The Quick Read: Yes, if the rest of your file qualifies. Entitlement gets you in the door, but it does not decide the approval. The lender still looks at your certificate of eligibility, credit, income, residual income, the VA appraisal and a net tangible benefit. Full entitlement removes the VA loan limit. It does not remove those tests.
What Entitlement Does and Doesn’t Decide
Entitlement is the guaranty VA puts behind the loan. It is not cash you spend. It tells a lender how much risk VA covers, and that shapes how much you can borrow without a down payment.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Here is the split on a typical file:
- Entitlement and the certificate of eligibility (COE) decide whether you can use the program and how large a loan the guaranty supports.
- Credit, income and residual income decide whether you can carry the new loan.
- The VA appraisal sets the reasonable value, which caps the loan.
- The net tangible benefit test decides whether the refinance helps you.
- Lender overlays sit on top of all of that and vary.
VA.gov states that with full entitlement there is no VA loan limit, as long as you can afford the loan and the appraisal supports the value. That second half is where files get stuck.
Lendmire’s VA cash-out refinance program page covers how the product fits a homeowner who wants to turn equity into cash on a primary residence.
How the Program Works at the File Level
Across the wholesale programs Lendmire places VA files with, a cash-out refinance reaches up to 100% of the appraised value, including the financed funding fee. There is no mortgage insurance. Those programs start at a 580 decision score and serve amounts to $4,000,000 with full entitlement. VA itself sets no minimum score, so the floor you meet is the lender’s. All of this is subject to lender guidelines and full file review.
Two points trip people up:
- You do not need an existing VA loan. The cash-out program is also the route for refinancing a non-VA loan into a VA-backed loan, per VA.gov’s cash-out page.
- VA does not make the loan. VA guarantees it. A private bank, mortgage company or credit union lends the money, and terms and fees vary.
This is also not a streamline. A VA streamline refinance only refinances an existing VA loan, usually with no VA appraisal. A cash-out gets full underwriting and an appraisal, and it can pay off any type of lien.
The Net Tangible Benefit Test
Every VA cash-out refinance has to show at least one net tangible benefit. The criteria come from 38 CFR 36.4306, which lists eight benefits:
1. The new loan eliminates monthly mortgage insurance.
2. The new term is shorter.
3. The new rate is lower.
4. The new principal and interest payment is lower.
5. Monthly residual income increases.
6. The loan refinances an interim construction loan.
7. The new loan is 90 percent or less of reasonable value.
8. The loan converts an adjustable rate to a fixed rate.
One misconception is common among borrowers. The 90% figure is one benefit path, not a cap. If your file reaches 100% of value, it has to qualify on a different benefit. Some lenders set their own lower limits, and those are overlays, not VA rules. Your broker confirms the overlays before you apply.
The half-percent rate-reduction test and the fee-recoupment test are the VA streamline refinance rules. They do not apply to the VA cash-out.
Borrower Situations Compared
| Situation | What happens to entitlement | What to check |
|---|---|---|
| Full entitlement | No VA loan limit | Credit, income, appraisal, benefit test |
| Partial (remaining) entitlement | County limit math applies | Whether the guaranty covers the loan |
| Non-VA loan to VA | Entitlement is used for the new loan | Benefit test, COE |
| VA loan to VA cash-out | Refinanced portion uses the old loan’s entitlement | Seasoning, COE |
| Paid-off or sold VA loan | Restoration can return full entitlement | COE update |
What If You Only Have Remaining Entitlement?
Then the loan limit matters. VA’s loan limit page says remaining bonus entitlement is based on the county loan limit, minus the entitlement you already used. If that remaining guaranty does not cover the loan amount, a lender may ask for extra equity or cash. Plain terms: less guaranty means less coverage, and the lender may want you to make up the gap.
Do not guess at this. A loan officer reads your COE and the county details and tells you where you stand. The same goes for a prior VA loan still open on another property.
The regulation adds one more wrinkle. When you refinance a VA loan, the refinanced portion is treated as using the entitlement from the loan being refinanced. So a refinance can leave your future buying power unchanged or reduced. Check the COE before you commit to a cash-out amount.
