Best VA Cash-Out Refinance Program Without Monthly PMI

Best VA Cash-Out Refinance Program Without Monthly PMI

The Quick Read: The premise needs one fix. No VA-guaranteed loan carries monthly mortgage insurance, so every VA cash-out refinance is a no-monthly-PMI program. The VA guarantee replaces the insurance. You pay a one-time funding fee instead, unless you are exempt. The real question is which structure fits your goal and what the fee and closing costs do to your net cash.

What Does “Best” Mean for a No-PMI Cash-Out?

The best program for your situation depends on three things: whether you hold a VA certificate of eligibility, what loan you have now, and how much cash you need. Since monthly mortgage insurance is off the table in all cases, the decision moves to other variables.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Those variables are the funding fee tier you fall into, how much equity the appraisal supports, and whether the new loan passes the net tangible benefit test. A broker’s job is to match those facts to the wholesale program that fits. The lenders that write this loan differ on credit floors and equity limits, which is why shopping matters. VA itself suggests contacting several lenders, because terms and fees vary.

How a VA Cash-Out Refinance Works

A VA cash-out refinance replaces your current mortgage with a new VA-backed loan. You can take cash from your equity. You can also refinance a non-VA loan, such as a conventional or FHA mortgage, into a VA loan.

Private lenders originate, underwrite and service the loan. VA does not lend the money. It guarantees a portion, and that guarantee is why lenders can skip mortgage insurance.

Here is the process, step by step:

1. Eligibility. You need a VA certificate of eligibility (COE). VA decides eligibility, and service requirements are VA’s rules.

2. Choose the type. A Type I refinance does not exceed the payoff of the old loan, so no cash reaches you. A Type II exceeds the payoff, and the difference is your cash.

3. Full underwriting. The lender documents credit, income, employment and assets. This is not a streamline.

4. Appraisal. VA determines the home’s reasonable value. That figure sets your ceiling.

5. Net tangible benefit. The lender must show the new loan is in your financial interest and give you a comparison of the old and new loans.

6. Closing. You get a Loan Estimate and Closing Disclosure like any consumer mortgage. The funding fee is paid in cash or financed.

Why There Is No Monthly PMI (and What You Pay Instead)

Private mortgage insurance protects a lender when a borrower puts little money down. The VA guarantee does that job on a VA loan. The CFPB explains that the guarantee replaces mortgage insurance, so there is no monthly premium, and the borrower pays an upfront funding fee.

Lender websites sometimes call the funding fee “VA’s version of PMI.” That is loose. PMI is a recurring monthly line on your payment. The funding fee is a single charge at closing.

Across the wholesale programs we place VA files with, the cash-out funding fee is set by whether you have used the benefit before. Reduced down-payment tiers do not apply to refinances. Veterans receiving compensation for a service-connected disability, and the other exempt groups, are not charged the fee. Confirm your exemption status before you budget.

You can pay the fee in cash or finance it. Financing it raises your balance and your total cost, as the CFPB notes. It also counts toward your loan-to-value ceiling.

How Much Equity Can You Reach?

On full entitlement, the new loan can reach 100% of the appraised value, including any financed funding fee. The federal regulation sets that 100% cap on reasonable value. VA Circular 26-19-05 confirms the math: loan-to-value is the total loan, funding fee included, divided by the appraiser’s value.

There is no VA loan limit with full entitlement. The wholesale programs we use start at a 580 decision score and serve loan amounts up to $4,000,000. With remaining entitlement instead of full entitlement, a down payment may be required, so speak with a loan officer.

Here is where the general rule bends. VA allows up to 100%, but some lenders set a lower cap on cash-out. A program that reaches the full ceiling is not the only option on the shelf. Your credit profile and property decide which one fits.

Who Benefits Most? Four Common Situations

You carry monthly mortgage insurance on a conventional loan. Moving to a VA loan removes that monthly premium. The regulation lists eliminating monthly mortgage insurance as a qualifying net tangible benefit. This is the cleanest PMI-removal route.

You carry FHA mortgage insurance. The same logic applies. A VA cash-out can replace the FHA loan and drop its monthly premium. You pay the funding fee once, unless exempt.

You hold a VA loan and want cash. A VA-to-VA cash-out adds a seasoning test. The new loan also has to pass the net tangible benefit test.

You want a lower rate or a shorter term and no cash. A different tool may fit better. If your current loan is already a VA loan, an IRRRL is the streamline route. It refinances an existing VA loan only. It cannot pull cash or move a non-VA loan into VA.

