makes the appraisal a formality and the mortgage-insurance line easy to clear; a value close to the balance makes both decisive. The market sets the cushion, the program sets the cap.

Distinct Eastvale neighborhoods, distinct refinance questions.
Eastvale is not one housing stock, and the refinance question changes with it: the vintage of the mortgage, the equity built since, the project review on a condominium, the conforming limit on a high-value home. Sort the neighborhoods by what a refinance there turns on.
Manufactured and unusual homes
Eligibility comes before arithmetic on an unusual Eastvale property. A manufactured home on a permanent foundation with the title retired to real property can refinance on the routes that accept it; a log home, a mixed-use building, or a property with a farming use is reviewed on its own facts. The program decides first, the appraisal second. Median household income in Eastvale sits near $160,069 on the latest Census estimate.
Rentals and duplexes
Small rentals and owner-occupied duplexes in Eastvale refinance rate-and-term at the cap the agencies set for the occupancy, which the loan officer confirms for the file, with the rents counted as the rules allow and a rent schedule in the appraisal. An owner-occupied duplex keeps the rescission period; a pure rental funds without one. The median owner-occupied home value in Eastvale runs near $831,900 on the latest Census estimate.
Homes paid off, or close to it
Paid-off homes are common in Eastvale, and the refinance question for them is not this page’s question. With no loan to replace, the instruments are the cash-out refinance and the home equity line, each with its own guide and its own leverage. A rate-and-term refinance needs a loan to rewrite. On an Eastvale home at the median value, a conventional rate-and-term refinance at the leverage cap allows a new loan up to $790,000 — the existing loan, the closing costs, and a purchase-money second lien are what it may pay off.
Fixing a rate, shortening a term
An Eastvale owner refinances to fix a rate or shorten a term more often than to chase a lower payment, and those are the refinances whose benefit is easiest to show: certainty on one side, interest saved on the other. The calculator sets the new term beside the years remaining and the interest beside the interest. Roughly 14,179 Eastvale households own their homes on the latest Census estimate — 78% of all households, the pool a refinance draws on.
Thin comparable sales
Thin sales data is an Eastvale fact the refinance has to live with. Where the balance is small against any reasonable value, thin data changes nothing. Where the loan is near the mortgage insurance line, a conservative appraisal can keep the premium on for another year. The loan officer plans for the cautious number. About 22% of Eastvale’s households rent — roughly 3,989 renter households on the latest Census estimate.
Older homes with long tenure
Long tenure in Eastvale means deep equity and a modest balance, which makes the appraisal and the insurance line irrelevant and the costs decisive. The review runs the break-even honestly, and for a small balance the honest answer is sometimes that the refinance does not pay and a shorter term on the existing loan, by paying extra, serves better. Eastvale is home to about 71K people.
The rules do not change with the street. Every Eastvale file is checked the same way: the loan being replaced against the program, the new loan against the cap where a value test applies, the costs against the saving, and the borrower against the score and the ratio.
Four reasons Eastvale homeowners rewrite the mortgage.
A mortgage is refinanced for a reason, and the reason picks the program and the term. These are four of the reasons that bring Eastvale homeowners to a rate-and-term refinance most often, with what each one asks of the file.
Fold in a purchase-money second lien
Two loans into one is a rate-and-term refinance when the second was part of the purchase. The payoff of both, plus the costs, becomes the new balance and is tested against the cap; the file is otherwise ordinary. An Eastvale owner whose second lien was opened after the purchase, or who drew on a line later, is reading the cash-out guide, not this one.
Remove or add a borrower
A name comes off the note only when the loan is rewritten, and the remaining borrower qualifies alone on income, credit, and the ratio. The Eastvale file is otherwise an ordinary rate-and-term refinance, with the decree, the deed, or the estate documents added; where equity is paid to the departing owner through the loan, the cash-out rules apply instead.