Reading Your COE Before You Apply
The COE is the document that settles most entitlement questions. Pull it first, then work through these steps:
1. Request the COE through your lender, on VA.gov, or by mail.
2. Look for entitlement already used and which loan it is tied to.
3. Note whether any prior VA loan is still open or has been paid off.
4. Ask whether restoration applies if a prior loan was sold or paid in full.
5. Hand the COE to your loan officer before any cash-out amount is discussed.
Seasoning, Appraisal and Occupancy
Seasoning applies when you refinance a VA loan. The test is the later of two dates: six consecutive monthly payments made, or 210 days after the first payment due date. VA Circular 26-20-25 sets that rule, and it covers cash-out refinances of VA loans.
The appraisal sets the reasonable value. It is the ceiling on the loan, so a low value shrinks the cash available. Appraisal reconsideration is a routine step when comparable sales come in light, and a packet with recent nearby sales helps.
Occupancy is firm. The home must be your residence, or a spouse’s or dependent’s if you are on active duty. It is not for investment property.
What Does the Funding Fee Do to the Math?
The funding fee can be financed into the loan, which is why a 100% cash-out includes it. On a cash-out refinance the fee is 2.15% for first use and 3.3% for later use. Veterans receiving compensation for a service-connected disability, and the other exempt groups, are waived. VA’s funding fee page lists the exemptions. Confirm your status before you assume a fee.
Financing the fee and the cash out raises your balance. A higher balance can raise the monthly payment. That is the reason the benefit test exists.
Residual Income Is the Controlling Test
Residual income is what is left each month after the loan payment, debts, taxes and living costs. On VA files it controls the decision. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.
This is where a strong file wins. A borrower with a high ratio but plenty of residual income can still be reviewed favorably. A borrower with a low ratio and thin residual income can struggle. Documentation matters: pay records, debt statements, and a clean payment history on the current mortgage.
Mistakes and Myths
- “Full entitlement means I’m approved.” It does not. Credit, income, residual income, appraisal and the benefit test all still apply.
- “VA caps cash-out at 90%.” The regulation lists 90% as one benefit path. Lender caps are overlays.
- “I need a VA loan already.” You don’t.
- “VA will lend me the money.” VA guarantees. Private lenders lend.
- Taking an unsolicited mailer at face value. The CFPB and VA have warned that refinance offers can look official and still mislead, including pitches about skipped payments.
- Refinancing repeatedly. The CFPB describes “churning” as pushing veterans to refinance again and again without need. Ask whether each refinance does something for you. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.
Key Terms Defined
- Entitlement: The amount of the loan VA guarantees to the lender.
- Certificate of eligibility (COE): The VA document that shows your eligibility and entitlement used.
- Net tangible benefit: A measurable gain the refinance must deliver, chosen from VA’s list of eight.
- Residual income: The money left each month after the payment, debts and living costs.
- Seasoning: The waiting period on the loan being refinanced before a VA-to-VA refinance is allowed.
- Overlay: A lender’s own rule layered on top of VA’s rules.
Frequently Asked Questions
Do I need full entitlement to get a VA cash-out refinance?
No. Full entitlement removes the VA loan limit, but remaining entitlement can work. The county loan limit then matters, and a lender may want extra equity if the remaining guaranty falls short. A loan officer reviews your COE to say where you land.
Can I use a VA cash-out refinance if my current loan is not a VA loan?
Yes. The program is the route for refinancing a non-VA loan into a VA-backed loan. The file still needs a net tangible benefit, a valid COE, satisfactory credit and enough income.
Does a cash-out refinance use up my entitlement?
It can, so your future buying power may stay the same or be affected, and it is worth checking the COE first. Restoration can return full entitlement after a VA loan is paid off or sold.
Can I borrow 100% of my home’s value?
Across the wholesale programs Lendmire places files with, the VA cash-out reaches 100% of the appraised value, including the financed fee. Some lenders set a lower limit as their own policy. All figures are subject to lender guidelines and full file review.
Is it the same as a VA streamline?
No. The streamline (IRRRL) only refinances an existing VA loan, usually without a new appraisal. The cash-out is a full refinance with underwriting and an appraisal, and it can refinance any loan type into VA.
