Can I pay a HELOC off early?

You can. Both programs allow early payoff without a prepayment penalty, and a line that has been paid down remains open for draws until the draw period ends.

Is there a minimum line amount or a minimum draw?

The snapshot shows the smallest line the program writes, and both programs require most of the line to fund at closing. The balance is never zero at closing, so the line should be sized to the amount you intend to use.
