The lender orders the appraisal and it sets the value; the owner cannot swap in an estimate. The score must clear the floor; a higher score lowers the cost.

Cash-out or a line of credit

A home equity line of credit leaves the first mortgage in place and adds a second lien that can be drawn and repaid during a draw period, usually at a rate that adjusts.
