VA Cash-Out Refinance in Indiana: Home Equity to Cash for Veterans

Across Indiana, Lendmire prices the VA cash-out beside the VA streamline, the home equity line, and the conventional and FHA cash-outs where entitlement is partial, on the same numbers, and writes up the one that serves the veteran. This page explains the file as a VA underwriter reads it and links to every market’s own guide with local Census context.

Current Program Snapshot

Current VA cash-out guidelines, updated from one source.

Nothing in the cards is a rate or a payment. They are the program’s settings: the ceiling on the loan as a share of the reasonable value, the funding fee tiers and exemptions, the seasoning clock, and the benefit and ratio parameters. The calculator further down applies them to an Indiana home.

VA Cash-Out
100% LTV

Of the reasonable value, funding fee included, on a principal residence

A VA cash-out may reach 100% of the reasonable value set by the VA appraisal, and the financed funding fee counts inside that figure. The existing first lien, any second lien, and the closing costs are paid from the loan before the remainder becomes cash; the property must be the veteran’s principal residence.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt with service-connected disability compensation

Two tiers and an exemption: 2.15% of the loan for a veteran using entitlement the first time, 3.3% for one who has used it before, and no fee for borrowers VA exempts, including veterans compensated for a service-connected disability. The streamline refinance, by comparison, carries a 0.5% fee.

Seasoning
210 days

And six payments on the loan being refinanced, whichever comes later

The loan must be at least 210 days past its first payment due date and six payments in, whichever is later, before a VA cash-out can replace it. The new loan must pass a net tangible benefit test and, if it does not exceed the payoff, recoup costs within 36 months.

Benefit and Ratio
41% guide

A net tangible benefit test, a debt-to-income guideline, and residual income that decides

Three tests sit on this card: a decision score of 580 or better on the wholesale programs, a debt-to-income ratio measured against the 41% guideline, and a residual-income figure measured against VA’s regional table, which is the one that decides. The net tangible benefit test is the fourth, applied to the new loan itself.

The VA funding fee on a refinance — by use of entitlement, with the exemptions and the streamline fee for comparison
LoanFeeNotes
Cash-out refinance, first use of entitlement2.15%May be financed into the loan; the total may not exceed the cap
Cash-out refinance, subsequent use3.3%Any prior VA loan counts as a prior use, including an IRRRL
Exempt borrowers0%receiving VA compensation for a service-connected disability; eligible to receive VA compensation for a service-connected disability but receiving retirement or active-duty pay instead; surviving spouses receiving Dependency and Indemnity Compensation (DIC)
Rate-reduction refinance loan (IRRRL), for comparison0.5%An existing VA loan refinanced for a lower rate or a fixed rate; no cash out; no appraisal required by VA

The line-of-credit alternative: Lendmire’s HELOC program lends to 90% combined loan-to-value on a primary residence while the existing first mortgage stays in place and carries no funding fee. A conventional cash-out reaches eighty percent of value, and one wholesale lane goes higher; FHA cash-out reaches eighty percent with mortgage insurance. Each is compared on the same numbers before a recommendation.

Indiana VA Cash-Out Guide

What a VA cash-out refinance is — and how the file is qualified.

Four cards, four decisions: what the new VA-backed loan pays and what it leaves as cash; what the entitlement allows and what the fee costs; whether the current loan is seasoned and the new one passes the benefit test; and whether another instrument would reach the same cash for less on an Indiana home.

For the program overview, see Lendmire’s VA cash-out refinance program; the rules are VA’s, at VA.gov, and the Certificate of Eligibility is requested there.

01.

One new VA loan, cash at closing

A VA cash-out is a brand-new VA-backed first mortgage. The settlement agent pays off the current loan, VA or otherwise, pays off any second lien, pays the closing costs, and sends the veteran what remains once the rescission window has run. The funding fee is financed inside the loan, and the whole loan stays within the reasonable value.

02.

Entitlement, the COE, and the funding fee

Three documents open the card: the COE, which proves the entitlement and shows whether it is full or partial; the discharge paperwork or statement of service behind it; and the award letter where an exemption applies. An Indiana veteran who has them before the application avoids the delay that chasing them later adds.

03.

