The Quick Read: A VA cash-out file needs four groups of paper: proof of eligibility, proof of income and assets, records on the loan you are paying off, and property and occupancy items. The lender then adds the disclosures and certifications you sign along the way. Cash-out is fully underwritten, so a missing item stalls the file. Details vary by lender and every file is subject to lender guidelines and full review.
What Does a VA Cash-Out File Actually Contain?
The file contains a certificate of eligibility, income and asset documents, the payoff-loan records, a VA appraisal, and the signed disclosures. A VA cash-out is not a streamline. VA’s Lenders Handbook, Chapter 6 requires full credit underwriting on every cash-out loan type, so the underwriter has to see stable, reliable income and a satisfactory credit picture.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.32% as of October 22, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
The wholesale programs Lendmire places these loans with work the same way. Across the files we arrange, the cash-out lands at up to 100% of appraised value, financed funding fee included. That is why the paper trail has to be tight. Lendmire’s VA cash-out refinance program page covers the product itself. This article covers what to gather.
Eligibility has three parts, per VA.gov. You qualify for a VA loan certificate of eligibility. You meet VA and lender standards for credit and income. You will live in the home you are refinancing. Each part has its own documents.
The Master Checklist
Group the paper by what it proves. This table separates what VA decides from what individual lenders add, which is where borrowers get confused.
| Document | What it proves | Rule type |
|---|---|---|
| Certificate of eligibility (COE) | Entitlement and service | VA |
| DD-214 or service proof | Service, if a COE is needed | VA |
| Recent pay stubs | Current income | Lender, VA underwriting |
| W-2s, prior two years | Income history | Typical lender request |
| Traditional personal-income documentation, prior two years | Income history | Many lenders, not all |
| Bank statements | Assets, source of deposits | Lender |
| Mortgage statement, note or closing disclosure | Balance and terms being paid off | Lender, VA |
| Payment history on current loan | On-time payments | VA-to-VA files |
| Subordination agreements | Lien position | VA |
| Cash-out disclosures | Comparison of old and new loan | VA |
| Occupancy certification | You live there | VA |
The income list is typical, not a VA mandate. Some lenders want traditional personal-income documentation and some do not. Ask your loan officer which version applies.
Eligibility Documents: The COE First
The COE decides eligibility, and VA sets service requirements. You can get it through a lender, on VA.gov, or by mail, per VA’s home loans page. Most borrowers let the loan officer pull it. If you need to request it yourself, service proof is the usual hurdle, and discharge papers (DD-214) may be needed.
The fee for a cash-out refinance is 2.15% on first use and 3.3% after that, and it is waived for veterans receiving compensation for a service-connected disability and the other exempt groups. It can be financed into the loan. If you claim an exemption, make sure the COE reflects it before the file goes in. Fixing it later costs time and re-disclosure.
One more point on eligibility. A conventional, FHA or USDA loan can be refinanced into a VA loan. You do not need an existing VA loan to use the cash-out program, only the COE and enough entitlement.
Income and Asset Documents
VA’s controlling test is residual income, meaning what is left each month after debts and living costs. The 41% debt-to-income figure is a guideline, not a cap. A higher ratio needs residual income well above the table. Documents feed both numbers.
Standard W-2 borrowers bring recent pay stubs, two years of W-2s, and often two years of returns. Bank statements show where your funds sit and flag unexplained deposits. Underwriters ask about any deposit that is not payroll.
Other income types add paper:
- Self-employed or commission income: Expect returns and business records, since there is no payroll to verify.
- Retirement or disability income: Award letters and proof of continued receipt.
- Guard or reserve income: Orders or statements showing the pay pattern.
- Debts paid off with the cash-out: Statements for each debt. Paying them off changes the residual income math, so the underwriter needs the balances.
VA sets no minimum credit score. The wholesale programs Lendmire places VA loans with start at a 580 decision score. Some lenders set a higher floor, so a credit report review comes early.
Documents on the Loan You Are Paying Off
The underwriter needs to see the loan being replaced. Bring the latest mortgage statement, the original note or closing disclosure if you have it, and payment history from the servicer on a VA-to-VA refinance. If a standard verification of mortgage is hard to get, ask the loan officer what alternative the lender accepts. Servicers can be slow, so request it early.
Payoff liens do not have to be current. Older VA guidance says liens paid off may be current or delinquent, from any source. The history still has to be documented.
Lien, Title and Occupancy Paperwork
The new loan must sit in first-lien position, per Handbook Chapter 6. Any other lienholder has to agree to subordinate, and copies of those agreements go in the file for VA audit review. A home equity line or second mortgage is the usual case. This is the item that most often surprises borrowers. The subordination agreement comes from the lender, not from you, and it takes their time.
