One new VA loan, cash at closing

The closing has four payees: the old first lien, any second lien being retired, the parties owed closing costs, and the veteran, in that order, with the funding fee financed inside the loan rather than paid from the cash. On a Fresno home the veteran’s share arrives by wire once the rescission window closes.

Entitlement, the COE, and the funding fee

Entitlement is the share of a loan VA promises to cover for the lender, earned by service and documented on the Certificate of Eligibility. With full entitlement there is no VA loan limit; with entitlement partly in use on another loan, the lender may need equity or a down payment to reach the guaranty VA requires. The COE is requested at VA.gov, through the lender, or by mail.

Seasoning, the net tangible benefit, and the appraisal

Rate relief without equity. A veteran with a VA loan who wants a lower payment and nothing else takes the streamline; a veteran who wants cash, or who has a conventional or FHA loan to replace, needs the cash-out. A line borrows only the new money. Before You Move Forward

Before a Fresno review, settle three questions: which fee tier applies or whether the veteran is exempt; whether residual income after the new payment clears VA’s table; and whether the current loan is seasoned and the new one passes a benefit test.

  • Confirm the fee tier: A service-connected disability rating waives the fee; a pending rating may bring a refund.
  • Compute the residual: A ratio above the guideline needs residual income well above the table or other justification.
  • Name the benefit: Read the loan comparison the lender provides at application and at closing.

The funding fee comes out of the cash unless the veteran is exempt

Because the fee sits inside the ceiling, the tier decides how much of the equity reaches the veteran. The review on a Fresno file reads the COE first, applies the tier, and only then sizes the cash; a veteran whose rating is pending at closing may be refunded the fee once the rating is granted with an effective date before closing.

Residual income decides a VA file

VA’s ratio is a guideline; residual income is the rule. After the new payment, every other monthly obligation, taxes and insurance, maintenance and utilities, and federal and state tax, the money left must meet VA’s table for the region, the family size, and the loan size. A Fresno file with a ratio above the guideline passes when residual income runs comfortably past the table.

iii.

The new loan must pass a net tangible benefit test

VA backs a cash-out only when the new loan gives the veteran at least one of the benefits on its list: a lower payment, a shorter term, a lower rate, a fixed rate in place of an adjustable one, higher residual income, the end of mortgage insurance, a loan-to-value at or under a stated level, or the refinance of an interim construction loan. A Fresno file names the benefit before it is underwritten.

iv.

Closing costs and the fee come out of the loan

VA’s rules on allowable costs keep a Fresno closing predictable: the lender’s own charges are capped, certain costs may not be passed to the veteran at all, and the rest are the usual third-party items. The figure to plan on is the cash after the fee and the costs, which the calculator approximates by deducting the fee and leaving the closing costs for the loan estimate.

The current loan must be seasoned

VA will not back the new loan until the loan being refinanced has aged past the later of the stated days after its first payment due date and the stated number of monthly payments made. The clock runs on the existing loan, not on the home, so a Fresno veteran who recently bought or recently refinanced waits it out; the appraisal does not shorten it.

VA appraisal and underwriting

The figures become final here. The appraiser sets the Fresno home’s reasonable value and lists any required repairs; the underwriter measures the file against VA’s rules and the lender’s overlays, computes residual income on the new payment, documents the net tangible benefit, clears each condition, and draws the closing disclosure on the final loan with the fee inside it.

iv.

Closing, rescission, and funding

The last step is the shortest: signatures at the table, the rescission period, then the disbursement. The settlement agent retires the old mortgage and any second lien from the proceeds, records the new one, and sends the Fresno veteran the remainder; the old payment stops and the new one, with no monthly insurance, begins.