Fix an adjustable rate
An Eastvale owner with an adjustable loan refinances for a reason the calculator cannot fully price: the next reset. The new loan is fixed for its term, the payment is known for every month of it, and the cost is the closing costs and whatever the fixed rate adds over the current adjustable payment. VA counts the conversion as a benefit on its own.
Shorten the term
Owners who have paid a thirty-year loan for a decade often find a shorter term costs little more each month and far less in interest, because the old loan is still front-loaded with interest. The Eastvale file is qualified on the new payment, and the break-even is quick when the costs are modest and the term is cut substantially.
Estimate the new payment and the break-even on an Eastvale home before requesting a quote.
Four programs, one calculator. Conventional applies the leverage cap and the mortgage-insurance line; the FHA streamline and the VA IRRRL skip the value test, and the IRRRL adds its fee to the loan; jumbo applies the lane’s cap. Enter your Eastvale figures and read the payment, the change, the break-even, and the interest comparison before requesting written terms.
Eastvale refinance savings and break-even estimate
The defaults describe a typical Eastvale home, not yours; enter the balance, the current rate, the years remaining, and the costs you expect.
Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a refinance quote.
Illustrative starting assumptions: a $830,000 home value near Eastvale’s median owner-occupied value, a $581,000 current balance, a current rate and remaining term you enter, closing costs seeded at $11,500 as an editable placeholder (not a fee quote), a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated for California (U.S. Census Bureau). Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The new rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a refinance quote; a refinance is priced by the lender at lock, and the current rate, the remaining term and the closing costs are figures you enter. The current payment is estimated from the balance, the current rate and the remaining term; the break-even divides the closing costs by the monthly saving and ignores the interest effect of a longer term. On the VA IRRRL the funding fee is added to the loan unless the veteran is exempt. Taxes and insurance are editable estimates. Same home, four ways to refinance it.
The same home can be refinanced four ways, and the routes differ more than the labels suggest: a conventional rate-and-term with an appraisal and the leverage cap, an FHA streamline or a VA IRRRL on an existing government loan with no appraisal and a benefit test, or the jumbo lanes above the conforming limit. The cards below put them side by side for an Eastvale home.
Conventional, streamline, or jumbo.
The conventional rate-and-term refinance replaces whatever first mortgage is on the home with an agency loan: value tested by appraisal, leverage capped as in the snapshot, mortgage insurance ending at the line, the old loan and the costs inside the new balance. It asks the most of the file and reaches the most homeowners, including FHA borrowers ready to shed the premium. See the conventional loan program.
Two streamlines for two existing loans. The FHA streamline refinances an FHA loan with no appraisal, a limited credit review, and a net tangible benefit; the premium continues. The VA IRRRL refinances a VA loan with no VA appraisal, a small funding fee unless the veteran is exempt, a benefit test, and seasoning on the old loan. Both trade paperwork for a benefit test and return no cash. See the FHA and VA programs.
For balances above the conforming limit, the jumbo lanes refinance rate-and-term with their own rulebook: the score floor in the snapshot on the headline lane, leverage to the lane’s cap, reserves per the lane, and a second appraisal above the lane’s threshold. The arithmetic is the same as any refinance; the file asks more of the Eastvale borrower’s documents and liquidity. See the jumbo loan program.
The loan being replaced points to the program, the balance points to conforming or jumbo, and the goal points to the term: shorter to save interest, longer to lower the payment, fixed to end the resets. What none of the four does is return cash; for that, the cash-out programs and the HELOC are the instruments, each with its own guide.
What to prepare for an Eastvale scenario review.
Most of what a refinance needs is already in an Eastvale homeowner’s files: the mortgage statement, the pay stubs, the insurance declaration, the tax bill. This list says what to gather and why each item matters to the file.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, the automated finding, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
Four things to know before counting on the saving: whether the costs are recovered, what the term reset does, where mortgage insurance begins and ends, and what the appraisal can change. Each is covered below for Eastvale.
Use these checks to keep the Eastvale file clean and fundable.
Settle the arithmetic before the paperwork. An Eastvale refinance that does not recover its costs, or that gives back the saving in added interest, is not improved by a shorter calendar; the review exists to say as much before anything is ordered.
