The Quick Read: For speed, the lighter file is the IRRRL, but it gives no cash, so it fits only a borrower with an existing VA loan who wants a lower rate or a move from adjustable to fixed. If you want cash, or want to move a conventional, FHA or USDA loan into VA, the VA cash-out refinance is a full-underwriting file, and no program shortcut changes that. Your paperwork, your seasoning dates and the appraisal set the pace on that file.
Which Route Fits Your Goal?
The goal picks the product. Speed comes second.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
| Your situation | Likely route | File weight |
|---|---|---|
| Existing VA loan, no cash needed | IRRRL | Light |
| Existing VA loan, cash needed | VA cash-out | Full underwriting |
| Conventional, FHA or USDA loan, want VA | VA cash-out | Full underwriting |
| Need cash, loan too new for VA seasoning | Wait, or other options | Depends on dates |
The IRRRL refinances an existing VA loan to a lower rate or from adjustable to fixed. It needs no VA appraisal and carries a 0.5% funding fee unless you are exempt. It gives no cash. The VA cash-out is a different file. The VA describes it as a way to take cash from home equity or to refinance a non-VA loan into a VA-backed loan, through a private lender, not VA itself.
Asking for a cash-out when an IRRRL is what you want makes the file heavier than it needs to be. Sort out the goal before anyone orders an appraisal.
What the VA Cash-Out Actually Is
The VA cash-out reaches 100% of the appraised value, and that cap includes the financed funding fee. VA Circular 26-19-05 says VA will not guarantee a refinance when the loan exceeds 100% of reasonable value. There is no mortgage insurance. With full entitlement there is no VA loan limit.
Across the wholesale programs Lendmire places VA files with, the working floor is a 580 decision score. VA sets no minimum score itself. Lenders set their own, and some set a higher floor. Eligibility starts with the certificate of eligibility (COE) from VA. Lendmire’s VA cash-out refinance program page lays out how the program fits different borrowers.
The funding fee on a cash-out is 2.15% on first use and 3.3% on later use. It is financeable. It is waived for veterans receiving compensation for a service-connected disability and for the other exempt groups. Financing it raises the balance and trims your net cash.
How the File Is Underwritten, Step by Step
A cash-out is a full file. Here is the order it moves in.
1. Pull the COE. The COE decides eligibility and shows entitlement. Do this before you apply. A missing or wrong COE stalls everything behind it.
2. Application and Loan Estimate. The lender sends a Loan Estimate within three business days of application. Ask your loan officer which VA cash-out disclosures you will receive at application and at closing.
3. Classification. VA sorts the loan into Type 1 or Type 2. Type 1 means the new loan is no more than the payoff of the old one. Type 2 means the new loan exceeds the payoff. That is the true cash-out.
4. Full credit and income underwriting. Residual income is the controlling test. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table. The underwriter runs this analysis on your full income and debt picture.
5. VA appraisal. The appraised value caps the loan. If the appraisal lands short, the cash shrinks with it.
6. Seasoning certification. If a VA loan is being paid off, the lender certifies seasoning.
7. Closing Disclosure. It must reach you at least three business days before closing.
Each step is a place a file can sit. The ones borrowers control are the COE, the document package and the dates.
Four Milestones That Get Confused
Borrowers say “approved” and mean four different things.
Approval means the lender has reviewed the file and issued conditions. It is not a final yes.
Clear to close means conditions are met and the lender is ready to issue closing documents.
Closing is when you sign. On a refinance of a primary residence, a right of rescission period typically follows the signing, so funds are not in your hands at the signing table.
Funding is when the money is disbursed after closing steps are complete. Ask your loan officer how the right of rescission and disbursement work on your file.
When anyone advertises speed, ask which of these four they mean.
What Actually Controls Speed
No VA-published day counts exist for a cash-out, so treat any promised number with caution. These are the real drivers:
- Appraisal turnaround. It is the biggest outside variable, and the borrower does not control it.
- Document completeness. Pay stubs, W-2s, tax returns, bank statements and the COE should be in hand when you apply.
- Whether the seasoning clock has run. More on that below.
- Fixed waiting periods. The Closing Disclosure window is set by rule. Don’t expect it to be waived.
- File complexity. Self-employment income, repairs flagged by the appraiser and title problems all add steps.
Seasoning: The Wait That Surprises People
Seasoning applies only when you refinance a VA loan with a VA cash-out. Per the Circular, both of these must be true at closing:
- The first payment on the loan being refinanced was made at least 210 days before closing.
- Six monthly payments have been made on that loan.
Lenders apply the later of the two. A loan paid off is not a loan seasoned, so count from the first payment date on your note, not the closing date.
Seasoning does not apply to non-VA loans or other liens. Some lenders and investors add their own seasoning to every cash-out. That is an overlay, not a VA rule. It is one reason a broker that shops several wholesale lenders can matter on a newer loan.
