Does VA Disability Count for a VA Cash-Out Before a PCS Move?

Does VA Disability Count for a VA Cash-Out Before a PCS Move?

The Quick Read: Yes, VA disability compensation counts as income on a VA cash-out refinance, and a PCS order does not change that. What a PCS can threaten is the occupancy rule, because you must live in the home you are refinancing. Disability income helps you qualify and can waive the funding fee. It does not waive the live-in requirement, the loan cap, or the benefit test.

Plain version: income and occupancy are two separate questions. Disability answers the first. Only where you live answers the second.

Does Disability Income Actually Count?

Yes. The VA Lenders Handbook treats income as “effective” when it is verifiable, stable, reliable, and expected to continue. Compensation for a service-connected disability fits that description. The VA Lenders Handbook, Chapter 4 also says the Certificate of Eligibility (COE) shows your monthly service-connected compensation amount.

Here is how the files usually go. The lender pulls your COE, which lists entitlement, funding-fee status, and the disability amount. Many lenders then ask for your award letter and bank statements showing the deposits. That pairing is common lender practice, not a VA rule, so expect some variation by lender.

Not every benefit counts. Temporary income, such as education allowances, generally does not. Disability compensation is different because it is expected to continue.

One more point. Disability income often arrives tax-free, and some lenders adjust for that when they run the numbers. How they do it varies, and it is a worksheet adjustment, not extra cash in your pocket. Ask your loan officer how your file is handled.

Why a PCS Is the Real Problem

A cash-out refinance is for a home you live in. VA.gov lists three conditions, and all must be true: you qualify for a COE, you meet VA and lender credit and income standards, and you will live in the home you are refinancing.

Orders do not cancel that third condition. They put it under pressure. If you have already moved out and a tenant lives in the home, a cash-out is usually off the table. Some situations may still work, such as a spouse or dependent living there, or a genuine plan to return. Those are judgment calls the lender and VA’s rules decide, so do not assume them.

The practical lesson: timing matters more than income. If a cash-out is on your list, talk to a loan officer before you move out, not after.

What Changes and What Doesn’t

Disability helps in a few places and does nothing in others. Here is the split.

Item Does disability change it?
Funding fee Yes, waived if you receive compensation
Qualifying income Yes, it counts as effective income
Residual income test Counts as income, but the test still applies
Occupancy requirement No
100% value cap No
Net tangible benefit No
Seasoning No

Across the wholesale programs Lendmire places VA loans with, residual income is the controlling test. Residual income is what’s left each month after your debts and living costs. The 41% debt-to-income figure is a guideline, not a hard cap. A ratio above it needs residual income well above the table. Disability income can help on both measures, but it never replaces them.

What About the Funding Fee?

Veterans receiving compensation for a service-connected disability are exempt. VA’s funding fee page lists the exempt groups. For everyone else, a cash-out refinance carries a fee of 2.15% on first use and 3.3% on later use. The fee can be financed into the loan, subject to lender guidelines.

Watch the wording. Exemption depends on actually receiving compensation, or being entitled to it but receiving retirement or active-duty pay instead. A rating on paper is not the same thing. A pending claim at closing generally means you are not yet exempt. If VA later awards compensation back to a date before closing, a refund may be possible, but confirm that on VA.gov before counting on it.

How a VA Cash-Out Is Built

The mechanics are the same for everyone, with or without disability income.

1. Eligibility. Your COE decides entitlement and fee status.

2. Income and credit review. Wholesale programs we place VA files with start at a 580 decision score. VA itself sets no minimum. Some lenders set a higher floor.

3. Appraisal. The new loan can reach 100% of the appraised value, including the financed fee. 38 CFR 36.4306 caps it at VA’s reasonable value.

4. Net tangible benefit. The same regulation requires the new loan to give you a real benefit, such as a shorter term or removing monthly mortgage insurance. The lender must hand you a comparison of the old and new loans.

5. Seasoning. The cash-out carries the later of 210 days from the first payment and the sixth payment.

6. Occupancy certification. You certify that you live in the home or meet the occupancy standard.

A VA cash-out also refinances any loan type into VA. Paying off a non-VA loan counts as a cash-out even if you take no money at closing.

