VA Cash-Out Refinance Requirements and Benefits for a Veteran

VA Cash-Out Refinance Requirements and Benefits for a Veteran

The Quick Read: A VA cash-out refinance replaces your current mortgage with a new VA-backed loan and pays you the difference between the new balance and the payoff. It can reach up to 100% of the appraised value, funding fee included. It can also refinance a conventional, FHA or USDA loan into the VA program. Each loan needs a certificate of eligibility, a VA appraisal, a net tangible benefit and a file that passes residual income. All of it is subject to lender guidelines and full file review.

Key takeaways

  • The new loan, with the funding fee financed inside it, can reach 100% of the appraised value.
  • You do not need an existing VA loan. Any loan type can be refinanced into VA.
  • At least one net tangible benefit must be met on every VA cash-out.
  • Residual income is the controlling underwriting test. The 41% debt-to-income figure is a guideline, not a cap.
  • VA does not lend the money. A private lender funds the loan and VA guarantees it.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

What Is a VA Cash-Out Refinance and How Does It Work?

A VA cash-out refinance is a new VA-backed loan that pays off your current mortgage and any other liens, and the leftover equity comes to you as cash. VA describes it as a replacement loan with new terms, usable for cash from equity or to move a non-VA loan into the VA program. The cash can go to debt, school, home improvements or other needs.

The money flow is simple:

1. The lender orders a VA appraisal that sets the reasonable value of the home.

2. The new loan amount is built: payoff, financed funding fee, financed costs and the cash you take.

3. That total must fit under the loan-to-value ceiling.

4. At closing, the old loan and liens are paid off and the remainder is paid to you.

Lendmire’s VA cash-out refinance program page covers how these files are arranged. Lendmire is a mortgage broker. It places the loan with a wholesale lender, and the lender reviews and decides.

How Is the Loan Underwritten, Step by Step?

The deal works through five checks. Each one can stop it.

1. Eligibility. You need a certificate of eligibility (COE) from VA. VA’s service rules decide it, not the lender. The COE also shows funding-fee exemption status.

2. Credit and income. VA sets no minimum credit score. Across the wholesale programs placed through Lendmire, the decision-score floor starts at 580, and a lender may set its own overlays above that. Amounts run to $4,000,000 with full entitlement.

3. Residual income. This is the controlling test. It measures what is left each month after your debts and living costs. The 41% debt-to-income figure is a guideline. A higher ratio needs residual income well above the table.

4. Appraisal and LTV. The VA appraisal sets reasonable value. VA’s Circular 26-18-30 puts the guarantee ceiling at 100% of value, and it counts the funding fee as part of the loan amount.

5. Net tangible benefit and seasoning. Covered below.

Files usually stall on the paper. A missing COE, an unclear payoff statement or an appraisal that comes in under the planned loan amount are the common causes. Order the COE first. Pull the payoff early.

What Are Type I and Type II Cash-Out Loans?

VA splits cash-out loans by loan amount, funding fee included. A Type I loan does not exceed the payoff of the loan being refinanced. A Type II loan exceeds the payoff, which means cash reaches you. Both appear in a VA program notice 26-18-30. Both need a net tangible benefit.

The practical difference: a Type I refinance can change the term or move you from an adjustable to a fixed loan without taking cash. A Type II is the one most borrowers mean when they say cash-out.

What Is the Net Tangible Benefit Test?

The net tangible benefit is VA’s guard against a refinance that leaves you worse off. Every cash-out must meet at least one of VA’s eight listed benefits. VA’s lender-call materials list benefits such as:

  • Eliminating monthly mortgage insurance, for example by leaving a conventional loan with private mortgage insurance.
  • Shortening the loan term.
  • Lowering the principal-and-interest payment.
  • Keeping the loan at or below 90% of value.
  • Refinancing an interim construction loan.
  • Raising monthly residual income.
  • Moving from an adjustable to a fixed rate.

The lender must also give you a comparison of the existing loan and the new one.

Here is where borrowers get it wrong. The half-percent rate-reduction test and the fee-recoupment test are IRRRL rules. They do not apply to the VA cash-out. A borrower who assumes they do will misread the file.

What Does Seasoning Mean on a VA Cash-Out?

Seasoning is the waiting period before you can refinance a VA loan. In the VA Lenders Handbook, Chapter 6, the clock runs from the first payment due date. The standard the wholesale programs apply is the later of 210 days from the first payment and the sixth payment. The VA cash-out carries the same seasoning.

Ask the lender to confirm the exact dates against your payment history before you plan around them. A closing that lands a few days early gets kicked back.

Key Terms Defined

Certificate of eligibility (COE): The VA document that shows you qualify for the benefit and whether you are exempt from the funding fee.

Entitlement: The amount of guarantee VA gives the lender on your loan. Cash-out uses it.

Funding fee: A one-time VA charge, financeable, waived for exempt borrowers.

Residual income: The money left each month after debts and basic living costs, set against a VA table.