Seasoning, the net tangible benefit, and the appraisal

The seasoning clock runs on the current loan, the benefit test runs on the new one, and the appraisal runs on the house. A loan too young waits; a new loan that gives the veteran none of the listed benefits is not backed; a home that fails VA’s property requirements needs repairs first. The Notice of Value fixes the ceiling on an Indiana home.

04.

VA cash-out or the alternatives

Same equity, three instruments: the VA cash-out with full-value leverage and the fee; the streamline with no cash but the smallest fee; the line of credit that adds a second lien instead of replacing the first. Lendmire prices all three for an Indiana home on the same value, balance, and cash before recommending one, with the conventional and FHA cash-outs priced where entitlement is partial.

The Core Calculation
Value × cap = ceiling, fee included; ceiling − existing balance − costs − fee = cash available; base loan + financed fee = total loan; total at the rate and term = principal and interest; add escrows = payment

Applied to an Indiana home, the formula runs top to bottom: cap times value gives the ceiling with the fee inside it, the fee tier divides it into a maximum base loan, the payoff comes off, the cash request is tested against the remainder, the fee is added back, the total is amortized over the term, and the escrows are added before the ratio is checked.

Indiana Market Context

Where Indiana’s equity sits — and how VA cash-out fits.

In Indiana the scale of a VA cash-out follows the market: value sets the ceiling, balance sets what is left under it, income sets the payment and the residual income after it. The U.S. Census Bureau’s statewide figures are below.

Statewide figures provide general market context, not an appraisal or an income calculation. A higher median value puts more equity behind full-value leverage; a higher balance against that value leaves less of it reachable. VA’s cap is fixed; the dollars it releases follow the market.

Indiana VA Cash-Out Markets

Where Indiana’s veterans borrow equity — market by market.

These are the Indiana markets with the largest owner-household pools in the state’s footprint, each with its own city guide. The leverage, the fee tiers, the seasoning rule, and the residual-income standard hold across all of them; the values do not.

01.

Indianapolis

Indianapolis is one of the larger Indiana owner markets, close to 203,339 households, about 56% of households, and in a metropolitan market that size the veterans among them refinance for cash on VA terms every month: full value, no monthly insurance, the fee financed. Census context: median value near $224,800, median household income near $66,219, population near 886K.

02.

Fort Wayne

With about 68,641 owner households, about 62% of households, Fort Wayne is a metropolitan market where a VA cash-out file is routine: the COE, the appraisal, the seasoning, the fee, and the residual income. Census context: median value near $188,900, median household income near $61,422, population near 269K.

03.

Evansville

Near 28,987 households own in Evansville (55% of the total), and the veterans and service members in that number carry an entitlement that reaches further than the conventional or FHA cash-out caps in this metropolitan market. Census context: median value near $143,100, median household income near $53,387, population near 116K.

04.

Carmel

With about 28,551 owner households, about 74% of households, Carmel is a metropolitan market where a VA cash-out file is routine: the COE, the appraisal, the seasoning, the fee, and the residual income. Census context: median value near $486,800, median household income near $141,505, population near 102K.

05.

Fishers

With about 28,420 owner households, about 76% of households, Fishers is a metropolitan market where a VA cash-out file is routine: the COE, the appraisal, the seasoning, the fee, and the residual income. Census context: median value near $391,000, median household income near $130,203, population near 102K.

06.

South Bend

With about 24,861 owner households, about 60% of households, South Bend is a metropolitan market where a VA cash-out file is routine: the COE, the appraisal, the seasoning, the fee, and the residual income. Census context: median value near $140,400, median household income near $55,786, population near 103K.

Whatever the Indiana city, a VA cash-out turns on the same points: the Notice of Value, the fee tier the COE shows, the seasoning of the loan being replaced, the net tangible benefit of the new one, the VA appraisal with its property findings, and residual income after the new payment with the closing payoffs removed.

How Indiana Veterans Use VA Cash-Out

Four ways Indiana veterans put equity to work.

Use decides instrument. The purposes below are the ones an Indiana review meets most often, each with the detail that settles whether the VA cash-out is the right tool for it.

