The Quick Read: The VA cash-out is usually the more realistic path at a 580 score, but only if you hold VA entitlement. Across the wholesale programs Lendmire works with, VA files can start at a 580 decision score and reach 100% of the appraised value with no mortgage insurance. Conventional cash-out is open to any qualifying owner-occupant, but it leans harder on the full credit profile and caps leverage well below VA. Final terms depend on the lender’s guidelines, the property type and the borrower’s complete credit picture, and every file goes through full review.
Who Each Option Is Really For
The VA cash-out is built for veterans, service members and some surviving spouses with a valid certificate of eligibility (COE). It fits a borrower with a thin score but steady income and clean recent payment history, because residual income, not the score alone, drives the decision.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Conventional cash-out fits everyone else: owners with no VA entitlement, or borrowers who want to keep entitlement untouched. At 580 it is the harder file. Fannie Mae removed its fixed minimum score for loans run through Desktop Underwriter, as Orrick’s bulletin explains. That does not mean a 580 sails through. The system now weighs the whole risk profile, and lender or mortgage-insurer overlays can still impose minimums.
Side-by-Side
| Factor | VA Cash-Out | Conventional Cash-Out |
|---|---|---|
| Who can use it | Borrowers with a VA COE | Any qualifying owner-occupant |
| Maximum leverage | Up to 100% of appraised value | Materially lower than VA |
| Credit floor | VA sets none; wholesale programs start at 580 | Set by underwriting system and overlays |
| Mortgage insurance | None | Can apply at higher leverage |
| Upfront fee | VA funding fee, financeable, waived if exempt | No VA fee; costs differ by program |
| Occupancy | You live in it (spouse or dependent if active duty) | Rules vary by occupancy and unit count |
| Documentation | Full credit underwriting, residual income | Full underwriting, reserves may apply |
What Does a 580 Score Actually Mean Here?
VA sets no minimum score. The VA Home Loan Guaranty Buyer’s Guide says so directly, and adds that most lenders use scores to set pricing and manage risk, often looking for 620 unless there is a large down payment. That gap is the whole story. VA’s rule is open. The lender’s rule is what you actually meet.
Across the wholesale programs Lendmire places VA loans with, a 580 decision score is the starting line. Some lenders set the bar higher. A borrower who gets declined by one lender has not been declined by VA, and a different channel may read the same file differently. Not every file will fit, though, and underwriters look at the rest of the credit file as well as the number.
When the VA Cash-Out Is the Better Fit
Pick VA when these line up:
- You hold a COE and the home is your primary residence.
- Your score sits near the floor but your recent payment history is clean.
- You want to reach the full value of the home, since the VA cash-out can go to 100% of the appraised value including the financed fee.
- You want to avoid monthly mortgage insurance. VA loans carry none.
- You are refinancing a non-VA loan. VA treats that as a cash-out even when no cash is taken.
Residual income is the controlling test. It measures what is left each month after debts, taxes and living costs. The 41% debt-to-income figure is a guideline, not a cap, so a higher ratio needs residual income well above the table. That is the main way a 580 borrower offsets a weak score.
There is a fee. The cash-out funding fee is 2.15% on first use and 3.3% after, financeable and waived for veterans receiving compensation for a service-connected disability and other exempt groups. VA’s funding fee page covers exemptions and refunds. Financing the fee raises the balance, which uses equity.
The VA cash-out also has its own test. It requires a net tangible benefit, meaning at least one of VA’s eight listed benefits, under 38 CFR 36.4306 as revised by VA. If you are refinancing an existing VA loan, seasoning applies too: the later of 210 days from the first payment and the sixth payment. The half-percent rate-reduction and fee-recoupment tests are IRRRL rules. They do not apply to the VA cash-out.

When Conventional Cash-Out Is the Better Fit
Conventional makes sense when:
- You have no VA entitlement. This is the deciding factor for many owners.
- You want to preserve entitlement for a later purchase.
- Your credit file is clean apart from a low score, and the underwriting system returns an approval.
- You are not exempt from the VA funding fee and would rather not pay it.
- Your equity is large enough that the lower leverage cap does not limit the cash you need.
