The Quick Read: Top VA cash-out refinance providers to pay off credit card balances do not come from a ranked list, because VA does not rank or endorse lenders. A VA cash-out refinance replaces your current mortgage with a new VA-backed loan and can pay off credit cards with the equity. The best provider for you depends on your credit, your equity, and how each lender sets its own limits. The real tradeoff is that unsecured card debt becomes debt secured by your home.
Why There Is No Honest “Top Providers” List
No one can name the best VA cash-out lender for every borrower. VA says you get a cash-out loan through a private bank, mortgage company, or credit union, not from VA. VA also says terms and fees vary, so you should contact several lenders.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
That is why this article does not rank companies. A ranking built on one borrower’s profile misleads the next borrower. A veteran with a 600 score and a lot of equity needs a different lender than one with a 740 score and thin equity.
Lendmire is a mortgage broker, not a lender. It works with a nationwide network of wholesale cash-out refinance lenders and matches your scenario to the program that fits. Lendmire’s VA cash-out refinance program page lays out the basics. What follows is how these lenders think, so you can judge any offer yourself.
Can a VA Cash-Out Refinance Pay Off Credit Cards?
Yes. VA lists paying off debt as an allowed use of cash-out proceeds, alongside school costs and home improvements. You may see the phrase “VA debt consolidation loan.” It is not a separate product. It is a standard VA cash-out refinance used for that purpose.
You also need a Certificate of Eligibility, or COE. It is the VA document that confirms you earned the benefit. VA’s COE decides eligibility, and service requirements are VA’s rules.
How the Loan Is Underwritten, Step by Step
A cash-out refinance is not a streamline. It gets a full file review. Here is the sequence.
1. Eligibility. You obtain your COE. A lender can often help you request it.
2. Application. You pick a lender or broker and submit income, credit, and property information.
3. Appraisal. The property is appraised for its reasonable value. Your loan-to-value ratio, or LTV, is the total new loan divided by that value.
4. Underwriting. The lender reviews credit, income, debts, and residual income.
5. Disclosures. Lenders must give you specific information about how removing home equity may affect you. VA’s circular requires it no later than the third business day after application, and again at closing.
6. Closing. The old loan is paid off, the cards are paid off, and the new loan begins.
Your Loan Estimate and Closing Disclosure show the terms and costs at each stage. Compare them line by line across lenders.
How Much Cash Can You Pull Out?
Across the wholesale programs Lendmire places VA loans with, a cash-out reaches up to 100% of the appraised value, including the financed funding fee. That is the ceiling. It is not the amount of cash you receive.
Everything comes out of that same ceiling:
- The payoff of your current mortgage
- Your closing costs
- The financed funding fee
- Then, whatever remains, your cash for the cards
The circular confirms that VA will not guarantee a cash-out refinance above the program’s loan-to-value ceiling, and a financed fee cannot push the loan past reasonable value. If you borrow at the maximum, the fee reduces your cash. The ceiling and the cash in hand are two different numbers, since the payoff, costs, and fee all come out first. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.
Some lenders set their own cap below 100%. That is a lender overlay, not a VA rule. Overlays are the biggest difference between providers, so ask about them first.
Credit, Income, and the 41% Question
VA sets no minimum credit score, but lenders do. The wholesale programs Lendmire works with start at a 580 decision score, and many lenders in the market set a higher floor. A higher score generally widens your choices.
Residual income is the controlling test. It is the money left each month after your mortgage, debts, taxes, and basic living costs. VA sets a guideline amount by family size and region.
The 41% debt-to-income figure is a guideline, not a cap. The VA Lenders Handbook says a ratio above 41% needs close scrutiny. A higher ratio needs residual income well above the table, and the lender reviews the full file. The loan can still go forward if the file carries a supervisor’s justification, or if residual income exceeds the guideline by at least 20%.
Paying off cards removes those minimum payments from your ratio. But the larger mortgage payment takes their place. Whether the file qualifies better or worse depends on the numbers, and the lender decides after full review.
Funding Fee and Closing Costs
VA charges a funding fee on cash-out loans. It can be financed into the loan. Across the programs Lendmire works with, the cash-out fee is 2.15% for first use of the benefit and 3.3% for subsequent use. Veterans receiving compensation for a service-connected disability, and certain other groups, are exempt. VA publishes the schedule and exemptions.
There is no mortgage insurance on a VA loan. Other closing costs still apply, even if you are exempt from the funding fee. Exempt does not mean free.
Be wary of any “no-cost” refinance pitch. The costs are built into the balance or the pricing, not erased. VA also links guidance on the signs of misleading refinance offers on its cash-out page. Read it before you sign anything.
Where the General Rule Breaks
Most of this works the same for every veteran. These cases do not.
