Can You Qualify for an FHA Cash-Out Refinance With Thin Credit?

Can You Qualify for an FHA Cash-Out Refinance With Thin Credit?

The Quick Read: Yes, it can be possible, but a thin file does not get you out of the cash-out tests. HUD allows borrowers with little or no traditional credit to be considered, and those files are underwritten by hand instead of by automated findings. What decides the outcome is the 12-month ownership and occupancy history, a clean payment record on the current mortgage, enough equity to stay within 80% LTV, and income that supports the new payment. Subject to lender guidelines and full file review, and not a commitment to lend.

What “Thin Credit” Actually Means on an FHA File

Thin credit is not the same as bad credit. Underwriters see three different files, and each one is handled differently.

An illustration, not a Loan Estimate, an approval, a quote, or a commitment to lend. The rate shown is the weekly Freddie Mac thirty-year conventional benchmark, used as a market reference; an FHA cash-out is priced by the lender at lock, and this is not an FHA cash-out refinance quote. HUD’s cap limits the base loan; the upfront premium is financed on top of the capped base loan; the monthly premium for the first year follows the snapshot’s schedule. Cash available means the base loan the cap permits less the balances retired, before closing costs, which this calculator leaves out. The line figure applies the line program’s combined loan-to-value ceiling to the same value and balance. Taxes and insurance are estimates you can edit. Situation What the lender sees What helps most
No score or very few accounts No usable decision score Documented non-traditional credit
Short history Score exists, few tradelines Clean recent payments, stable income
Damaged score Late payments, collections Time, cleanup, a lower balance

A thin file is a documentation problem. A damaged file is a performance problem. Underwriting can work around the first. The second usually needs time.

Across the wholesale programs Lendmire places FHA loans with, the working floor for a decision score is 580. HUD’s own matrix reaches lower, and HUD’s FHA Resource Center explains that borrowers with non-traditional or insufficient credit can be eligible for maximum financing when the loan is manually underwritten. That same page puts a score under 500 out of reach. On a cash-out, the 80% LTV cap is the binding limit, so the lower HUD score tiers are not a practical cash-out path.

The Cash-Out Tests That Matter More Than the Score

For a cash-out refinance, the file is tested on the house and the payment record as much as on credit. Here is the short list.

Ownership and occupancy. The FHA cash-out reaches 80% LTV on a home you have owned and lived in for 12 months before the case number is assigned. It is for a principal residence. Second homes and rentals are out. Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.

Mortgage payment history. A thin credit report often means the mortgage is the biggest tradeline on it. Any recent late payment on that loan draws attention. A clean 12-month record is the strongest thing a thin file can show.

Equity. The 80% cap means about 20% of the home’s appraised value stays as your equity. HUD’s press release on the cash-out change explains the reasoning: a bigger equity cushion limits losses if a borrower defaults, and the cap lines FHA up with the conventional market’s cash-out limit.

Capacity. Income, debts and the new payment have to fit. The base ratio pair is 31/43, housing to total, with no compensating factors. Documented compensating factors can stretch that, with the top tier reaching 40/50. Manual files get a harder look at these.

Appraisal. Cash-out needs an appraisal, and the appraised value sets the 80% ceiling.

Skip the idea that a strong income erases a thin file. It helps, but it does not replace the payment history test.

How a Lender Underwrites a File With No Score

When the credit report is too thin to produce a decision score, the automated system sends the file back for manual review. That is routine, not a rejection. Here is what happens next.

1. The lender pulls a tri-merge credit report and checks what scores, if any, come back. If three scores appear, the middle one is used. With two, the lower one is used. The lowest borrower on the loan controls.

2. If there is no score, the lender builds a non-traditional credit history. That usually means several verified references covering about 12 months: rent or housing payments, utilities, phone, insurance. The references should show who the creditor is, how long the account has been open, and what the payment record looks like. Vague letters do not work.

3. The lender confirms the payment history on the mortgage being refinanced. This is the center of the file.

4. The lender verifies occupancy, often with employment records or utility bills tied to the property address.

5. The appraisal comes in and sets the value for the 80% test.

6. Underwriting reviews income, debts and any cash left after closing against the new payment.

Manual underwriting often takes longer than an automated approval, because someone reads every document. Clean, labeled references save the most back-and-forth. Most thin-file delays come from references that lack a 12-month record or a creditor name.

Compensating Factors: What Actually Moves a Manual File

Compensating factors are the items that give an underwriter reasons to approve a close call. Ratios above the base 31/43 pair need them documented. Common ones include:

  • Cash reserves left after closing
  • A long, stable job or income history
  • A payment that is close to what you already pay
  • A clean recent mortgage record
  • Little other debt

Payment shock matters here. A cash-out replaces your current loan with a larger one, and FHA mortgage insurance applies to the whole new balance, not just the cash you take out. On the programs Lendmire works with, the upfront premium is 1.75% of the base loan and can be financed. The annual premium runs from 0.15% to 0.75% of the balance depending on term, amount and LTV. On a thirty-year loan above 90% LTV, it lasts the life of the loan. At or below 90%, it ends after eleven years. A cash-out capped at 80% falls in the second group, subject to lender guidelines.

Where the Lender’s Rules Differ From HUD’s

HUD sets the floor. Lenders can set a higher one. This is the main reason one borrower hears yes in one place and no in another.

Some lenders require a higher score than HUD does. Some will not do manual underwriting on a cash-out at all. Some add rules about how long the home has been off the market, or who can be on the loan. Those are lender overlays, not HUD rules, and they differ from lender to lender.