Timing Your Cash-Out Around Orders

The right move depends on where you stand. Use this as a conversation guide, not a ruling.

Stage Cash-out fit What to tell the loan officer
No orders yet Usually the cleanest timing You live there and may PCS
Orders in hand, still living there Often possible Your report date and move-out plan
Moved out, spouse in the home Depends on lender and VA rules Who lives there and since when
Moved out, home rented Usually unavailable You may need a different path

Be honest on the occupancy certification. Certifying a plan you do not have creates serious trouble, and lenders ask about your move-out date for that reason. Telling the truth early is what lets a loan officer find a path that works.

Also think about the next purchase. The larger payment on the old home counts against you when you qualify at your new duty station. Cash-out equity also does not count toward required reserves on a rental property, per the Handbook’s Chapter 4. A bigger balance on the old home can leave less entitlement and less breathing room for the next one. Lendmire’s piece How to Check Entitlement Before a VA Cash-Out With a PCS Move walks through that step.

What If You Already Moved Out?

Then the cash-out may not be available, and the streamline is a different tool. The Interest Rate Reduction Refinance Loan (IRRRL) refinances an existing VA loan to a lower rate or from adjustable to fixed. It has no VA appraisal and takes no cash out. The fee is 0.5% unless you are exempt, and it requires a net tangible benefit and the same seasoning noted above. Confirm its occupancy certification standard on VA.gov, since it differs from the cash-out test.

If you want equity out and the home is no longer your residence, other loan types exist, but they are different products with different rules. A loan officer can lay out what fits.

Where Lender Practice Differs

Some parts of this topic are VA-wide. Others are lender choices. Be clear about which is which.

  • VA-wide: the 100% value cap, net tangible benefit, fee exemption, and the live-in condition.
  • Lender-specific: credit floors, documentation preferences, how tax-free income is adjusted, and how a pending claim or recent rating is handled.

If a lender tells you a PCS “exception” always applies, ask them to point to the rule. Treat anything you cannot trace to VA text as a question for your loan officer.

Common Mistakes

  • Moving out before the loan closes.
  • Treating all your equity as spendable cash. Costs and any financed fee reduce it.
  • Assuming a disability rating alone waives the fee.
  • Forgetting the old home’s payment when qualifying for the next home.
  • Counting cash-out proceeds as reserves on a rental.

Key Terms Defined

Certificate of Eligibility (COE): VA’s document showing your entitlement, funding-fee status, and disability compensation amount.

Entitlement: The amount of your VA benefit available to guarantee a loan.

Net tangible benefit: A required, measurable improvement from the new loan, such as a shorter term.

Residual income: Monthly money left after debts and living costs, the controlling VA test.

IRRRL: The VA streamline refinance of an existing VA loan, with no cash out.

Occupancy certification: Your statement that you live in the home, or meet the standard for it.

Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.

Frequently Asked Questions

Can VA disability be my only income for a cash-out?

It can count as qualifying income, and some borrowers qualify on it alone, subject to lender guidelines and full file review. You still need to pass the residual income test and credit review. Your COE shows the compensation amount the lender will use.

Do PCS orders let me cash out after I move?

Not automatically. The occupancy condition still applies. A spouse living in the home or a genuine plan to return may matter, but that is a lender and VA judgment. Speak with a loan officer before you leave.

Am I exempt from the funding fee if my claim is pending?

Generally not yet. Exemption depends on receiving compensation or being entitled to it while getting retirement or active-duty pay. If compensation is later awarded to a date before closing, ask about a possible refund.

Does a VA cash-out affect my next VA purchase?

Yes, it can. The new balance adds to what you carry when qualifying at the next duty station, and a cash-out can tie up entitlement. Review remaining entitlement with your loan officer first.

Is the streamline refinance a way to get cash out?

No. The IRRRL allows no cash out. It only lowers the rate or converts an adjustable loan to fixed, with a net tangible benefit required.