Seasoning. Seasoning is the waiting period before you can refinance. On a VA-to-VA cash-out, the loan you are paying off must be seasoned at closing. Across the wholesale programs Lendmire places, that means the later of 210 days from your first payment and your sixth payment. Circular 26-19-05 says seasoning applies to VA loans being refinanced. It does not apply when you pay off a non-VA loan.
Non-VA loan into a VA loan. A cash-out can move a conventional or FHA loan into VA-backed financing. VA says so directly. That move can also drop monthly mortgage insurance while pulling cash for cards.
Type I and Type II. VA’s circular separates a cash-out where the new loan does not exceed the payoff from one where it does. The loan you want for card payoff is almost always Type II, since the new loan has to exceed the old payoff to produce cash.
Net tangible benefit. Every VA cash-out must show a benefit to you. It can be one of VA’s eight listed benefits, such as eliminating monthly mortgage insurance or shortening the term. The half-percent rate-reduction and fee-recoupment tests belong to the IRRRL streamline. They do not apply to a VA cash-out.
Occupancy. This article addresses a home you live in. For a rental or second home, occupancy decides how much leverage is available, so speak with a loan officer.
What This Does to Your Budget and Credit
You replace several card payments with one larger mortgage payment. Whether your monthly cash flow improves depends on your numbers. The total cost can go the other way, because card balances spread over a long mortgage term can cost more interest overall.
Another cost hides in the structure. A cash-out replaces the rate on your entire first mortgage, not just the new cash. If your current VA loan has a low rate, you give that up on the whole balance. This is the clearest case where you should not do it, and it is why you compare the old loan against the new one before moving.
The CFPB studied cash-out borrowers from 2014 through 2021. Their credit card and auto balances dropped sharply. Credit scores jumped in the quarter after the refinance, then slipped gradually but stayed above where they started. Card balances and utilization drifted back up within a year without fully returning.
That pattern is the real risk. Paying off the cards is the easy part. Keeping them at zero is the hard part. Some borrowers lower the credit limits or close an account or two to remove the temptation.
You also trade unsecured debt for debt secured by your home. Miss card payments and you face collections. Miss mortgage payments and you face foreclosure. The CFPB’s guidance on consolidating card debt with home equity flags this risk, along with closing costs and falling values that could leave you underwater. That page covers home equity loans, but the logic carries over. Less equity also makes a later sale or refinance harder.
How to Compare Providers
Since no ranking exists, compare on criteria. Ask each lender these questions:
- What is your maximum LTV on a VA cash-out, and is it below 100%?
- What is your minimum credit score?
- Do you require seasoning on every cash-out, including non-VA payoffs?
- Will you pay my card issuers directly at closing?
- What does the Loan Estimate show for total costs, line by line?
- What debt-to-income and residual income do you require?
The fit depends on your property, credit, leverage need, and documentation. A broker shops multiple wholesale lenders against those answers, which is the point of using one. Compare the full terms on each Loan Estimate, not just one number.
Key Terms Defined
Certificate of Eligibility (COE): The VA document that confirms you qualify for the home loan benefit.
Loan-to-value (LTV): The new loan amount, including any financed fee, divided by the appraised reasonable value.
Residual income: The monthly money left after your mortgage, debts, taxes, and living costs.
Seasoning: The waiting period on a loan before you can refinance it into a VA cash-out.
Net tangible benefit: The required, documented advantage to you from the refinance.
Funding fee: A VA charge on the loan, financeable and waived for exempt veterans.
Alternatives Worth Weighing
| Option | What it does | Watch-out |
|---|---|---|
| VA cash-out | Pays cards from equity | Resets the whole mortgage |
| IRRRL | Lowers VA loan cost | Pulls no cash |
| Home equity loan | Second loan for cash | Adds a second payment |
| Personal loan | Unsecured payoff | Not secured by your home |
| Balance transfer | Moves card debt | Short promotional window |

Frequently Asked Questions
Does VA rank or approve the best cash-out lenders?
No. VA works through private lenders and tells borrowers to compare several. Each lender sets its own overlays, such as credit floors and LTV caps below VA’s maximum. Those overlays, not VA, are what separate one provider from another.
Is there a waiting period before I can do a VA cash-out?
It depends on what you are paying off. Seasoning applies when you refinance a VA loan, and the loan must be seasoned at closing. Some lenders add their own waiting period, so ask.
Will the lender pay my credit cards directly?
Often, yes. Lenders commonly send payoffs straight to card issuers at closing and release any remainder to you. It is common practice rather than a VA rule, so confirm it before you apply.
Can I use a VA cash-out if my debt-to-income ratio is above 41%?
Possibly. The 41% figure is a guideline, not a cap. Approval is never assured.
Is a VA cash-out a good idea for card debt?
It depends on your current loan and your habits. It can lower monthly strain, but it moves unsecured debt onto your home and can raise total interest over a long term.
