How Lenders Underwrite a VA Cash-Out Refinance With VA Cash-Out Credit Score Requirements

How Lenders Underwrite a VA Cash-Out Refinance With VA Cash-Out Credit Score Requirements

The Quick Read: A VA cash-out refinance gets full credit underwriting, and the credit score is only one input. VA itself sets no minimum score, so the floor you meet comes from the lender, and the wholesale programs Lendmire places these loans with start at a 580 decision score. After the score, the underwriter weighs income, residual income, the appraisal, and a net tangible benefit test. Every figure here is subject to lender guidelines and full file review, and nothing is a commitment to lend.

What Is a VA Cash-Out Refinance, Exactly?

A VA cash-out refinance replaces your current mortgage with a new VA-backed loan on the home you live in. It can pull cash from your equity, or it can simply move a non-VA loan (FHA, USDA, or conventional) into the VA program. Either way, it counts as a cash-out refinance.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Across the wholesale programs we place files with, the VA cash-out reaches up to 100% of the appraised value, including the financed funding fee. It carries no monthly mortgage insurance. Many borrowers assume the loan being refinanced must already be a VA loan. That’s the streamline’s rule, not the cash-out’s, and the cash-out refinances any loan type into VA.

You apply through a private lender, not through VA. Lendmire’s VA cash-out refinance program page covers the program basics. Lendmire is a mortgage broker, so it shops your file across multiple wholesale lenders instead of lending directly.

Occupancy matters. The home has to be your residence. For an active-duty borrower, a spouse or dependent can occupy it. Investment properties are not eligible, and a rental or second home would need a different loan.

Who Sets the Credit Score Bar: VA or the Lender?

The lender sets it. VA’s own Buyer’s Guide says VA requires no minimum credit score, and that most lenders use the score to help set pricing. The same guide says a lender may require its own minimum. VA’s eligibility page adds that you must meet credit, income, and occupancy requirements “from both us and your lender.”

That gap is where lender overlays live. An overlay is a lender’s extra rule on top of VA’s. Some lenders set a higher floor than others, so the same file can be approved at one and declined at another.

Item Who controls it
Certificate of Eligibility VA
Minimum credit score Lender (overlay)
Residual income standard VA guidelines, applied by lender
Debt-to-income guideline VA guideline, lender may be stricter
Maximum loan-to-value VA limit, lender may cap lower
Net tangible benefit test VA regulation

In the programs we work with, the floor is a 580 decision score. Some lenders sit above that. That’s why a broker matters: the right program for your situation depends on your credit profile, your leverage need, and your documentation.

How Does Underwriting Work, Step by Step?

Full underwriting is mandatory on every VA cash-out. The VA Lenders Handbook, Chapter 6 says full credit underwriting is required for all cash-out refinance types. That’s the sharp difference from the streamline, which generally skips VA credit underwriting and the appraisal.

The sequence runs like this:

1. Eligibility. The lender confirms your Certificate of Eligibility (COE). VA decides eligibility, and service requirements are VA’s rules.

2. Application and credit pull. The lender reads your whole credit history, not just the number.

3. Income verification. The underwriter confirms stable, reliable income.

4. Residual income and debt-to-income. Covered in the next section.

5. Appraisal. A VA appraisal sets reasonable value, which caps how much equity you can reach.

6. Net tangible benefit test and disclosures. The lender runs the test and delivers the required comparisons.

7. Underwriter decision and conditions. An approved underwriter approves or denies, often with conditions to clear.

8. Closing. You receive a Loan Estimate and Closing Disclosure as with any consumer mortgage.

What Else Do Underwriters Read Besides the Score?

The score is a summary. The underwriter reads what’s behind it, and a stronger picture elsewhere can offset a lower score.

Factor What the underwriter looks for How it can help
Recent payment history Late payments, especially on housing A clean recent record steadies a lower score
Collections and public records Open items, explanations Resolved items with documentation
Credit utilization How much of your limits you use Paying balances down before applying
Income stability Consistent, documented earnings Longer steady employment
Residual income Money left after obligations A cushion well above the table
Reserves Savings after closing Cash left in the bank

These are the same compensating factors a loan officer will ask about. They don’t erase a score below a lender’s floor. They do matter when your score sits near it.

How Does Residual Income Work?

Residual income is the controlling test on a VA loan. It measures what’s left of your monthly income after taxes, the new housing payment, debts, and basic living costs. VA’s table sets a required amount that varies by family size and region, so the figure changes by household and your loan officer will work it out for your file.