Net tangible benefit: At least one measurable improvement the new loan must give you.

Seasoning: The minimum time and payment history needed before refinancing an existing VA loan.

What Does It Cost? The Funding Fee Explained

There is no monthly mortgage insurance on a VA loan. There is a funding fee unless you are exempt. On a cash-out refinance, the fee is 2.15% on first use and 3.3% on later use. The fee can be financed, which is why it counts against the 100% ceiling. Veterans receiving compensation for a service-connected disability, and the other exempt groups, owe nothing. The fee is not a price quote. It is a program charge, and closing costs come on top of it.

“No mortgage insurance” does not mean “no cost.” Financed costs raise the balance and reduce the cash you take home. Compare the Loan Estimate and Closing Disclosure line by line.

How Does the Cash-Out Differ from an IRRRL?

The IRRRL is VA’s streamline. It refinances only an existing VA loan, with no VA appraisal and a 0.5% fee unless exempt. A cash-out can refinance any lien and pays cash. This is the Handbook’s own contrast between the two.

Feature VA Cash-Out IRRRL
Loan being paid off Any loan type Existing VA loan only
Cash to borrower Yes No
VA appraisal Yes No
Funding fee 2.15% first use, 3.3% after 0.5%
Net tangible benefit Required Required
Rate and recoupment tests Do not apply Apply

Where Does the General Rule Break?

Four edge cases cause most surprises.

Non-VA payoffs. The cash-out can pay off a conventional, FHA or USDA loan. That makes it the way into the VA program for a homeowner who never used it. Ask the lender how seasoning applies to your payoff before you assume either way.

Fixed-to-adjustable Type I. The Handbook limits the loan to 90% of reasonable value when you refinance a fixed-rate loan into an adjustable-rate Type I loan and more than one discount point is charged.

Lender overlays. VA’s ceiling is 100%, but many lenders cap cash-out lower. A 90% cap is usually a lender choice, not a VA rule. Some also set a higher credit floor or limit by loan size. Check the lender’s cap before the appraisal is ordered.

Occupancy. You certify that the home is your residence. If the property is a rental or second home, occupancy decides the leverage, and a VA loan is not built for it.

Does Cash-Out Use Up Entitlement?

Yes. The cash-out uses VA entitlement. With full entitlement there is no VA loan limit. With remaining entitlement a down payment may be required on a later purchase, and the amount depends on your situation. Speak with a loan officer about how a refinance affects what you have left before you plan a second VA purchase. Do this first, not after closing.

Is It Right for You? A Decision Frame

A cash-out tends to fit when:

  • You carry high-cost debt and the new balance still passes residual income.
  • You hold a conventional loan with mortgage insurance and want it gone.
  • You have a real project that adds value to the home.
  • You want to move a non-VA loan into VA.

Think twice when:

  • Your current loan has a term or structure that is hard to replace. The new loan replaces the whole mortgage, not just the equity.
  • The cash would convert unsecured debt into debt secured by your home. The monthly relief is real, and so is the risk to the house.
  • You are close to the 100% ceiling after fees and costs, which leaves no room if the appraisal comes in low.
  • Your first VA loan is still inside its seasoning window.

Watch for unsolicited offers. The CFPB and VA warned about refinance pitches that sound too good to be true, such as skipped payments. If an offer feels wrong, file a complaint with the CFPB.

Families sometimes ask who else can use the benefit. Lendmire’s piece Can a Veteran’s Family Qualify for a VA Cash-Out Refinance? covers it.

What Documents Should You Gather?

  • Certificate of eligibility.
  • Recent payoff statement and mortgage history.
  • Income and employment records for the lender’s review.
  • Asset statements.
  • Homeowners insurance information.
  • A list of debts you plan to pay off.

A complete file gives the lender fewer preventable gaps to review. It does not guarantee approval.

Next Step

If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches. Nothing here is a commitment to lend. Program figures are subject to lender guidelines and full file review.

Frequently Asked Questions

Do I need an existing VA loan to do a VA cash-out refinance?

No. VA allows a conventional, FHA or USDA loan to be refinanced into a VA-backed loan. You do need a certificate of eligibility. Ask the lender how seasoning applies to your current loan type.

How much of my home’s value can I borrow?

VA’s ceiling is 100% of the appraised value, with the funding fee counted inside it. Many lenders set a lower cap, often 90%. Your lender’s overlay, not VA, is usually what limits you.

Does the VA cash-out have the rate-reduction and recoupment tests?

No. Those are IRRRL rules. The cash-out needs one of VA’s listed net tangible benefits instead, such as removing mortgage insurance or shortening the term.

Who is exempt from the funding fee?

Veterans receiving compensation for a service-connected disability, and the other exempt groups, are exempt from the VA funding fee. Your COE shows exemption status.

Does VA lend me the cash?

No. A private bank, mortgage company or credit union funds the loan, and VA guarantees part of it. Lendmire arranges the file with wholesale lenders but does not lend.
