DSCR HELOC in Harrisburg, Pennsylvania: Rental Property Equity Line

A DSCR home equity line lets a Harrisburg investor borrow against a rental’s equity, with most of the line drawn at closing and the rest available as the next deal or the next repair arrives, on a five-year interest-only draw period followed by a twenty-five-year repayment period. The first mortgage stays in place, the rent qualifies the line, and vesting in an LLC is allowed.

Current Program Snapshot

Current DSCR HELOC guidelines, updated from one source.

Every figure in this block comes from one guideline source and updates here when the program changes. These are the second-lien terms; a first-lien line on a paid-off rental follows its own tiers, summarized under the ladder, and the rent test applies to both.

Combined LTV
Up to 70%

Of the rental’s value, first mortgage included

Up to 70% combined loan-to-value is the second-lien ceiling; the ladder below shows how the ceiling and the line cap change with the credit profile and the lien position, including the first-lien tiers that reach 75%.

Credit
720

Credit score for a second-lien line

A second-lien line starts at a 720 credit profile; a first-lien line on a paid-off rental opens at 700. The tiers above the floor open more leverage, and the largest first-lien lines carry a reduced ceiling of their own.

Line Size
$50,000–$500,000

Automated valuation on lines to $400,000

The program writes second-lien lines from $50,000 to $500,000, and first-lien lines to $1,000,000; up to $400,000 the valuation is an automated model plus an inspection, and the largest lines, above that threshold, require a full interior appraisal.

Draw Period
5 years

Interest-only, then 25 years of repayment

A 5-year interest-only draw period and a 25-year repayment period make up the 30-year line. The rent must cover the qualifying payment at 1.10 or better, measured on the whole line at a stressed rate.

The 70% combined loan-to-value ceiling behind a first mortgage requires a 720 credit profile. A first-lien line on a paid-off rental starts at a 700 profile, reaches 75% loan-to-value at the top tier, and runs to $1,000,000 at 65% on lines above $500,000. The rent must cover the qualifying payment at 1.10 or better.

Philadelphia: the combined loan-to-value ceiling on a Philadelphia rental is ten points below the ceiling shown; the rest of Pennsylvania follows the standard tables.

Program Notice

This page describes a wholesale program as its guidelines stand, read from one centralized source and refreshed as it changes; it does not offer credit, quote terms, or promise approval. The line a given rental supports depends on the valuation, the lease and the rent, the credit tier, the lien position, the entity, the property type, and full underwriting. No rate, index, payment, or fee appears here. Lendmire, LLC (NMLS #2371349) is a mortgage broker, not a lender, licensed in sixteen states for consumer mortgages. Equal Housing Opportunity.

Harrisburg DSCR HELOC Guide

What a DSCR HELOC is — and how the rent sizes the line.

A DSCR HELOC is a revolving lien on a rental, usually in second position: the property secures it, the rent qualifies it, and the balance moves as you draw and repay. The pieces that decide the line in Harrisburg are the rental’s value, the balance already on it, the credit tier, and a rent that covers the line.

For the program overview, see Lendmire’s DSCR HELOC program, or the statewide guide at DSCR HELOC in Pennsylvania.

01.

A line on the rental, behind the mortgage you keep

The line is a credit limit, not a check: a Harrisburg landlord draws against it as deals and repairs arrive, pays interest only on the outstanding balance during the draw period, and amortizes whatever remains over the repayment period that follows.

02.

The rent qualifies the line, not your tax returns

The lender does not calculate your debt-to-income ratio. It reads the rental’s gross rent, the lesser of the lease and the appraiser’s market-rent schedule, and divides it by the qualifying payment on the whole line at a stressed rate; the quotient must reach the program’s coverage minimum. A lease in place is required.

03.

Your credit tier sets the ceiling and the cap

Every row in the ladder is a cell: a credit floor, a leverage ceiling, and a maximum line, by lien position. A Harrisburg owner just under a floor sees the next cell down, or no cell at all on a second lien; the first-lien tiers start lower and run higher because there is no mortgage ahead of the line.

04.

Valuation, the lease, the LLC, and closing

Title can stay in the LLC that holds the Harrisburg rental, which is the point for many landlords: no deed back to a personal name before closing, no deed back into the entity after. A title holder who is not a borrower signs an acknowledgment, and the borrowers on the line need not be the borrowers on the first mortgage.

The Core Calculation
Value × the ceiling for the credit tier and lien position − the balance already secured = the line, capped at the program maximum, and the rent must cover its qualifying payment

Two things set the line: how much room is under the ceiling for your tier and position, and how large a line the rent will carry. The calculator sizes the first from the value, the balance, and the tier; the lender settles the second from the lease and the qualifying payment.

