VA IRRRL vs VA Cash-Out for a Fee-Exempt Disabled Veteran

VA IRRRL vs VA Cash-Out for a Fee-Exempt Disabled Veteran

The Quick Read: The IRRRL is for a veteran who already has a VA loan and wants to change its terms without taking cash. The VA cash-out is for a veteran who wants equity in hand, or who needs to move a non-VA loan into the VA program. Being fee-exempt removes the funding fee on both, so the choice now rests on your goal, not on the fee. Everything here is subject to lender guidelines and full file review, and none of it is a commitment to lend.

Why the Fee Exemption Changes the Question

Most comparisons of these two loans lean on cost. The IRRRL carries the smaller funding fee, so it usually wins on price. For you, that argument disappears.

The funding fee is the one-time charge VA attaches to its loans. Across the programs Lendmire works with, the IRRRL fee is 0.5%. The cash-out fee is 2.15% on first use and 3.3% after that. VA’s funding fee page confirms the IRRRL figure and notes that it does not change with down payment or prior VA use.

Veterans who receive VA compensation for a service-connected disability are exempt. So are several other groups. VA News lists them, including veterans eligible for compensation who draw retirement or active-duty pay instead, and certain surviving spouses receiving DIC. It also covers service members with a proposed or memorandum rating from a pre-discharge claim, and active-duty Purple Heart recipients.

Here is the catch. Exempt does not mean free. Only the funding fee is waived. Appraisal costs, title work and other closing costs still exist, and each loan has its own tests.

So what separates the two loans for you? Purpose, paperwork, equity and occupancy. The table lays it out.

Side-by-Side

Factor VA IRRRL VA Cash-Out
Purpose Change terms on an existing VA loan Take equity out or convert a non-VA loan
Cash to you None Yes
Loan being replaced VA loan only Any loan type
Leverage Tied to the existing loan Up to 100% of appraised value, fee included
Appraisal No VA appraisal Full appraisal
Credit floor Set by the lender 580 decision score on wholesale programs
Mortgage insurance None None
Occupancy Prior occupancy certified You must live in the home
Documentation Lighter Full credit and income file
Funding fee (exempt) Waived Waived
Benefit test Net tangible benefit, seasoning Net tangible benefit, seasoning

Two cells deserve a closer look. First, the 580 floor is a wholesale decision score used by the programs Lendmire places VA loans with. VA itself sets no minimum score, and some lenders set higher floors. Second, “full documentation” on the cash-out means the lender looks at your credit and income again. Residual income, the money left each month after major obligations and living costs, is the controlling test.

When the IRRRL Is the Better Fit

The IRRRL fits when you want to improve a VA loan you already have and you do not need cash. Typical goals are lowering the rate, or moving from an adjustable rate to a fixed one. Think of it as a tune-up, not an equity move.

It also suits a veteran who has moved out of the home. You only certify that you lived there before. That is a real advantage if the property is now a former residence.

The IRRRL carries lighter paperwork and no VA appraisal, which can matter if the home’s value has slipped. Because there is no appraisal on the VA side, a dip in value does not block the refinance the way it can block a cash-out.

Two tests still apply. The net tangible benefit test means the refinance has to leave you better off in a way VA recognizes. Seasoning means you must wait: the later of 210 days from your first payment and your sixth payment. The Federal Register notice on IRRRL revisions also describes a 36-month recoupment standard for covered costs. For you, the funding fee is zero, so it never enters that math. Other covered costs still count.

An IRRRL cannot pay off other liens, and it cannot put cash in your pocket. If someone tells you otherwise, ask for it in writing.

Picture a veteran with a 100% rating, a VA loan on an adjustable rate, and no need for cash. The IRRRL is the clean answer. No appraisal, no equity conversion, no new balance beyond the old one.

When the VA Cash-Out Is the Better Fit

The cash-out fits when you want equity or need to change loan types. Common reasons include paying off high-balance debts, funding repairs, or consolidating. On the wholesale programs Lendmire works with, the loan can reach 100% of the appraised value, including any financed fee. That is rare among refinance options.

