Current FHA cash-out guidelines, updated from one source.
Nothing in the cards is a rate or a payment. They are the program’s settings: the ceiling on the base loan as a share of value, the months of ownership and occupancy required, the premium financed on top and the premium paid monthly, and the credit and ratio parameters. The calculator further down applies them to a Venice home.
Of the adjusted value on a principal residence; 80% combined with any lien that stays
The base loan on an FHA cash-out may not exceed 80% of the adjusted value, and every lien on the home together may not exceed 80%. Payoffs and closing costs come out of the base loan first; the upfront premium is added afterward, financed on top of the capped base loan.
Owned and occupied as the principal residence before the case number is assigned
Before the case number, the home must have been the borrower’s principal residence for twelve months, documented by the deed and by records at the address. A loan seasoned less than a year must have been paid on time throughout, and a non-occupant co-borrower cannot be added to carry the ratios.
Plus an annual premium, charged monthly, for eleven years at cash-out leverage
1.75% upfront, financed on top of the capped base loan, and 0.50% annually on a standard thirty-year cash-out, charged monthly for eleven years: that is the price of HUD’s insurance of the lender’s risk. The premium schedule below carries every leverage band and loan tier.
Ratios of 31/43 by reference, higher with compensating factors
The decision score is the lowest of the borrowers’ middle scores: 500 is HUD’s floor, and 580 is both the full-financing line and the wholesale starting point. Reference ratios of 31/43 rise to 40/50 with compensating factors such as verified reserves or residual income.
| Base loan | Leverage | Annual premium | Duration |
|---|---|---|---|
| Standard base loan amounts | at or below 90% LTV — the cash-out band | 0.50% | 11 years |
| Standard base loan amounts | above 90% to 95% LTV — purchase and rate-and-term leverage, not cash-out | 0.50% | mortgage term |
| Standard base loan amounts | above 95% LTV — purchase and rate-and-term leverage, not cash-out | 0.55% | mortgage term |
| Larger base loan amounts | at or below 90% LTV — the cash-out band | 0.70% | 11 years |
| Larger base loan amounts | above 90% to 95% LTV — purchase and rate-and-term leverage, not cash-out | 0.70% | mortgage term |
| Larger base loan amounts | above 95% LTV — purchase and rate-and-term leverage, not cash-out | 0.75% | mortgage term |
The line-of-credit alternative: on a primary residence Lendmire’s HELOC program reaches 90% combined loan-to-value behind the existing first mortgage, with no FHA premium attached. For a stronger credit profile the conventional cash-out reaches the same leverage as the FHA cap with no premium at it, and one wholesale lane goes higher; eligible veterans can reach the full value, funding fee included, through VA cash-out. Every route is priced on the same numbers before anything is recommended.

What an FHA cash-out refinance is — and how the file is qualified.
An underwriter opens an FHA cash-out file in a fixed order, and these cards follow it: the mechanics of the insured loan, the occupancy year and the mortgage history, the premium on the balance and the premium in the payment, and the comparison with the alternatives a Venice owner should run before choosing.
For the program overview, see Lendmire’s FHA cash-out refinance program, or the statewide guide at FHA Cash-Out Refinance in Florida; the rules are HUD’s, in Handbook 4000.1.
One new FHA loan, cash at closing
HUD treats any refinance that returns more than a token amount of cash, or that pays off a lien taken after the purchase, as a cash-out; the rate-and-term refinance is the other path and reaches higher leverage because it returns nothing. One FHA Roster appraisal, one case number, one closing, one rescission period, and then the money.
The occupancy rule and the payment history
The rule exists to keep the insured cash-out a homeowner’s tool rather than an investor’s: a year in the house as the principal residence, proven by the deed and by records at the address, and a year of payments made within the month due. A Venice owner who can show all three before the case number is requested clears the gate.