Harrisburg Market Context

Harrisburg’s rental equity in figures — and how a line fits it.

Every Harrisburg file is its own equity story, but the market frames it: the median value, the share of households that own, and the age of the housing stock. These Census figures are context for a line, never the terms of one.

These are context figures, not underwriting inputs. A high median value with a large share of owners usually means deep equity and larger lines; a market of recent purchases means thinner equity and smaller lines at the same tier. Neither changes the ceiling or the cap; they change how much of the ceiling a given rental can reach.

Harrisburg Submarkets

Distinct Harrisburg rental neighborhoods, distinct equity pictures.

Harrisburg is not one equity picture. The submarkets below hold different rental stock, different ownership tenures, and different valuation questions, and each shapes what a DSCR HELOC looks like there.

01.

Entity-held portfolios

The entity file is the program’s reason for being in a market like Harrisburg, where portfolios are held inside LLCs. Each line is a property file; the exposure limit and the guarantors’ credit are the portfolio-level checks. On a one-unit rental at Harrisburg’s median home value, the second-lien ceiling puts total liens near $86,940 — the line is what remains after the first mortgage balance, and the rent must cover the qualifying payment; a paid-off rental on a first-lien line sits above the second-lien ceiling.

02.

Condominium rentals

A Harrisburg condominium rental carries a DSCR HELOC as readily as a house; the questions are the project’s. Warrantability decides which ceiling applies, the association’s finances are reviewed, and a condotel or an age-restricted project is outside the program. Median household income in Harrisburg sits near $48,099 on the latest Census estimate.

03.

Established close-in rentals

Long-held Harrisburg rentals near the core are the program’s natural files. The seasoning clocks ran years ago, the first mortgage is small and often cheap, and the owner’s reason for a line is to keep that mortgage while reaching the equity above it. The median owner-occupied home value in Harrisburg runs near $124,200 on the latest Census estimate.

04.

Two-to-four-unit buildings

A Harrisburg fourplex brings several leases to the coverage test, so the equity, the tier, and the cap are often the binding limits instead. The leases for the occupied units document the rent, and the valuation uses the multi-unit form on the larger lines. Harrisburg is home to about 50K people and sits within the Harrisburg-Carlisle, PA area.

05.

Newer infill and recent purchases

A Harrisburg rental bought in the last year or two is read on two clocks and narrow room: the purchase must season, the refinance if any must season, and the ceiling minus a high balance may leave little or nothing until values move. Roughly 8,093 Harrisburg households own their homes on the latest Census estimate — 37% of all households, the pool a rental equity line is written for.

06.

High-value rentals

At the top of Harrisburg’s rental values the binding limit is the program’s maximum line, not the ceiling. The file takes a full appraisal above the valuation threshold, and the first-lien column offers the larger cap when there is no mortgage ahead. About 63% of Harrisburg’s households rent — roughly 14,044 renter households on the latest Census estimate.

These sketches describe typical Harrisburg rentals, not yours. The program tables do not vary by neighborhood; the value, the balance, the lease, and the credit tier on a specific property decide the line, and the valuation settles the value.

How Harrisburg Landlords Use a DSCR HELOC

Four ways Harrisburg landlords put a rental equity line to work.

The uses are the landlord’s, not the lender’s: the program does not restrict what a Harrisburg owner draws for. These four are the common ones, and each shows why a revolving line behind the first mortgage fits better than a lump sum that replaces it.

Consolidation

Consolidate business debt at the property level

A Harrisburg landlord carrying repair cards, a contractor note, or a short-term loan can draw once against the rental’s equity and retire them. The line replaces several payments with one, and the first mortgage is not refinanced to do it.

Reserve

A standing reserve for the portfolio

Portfolio owners treat a line as the working-capital account for their Harrisburg rentals: draw for the surprise, repay from the next month’s rents, draw again. The line is qualified on one property’s rent and available for all of them.

Rehab

Rehab and repairs staged over months

Between tenants a Harrisburg rental often needs more than a coat of paint. A line funds the turn without a refinance, and the rent that qualified the line resumes when the new lease starts.

Bridge

Bridge a sale, a tax bill, or a buyout

The bridge use is temporary by design: draw against the rental, repay the draw when the sale or the refund lands, and keep the line open for the next gap. The first mortgage on the Harrisburg property never moves.

DSCR HELOC vs. the Alternatives

Same rental equity, four very different ways to reach it.

Four routes to the equity in a Harrisburg rental, compared on the question that matters most to a landlord: what does the lender read, and what happens to the loan already on the property? The cards below answer both for each route.

Structure Comparison

A rent-qualified line, an income-qualified line, a cash-out refinance, or a bank statement line.