Capital

Capitalize a business or an investment

Equity has started many an Indiana business, and the VA cash-out is one way to draw it as a lump sum at full-value leverage. Underwriting ignores the venture’s prospects and looks at the veteran’s own income, credit, and residual income; the mortgage payment is owed whatever the business does.

Replace a second lien

Pay off a second lien or a line in repayment

A home equity line that has entered repayment, or a second mortgage with a rate that adjusts, can be paid off by the new VA-backed first mortgage. The combined balances plus the costs and the fee must fit within the reasonable value; where they do, two payments become one with no monthly insurance.

Consolidation

Consolidate higher-cost debt into one VA-backed payment

Retiring a stack of balances with one VA-backed loan changes two things at once for an Indiana household: the monthly outlay falls, and the residual income VA counts rises because the retired payments are gone. The balance runs on a new full term with the fee inside it, which is the part to weigh before signing.

Expense or reserve

Fund a large expense or a reserve

Tuition, medical costs, a family event, or cash to hold in reserve: VA sets no limit on the use, and the money arrives in one sum after rescission. The first question at the review is whether a line of credit, which charges interest only on what is drawn and carries no funding fee, would serve the Indiana household for less.

VA Cash-Out Estimate

Estimate the cash, the fee, and the new payment on an Indiana home before requesting a quote.

Value, balance, and cash decide most of it, and the fee tier decides how much of the ceiling is fee. The result shows the maximum loan, the maximum cash, the total loan, the payment with no monthly insurance, and whether the ratio clears VA’s guideline. The rate is the current Freddie Mac survey average, not a quote.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

VA Cash-Out vs. the Alternatives

Same equity, three ways to borrow it.

VA cash-out, VA streamline, line of credit: one purpose, three instruments, each with its own reach, cost, and conditions. Below is how they line up for an Indiana veteran and where each tends to fit, with the conventional and FHA cash-outs as the fallback where entitlement is partial.

Structure Comparison

VA cash-out, the IRRRL, or a HELOC.

VA cash-out refinance

The furthest reach of the three cash-out programs on this site: full-value leverage, no monthly insurance, a credit review built on residual income, and proceeds that are the veteran’s to use. The costs are those of a complete refinance plus the fee, and the loan being replaced must be seasoned.

VA rate-reduction refinance (IRRRL)

No cash, small fee, no VA appraisal: the streamline is the lightest VA refinance and the wrong one for equity. It applies only to an existing VA loan, it carries its own seasoning and benefit tests, and it leaves the home’s equity exactly where it was. See Lendmire’s VA loan program for the IRRRL.

Home equity line of credit

A line borrows only the new money. The first mortgage stays, the draw comes in stages, the payment during the draw period is often interest only, and no funding fee applies; the credit standard is the line program’s rather than VA’s. The trade is a payment that can change and two liens instead of one. See Lendmire’s home equity line of credit.

Where each one fits

VA cash-out for reach, streamline for rate, the line for keeping the first mortgage. The written terms settle which serves an Indiana veteran, and the review produces them on the same value, balance, and cash for all three, with the fee counted where it applies and left out where the veteran is exempt. Without entitlement, see the conventional and FHA cash-out programs.

Typical File Components

What to prepare for an Indiana scenario review.

No purchase contract, but the entitlement has to be proven and the residual income documented. An Indiana file usually needs the items below, roughly in the order the lender asks.

Certificate of EligibilityObtained at VA.gov, through the lender’s access to VA’s system, or by mail on VA Form 26-1880; it states the entitlement available, any prior use, and any funding-fee exemption.
Current mortgage statementThe latest statement on the loan being replaced and on any second lien, showing the first payment due date and the payments made, which is the record the seasoning test is checked against.
Bank statementsTwo months of statements, every page, for the accounts that will show reserves or pay costs at closing, with a short signed explanation for any large deposit the underwriter will ask about.
Income documentsPay stubs and two years of W-2s for employees, two years of tax returns for the self-employed, the leave and earnings statement for active duty, and award letters for retirement or other benefit income.
Disability award letterWhere the veteran receives compensation for a service-connected disability, the award letter that supports the funding-fee exemption and the income VA allows the file to count toward qualifying.
Homeowners insuranceThe declarations page of the policy in force, which the lender uses to verify the coverage, size the escrow account, and be named as mortgagee on the policy before funding.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, the automated finding, and the income picture. Nothing here is legal or tax advice.