Mortgage insurance, upfront and monthly
Treat the schedule beneath the snapshot as the insurance price list: one rate for standard base loans, a higher rate for larger ones, and a duration fixed by the starting leverage. The upfront premium is financed on top of the capped base loan, and the payment on a Venice home carries the monthly premium for the stated years.
FHA cash-out or the alternatives
A borrower with a strong decision score usually does better on the conventional cash-out: identical leverage on a one-unit principal residence, no premium at that leverage, and one wholesale lane lends higher for a strong score. A home equity line keeps the first mortgage and prices only the new money. The FHA route earns its premium when the score, the ratio, or a recent credit event closes those doors.
The order matters. HUD caps the base loan before the premium is added, with the premium financed on top of the capped base loan; the cash is measured on the base loan, never on the total. Ask for less and the loan shrinks; ask for more and the calculator reports the ceiling.
Where Venice’s equity sits — and how FHA cash-out fits.
Three Census measures tell the Venice equity story: the owner-household count, which is the pool of possible borrowers; the median home value, which sets how much a cap can release; and the median income, which sets the payment a typical household carries.
These are context figures, not underwriting inputs. Scale, not quotation: the median value sizes a typical base loan, and the median income sizes the payment, premium included, a typical household can carry.
Data sources: U.S. Census Bureau — ACS 5-Year (2024) housing and population estimates, including tenure, home values, gross rents, and household income.
Distinct Venice neighborhoods, distinct FHA files.
Sort Venice’s submarkets by what an FHA underwriter asks about them: how long the owner has lived there, whether the project or the property type is eligible, and what the appraiser will find when the home is inspected against HUD’s standards.
Homes bought with FHA years ago
A home bought on FHA terms in Venice and held for years makes the cleanest FHA cash-out file: the occupancy record is long, the payment history is on file, and the only open question at the review is whether the owner now qualifies conventionally and could drop the premium. The median owner-occupied home value in Venice runs near $434,700 on the latest Census estimate.
Long-held close-in homes
A close-in Venice house with years of occupancy behind it clears HUD’s twelve-month rule without effort and carries a small balance against a grown value; the one item to prepare for is the appraisal’s inspection against HUD’s minimum property requirements. On a one-unit principal residence at Venice’s median value, an FHA cash-out refinance at the program cap finances up to $347,760 before the financed upfront premium — the existing balance comes off the top, and the rest is the cash available before closing costs.
Newer infill and recent purchases
A Venice home bought in the last few years still carries most of its purchase balance, and the cash under the cap can be small even after the occupancy year passes; a home that reaches a cash-out inside its first year through the inheritance exception is valued under HUD’s rule for homes owned under a year, and a loan officer applies that rule to the file. Median household income in Venice sits near $76,755 on the latest Census estimate.
High-value homes near the limit
In the pricier parts of Venice the base loan can approach the FHA county mortgage limit, which stops the loan before the leverage does, and a larger base loan also pays the higher annual premium tier. A file above the limit moves to the conventional or jumbo program. About 20% of Venice’s households rent — roughly 2,945 renter households on the latest Census estimate.
Two- to four-unit homes, owner-occupied
The older duplexes and small multi-unit buildings of Venice qualify for an FHA cash-out when the owner lives in one unit: the cap is the same as for a house, the other units’ rent counts under HUD’s rules, and the appraisal carries a rent schedule. Roughly 12,082 Venice households own their homes on the latest Census estimate — 80% of all households, the pool an FHA cash-out refinance draws on.
Condominiums in approved projects
For a Venice condominium the project is underwritten alongside the owner. Owner-occupancy share, reserves, the master policy, litigation, and commercial space all enter HUD’s review, the dues enter the ratios, and a building that cannot be approved sends the owner to a conventional lender instead. Venice is home to about 27K people and sits within the North Port-Bradenton-Sarasota, FL area.
Neighborhood moves the appraisal and the repair list; the program stays put. Wherever in Venice the home sits, the cap, the occupancy rule, the premiums, and the credit parameters are the ones in the snapshot.