- Run the break-even: Compare the break-even with how long you expect to keep the loan.
- Weigh the reset: A longer term lowers the payment and can raise the total interest.
- Confirm who carries the loan: The decree, estate, or trust documents join the file.
The costs are recovered only through the saving
Closing costs are paid from the loan or at the table, and the only thing that earns them back is the monthly saving. Divide the costs by the saving and the result is the number of months the Eastvale owner must keep the new loan to come out even; an owner planning to sell or refinance again before then is paying for a loan they will not use.
The term starts over unless you choose a shorter one
A new thirty-year loan on a balance that had ten years of payments behind it restarts the clock, and the interest over the new term can exceed what remained on the old loan even at a lower payment. The calculator sets the two side by side. An Eastvale owner who wants the saving without the reset chooses a term close to the years remaining, or shorter.
Removing or adding a borrower rewrites the note
A refinance is how a name comes off a mortgage after a divorce, a death, or a change in the household: the remaining borrower qualifies alone, the title is conformed at closing, and the departing borrower’s obligation ends. Paying the departing owner their equity through the loan is a cash-out or a special-purpose refinance, which is a different program.
The rescission period on a principal residence
A refinance of the home you live in carries a rescission period after signing, during which the borrower may cancel; the old loan is paid off and the new one funds only after it has run. The first payment on the new loan follows the funding date, and an Eastvale owner should plan the old loan’s last payment and the new loan’s first around it.
Mortgage insurance begins and ends at published lines
Private mortgage insurance on an existing conventional loan can end without a refinance: the borrower may request cancellation at the published line on the original value, and the servicer must end it on its own at the lower line. A refinance is the route when the value has risen enough that an appraisal, not the original price, puts the loan under the line, or when the loan is FHA.
From an Eastvale scenario review to a new first payment.
Four steps, in the order that protects the Eastvale owner’s money: review the break-even and the program; apply and receive the finding; appraise where the program requires it and underwrite; close, wait out the rescission period on a principal residence, and fund.
Scenario review
The review settles the shape of an Eastvale file: which program, which term, whether the saving recovers the costs, whether the term reset gives the saving back, and whether the value supports the plan. The answer is written terms and a break-even figure, or a plain recommendation not to refinance yet.
Application and automated finding
The application turns the reviewed scenario into a file. For most Eastvale refinances the automated finding arrives quickly and lists the documents; for a streamline it is the agency’s checklist instead. Either way the appraisal, where one applies, is ordered only after this step.
Appraisal and underwriting
Value first, then verification. On a conventional or jumbo refinance the appraisal is the one input the Eastvale owner cannot control; on a streamline or an IRRRL there is none. Underwriting reads the finding’s conditions, the payoff, and the benefit test where it applies, and, where the file supports it, approves the loan on the terms the review set out.
Closing, rescission, and funding
The closing documents are signed, and on a principal residence the rescission period runs before the old loan is paid off and the new one funds. The Eastvale owner’s first payment on the new loan follows the funding date; the old loan’s final interest is in the closing figures, and nothing is skipped or forgiven.
A brokerage that runs the break-even honestly.
A refinance is a decision about arithmetic, and a brokerage that will say the arithmetic does not work is worth more than one that will not. Lendmire runs the break-even and the term comparison first, shops the file across wholesale programs second, and puts the terms in writing before any fee is charged.
The break-even, run before anything else
A brokerage earns nothing by talking an Eastvale owner out of a refinance, which is why the honest version of the review is worth having. The break-even and the interest comparison come first, and the answer follows them.
Shopped across wholesale programs
Several wholesale programs compete for an Eastvale refinance, and the differences in cost, in reserves, and in what the file must show are real. Lendmire runs the comparison and shows it, so the owner sees why one program was chosen over another.
Terms in writing, before any fee
Written terms before the appraisal is the rule on every Eastvale refinance Lendmire arranges: the program, the term, the loan, the payment, and the break-even on paper, agreed, and only then the order. The streamlines, with no appraisal to order, settle the whole plan on paper.