Before you apply, ask any lender:

  • Do you manually underwrite cash-out files with no decision score?
  • What non-traditional references do you accept?
  • Do you set a score minimum above HUD’s?
  • How do you treat a recent forbearance or loan modification?

A broker with several wholesale lenders can point a thin-file borrower toward programs that handle manual files. That is the practical value of shopping the file instead of one lender.

Edge Cases That Change the Answer

Co-borrowers. A non-occupant co-borrower is allowed on the FHA purchase program. On a cash-out refinance, a parent with strong credit generally cannot be added to rescue a thin file. Confirm the current rule with the lender before counting on it.

Forbearance history. HUD Mortgagee Letter 2020-30 treats cash-out more strictly than other refinances: the borrower must have completed the plan and made 12 consecutive payments afterward, compared with three for other refinance types.

Inherited homes. The 12-month ownership rule has a limited exception for inherited property. Confirm the details with the lender.

Free-and-clear homes. A home with no mortgage can be refinanced as a cash-out.

Two to four units. An owner-occupied multi-unit adds extra tests. Ask the loan officer early.

FHA Streamline. It is not a cash-out alternative. It refinances an existing FHA loan with no appraisal and a limited credit review, and it does not put meaningful cash in your hand.

The Credit Score Change Coming Down the Road

HUD Mortgagee Letter 2026-11 adds VantageScore 4.0 and FICO 10T as accepted scoring models alongside Classic FICO, for case numbers assigned on or after January 1, 2027. A transaction is still ineligible if the decision score is under 500. Trade press reports that the new models draw on rent and utility data, which could help borrowers with short histories someday.

Treat this as an upcoming change. It does not let a thin-file borrower skip manual underwriting today.

Is a Cash-Out the Right Tool? A Decision Table

Option What happens to your first mortgage Credit flexibility
FHA cash-out Replaced by a larger loan Manual path for thin files
Home equity loan or HELOC Stays in place Set by each lender
FHA rate-and-term Replaced, little or no cash out Reaches 97.75% on a primary home

If your current mortgage rate or terms are worth keeping, an equity product that leaves the first mortgage alone may fit better. If you want one payment and your file supports it, the cash-out can make sense. The CFPB notes that a cash-out replaces the original mortgage, while home equity loans and HELOCs leave it intact.

Be careful with debt consolidation. The CFPB has warned that paying off unsecured debt with home-secured debt can put the home at risk if payments become hard to keep up.

Apply Now or Wait? A Readiness Checklist

Apply when most of these are true:

  • You have owned and lived in the home for at least 12 months.
  • Your mortgage payments over the last 12 months are all on time.
  • Your home value supports an 80% LTV after the new loan.
  • You can document several non-traditional references covering about 12 months.
  • Your income and debts fit the ratio limits with the new payment. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.

Wait if the mortgage history shows a recent late payment, if you are short on ownership time, or if the references do not cover a full year yet.

A rough 90-day plan for a borrower who is close:

1. Pull your credit reports and fix any errors.

2. Gather rent or housing, utility, phone and insurance records showing on-time payment.

3. Keep every payment on the current mortgage on time.

4. Pay down card balances if you carry them.

5. Do not open new accounts right before applying, unless a lender tells you it helps.

If You Get Declined

Ask for the specific reason. A decline from one lender for a missing reference or a score overlay does not always carry over to the next. Common fixes include adding documented references, waiting out a late payment, or switching to a lender that manually underwrites. If the cash-out cap is the problem, a smaller cash amount or a different product may fit.

Key Terms Defined

Decision score (MDCS): The single credit score FHA uses to decide eligibility, picked from the scores on the report.

Manual underwriting: A file reviewed by a person instead of an automated system, usually because credit is thin or the system flagged it.

Non-traditional credit: Payment records such as rent, utilities, phone and insurance used when there are too few standard accounts.

LTV (loan-to-value): The new loan balance as a share of the home’s appraised value.

Compensating factors: Strengths in the file that justify higher debt ratios.

Lender overlay: A rule a lender adds on top of the agency’s minimum.

Frequently Asked Questions

Can I get an FHA cash-out refinance with no credit score at all?

It can be possible. HUD provides a manual path, where the lender builds a credit history from rent, utilities and similar records instead of a score. Lenders can add their own rules, and not every lender offers the manual path on a cash-out, so ask first.

What credit score do I need for an FHA cash-out?

On the wholesale programs Lendmire places FHA loans with, the decision score starts at 580. Individual lenders may set a higher floor, so the number you need depends on the lender. Subject to lender guidelines and full file review.

Can a parent with good credit co-sign to help my thin file?

Usually not on a cash-out. FHA cash-out guidelines generally require every borrower on the loan to occupy the home, and a non-occupant co-borrower is allowed on the FHA purchase program, not the cash-out. Check the current rule with the lender.

How much of my home’s value can I cash out?

The new loan can reach 80% LTV on a home you have owned and lived in for 12 months. That means roughly 20% equity must remain. HUD lowered the cap from 85% to 80% in Mortgagee Letter 2019-11. Leverage, reserves, and pricing vary by lender and program; the final terms follow the full file review.

Will the new VantageScore and FICO 10T rules fix a thin file?

Not yet. They apply to case numbers assigned on or after January 1, 2027, and the minimum score thresholds stay. They may help later, but they are no guarantee.