Four ways Venice homeowners put equity to work with FHA.
An insured cash-out is a tool, and the purpose decides whether it is the right one. These four purposes are the ones a Venice review sees most, each with the point that settles it.
Leave a loan whose structure no longer fits
Some Venice owners carry a loan they no longer understand or no longer want. The FHA cash-out replaces it with a fixed payment, a published premium schedule, and the equity in hand; whether it beats a conventional refinance depends on the decision score, and the review runs both.
Capitalize a business or an investment
Equity has started many a Venice business, and the insured cash-out is one way to draw it as a lump sum. Underwriting ignores the venture’s prospects and looks at the borrower’s own income, credit, and occupancy history; the mortgage payment is owed whatever the business does.
Renovate or repair the home
A roof, a furnace, a kitchen, or an addition can be paid for from the proceeds without a construction loan or a draw schedule. The FHA appraiser values the Venice home as it stands and may require specific repairs before closing, so the plan is built on the equity already there and on whatever the appraisal flags.
Fund a large expense or a reserve
A known one-time cost suits the lump sum; a cost that arrives over years suits a line of credit drawn as it comes. The review puts a figure on each for the Venice home: the insured fixed payment with the premium against the cost of a line, on the same value and balance.
Estimate the cash, the premium, and the new payment on a Venice home before requesting a quote.
Type in a Venice value, the current balance, and the cash you want; pick a term and the escrows. The calculator answers with the base-loan ceiling, the maximum cash at the cap, the total loan once the upfront premium is financed, the cash at closing before costs, principal and interest, the first-year monthly premium, the full payment, the back-end ratio against HUD’s reference, and the line-of-credit figure on the same value.

Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not an FHA cash-out refinance quote.
Illustrative starting assumptions: a $435,000 home value near Venice’s median owner-occupied value, a $239,000 current balance, the FHA cap on a principal residence with the upfront premium financed, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for Florida (U.S. Census Bureau). Every field is editable.
An illustration, not a Loan Estimate, an approval, a quote, or a commitment to lend. The rate shown is the weekly Freddie Mac thirty-year conventional benchmark, used as a market reference; an FHA cash-out is priced by the lender at lock, and this is not an FHA cash-out refinance quote. HUD’s cap limits the base loan; the upfront premium is financed on top of the capped base loan; the monthly premium for the first year follows the snapshot’s schedule. Cash available means the base loan the cap permits less the balances retired, before closing costs, which this calculator leaves out. The line figure applies the line program’s combined loan-to-value ceiling to the same value and balance. Taxes and insurance are estimates you can edit. Licensed in sixteen states for consumer mortgages.
Same equity, three ways to borrow it.
Before settling on the insured route, see the alternatives side by side. The conventional cash-out avoids the premium but asks more of the score; the line keeps the first mortgage and adds a second lien. The comparison is on structure and cost, never on rate.
FHA cash-out, conventional cash-out, or a HELOC.
A new FHA-insured first mortgage replaces the old one, with the upfront premium financed on top and a monthly premium inside the payment for eleven years at this leverage. Leverage runs to HUD’s cap on a principal residence, the credit standard is the most forgiving of the three, and the file is judged on compensating factors as well as the score.
The conventional cash-out reaches the same share of value on a one-unit principal residence with no premium at that leverage, and one wholesale lane lends higher for a strong score. The credit floor sits above HUD’s, the ratios are tighter, and a title seasoning rule also applies. For a Venice owner who qualifies, it is usually the cheaper loan over its life. See Lendmire’s conventional cash-out refinance program.
Keep the first mortgage, add a line. For a Venice owner with a low-cost first lien and a modest or staged need, the line usually reaches the cash for less than any refinance; for an owner whose first mortgage should go, or whose credit fits HUD better than the line program, the FHA cash-out fits. See Lendmire’s home equity line of credit.
