The Quick Read: You qualify when VA issues a certificate of eligibility (COE), the home is your primary residence, and a lender approves your credit, income and residual income. Entitlement is VA’s guaranty to the lender, not a cap on what you can borrow. With full entitlement there is no VA loan limit, and the loan can reach 100% of the appraised value, including the financed funding fee. Every figure here is subject to lender guidelines and full file review, and nothing is a commitment to lend.
What Is a VA Cash-Out Refinance?
A VA cash-out refinance replaces your current mortgage with a new VA-backed loan. VA describes the program as a loan that swaps your existing loan for one on different terms. You can use it to take equity out, or to refinance a non-VA loan (conventional, FHA or USDA) into a VA loan.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Two points trip up retirees:
- You do not need an existing VA loan. A conventional loan with monthly mortgage insurance can move into VA. VA-backed loans carry no mortgage insurance.
- Cash out is the use case, not the requirement. Some borrowers use the program mainly to convert the loan type.
VA does not lend directly. You apply through a private lender, and VA says terms and fees vary, so it tells borrowers to compare several. Lendmire is a mortgage broker. It does not lend, and the loans it arranges go through wholesale lenders. Lendmire’s VA cash-out refinance program page lays out how the program works on the broker side.
What Is Different for Retired Military Borrowers?
Eligibility paperwork for retirees differs by service type. Most of the friction comes from documents and income evidence rather than from the program itself.
Documents for the COE. VA’s COE page lists them by service type. Retirees typically need their discharge papers (the DD214). Guard and Reserve retirees usually need a retirement points statement. VA Form 26-1880 is the paper request, and it notes that Guard and Reserve members need at least six years of honorable service documented.
A COE issued during active duty may not be enough. If you got a COE while serving and have since separated, expect to request a fresh one with your discharge documents. Check VA’s page for the current rule before you apply.
Retiree income. Lenders document income and tell you what they want. Retirement pay, disability compensation, Social Security and any pension are usually evidenced with award letters or account statements. VA compensation can count as income, subject to lender guidelines.
The funding fee exemption. Veterans receiving compensation for a service-connected disability are exempt from the funding fee. The surviving spouse groups VA names are exempt too. For a retiree with a disability rating, that exemption matters more than almost any other detail in the file.
How Does Entitlement Work in a Cash-Out Refinance?
Entitlement is the amount VA guarantees to the lender. It is not a limit on your borrowing. A lender’s approval and the appraised value are what limit the loan.
Here is how the states break down:
| Entitlement status | What it means | Effect on the cash-out |
|---|---|---|
| Full | No prior use, or fully restored | No VA loan limit |
| Remaining | Part is tied up in an existing VA loan you still hold | A down payment may be required |
| Restored | Freed after payoff, sale or assumption | Treated as available again |
With remaining entitlement, a down payment may be required. Speak with a loan officer for how that applies to your county. County figures change, and this page does not quote them.
The COE shows your entitlement status. Read it before you pick a structure. A retiree who has used VA benefits more than once, or who still holds a VA loan on a prior home, is the file where this check matters most. Entitlement can be restored after a sale and payoff, after another eligible Veteran assumes the loan, or through a one-time restoration if you paid the loan off and kept the home. VA’s own pages govern the details.
How Is a VA Cash-Out Loan Underwritten?
Residual income is the controlling test. Residual income is what is left of your monthly income after taxes, the new housing payment, your other debts and a set living allowance. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.
Across the wholesale programs placed through Lendmire, the decision score starts at 580. VA itself sets no minimum credit score, so the floor comes from the lender. Some lenders set a higher one.
The loan itself works like this:
- Maximum loan. The VA cash-out reaches 100% of the appraised value, including the financed funding fee. Some lenders cap it lower.
- Appraisal. The lender orders a VA appraisal. The appraised value drives the maximum loan.
- Funding fee. It is financeable. For a cash-out refinance it is 2.15% for first use and 3.3% for subsequent use. It is waived for exempt borrowers.
- Net tangible benefit. The loan has to leave you better off in a way VA recognizes. The cash-out carries a net tangible benefit, which is one of VA’s eight listed benefits. One example is a new loan at or below 90% of value, as VA’s quick reference guide lists it. Removing monthly mortgage insurance is another.