If your goal is simply dropping mortgage insurance with no cash, a no-cash VA refinance of a non-VA loan can reach the same end. A full cash-out is not required just to escape PMI.

Rules That Trip People Up

Seasoning applies to VA-to-VA only. If the loan you are refinancing is a VA loan, the first payment must be at least 210 days before closing, and you must have made six monthly payments. VA’s rule does not apply to cash-out refinances of non-VA loans. Some investors still apply a similar waiting period more broadly, and that is an investor overlay, not a VA rule.

Net tangible benefit is not optional. Qualifying benefits include eliminating monthly mortgage insurance, shortening the term, lowering the monthly principal and interest, keeping LTV at or below 90%, increasing residual income, or moving from an adjustable rate to a fixed rate. The lender must give you a comparison of the old and new loan.

Occupancy matters. You must occupy the home as your residence, or reoccupy it. An active-duty veteran who cannot occupy it can have a spouse do so. If the question is a rental or second home, occupancy decides the leverage, and this program is built for the home you live in.

Prepayment penalties on the old loan. The regulation allows a refinancing loan to include a contractual prepayment penalty owed to the holder being paid off. Check your current note.

Underwriting is residual-income driven. Residual income, the money left each month after major obligations and living costs, is the controlling test. The 41% debt-to-income figure is a guideline, not a cap. A higher ratio needs residual income well above the table.

Some states add their own limits. Texas, for one, restricts homestead cash-out under state law. Ask your loan officer how your state applies.

What It Costs You in Practice

Think of four dials. The funding fee tier is the first. The closing costs are the second. Your balance after any cash taken is the third. Your remaining equity is the fourth.

Cash-out lowers equity. A financed fee or financed closing costs raise the balance and total interest. Closing costs and the fee can come out of your proceeds, but they count toward the LTV ceiling, so they trim your net cash. Review the Loan Estimate line by line and compare it against the Closing Disclosure.

One practical test: if you took Type I (no cash), VA’s guidance has a recoupment idea for fees. The savings should repay the costs within a set window. A refinance that never pays itself back is a bad trade, even without PMI.

When Not to Do It

Skip a cash-out when your current loan is already the better structure and you need only a small amount of money. A larger balance can raise your payment and total interest, and it resets your term. Skip it if you lack the 210-day and six-payment history on a VA loan. Pause if your appraisal is likely to come in below your hopes, because the 100% ceiling applies to the appraised value, not what you owe or want.

What to Prepare

Gather your COE, recent pay documentation, tax and employment records, current mortgage statement and homeowners insurance details. Know your payoff, any second liens, and whether you are exempt from the funding fee. A broker that shops several wholesale lenders can match your credit, equity and documents to the program that fits. Lendmire’s VA cash-out refinance program page lays out the structure.

Key Terms Defined

Funding fee: a one-time VA charge, paid in cash or financed, that replaces monthly mortgage insurance. Exempt veterans do not pay it.

Certificate of eligibility (COE): the VA document that shows you qualify for the benefit.

Net tangible benefit: a test showing the new loan is in your financial interest.

Seasoning: the payment history VA requires before you refinance a VA loan.

Residual income: the monthly money left after major obligations and living costs.

Reasonable value: the appraised value VA uses to set the 100% ceiling.

Frequently Asked Questions

Does a VA cash-out refinance ever have monthly PMI?

No. The VA guarantee replaces mortgage insurance, so no monthly premium exists on a VA-backed loan. You pay a one-time funding fee unless you are exempt, and you can pay it in cash or finance it.

Can I refinance a conventional or FHA loan into a VA cash-out loan?

Yes, with a valid COE. A VA cash-out can refinance any loan type into VA, and the seasoning test does not apply when the old loan is not VA-guaranteed. Eliminating monthly mortgage insurance counts as a net tangible benefit, subject to lender guidelines.

How much can I borrow against my home?

Up to 100% of the appraised value, including a financed funding fee, on full entitlement. Some lenders set lower limits, so the program that fits depends on your credit, property and file review. Nothing here is a commitment to lend.

Is a VA cash-out the same as a streamline?

No. A cash-out needs full underwriting and an appraisal. An IRRRL only refinances an existing VA loan, with no cash and no non-VA loans.

Does a lower credit score rule me out?

Not automatically. VA sets no minimum score. The wholesale programs we place with start at a 580 decision score, and residual income drives the final review.