Choose FHA when the score, a credit event, or the ratio keeps the file out of the conventional programs and the home has been the principal residence for a year; choose conventional when the file clears its floor, because the premium is avoided; choose the line when the first mortgage should stay and the need is modest or staged. Veterans: see the VA cash-out program.
What to prepare for a Venice scenario review.
The documents are the ordinary refinance set, with more weight on what HUD’s occupancy and payment-history rules ask for; here is what a Venice FHA cash-out review draws on.
A general guide to preparing, not a complete checklist: the selected lender may ask for more, depending on the transaction, the property, the automated finding, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
HUD’s program is easy to summarize and exacting in its particulars. These are the file-level details that most often move a Venice FHA cash-out between application and closing.
Use these checks to keep the Venice file clean and fundable.
The cards below hold what stalls a Venice FHA cash-out; after them, the file is documentation.
- Price the premium: Compare the FHA payment with the premium against the conventional payment without it.
- Confirm the occupancy and the history: Twelve months as the principal residence before the case number; inheritance is the exception.
- Check the condominium approval: HUD project approval or single-unit approval is required; check it first.
The premium rides on the loan and inside the payment
Price the insurance as two numbers, not one: the share of the base loan added to the balance at closing, and the share of the balance collected every month for eleven years at cash-out leverage. On a Venice home the calculator shows both, and the comparison with a conventional loan is only honest when both are in the figure.
Twelve months owned and occupied, with a clean payment history
Ownership and occupancy are counted together: the home must have been the borrower’s principal residence for the twelve months before the case number, shown by the deed and by records at the address, and every mortgage payment in that year must have been made within the month it was due. A Venice owner who rented the home out during that year waits.
Condominiums need HUD project or single-unit approval
HUD insures a condominium only inside an approved project or through single-unit approval, so a Venice unit in a building with neither cannot take an FHA cash-out at all. Buildings with an approval on file are routine; newer or investor-heavy projects need the review before anything else is ordered.
The FHA appraisal values the home and checks its condition
Two findings change a file: a value under the plan, which lowers the ceiling and the cash, and a condition item, which adds repairs or a repair escrow before the loan can close. Plan the cash on a conservative value and walk the Venice home for the obvious items before the appraisal is ordered.
The term starts over on the whole balance
When the term resets, the payoff date moves out and the principal share of each payment drops back to a new loan’s starting point. A shorter term offsets both for a higher payment; a Venice review lays the terms side by side, premium included, so the trade is chosen rather than assumed.
From a Venice scenario review to cash at closing.
An FHA cash-out moves in a fixed sequence: a review that sizes the loan on the value, the balance, and the cash; the application, the case number, and the automated finding; the FHA appraisal and underwriting; closing, the rescission window, and disbursement. Each step is described below for a Venice owner.
Scenario review
The review settles the shape of a Venice file: whether the occupancy year and the payment record clear HUD’s test, what the premiums add, whether the conventional route would cost less, and whether a line would reach the same cash more cheaply. The answer is written terms, and the case number waits until the plan holds.
Application and case number
Once the application is filed, the disclosures go out, the credit report is pulled, the case number is assigned, and the finding tells the lender what to verify. The Venice borrower sees the condition list here: statements, occupancy evidence, payoffs, insurance, and whatever the finding raises.
FHA appraisal and underwriting
The FHA Roster appraiser values the home and reports its condition against HUD’s minimum property requirements. If the value holds and no repairs are required, the loan is sized as reviewed; otherwise it is resized or the repairs are scheduled. Underwriting then verifies income, assets, the occupancy history, the payment history, and the payoffs.
Closing, rescission, and funding
At closing the owner signs the note and the security instrument, the costs are settled, and the payoffs are scheduled. The rescission window then runs, and the lender funds when it closes: payoffs to the old lenders, cash to the borrower. The first payment on the new loan, premium included, falls at the start of the second month after funding.
A brokerage built around equity lending.