Indiana File Considerations

Local details that can change the loan.

A VA cash-out in Indiana that closes for less than planned, or stalls, usually runs into one of the details below. Read them before the Certificate of Eligibility is requested.

Before You Move Forward

Use these checks to keep the Indiana file clean and fundable.

Entitlement first, residual income second, seasoning third; after those, an Indiana VA cash-out is documentation.

  • Confirm the fee tier: A service-connected disability rating waives the fee; a pending rating may bring a refund.
  • Compute the residual: A ratio above the guideline needs residual income well above the table or other justification.
  • Confirm the occupancy: A home the veteran rents out goes to the conventional cash-out instead.
i.

The funding fee comes out of the cash unless the veteran is exempt

Three tiers, three answers for the same Indiana home: the first-use fee, the subsequent-use fee, and the exemption. An IRRRL in the past counts as a prior use; a disability rating in the file waives the fee entirely; a surviving spouse receiving dependency compensation is exempt as well. Confirm which applies before the cash is counted.

ii.

Residual income decides a VA file

The underwriter computes the residual on the new payment, not the old one, so an Indiana veteran should see the figure at the review rather than at underwriting. Where the ratio exceeds the guideline, VA wants residual income at least a fifth above the table or other justification; where it does not, the table alone must be met.

iii.

The home must be the veteran’s principal residence

A spouse may satisfy the occupancy requirement while the veteran is deployed or stationed elsewhere, and a dependent child may in some cases, under VA’s rules. An Indiana home the veteran rents out entirely fails the test and goes to the conventional program at the investment cap, which the review prices on the same numbers.

iv.

The rescission period before the money moves

Every VA cash-out is on the veteran’s principal residence, so every one carries the federal right of rescission: a short period after signing in which the veteran may cancel, and during which nothing funds. The old loans are paid and the cash is wired only when that period ends, which an Indiana veteran with a deadline builds into the closing date.

v.

The new loan must pass a net tangible benefit test

Alongside the benefit, VA requires the lender to hand the veteran a written comparison of the old loan and the new one at application and again at closing, including the equity being removed from the home. An Indiana veteran should read it: it is the plainest statement of what the cash-out costs over the life of the loan.

A Clear Process

From an Indiana scenario review to cash at closing.

From the first conversation about an Indiana home to the wire after rescission, you pass four gates, each with its own decision.

i.

Scenario review

Bring the value, the balance, the cash wanted, the fee tier or exemption, the income, and the household size. A Lendmire loan officer applies the full-value cap, finds the ceiling and the cash after the fee, the payoff, and the costs, computes residual income on the new payment, prices the streamline and the line of credit beside it, and puts the terms in writing before anything is ordered.

ii.

COE, application, and automated finding

The Certificate of Eligibility is requested or confirmed first, because it fixes the entitlement, the fee tier, and any exemption. The application then records income, assets, debts, the property, and the occupancy, and the automated system returns a finding that lists the conditions and confirms the ratio with the closing payoffs removed.

iii.

VA appraisal and underwriting

VA assigns a fee appraiser, the lender orders the appraisal, and the Notice of Value reports the reasonable value and any repairs VA’s property requirements demand. A value that holds leaves the loan as reviewed; a lower one resizes it; a repair finding schedules the work. Underwriting then confirms income, residual income, seasoning, the benefit test, and the payoffs.

iv.

Closing, rescission, and funding

At closing the veteran signs the note and the security instrument, receives the lender’s final comparison of the old loan and the new one, and settles the costs; the payoffs are scheduled. The rescission period runs next, and when it ends the lender funds: the old lenders are paid, the new mortgage is recorded, and the cash is wired. The first payment falls at the start of the second month after.

Why Lendmire

A brokerage built around equity lending.

In order of importance on a VA cash-out: every instrument is available, so the comparison is real; the file is placed across programs, so the cost is not one desk’s; and the terms are on paper before any fee changes hands.

i.

