Final terms depend on lender guidelines, property type, leverage, and the borrower’s complete credit picture.
The Quick Read: The best FHA cash-out program for you depends on your home, your credit and how much liquid savings you will have left after closing. Cash-out refinancing on a primary residence reaches 80% LTV when you have owned and lived in the home for 12 months. Whether you need reserves depends on unit count and how the file is underwritten, and the cash you pull out never counts toward them. These specifics are subject to lender guidelines and a full review of property, leverage, and credit.

Editable benchmark: 7.24% as of October 29, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not an FHA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the FHA cap on a principal residence with the upfront premium financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
An illustration, not a Loan Estimate, an approval, a quote, or a commitment to lend. The rate shown is the weekly Freddie Mac thirty-year conventional benchmark, used as a market reference; an FHA cash-out is priced by the lender at lock, and this is not an FHA cash-out refinance quote. HUD’s cap limits the base loan; the upfront premium is financed on top of the capped base loan; the monthly premium for the first year follows the snapshot’s schedule. Cash available means the base loan the cap permits less the balances retired, before closing costs, which this calculator leaves out. The line figure applies the line program’s combined loan-to-value ceiling to the same value and balance. Taxes and insurance are estimates you can edit. Licensed in sixteen states for consumer mortgages.
How an FHA Cash-Out Refinance Works
A cash-out refinance replaces your current mortgage with a new FHA loan that is larger than the balance. The new loan pays off the old one. You receive the difference at settlement.
Across the wholesale programs we place files with, the FHA cash-out reaches 80% LTV on a home you have owned and occupied for 12 months before the case number. It is for primary residences only. Lendmire’s FHA cash-out refinance program page lays out the basics. Every figure here is subject to lender guidelines and full file review. Nothing is a commitment to lend.
The appraisal sets the value, and value sets the maximum loan. County loan limits also apply, and they change every year.
Key Terms Defined
- Reserves: liquid assets you still have after closing, counted in months of your housing payment.
- PITI: principal, interest, taxes and insurance, the full monthly housing payment.
- Cash-out proceeds: the money you receive at settlement after the old loan is paid off.
- Compensating factor: a documented strength, such as savings, that supports a higher debt ratio.
- Manual underwriting: a loan officer’s review of the file, used when the automated finding does not approve it.
What Does “Best” Mean for This Program?
“Best” is not one lender or one product. The best program for your situation depends on your property type, credit profile, how much equity you want to reach and how much cash you will keep in the bank.
A broker shops more than one wholesale lender and matches your file to the program that fits. The lenders that write this loan differ on their credit floors and on how much documentation they want. That is why a broker comparison matters more than any single name.
| Factor | FHA cash-out | What to weigh |
|---|---|---|
| Leverage | Up to 80% LTV | Equity you keep versus cash you take |
| Mortgage insurance | Upfront and annual premium | Cost built into the loan |
| Qualification | Flexible on credit, ratios | Documented factors can help |
| Reserves | Depends on unit count and path | Savings you must keep |
The Core Underwriting Steps
Here is how a file moves from application to a decision.
1. Application. The lender runs your file through FHA’s automated underwriting. If the automated finding does not approve it, the file goes to manual review.
2. Eligibility check. The home must be your primary residence. You must have owned and lived in it for 12 months before the case number.
3. Ratios. The base pair is 31/43 (housing to total debt) with no compensating factors. Documented compensating factors can reach 40/50 at the top tier. The automated finding governs most files.
4. Asset documentation. The lender verifies your liquid assets. If your file needs reserves, it subtracts the cash required to close. Cash-out proceeds are left out.
5. Appraisal. The appraised value sets the 80% LTV ceiling. Terms depend on the lender’s guidelines, the property type, the leverage, and a full review of the credit profile.
6. Mortgage insurance. The loan carries an upfront premium of 1.75% of the base loan, which is financed, plus an annual premium between 0.15% and 0.75% of the balance. The annual premium depends on term, loan amount and LTV. On a thirty-year loan above 90% LTV it lasts the term. At or below 90% it ends after eleven years. Cash-out at 80% falls in the second group. The exact numbers vary by lender and program and follow a full review of property, leverage, and credit.
How Do FHA Cash Reserve Requirements Work?
Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.