The half-percent rate-reduction and fee-recoupment tests belong to the IRRRL, VA’s streamline refinance. They do not apply to the cash-out.
Step-by-Step: How to Apply
1. Pull your COE and check entitlement. Request it online, through a lender, or by mailing VA Form 26-1880. Note whether entitlement is full or remaining.
2. Gather retiree documents. Discharge papers or a retirement points statement, award letters for retirement and disability income, recent pay statements, and two periods of asset statements.
3. Compare lenders and loan structures. Ask each for a Loan Estimate. Compare funding fee treatment, any lender cap on value, and fees side by side.
4. Choose the transaction type. In a Type 1, the new loan stays at or below 100% of the payoff of the loan being refinanced. In a Type 2, the loan exceeds the payoff, and the extra goes to you as cash. VA’s guide says its system determines the type automatically.
5. Complete the application and underwriting. The lender documents credit, income, employment and assets, then runs residual income.
6. Get the appraisal. The VA appraisal sets reasonable value.
7. Review the Closing Disclosure. Check it against your Loan Estimate before you sign.
8. Guaranty. The lender uploads the cash-out disclosures to VA to get the guaranty issued.
Where Does the General Rule Break?
Seasoning applies when you pay off a VA loan. Refinancing an existing VA loan into a VA cash-out requires seasoning: the later of 210 days from the first payment and the 6th payment. A non-VA payoff is not subject to VA’s seasoning test. Some lenders add their own waiting period anyway.
Type 1 loans refinancing a VA loan need a recoupment certification. That is separate from the IRRRL fee-recoupment test noted above, so ask your lender how it applies to your file.
Occupancy. VA cash-out is built for a primary residence. A second home or rental is a different conversation. Occupancy decides the leverage, so confirm the property type with your loan officer before you start.
Manufactured homes. If your only prior VA use was a manufactured home loan, the first-use fee tier may apply, so confirm this with your loan officer.
What Does a Cash-Out Cost You Over Time?
Moving from a conventional loan with mortgage insurance into VA can remove that insurance from your monthly budget. That can offset part of the larger balance. Run both loans side by side before you decide.
Be careful with refinance mailers. VA tells borrowers to watch for misleading offers, and the CFPB has addressed repeated refinancing of veterans, often called churning. A refinance should leave you better off, not just pull cash out.
Key Terms Defined
Certificate of eligibility (COE): The VA document that confirms you qualify for a VA loan and shows your entitlement.
Entitlement: The amount VA guarantees to the lender if the loan goes bad. It is not a borrowing cap.
Residual income: Monthly income left after taxes, debts, the new payment and living costs. It is the controlling VA underwriting test.
Net tangible benefit: A measurable gain from the refinance that VA recognizes, such as a loan at or below 90% of value or the removal of mortgage insurance.
Seasoning: The waiting period before you can refinance an existing VA loan into a VA cash-out.
Funding fee: A one-time VA charge that you can finance into the loan unless you are exempt.
What Delays or Sinks a Retiree’s File?
- A missing or outdated COE, or one that shows the wrong entitlement.
- Income letters that do not match the pay statements.
- A prior VA loan that still holds entitlement.
- An appraisal that comes in below the value the cash-out depends on.
- A ratio above the 41% guideline without enough residual income behind it.
- A seasoning date that has not been reached on a VA payoff.
Frequently Asked Questions
Do I need an existing VA loan to do a VA cash-out refinance?
No. A conventional, FHA or USDA loan can be refinanced into a VA loan. The COE and the lender’s standards decide whether you qualify.
Does using entitlement limit how much I can borrow?
Not with full entitlement. There is no VA loan limit, and the loan can reach 100% of the appraised value, including the financed fee. With remaining entitlement, a down payment may be required, so speak with a loan officer.
Do disabled retirees pay the funding fee?
Veterans receiving compensation for a service-connected disability are exempt. Others pay 2.15% for first use or 3.3% for subsequent use on a cash-out, and the fee can be financed.
Is there a waiting period?
Only when you pay off a VA loan. The seasoning is the later of 210 days from the first payment and the 6th payment. Some lenders apply their own wait to other payoffs.
What credit score do I need?
VA sets none. The wholesale programs Lendmire places VA loans with start at a 580 decision score, and some lenders set a higher floor. Residual income remains the controlling test.
If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches.