Every route, one review

Because the cash-out, the streamline, and the home equity line are all arranged under one roof, the recommendation follows the arithmetic rather than the product a desk happens to sell. An Indiana veteran sees the cash-out payment with the fee financed, the streamline payment with no cash, and the current payment plus a line, on one page.

ii.

Placed across wholesale programs

Several wholesale lenders write VA cash-outs, and their credit floors, overlays, and cost tiers differ at any given score. Lendmire places the Indiana file with the program whose terms fit it, which is seldom where a single lender’s rate sheet would have landed it.

iii.

Terms in writing, before any fee

Written first, ordered second, paid third: that is the order on every Indiana file. The veteran sees the loan, the fee, the cash after costs, the payment, and the residual income on a value with room beneath it before any fee is charged, so the appraisal is ordered only after the plan is in writing.

Brenda, Samantha and the Lendmire team were absolutely fantastic to work with. We had to jump through some major hurdles to get this home done, which most lenders would have gave up, they kept pushing to get this home done for us. I would absolutely recommend Brenda and team to anybody. Thank you so much for your commitment, communication, perseverance through the whole process. Jason & Brooke
Questions Indiana Veterans Ask

Indiana VA cash-out refinance FAQs

What an Indiana loan officer hears about VA cash-outs, answered plainly and without the figures that belong in the snapshot and the calculator above.

What is a VA cash-out refinance, and who can use it?

The VA refinance that returns equity: one new loan at full-value leverage, the existing mortgage retired at closing, the cash disbursed after rescission, no monthly insurance, and underwriting built on residual income. Anyone with VA entitlement and a principal residence in Indiana can apply; the Certificate of Eligibility proves the entitlement.

How much cash can I take out with a VA refinance?

Up to the full reasonable value shown in the snapshot, with the funding fee counted inside that ceiling, less the current balance, any second lien being retired, and the closing costs. The fee tier therefore moves the answer: a first use of entitlement leaves more cash than a subsequent use, and an exempt veteran keeps the most. The calculator above runs the figures for an Indiana value and balance by tier, and the VA appraisal has the final say on the value.

How much is the VA funding fee on a cash-out, and who is exempt?

Rate by use of entitlement, financed inside the loan, waived for exempt veterans: that is the whole rule, and the figures are in the snapshot. The Certificate of Eligibility states the exemption and the prior use, so an Indiana veteran should request it before counting on a particular tier.

How long do I need to have had my current loan before a VA cash-out?

Count from the current loan’s first payment due date and count the payments made; the later of the two thresholds in the snapshot must have passed. The appraisal and the entitlement do not shorten the clock.

What credit score do I need for a VA cash-out refinance?

No VA minimum, a wholesale starting point in the snapshot, and residual income as the real test. The ratio guideline is secondary, and a ratio above it can be considered when residual income runs well past VA’s table or other justification is documented.

When do I actually get the money?

Signing and funding fall on different days: the rescission window first, then the payoffs and the wire.

What is the net tangible benefit test?

One of eight listed benefits must apply to the new loan. Replacing a conventional loan that carried private mortgage insurance meets it; converting an adjustable rate to a fixed one meets it; a lower payment or higher residual income meets it. Where none applies, VA will not back the loan.

What does a VA cash-out refinance cost to close?

A VA cash-out carries the closing costs that any full mortgage does, appraisal, title and settlement, recording, prepaid interest, escrow set-up, plus the funding fee, financed inside the cap in nearly every file; VA caps what a lender may charge the veteran and lists the costs a veteran may and may not pay. The loan estimate itemizes them after application and the closing disclosure finalizes them, and most veterans roll them into the loan, which lowers the cash by the same amount. On a small sum they can exceed what a line of credit costs to open, which is why the line is priced first on an Indiana review.

Would a HELOC be better than a VA cash-out?

Neither wins in the abstract. The line wins on cost when the existing loan is good and on flexibility when the money is needed over time; the VA cash-out wins on reach, on one fixed payment, and on credit where VA’s residual-income standard suits the Indiana veteran better than the line program’s.

Can I use a VA cash-out to replace a conventional or FHA loan?

Yes; the VA cash-out is the only VA refinance that reaches a non-VA loan. The seasoning clock still runs on the current loan, the benefit test still applies to the new one, and the review prices the result against keeping the old loan and adding a line of credit.