DSCR HELOC (qualified on the rent)

Qualified on the rental’s rent, vested personally or in an LLC, and written behind the first mortgage you keep or first on a paid-off rental. The owner’s tax returns and debt-to-income ratio stay out of the file. The trade: a lower ceiling and a higher credit floor than the income-qualified line, and a rent that must cover the qualifying payment.

Investment property HELOC (qualified on your income)

Qualified on the owner’s documented income and debt-to-income ratio, vested in the owner’s own name, and written behind the first mortgage. It reaches a higher ceiling than the rent-qualified line and starts at a lower credit floor, at the cost of the full income file. For the income-qualified route, see Lendmire’s investment property HELOC.

DSCR cash-out refinance of the first mortgage

The refinance is the lump-sum route: one closing, one new first mortgage, the equity out at once. The line is the revolving route: the old mortgage stays, the equity comes out as needed. Which is cheaper depends on the rate you hold and how much you need. For the refinance route, see the investment property cash-out refinance.

Bank statement HELOC (qualified on deposits)

Deposits as income, a ratio, personal vesting: the bank statement line is the alt-doc route for the owner. The DSCR HELOC is the alt-doc route for the property. A Harrisburg landlord with both options compares the ceiling, the floor, and the paperwork of each. For the deposit-qualified route, see the bank statement HELOC.

Typical File Components

What to prepare for a Harrisburg scenario review.

The file reads the property and the credit report. Gather these before the scenario review, and the prequalification has what it needs; nothing on the list is a tax return.

InsuranceThe hazard policy at replacement cost or updated to cover both liens, and flood coverage where the property sits in a flood zone, with the declarations pages.
Title and vestingHow the deed reads today, whether a trust or an entity holds it, and who on title will not be a borrower; a non-borrowing title holder signs an acknowledgment.
Association informationFor a condominium or a planned community: the dues, the contact, and any special assessment, which the valuation and the warrantability review read.
Property detailsAddress, property type, unit count, any association, the purchase date and price, and the date of the last refinance, which the seasoning rules read.
Entity documentsWhen the rental is held in an LLC: the articles, the operating agreement, the certificate of good standing, and the member list; the members sign as guarantors on the line.
First mortgage statementThe most recent statement on the mortgage ahead of the line, showing the balance, the payment, and the servicer; a first-lien line on a paid-off rental shows the release instead.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the lease, the entity, the property, the lien position, and the credit profile. Nothing here is legal or tax advice.

Harrisburg File Considerations

Local details that can change the line.

A DSCR HELOC is a property file, and property files turn on details: the tier, the valuation, the lien position, the entity, the lease, the seasoning. The cards below are the ones that change a Harrisburg line most often.

Before You Move Forward

Use these checks to keep the Harrisburg file clean and fundable.

The ceiling and the cap are the start, not the answer. On a Harrisburg rental the valuation can land under the owner’s estimate, the lease can read under the market rent, the tier can land a step lower than an app suggested, and the seasoning clock can still be running. Each is a card below.

  • Confirm the vesting: Which title holders and first-mortgage borrowers will sign as non-borrowing owners.
  • Confirm the dates: The date of the most recent purchase or refinance of the property, note date to note date.
  • Confirm the tier: Which tier the lender’s own report lands in, and the ceiling and cap for that tier and lien position.
i.

Title in your name or your LLC

A trust on title is a different question from an entity on title: a land trust is on the program’s ineligible list, and a revocable trust is read by the lender case by case. A Harrisburg rental in an LLC is written in the LLC’s name; a rental in a land trust is not written at all.

ii.

The seasoning clock on purchases and refinances

The two clocks run separately: the mortgage transaction clock and the ownership clock. A rental owned for years and refinanced last month restarts the first; a rental bought last month starts both. The Harrisburg file is eligible when both have run.

iii.

The credit tier decides the ceiling and the cap

The score that counts is the one on the report the lender pulls, not the one in an app; a self-pulled score can land a tier away. Each tier on the ladder carries its own ceiling and cap by lien position, so a Harrisburg line can change size without the value or the balance moving at all.

iv.

How many financed properties the program allows

Exposure is counted per borrower across the program, not per property. The Harrisburg landlord with one rental is nowhere near the limit; the one with a portfolio of lines may be, and the scenario review reads the list first.

v.

Philadelphia rentals carry a lower ceiling

The Philadelphia overlay is a program rule, not a market observation: the ceiling shown in the snapshot is trimmed by ten points on a rental inside the city limits. The cap, the floor, the rent test, and the property list are unchanged.

A Clear Process

From a Harrisburg rental prequalification to a funded line.

Four steps, one file: review, prequalify, verify, close. Each one below says what the lender reads and what the Harrisburg owner provides, and none of them promises a timeline, because the valuation, the title search, and the entity review set their own.

i.