You must hold title before or at closing, with no minimum time on title. You also certify that you will personally occupy the home. A cash-out on a rental or investment property is not available through this program.
Net Tangible Benefit and Recoupment Paperwork
The lender must give you a net tangible benefit test, and it has to be satisfied. 38 CFR 36.4306 sets it out. VA’s 2023 lender conference materials describe eight possible tests, and a cash-out must meet one. Examples include eliminating monthly mortgage insurance or a shorter term than the loan being refinanced.
The lender also has to compare your current and new loan terms and give you a statement on how refinancing affects your home equity. VA’s cash-out guide says a guaranty is not allowed if the compliance disclosures have not been uploaded. Initial and final cash-out disclosures are the document types. This is a lender task, but you sign them, so read them.
Seasoning, Type I and Type II
On a VA-to-VA refinance, the new loan may not be guaranteed until the later of 210 days after the first monthly payment and the date of the sixth monthly payment. The Federal Register rule set this. The wholesale programs carry the same seasoning. Lendmire’s piece Can You Do a VA Cash-Out Refinance Before Seasoning Is Met? goes deeper.
A Type II cash-out is one where the new loan exceeds the payoff amount. Type I, at or below payoff, on a VA loan carries extra certifications: seasoning, fee recoupment, and at least one net tangible benefit test. The handbook caps the recoupment period at 36 months for Type I VA-to-VA loans, counted from the first payment due date, and the lender certifies it to VA.
Property and Appraisal Items
A VA-assigned appraiser sets the reasonable value on a Notice of Value. The loan, including the financed funding fee, reaches up to 100% of that value on the programs Lendmire works with. Your job is access and condition. Give the appraiser entry, and have records of recent repairs or improvements ready. A low value changes the cash-out amount, not just the paperwork.
Cash-Out Versus IRRRL: The Document Gap
Borrowers often expect streamline paperwork. They do not get it.
| Item | VA cash-out | IRRRL |
|---|---|---|
| Income and credit underwriting | Full | Not required by VA |
| VA appraisal | Yes | No |
| Cash back | Yes | No |
| Existing loan must be VA | No | Yes |
| Net tangible benefit | Yes | Yes |
| Funding fee | 2.15% first use, 3.3% after | 0.5% unless exempt |
A lender may still order its own credit report on an IRRRL, but VA does not require the full package.
Common Documentation Problems
| Symptom | Likely cause | Fix |
|---|---|---|
| Underwriter asks about deposits | Unsourced transfers | Provide statements showing the source |
| Stale pay stubs | File sat past the lender’s window | Upload fresh stubs |
| Name mismatch | Title, ID or statement differ | Get a corrected record or explanation |
| Missing payment history | Servicer delay | Request early, ask the lender for alternatives |
| Stuck at lien review | Subordination not received | Contact the second lienholder right away |
| Guaranty blocked | Disclosures not uploaded | Lender completes and uploads them |
Order matters too. Documents with short shelf lives, like pay stubs and bank statements, go stale if submitted too early. Ask the loan officer when to send them.
A Sample File, Stage by Stage
Picture a veteran with a VA loan on a primary residence who wants to pull equity out. Before applying, the loan officer confirms the COE and entitlement. At application, the veteran supplies stubs, W-2s, statements and the current mortgage statement. During underwriting, the lender reviews residual income, orders the VA appraisal, and requests payment history. It also checks lien position. If a home equity line sits behind the first mortgage, the subordination agreement is requested at this stage. The lender delivers the net tangible benefit test and cash-out disclosures. Then the lender requests the guaranty, and the veteran signs the closing set, including the occupancy certification. Some states add limits on equity lending, so ask your loan officer about local rules.

Notice of Value (NOV): The VA appraisal result stating the home’s reasonable value.
Frequently Asked Questions
What documents do I need for a VA cash-out refinance?
You need a COE, income proof such as stubs and W-2s, asset statements, your current mortgage records, and any subordination agreements. You also sign cash-out disclosures and an occupancy certification. Many lenders ask for traditional personal-income documentation, though not all.
Do I need a new COE?
Not always. If you have used VA benefits before, the lender can often pull your existing COE. A new one matters if your entitlement changed or you claim a funding-fee exemption that should show on it.
Does a cash-out require an appraisal?
Yes. A VA appraisal sets the reasonable value, and the loan, financed funding fee included, is measured against it. That differs from the IRRRL, which has no VA appraisal requirement.
Can I refinance a non-VA loan into a VA cash-out?
Yes. Conventional, FHA and USDA loans can move into a VA loan. The file still needs a net tangible benefit and the cash-out disclosures.
Does cash-out affect my entitlement?
Cash-out can affect it. You need enough available entitlement, and paying off a VA loan on the home can restore its entitlement. Ask your loan officer how your remaining entitlement applies.
Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.