Three reasons, in order: every instrument is on the table, so the comparison is honest; the file is shopped across programs, so the cost is not one desk’s; and the terms are written before any fee is paid.
Every route, one review
Three instruments on one desk means the recommendation follows the arithmetic: the FHA cash-out with its premium, the conventional cash-out without one, and the line of credit behind the current loan, each priced for the Venice home on the same value, balance, and cash, and the cheapest fit written up.
Placed across wholesale programs
Wholesale lenders differ on their FHA floors and their cost tiers, and the differences at a given score are real on a cash-out. Lendmire sends the Venice file to the program whose overlays fit it, instead of limiting the file to the guidelines of one lender.
Terms in writing, before any fee
Every review closes with written terms: base loan, premiums, cash after costs, payment, ratios, each computed on a conservative value. The Venice owner reads them first; only after agreeing the plan is worth an appraisal does anything get ordered or any fee get paid, which is the only honest order to do it in.

Venice FHA cash-out refinance FAQs
What a Venice loan officer hears about FHA cash-outs, answered plainly and without the figures that belong in the snapshot and the calculator above.
What is an FHA cash-out refinance, and who is it for?
The insured version of a cash-out: one new first mortgage, the equity returned as a lump sum, HUD’s insurance in exchange for HUD’s more forgiving review. A borrower with a strong file usually does better conventionally; a borrower with a thinner one often finds FHA is the door that opens.
How much cash can I take out with an FHA refinance?
HUD’s cap on the adjusted value sets the ceiling, and the cash is whatever remains of it after these deductions: the current balance, the payoff of any second lien, and the closing costs. The upfront premium is then financed on top of the capped base loan. The calculator shows the Venice figures side by side with the line-of-credit alternative.
How long do I need to have lived in my home before an FHA cash-out?
One year as the principal residence, counted to the case number date rather than the closing date, with inheritance as the lone exception. A loan seasoned under a year must have been paid on time throughout.
What does FHA mortgage insurance cost on a cash-out, and how long does it last?
Two premiums: an upfront premium that is a share of the base loan, financed into the balance in nearly every file, and an annual premium charged monthly on the outstanding balance at the rate the snapshot’s table sets for the leverage band and the base loan tier. A cash-out starts at or below the ninety percent band, so the monthly premium runs eleven years and stops. The calculator shows the first-year monthly premium on a Venice home.
What credit score do I need for an FHA cash-out refinance?
The program accepts scores the conventional programs refuse, which is why many Venice owners choose it. The lowest middle score is the decision score, the wholesale floor sits at HUD’s full-financing line, and reserves, residual income, and payment history are weighed alongside it.
How long does an FHA cash-out refinance take?
The appraisal and the title work set the pace, a repair finding can lengthen it, and the rescission window adds a short wait after signing before the cash arrives. A loan officer gives a realistic timeline for the specific file at the review instead of a generic promise.
What is different about the FHA appraisal?
A value and a condition report in one. A low value lowers the ceiling and the cash; a condition finding adds repairs before the loan can close. Walk the home for the obvious items before the appraisal is ordered and plan the cash on a conservative value.
Would a HELOC be better than an FHA cash-out?
Line when the first mortgage should stay; refinance when it should go. The line is cheaper to open, reprices only the draw, and carries no premium; the FHA refinance gives a fixed payment and one lump sum but reprices the whole balance and adds the premiums.
What does an FHA cash-out refinance cost to close?
Appraisal, title, settlement, recording, prepaids, escrows, and the upfront premium stacked on the base loan. Costs are a bigger share of a small loan than of a large one, so the sum you need decides whether the FHA refinance, the conventional refinance, or the line is the cheaper instrument on a Venice home.
What debt-to-income ratios does an FHA cash-out allow?
Tiered, not fixed. The reference pair applies with no compensating factors, higher pairs with one or two, and an automated approval follows its own finding. A Venice review lists which payoffs to run through the closing so the ratio is measured on what survives.