Scenario review

Before any application, the scenario is read against the program: lien position, tier, valuation path, seasoning, the property list, and the entity. A Harrisburg owner leaves the review knowing the line the tables support and the gates the file must clear.

ii.

Prequalification

With the credit report in hand the tier is fixed, and with the lease in hand the rent test is run. A Harrisburg prequalification settles the two gates that size the line and lists what the valuation and the title search will confirm.

iii.

Verification and valuation

This is the step the owner does not control: the valuation lands where the comparables put it, and the title search shows what is recorded. A Harrisburg file whose value or lease comes in under the estimate is re-sized here, not declined, unless a gate fails.

iv.

Closing and funding

The last step is the simplest: signatures, recording, the closing draw. A Harrisburg landlord leaves closing with a recorded line behind the first mortgage, a draw in hand, and the balance of the line available on request through the draw period.

Why Lendmire

A brokerage that matches the line to the rental.

The DSCR HELOC is a niche product, and the niche is where a broker earns the file: knowing which program writes an LLC-vested rental line, at what ceiling, with what rent test, and whether the Harrisburg owner would do better on another route entirely.

i.

Four routes, the right one quoted

A landlord whose returns are clean may do better on the income-qualified line; one whose first-mortgage rate is poor may do better on a refinance. The comparison is made on the file, not on the product, and the Harrisburg owner sees it.

ii.

The entity stays on title

Vesting in an entity is the first question a portfolio owner asks. The program answers it with yes, and the file is built around it from the first call: the operating agreement, the good standing, the guarantors, and the non-borrowing acknowledgments, in order.

iii.

Licensed, in writing, the lender never named

Lendmire arranges a rental line under its consumer licensing even on an investment property: the disclosures and the written terms that attach to a licensed home equity line travel with the file, in every state the program is written.

Questions Harrisburg Landlords Ask

Harrisburg DSCR HELOC FAQs

Short answers to the questions a DSCR HELOC raises in Harrisburg: what it is, who it fits, what qualifies, and what it costs the owner in paperwork.

What is a DSCR HELOC?

It is the DSCR idea applied to a line of credit: the rental qualifies itself. A Harrisburg landlord keeps the first mortgage, opens a revolving line behind it sized by value, balance, and credit tier, and proves only that the rent covers the line’s qualifying payment. Vesting in an entity is allowed.

Can the rental stay in my LLC?

Yes, for a rental. The program allows entity vesting on investment property only, so the LLC stays on the deed and the line records against it. What the lender wants is the entity’s paperwork and the guarantors’ credit, not a deed out of the entity.

How is the rent test calculated?

It is a coverage ratio like a DSCR loan’s, measured on the line: gross rent over the qualifying payment on the whole line at a stressed rate. A Harrisburg rental with modest rent and deep equity qualifies for a smaller line than its equity would support, because the rent, not the equity, is the binding gate.

Is an appraisal required?

Yes, in one of two forms: an automated valuation with a property inspection report on lines to the threshold, a full interior appraisal above it. The lender never waives the valuation, and the line is sized on the value it produces, not on the owner’s estimate.

How do the draw period and repayment work?

The draw period runs interest-only on whatever balance is outstanding, and the line is open to new draws through it. When it ends the line closes to draws and the balance repays on a fully amortizing schedule over the repayment period; the years for each are in the snapshot. The rate is variable through both.

Do I need tax returns or W-2s?

No personal income documents of any kind. That is the difference between this line and the investment-property HELOC, which qualifies on the owner’s returns and ratio. On a Harrisburg DSCR HELOC the property’s rent does the qualifying.

What credit history does the program expect?

A recent year without a thirty-day mortgage late and the program’s seasoning on any bankruptcy or foreclosure-family event; tradeline depth is waived at every tier the program offers. None of it involves the owner’s income; all of it is on the report.

I just bought the rental. Can I open a line now?

No. Both seasoning clocks have to run: the mortgage-transaction clock from the note date and the ownership clock from the settlement date. A rental owned for years and refinanced last month restarts the first; a rental bought last month starts both.

Does a duplex or fourplex qualify?

A duplex, triplex, or fourplex carries a DSCR HELOC like a single-family rental, with one difference in the rent test: the program allows one vacant unit, and the leased units’ rent carries the line. A Harrisburg fourplex with three leases qualifies on those three.

What does the closing look like on an LLC-held rental?

In the LLC’s name, with the members as guarantors and the non-borrowing title holders acknowledging. Hazard insurance covering both liens and flood coverage where required are in place before funding; the closing draw funds after rescission where the law provides one.

Get Started

Keep the first mortgage. Reach the equity anyway.

The scenario review is free and short, and it settles the two questions that matter: how much line the Harrisburg rental’s equity supports, and whether its rent will carry it. The written quote follows.