It also does something the IRRRL cannot. It refinances any loan type into VA. If you hold a conventional or FHA loan, the cash-out is the route into the VA program. VA’s cash-out page describes it as the way to refinance a non-VA loan into a VA-backed one. Mortgage insurance on the old loan can disappear in the process, because VA loans carry none. In the VA’s framework, that can count toward the net tangible benefit.

Say you hold a conventional loan with monthly mortgage insurance and the home has appreciated. A cash-out into VA could remove that insurance and open access to equity at once. That is a stronger case than any IRRRL could make, because the IRRRL cannot touch a non-VA loan.

The costs are real, though. You need to qualify again. The lender reviews credit, income, residual income and the appraisal. The balance usually grows. The home must be your residence. And with no funding fee to dampen the amount, the temptation is to borrow more than you need. Equity converted to debt is still debt.

This is a genuine toss-up for some veterans. If you need a modest sum, a full cash-out file may be more work than the goal deserves. Lendmire’s piece VA IRRRL vs VA Cash-Out for a Veteran Who Wants a Little Cash walks through that middle ground.

What a Fee-Exempt Cash-Out Still Costs

Zero funding fee does not mean zero cost. Expect a full appraisal and the usual third-party charges. Lenders must stay within VA’s limits on what a borrower can be charged, and VA’s closing-cost page explains those limits.

Then there are costs that never show up on a Loan Estimate. A larger balance means more interest over time. A new term resets the clock on your payoff. And converting equity into debt leaves you less cushion if values fall.

On the other side, the VA cash-out brings no mortgage insurance of any kind. That is a structural benefit, and it applies whether or not you are exempt.

Your Loan Estimate and Closing Disclosure show every charge. Compare them line by line before you sign, since the full terms matter more than any single line.

Proving Your Exemption

The exemption has to be verified before closing. Your Certificate of Eligibility, or COE, is VA’s document confirming you qualify for the benefit. It typically shows exempt status. Your lender can also confirm through VA’s systems.

Pending claims add timing risk. A proposed or memorandum rating from a pre-discharge claim counts. A rating still working its way through the system may not be in place on closing day. Confirm your status early, and ask the lender how a late-arriving rating would be handled.

Also expect the exemption to be checked each time you use the benefit. Do not assume a past loan’s status carries over.

Finally, watch for mailers. VA’s IRRRL page warns that offers promising skipped payments or too-good-to-be-true terms may be misleading. A mailer from your servicer is not a message from VA.

Key Terms Defined

IRRRL: The Interest Rate Reduction Refinance Loan, a VA-to-VA refinance that changes the terms of an existing VA loan.

Net tangible benefit: A test showing the refinance leaves the borrower better off in a way VA recognizes.

Seasoning: The waiting period before you can refinance, counted from your first payment.

Entitlement: The amount of VA backing available to you on a loan.

Residual income: What remains each month after major obligations and living costs. It is the controlling test on VA loans.

A Balanced Verdict

Choose the IRRRL if you have a VA loan, want better terms, and do not need cash. It is simpler and needs no VA appraisal.

Choose the cash-out if you want equity, hold a non-VA loan, or want to remove mortgage insurance from a conventional or FHA loan. It asks more of you and delivers more.

If you moved out of the home, only the IRRRL works, since the cash-out needs you to live there. If your cash need is small, weigh the extra file against the benefit. The fee exemption levels the cost. It does not level the paperwork.

Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.

Frequently Asked Questions

Can an IRRRL give me cash?

No. The IRRRL only replaces an existing VA loan and cannot put money in your hands. A cash-out is the product built for that.

Does my disability rating percentage matter for the exemption?

The exemption turns on receiving, or being entitled to, VA compensation for a service-connected disability. Check VA’s own funding fee page and news item for the exact wording, and confirm your status on your COE.

Can I move a conventional loan into VA?

Yes, through the cash-out. The IRRRL only works on an existing VA loan, so the cash-out is the route for a non-VA loan.

Is a fee-exempt refinance free?

No. Only the funding fee is waived. Appraisal, title and other closing costs remain, and the net tangible benefit test still applies.

What if my rating arrives after I close?

Timing matters here. Ask your lender how a later rating would be treated, and review VA’s guidance on exempt status.