Debt-to-income matters too. The 41% figure is a guideline, not a cap. A ratio above it needs residual income well above the table to be approved.

Picture a borrower with a mid-range score and a debt ratio a bit over 41%, but a large cushion of residual income and steady employment. A lender may approve that file. A borrower with a lower ratio but thin residual income may not. The two tests work together, and the cash-out payment is larger than the old one unless your term offsets it, which is why this step deserves a hard look.

What Is the Net Tangible Benefit Test?

The test confirms the new loan helps you financially. Under 38 CFR 36.4306, the cash-out must satisfy at least one of VA’s eight listed benefits. Examples include eliminating monthly mortgage insurance, a shorter loan term, a lower payment, or an increase in monthly residual income.

The lender must also give you a comparison of the new and old loans. It must estimate the dollar amount of equity you’re removing and explain that it may affect your ability to sell later.

One point trips people up. The half-percent rate-reduction and fee-recoupment tests are streamline rules. They don’t apply to the VA cash-out. Seasoning does apply: the later of 210 days from the first payment and the 6th payment on the loan being paid off.

Where the General Rule Breaks

Here are the named edge cases borrowers run into:

  • Refinancing a non-VA loan. FHA, USDA, and conventional loans can all be paid off this way, even with no cash back. Eliminating monthly mortgage insurance is itself a qualifying benefit.
  • Leverage ceilings. The program reaches 100% of appraised value, including the financed fee. Many lenders set their own lower limits, so ask what a given program actually allows.
  • Funding fee. The cash-out fee is 2.15% for first use and 3.3% for subsequent use. It can be financed. It’s waived for veterans receiving compensation for a service-connected disability and the other exempt groups. Closing costs still apply, so a VA loan isn’t free of them.
  • Use of proceeds. Cash can go to debt payoff, school, or home improvements, among other purposes acceptable to the lender.
  • State rules. State law can add limits on cash-out lending.
  • Investment properties. Not eligible. Occupancy decides it.

Cash-Out or Streamline?

Feature VA cash-out IRRRL (streamline)
Existing loan must be VA No, any loan type Yes
Full underwriting Yes Generally no
VA appraisal Yes No
Funding fee 2.15% first use, 3.3% after 0.5% unless exempt
Cash to borrower Yes No

If you only want a lower rate or to move from adjustable to fixed on an existing VA loan, the streamline is built for that. If you need cash, or you’re moving off an FHA or conventional loan, the cash-out is the path.

Common Denials and Fixes

  • Score below a lender’s floor. A different program may have a different floor. A broker shops several.
  • Thin residual income. Pay off small debts that shrink your monthly obligations.
  • High utilization. Pay card balances down before the credit pull.
  • Unexplained items. Gather letters of explanation early.

Before you apply, give yourself time to prepare. Pull your credit reports, dispute errors, and gather income documents. Co-borrowers each get reviewed, so ask your loan officer how multiple scores are treated in the program you choose.

Key Terms Defined

  • Overlay: A lender’s own rule that’s stricter than VA’s.
  • Residual income: The money left each month after taxes, housing, debts, and living costs.
  • Net tangible benefit: A VA test showing the new loan serves the borrower’s financial interest.
  • Seasoning: The waiting period before a loan can be refinanced.
  • AUS: The automated underwriting system that returns a first finding on the file.
  • Certificate of Eligibility (COE): VA’s document confirming you qualify for the benefit.

Frequently Asked Questions

Does VA require a 620 credit score for a cash-out refinance?

No. VA sets no minimum score. Any floor is a lender overlay, and it varies by lender. The wholesale programs Lendmire places VA loans with start at a 580 decision score, subject to lender guidelines and full file review.

Is a VA cash-out underwritten like a streamline?

No. Every cash-out gets full credit underwriting, including income review, residual income, and an appraisal. The streamline generally skips VA credit underwriting and the appraisal.

Can I refinance an FHA or conventional loan into a VA cash-out?

Yes, if you hold a Certificate of Eligibility and live in the home. It counts as a cash-out refinance even with no cash back. Dropping monthly mortgage insurance is one of the qualifying benefits.

Is the 41% debt-to-income figure a hard limit?

No. It’s a guideline. A higher ratio needs residual income well above the table. Lenders may apply stricter limits of their own.

Can I still qualify with a lower score?

Possibly, depending on the program. Steady income, strong residual income, a clean recent payment history, and reserves can offset a lower score, but a score under a lender’s floor won’t clear that lender.

If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches.