Reserves depend on unit count and the underwriting path. Under HUD Mortgagee Letter 2023-17, reserves are the borrower’s verified and documented liquid assets left after closing.
The same letter sets these manual-underwriting rules:
| Property | Reserves required |
|---|---|
| One to two units | 1 month of PITI |
| One unit with an ADU | 2 months of PITI |
| Three to four units | 3 months of PITI |
Here is the point most borrowers miss. Cash taken at settlement in a cash-out transaction does not count as reserves. The refinance cannot fund its own cushion. If your file needs reserves, they must come from separate savings.
Reserves are counted in months of PITI. A higher payment raises the cushion you need to show.
Three Layers People Mean by “Reserves”
The word “reserves” carries three meanings. Mixing them up causes most of the confusion.
1. The HUD minimum. This is the rule in the table above. It turns on unit count and underwriting path.
2. A lender’s own requirement. Some lenders ask for more than HUD does. These extra requirements are lender-specific and can differ from file to file.
3. A compensating factor. In manual underwriting, extra savings can support a higher debt ratio. HUD’s older Mortgagee Letter 14-02 set a higher threshold when reserves served this role: 3 total monthly payments for one- to two-unit homes and 6 for three- to four-unit homes. That letter is historical. The current HUD Handbook 4000.1 governs, and your lender will apply it.
You may also see mailers about “untapped equity reserves.” Those are marketing pieces, not the savings cushion discussed here.
What Counts, and What Does Not
Cash-out proceeds are the one exclusion confirmed above. Other sources of funds, such as gifts, borrowed money and equity in another property, are generally treated as ineligible or limited. Your lender confirms the exact treatment against the current Handbook. Bank and savings balances you have owned and documented are the usual starting point.
Plan to show statements that cover your recent history. Large deposits need an explanation.
Where the General Rule Breaks
Three- and four-unit homes. These carry the 3-month requirement, the highest on the list.
A one-unit home with an ADU. If rental income from the ADU is used to qualify, 2 months applies.
Automated approvals. Many one- to two-unit files approved through the automated finding do not trigger a blanket reserve rule. That does not stop a lender from asking for more.
Weak files. If your ratios push toward the high end, reserves can be the factor that carries the file.
Recent purchase. The 12-month ownership and occupancy test must be met before the case number is assigned. A home owned for less time does not fit this program.
Is FHA Cash-Out the Right Move?
Say you have owned and lived in your home for more than a year. Your credit sits above the 580 floor, your ratios fit and you want to reach equity at up to 80% LTV. The cash-out may fit, with a plan for reserves if the file needs them. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.
Now picture a borrower with a thin savings account on a three-unit home. The 3-month rule may be hard to meet, and the cash-out cannot cover it. Another path may fit better.
If you already hold an FHA loan and only want a lower payment or a different term, the FHA Streamline refinances without an appraisal. It involves a limited credit review and a net tangible benefit, and the premium continues. If you do not want to pull cash, the FHA rate-and-term with an appraisal reaches 97.75% on a principal residence occupied for the previous twelve months. The right product depends on whether you need the cash.
Conventional and VA cash-out programs also exist. They set their own leverage and reserve rules, so compare them qualitatively with a broker before choosing.

Frequently Asked Questions
Does an FHA cash-out refinance always require reserves?
No. The requirement depends on unit count and how the file is underwritten. Manual underwriting adds 1 month of PITI for one- to two-unit homes, 2 months for a one-unit with an ADU and 3 months for three- to four-unit homes. Many automated approvals on smaller homes carry no blanket rule, though a lender can ask for more.
Can my cash-out proceeds count as reserves?
No. HUD excludes cash received at settlement in a cash-out transaction. Reserves must come from other documented liquid assets you still hold after closing.
Does my current loan need to be FHA?
No. The program is built on your home’s value and your 12 months of ownership and occupancy. Your current loan does not have to be FHA. Your lender reviews your file against its guidelines.
What LTV does the program reach?
Up to 80% LTV on a primary residence you have owned and occupied for 12 months before the case number. County loan limits apply, and they change every year. Leverage, reserves, and pricing vary by lender and program; the final terms follow the full file review.
Can I qualify with weaker credit?
The wholesale programs we use start at a 580 decision score. HUD allows lower scores in some cases, but the network does not reach below 580. Documented compensating factors, including savings, can help ratios, subject to lender guidelines.
