Best VA Cash-Out Refinance Program After Meeting the VA Seasoning Requirements

Best VA Cash-Out Refinance Program After Meeting the VA Seasoning Requirements

The Quick Read: Once your existing VA loan has aged past the waiting period, you can choose between a VA cash-out refinance and a streamline. Only the cash-out takes equity out, and it can also move a non-VA loan into VA. The best program for your situation depends on whether you need cash, want a different loan structure, or just want a lower payment on a VA loan. Lendmire’s VA cash-out refinance program page covers the basics.

What Does “After Seasoning” Actually Mean?

Seasoning is the waiting period on the loan you are replacing. If that loan is a VA loan, two tests apply. You need 210 days counted from the first payment due date, and you need six monthly payments made. Both must be met at closing.

Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Two details trip people up. The clock starts at the first payment due date, not the closing date. And making payments early does not shorten the 210 days. The later of the two tests controls.

Say you closed a VA purchase and your first payment came due about six weeks later. The 210 days run from that due date. Six payments will usually be in by then, so the day count is the test that holds you back. Pay ahead all you want. The calendar still decides.

This matters because VA treats a seasoning miss as a defect you cannot cure after the fact. VA’s 2023 Loan Guaranty conference session on refinancing loans says seasoning issues “are not curable” and says a lender that lets one slip through should sign an indemnification agreement for the life of the loan. That is why every lender you talk to checks the dates carefully.

Across the wholesale programs Lendmire places files with, the VA cash-out carries the same seasoning as the streamline: the later of 210 days from the first payment and the sixth payment. Plan your earliest closing date around your first payment due date, not around when you feel ready.

Does Seasoning Apply If You’re Paying Off a Non-VA Loan?

No VA waiting period applies when the loan being paid off is conventional, FHA, or USDA. The 210-day and six-payment tests exist for loans that refinance an existing VA loan. VA’s own cash-out page says the program can refinance a non-VA loan into a VA-backed one, which is a major reason veterans use it.

Here’s the catch. Some lenders and investors add their own waiting periods on top of VA’s rules. That is a lender policy, not a federal rule. If one lender tells you to wait and another does not, the difference is usually an overlay. A broker who shops several wholesale lenders can find the ones whose guidelines fit your timeline.

Treat any lender-specific waiting period as context, and rely on VA’s own rules for the requirements. Your lender will confirm which path your payoff falls on.

Cash-Out or Streamline: Which Program Fits?

The short answer is that the goal decides it. Here is the decision laid out side by side.

Your goal Fits best Why
Take cash from equity VA cash-out refinance Only VA refinance that pays out equity
Lower the payment on a VA loan, no cash VA streamline refinance No VA appraisal, smaller fee
Move from adjustable to fixed on a VA loan VA streamline refinance Same streamlined path
Convert a conventional or FHA loan to VA VA cash-out refinance Refinances any loan type into VA
Pay off debt or fund repairs VA cash-out refinance Equity is the source

The VA streamline refinance, formally the Interest Rate Reduction Refinance Loan or IRRRL, refinances only an existing VA loan. You cannot use it to take equity cash, because that would make it a cash-out refinance. A streamline also needs no new certificate of eligibility. The cash-out does require a COE, which you can get through a lender, VA.gov, or by mail.

Matching the product to the goal matters. A streamline is simpler. If you do not need cash and your loan is already VA, it is usually the cleaner tool. If you want to restructure the whole loan or pull equity, the cash-out earns its extra steps.

How the VA Cash-Out Is Underwritten, Step by Step

The cash-out is a full-underwriting loan. The lender reviews credit, income, and the property, and VA’s guarantee does not skip any of that. Here is the sequence.

Step 1: Choose the type. VA’s Circular 26-19-05 defines two kinds of cash-out. In a Type I, the new loan, including the funding fee, does not exceed the payoff of the loan being replaced. In a Type II, the new loan is larger than the payoff and you receive cash.

Step 2: Confirm eligibility. You need a COE, and VA’s service rules decide it. VA sets no minimum credit score. The wholesale programs Lendmire places VA loans with start at a 580 decision score, and any individual lender may set its own floor above that.

Step 3: Check seasoning if you are paying off a VA loan. See above.

Step 4: Pass the net tangible benefit test. A net tangible benefit (NTB) means the refinance has to leave you better off in a way VA recognizes. Every VA cash-out must pass. The lender gives you the NTB information by the third business day after you apply and again at closing, per VA Circular 26-18-30. The loan needs to satisfy at least one of eight listed benefits. Common examples include a shorter term, a lower payment, or moving from an adjustable loan to a fixed one. VA treats preserving equity as one factor among many, not the only one.

Step 5: Recoupment, for Type I. The lender certifies that your fees and costs will be earned back within 36 months through lower regular monthly payments, as 38 CFR 36.4306 requires. Taxes, escrow, and the funding fee are excluded from that count. For a Type II, the regulation treats costs as recouped once the other requirements are met.

Step 6: Appraisal and loan size. VA will not guarantee a refinance above 100% of the reasonable value on the VA appraisal, and the financed funding fee counts toward that limit. The appraiser’s number is the biggest swing factor in how much equity you can reach. Across the wholesale programs we place files with, the VA cash-out reaches up to 100% of the appraised value including the financed fee, subject to lender guidelines and full file review.