Net Tangible Benefit: Every Cash-Out Needs One
Every VA cash-out must show a net tangible benefit. 38 CFR 36.4306 requires the lender to run the test. The cash-out must meet one of VA’s eight listed benefits. They include eliminating monthly mortgage insurance, a shorter term, a lower payment, higher monthly residual income, and converting an adjustable rate to a fixed rate.
The same rule requires the lender to tell you the dollar amount of home equity being removed. It also requires a note that this may affect your ability to sell later. Read that disclosure. It is the plain statement of what cash-out costs you in equity.
The half-percent rate-reduction test and the fee-recoupment tests belong to the IRRRL. They do not apply to the VA cash-out.
Where the General Rule Breaks
A conventional or FHA loan going into VA. No VA seasoning applies. This can be the faster cash-out path when the old loan is not VA. The net tangible benefit still applies. Mortgage insurance elimination is a common one.
A very new VA loan. The seasoning clock may block a VA-to-VA cash-out for now. Check the dates before you pay for anything.
Lender overlays. One lender may add seasoning that another does not. The program is the same. The lender’s rules differ.
Occupancy. The cash-out is for a home you live in as your primary residence. The IRRRL is more flexible on occupancy. If the home is a rental or second home, occupancy decides the leverage, so speak with a loan officer.
Entitlement. On a refinance, the new guaranty is the old loan’s used entitlement plus any additional available entitlement. Partial entitlement may mean a down payment is required. Speak with a loan officer about your case.
State law. Some states limit cash-out refinancing. Check that before you plan the amount.
Building a Fast File: A Checklist
You cannot buy speed. You can remove delay.
- Pull the COE and confirm entitlement.
- Confirm the seasoning dates if a VA loan is being paid off.
- Decide if the net tangible benefit is obvious. Check whether you are funding-fee exempt.
- Gather pay stubs, W-2s, tax returns and bank statements before you apply.
- Respond to conditions the day they arrive.
- Be available for the appraiser.
Picture two borrowers. One has a conventional loan, a current COE, a full document set and a clean property. That file mostly waits on the appraisal and the fixed disclosure window. The other has a VA loan from a few months ago, a self-employment return that needs an explanation, and a condition for a repair item. That file may wait on seasoning, then on explanations, then on a re-inspection. Same program. Very different path.
Questions to Ask Any Loan Officer
The best program for your situation depends on the file, so test the process, not the promise.
- Do you apply seasoning or other overlays beyond VA’s rules?
- What is the minimum decision score for my scenario?
- Who orders the appraisal, and when?
- What does “clear to close” mean on your file, and what comes after it?
- How does disbursement work after closing on a primary residence?
- Will you give me a Loan Estimate that shows the funding fee and the equity removed?
VA itself tells borrowers to contact several lenders. Terms and fees vary, and VA warns about misleading refinance offers. A broker works with a network of wholesale cash-out lenders and matches the scenario to the program that fits. The lenders that write a given file depend on score, property, entitlement and documents.
When Speed Should Not Be the Priority
Rushing a cash-out can cost you. The funding fee applies unless you are exempt, and financing it raises the balance. Cash out converts equity into debt, and a larger balance or a longer term can change your monthly budget. The net tangible benefit comparison exists to expose this. If the only benefit is cash you don’t have a plan for, slow down.
A VA loan is not always a more affordable cash-out. Compare the full cost, not the speed. Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.
Key Terms Defined
Certificate of Eligibility (COE): The VA document that confirms you qualify and shows your entitlement.
Entitlement: The amount of VA guaranty available to you on a loan.
Net tangible benefit (NTB): A measurable gain the refinance must give you, chosen from VA’s list.
Seasoning: The required age of a VA loan, counted by first payment date and payments made, before it can be refinanced into a VA cash-out.
Residual income: What is left of monthly income after debts and living costs, which is the controlling VA test.
IRRRL: The VA streamline refinance for existing VA loans, with no cash out.
Frequently Asked Questions
Is the IRRRL always faster than a VA cash-out?
It is the lighter file. It needs no VA appraisal and gives no cash. But it only works for an existing VA loan. If cash is the goal, the IRRRL is the wrong tool.
Does the seasoning rule apply if my current loan is FHA or conventional?
No. VA applies seasoning only to VA-to-VA cash-outs. A lender may add its own overlay, though, so ask. Your net tangible benefit still has to be shown.
Can I skip the three-business-day wait before closing?
Don’t count on it. The Closing Disclosure must reach you at least three business days before closing. The rules allow a revised Loan Estimate after a changed circumstance, but a waiver is not something to plan around.
Does VA set a minimum credit score?
No. Lenders set their own. The wholesale programs Lendmire places VA loans with start at a 580 decision score. Some lenders set a higher floor, and every file is subject to lender guidelines and full review.
What shrinks the cash I receive?
Three things: a low appraisal, which caps the loan at 100% of value; a financed funding fee, which counts inside that cap; and any payoff of the existing loan. Check the Loan Estimate for the equity being removed.
If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches. Nothing here is a commitment to lend, and every parameter is subject to lender guidelines and full file review.