Conventional has real mechanical hurdles. If you are paying off a first mortgage, it generally must be at least 12 months old under Fannie Mae’s cash-out rules. Cash-out pricing applies. Reserves can apply on files with higher debt-to-income. And at higher leverage, mortgage insurance may enter the picture, which VA avoids.
On a conventional file with a 580 score, lender overlays, not only the headline guideline, can decide the outcome.
The Equity Tradeoff
Leverage is the cleanest difference. VA can reach 100% of value. Conventional stops materially lower. If you need most of your equity, only VA gets there. If you need a modest amount, the gap may not matter and other factors take over.
The cost of that equity is real either way. The CFPB’s guide on using home equity notes a cash-out refinance can lengthen the time to pay off the mortgage and may raise the monthly payment, since you replace your loan with a larger one. Borrowing to the program ceiling leaves no equity cushion. Use the cash for something that pays you back, such as repairs or high-cost debt, and not for spending that resets in a year.
Where Files Break at 580
Friction points on these files are predictable:
1. Recent late payments. A low score with fresh lates is the most common reason a VA file stalls at the overlay stage. Recent history outweighs old damage.
2. Residual income gaps. Borrowers estimate income but forget childcare, taxes or other obligations that the VA table counts.
3. Appraisal short of value. The VA cash-out reaches 100% of appraised value, so a low appraisal shrinks the cash directly.
4. COE problems. Pull the certificate early. Missing service records slow a file for reasons that have nothing to do with credit.
5. Misread entitlement. Using entitlement now affects what is available later. Ask a loan officer how remaining entitlement works before committing.
Another point on the VA side: full credit underwriting is required for every cash-out. The no-appraisal, light-documentation shortcut belongs to the IRRRL, which refinances an existing VA loan and is not a cash-out product.
Key Terms Defined
Certificate of Eligibility (COE): The VA document showing you have entitlement to use a VA-backed loan.
Residual income: The money left each month after major debts and living costs, which VA uses as its controlling test.
Net tangible benefit: A VA requirement that the new loan be in your financial interest, met by at least one of eight listed criteria.
Seasoning: The waiting period before refinancing a VA loan into a new VA cash-out.
Funding fee: A one-time VA charge that can be financed and is waived for exempt borrowers.
Overlay: A lender rule stricter than the agency’s, such as a higher credit floor.
Balanced Verdict
At a 580 score, the VA cash-out is generally the stronger option if you have entitlement. It reaches more equity, carries no mortgage insurance, and VA itself sets no score floor. Its costs are the funding fee and the use of entitlement.
Conventional is the option for owners without VA eligibility, or for those protecting entitlement. At 580 it is a tougher file, with a lower leverage ceiling. Neither is guaranteed. Lender overlays, residual income, recent payment history and the appraisal decide the outcome.

Frequently Asked Questions
Does VA require a 580 credit score?
No. VA sets no minimum score. Lenders set their own, and the wholesale programs Lendmire places VA loans with start at a 580 decision score. Some lenders require more. Approval is subject to lender guidelines and full file review.
Can I refinance a conventional loan into a VA cash-out?
Yes. VA allows a non-VA loan to be refinanced into a VA-backed loan, and it counts as a cash-out even if you take no cash. You need a COE and the home must be your residence.
Does a VA cash-out carry mortgage insurance?
No. VA loans carry no mortgage insurance. There is a funding fee instead, 2.15% on first use and 3.3% after for a cash-out, financeable and waived for exempt veterans.
Is conventional cash-out possible at 580?
Sometimes. Fannie Mae dropped its fixed minimum score for Desktop Underwriter files, but approval depends on the full risk profile and on lender or mortgage-insurer overlays. It is the harder path at that score.
How much equity can I take out?
VA can reach 100% of the appraised value, including the financed fee. Conventional cash-out stops materially lower. Either way, the appraisal sets the starting number.
Does a VA cash-out need the same tests as an IRRRL?
No. The IRRRL requires no VA appraisal and carries rate-reduction and recoupment tests. The VA cash-out requires full underwriting, an appraisal and a net tangible benefit, and the half-percent and recoupment tests do not apply.