Eastvale refinance FAQs
The refinance questions an Eastvale loan officer hears most, answered plainly: when it pays, what it costs, which program, and what the appraisal can do.
What is a rate-and-term refinance, and how is it different from a cash-out?
It is the refinance that changes the loan and leaves the equity alone. The balance, the costs, and a purchase-money second become one new loan on a new term; nothing comes back as cash. If an Eastvale owner wants money at closing, the cash-out programs are the right ones, and this page says so plainly rather than sizing the wrong loan.
When does refinancing actually make sense?
It makes sense for a reason you can name: a lower payment that recovers its costs, a shorter term that cuts the interest, an FHA premium that ends, an adjustable rate that becomes fixed, a name that comes off the note. It rarely makes sense for a payment that is only slightly lower, because the costs and the term reset eat the difference. The Eastvale review says which case you are in.
What does a refinance cost to close?
Closing costs on an Eastvale refinance are the price of the new loan: origination and third-party charges, prepaids, title, and recording, plus the IRRRL fee on a VA file. The written terms list them; the calculator lets you enter your estimate and shows how long the saving takes to recover them. Rolling them in avoids cash at closing and adds them to the balance.
Can I get rid of mortgage insurance by refinancing?
Refinancing is one of two ways. The other, for a conventional loan, is a cancellation request to the servicer at the published line, which costs nothing. For an FHA loan the refinance is the only way, and the new loan must be conventional and at or below the line, which an appraisal decides.
What is an FHA streamline, and who can use it?
Only FHA-to-FHA. The streamline cannot refinance a conventional or VA loan, and it cannot remove FHA insurance; it can lower the payment or fix an adjustable rate with less documentation than any other refinance on this page, provided the new loan passes HUD’s benefit test and the old loan is seasoned with the required payment history.
Can I refinance a rental or a second home with a rate-and-term loan?
A rental refinances; the leverage is the occupancy’s own rather than the principal-residence figure in the snapshot, and the loan officer confirms it. A veteran’s former home now rented can use the IRRRL. Cash out of a rental is a different program with its own guide on this site.
My balance is above the conforming limit. Can I still refinance?
Yes, through the wholesale jumbo lanes, which refinance rate-and-term above the conforming limit on their own rules: the score floor and loan-to-value cap in the snapshot on the headline lane, loan amounts to the lane’s maximum, reserves measured in months of payments, and a second appraisal on the largest loans. The county limit changes yearly and is confirmed by a Lendmire loan officer; a loan that sits just over it with the costs included is a jumbo file, and one that sits just under is an agency file.
Should I refinance into a fifteen-year loan or another thirty-year?
The thirty-year refinance lowers the payment by stretching the balance; the shorter term lowers the interest by compressing it. For an Eastvale owner a decade into a loan, the shorter term often costs little more each month than the old payment and saves years of interest. The file is qualified on the higher payment, so the ratio matters more.
Can I refinance to remove my ex-spouse, or to add someone, to the mortgage?
Removing a borrower is a rate-and-term refinance with documents added; adding one is the same with another income in the file. The agencies treat an equity payment to a departing co-owner through the loan as a special transaction with its own rules, so the review asks early whether any money changes hands.
How soon after buying or refinancing can I refinance again?
There is no agency waiting period on a conventional rate-and-term refinance. The government streamlines have theirs, in the snapshot for VA and in the previous loan’s rules for FHA. The practical limit is the costs: a second refinance has its own break-even, counted from the second closing.
An Eastvale mortgage, rewritten on current terms.
An Eastvale refinance starts with arithmetic and ends with written terms. Send the mortgage statement and the goal; the loan officer returns the program, the new loan, the payment, the saving, and the months to break even, and orders nothing until you agree.
This guide covers Eastvale — for the statewide guidelines, markets, and scenarios, see Refinance in California, part of Lendmire’s refinance program.