Step 7: Disclosures and closing. You receive a loan comparison at the start and again at the end. Then the lender pays off the old liens and delivers your cash.

Underwriting turns on residual income. That is the money left each month after your debts, taxes, and basic living costs. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it generally needs residual income well above the VA table.

What Does the Funding Fee Do to the Math?

The funding fee is a one-time VA charge, and you can finance it into the loan. On a cash-out refinance, it is 2.15% for first use and 3.3% for subsequent use. A streamline carries 0.5%. Reduced down-payment tiers do not apply to refinances.

Veterans receiving compensation for a service-connected disability, and certain surviving spouses and other exempt groups, are exempt from the fee. If you think you qualify, confirm your status before you compare options.

Because the fee can be financed, it adds to your balance and counts toward the 100% ceiling. That is also why a cash-out that looks generous on paper can reach less cash than you expected. A VA loan carries no monthly mortgage insurance, and eliminating existing mortgage insurance is one of the ways a loan can pass the NTB test.

Where the General Rule Breaks

A few situations bend the usual path. Knowing them keeps you from being surprised late in the file.

  • Non-VA payoff. No VA seasoning, though a lender overlay may still apply.
  • Lender overlays. Some lenders add waiting periods or higher credit floors than VA requires. That is why the same borrower can get different answers from different lenders.
  • Entitlement. Under VA’s rules, the refinanced portion of the loan is treated as obtained with the entitlement used on the loan being replaced. Your remaining entitlement affects how a new VA loan is structured.
  • Prepayment penalties. A refinancing loan may include contractual prepayment penalties owed to the holder of the old loan. Check your current note.
  • Occupancy. VA loans are for a home you occupy. For an active-duty servicemember, a spouse or dependent may occupy it. This is not a rental-property program.
  • Forbearance and restored entitlement. These can complicate the seasoning count. Ask your lender how they handle them rather than assuming.

Key Terms Defined

Seasoning: The waiting period on the loan being replaced, measured from the first payment due date.

Certificate of Eligibility (COE): The VA document that confirms you qualify for a VA loan.

Net tangible benefit (NTB): A VA test showing the refinance leaves you better off in a specific, listed way.

Recoupment: Earning back your refinance costs through lower monthly payments within a set period.

Residual income: What remains each month after your major obligations, which VA treats as the controlling affordability test.

IRRRL: The VA streamline refinance for an existing VA loan, with no equity cash out.

Common Mistakes Before You Apply

Counting from the closing date is a common error. The clock starts at the first payment due date.

Another mistake is assuming six early payments satisfy the rule. They do not. The 210 days must pass too.

A third is treating a streamline as a way to pull cash. It cannot be.

The fourth is judging a cash-out by the cash alone. Each refinance carries its own costs, and that is exactly why VA built NTB and recoupment rules. VA also warns about misleading refinance offers. Compare the full terms on your Loan Estimate, not just the headline.

While You Wait: A Short Readiness Checklist

If you are inside the waiting period, use the time.

1. Find your first payment due date and mark the 210-day point. 2. Confirm six payments are on record. 3. Get your COE if you do not have one. 4. Decide your goal: cash, a loan-type change, or a lower payment. 5. Clean up credit and keep your debts steady. 6. Gather income documents and decide how you would use the cash.

Then ask the loan officer whether any lender overlay applies. The answer varies by lender.

How Do You Find the Best Program for Your Situation?

The best VA cash-out program depends on your credit profile, your equity, your property, and how you plan to use the cash. Lenders can treat each of those factors differently, so the program that works for one borrower may not work for another.

Lendmire is a mortgage broker, not a lender. It works with a nationwide network of wholesale lenders and matches your scenario to the program whose guidelines fit. For a file like yours, a broker can compare how different lenders treat the credit floor, the leverage, and any waiting-period overlay, then show you the options side by side.

Questions worth asking any loan officer: Does your lender add a waiting period beyond VA’s? What credit floor applies to this loan? Will the NTB and recoupment tests pass on this file? How will the funding fee affect how much equity I can reach?

If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches. Frequently Asked Questions

Can I take cash out of a VA loan I just got?

Not until it is seasoned. The loan being paid off must reach 210 days from your first payment due date and six monthly payments. Both tests must be met at closing, and the later one controls.

Do I need a VA loan now to get a VA cash-out refinance?

No. VA’s program can refinance a non-VA loan, such as a conventional or FHA loan, into a VA-backed one. VA seasoning does not apply to a non-VA payoff, though some lenders add their own waiting periods.

Is there a minimum credit score?

VA sets none. Lenders set their own. The wholesale programs Lendmire places VA loans with start at a 580 decision score, subject to lender guidelines and full file review.

How much of my home’s value can I reach?

Up to 100% of the appraised value, including the financed funding fee, across the wholesale programs Lendmire works with. VA’s own ceiling is 100% of reasonable value. Individual lenders may set lower caps.

Is the funding fee waived for everyone?

No. Veterans receiving compensation for a service-connected disability and certain other groups are exempt. Everyone else pays 2.15% on a first-use cash-out or 3.3% on subsequent use, and the fee can be financed.
