The Quick Read: Usually no, when you are refinancing a home you already financed with VA. The new loan replaces the old one, and the entitlement already tied to that loan carries over instead of being charged a second time. Refinancing a non-VA loan into VA is different, because that is a fresh use of your benefit. Your certificate of eligibility (COE) shows which situation you are in.
What Entitlement Actually Is
Entitlement is the amount VA promises to repay a lender if you default. It is a guaranty, not cash, and it is not your borrowing limit. VA does not cap how much you can borrow. The appraisal and the lender’s underwriting set the loan size.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.24% as of October 29, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Four terms come up in every conversation about this topic, so here they are in one place.
Key Terms Defined
- Entitlement: the guaranty VA gives a lender on your loan, which is what lets lenders offer 100% financing with no mortgage insurance.
- Remaining entitlement: the part of your benefit not already tied to an open VA loan. VA describes remaining bonus entitlement as the county loan limit minus the entitlement already used.
- Certificate of eligibility (COE): the VA document that shows your entitlement and any amount charged to open VA loans.
- Restoration: VA releasing entitlement back to you, which happens when the property is sold or the loan is paid in full.
So Does a Cash-Out Burn Your Benefit?
For a VA loan refinanced into a new VA cash-out loan on the same home, no. Under 38 CFR 36.4306, the total guaranty on the new loan is the entitlement used on the VA loan being refinanced, plus any additional entitlement you have available. That total is tested against the standard guaranty calculation. It is a swap, not a second draw.
Picture a veteran who bought a home with VA years ago and wants to pull equity out. The entitlement on that loan stays attached to the same house. The cash-out does not stack a second guaranty on top.
Here is where the internet gets muddy. Some pages say a cash-out “uses” entitlement. Others say it “restores” it. Others say it “reuses” it. They describe the same event from different angles. The old guaranty is released when the old loan is paid off and re-applied to the new loan on that home. The net effect on what you have left for another house is usually nothing.
Which Scenario Are You In?
The answer depends on the loan you are refinancing and what else is on your COE.
| Your situation | What happens to entitlement | Effect on the next home |
|---|---|---|
| VA loan to VA cash-out, same home | Old entitlement carries over | Usually unchanged |
| Non-VA loan to VA cash-out | Fresh use of your benefit | Reduced by the new guaranty |
| Another VA loan still open | New guaranty tested against remaining entitlement | A down payment may apply |
| VA loan to conventional cash-out | Entitlement stays charged | Restored only on sale or payoff |
Notice the last row. Refinancing out of VA does not give your entitlement back by itself. VA’s loan limits page says entitlement is restored when the property is sold or the loan is paid in full. Paying off the VA loan can make you eligible to request a one-time restoration, but that is a request, not an automatic reset. Confirm the details against VA’s own guidance before you plan around it.
Full Entitlement vs. Partial Entitlement
If you have full entitlement, a cash-out does not leave you “out” of anything. VA says there are no county loan limits for veterans with full entitlement. Across the wholesale programs Lendmire places VA files with, full entitlement can reach amounts up to $4,000,000, subject to lender guidelines and full file review.
Partial entitlement is where the math matters. Say you still carry an open VA loan on a different property. VA’s entitlement and limits page explains that most lenders want your entitlement, your down payment, or both to cover at least 25% of the loan. Multiply your remaining bonus entitlement by four, and you get the largest loan most lenders will do with no down payment.
VA’s own illustration runs $175,000 of remaining entitlement times four, which gives $700,000. That is VA’s example, not a promise about your file. County limits can matter here, so speak with a loan officer rather than guessing at a number.
Why Run the COE Check Before You Close
A cash-out that carries old entitlement into the new loan is fine for the home you keep. The trap shows up later. Entitlement still charged to that house is not available for the next one. Buy a second home with a smaller remaining slice, and you may need a down payment.
That is the reason to pull your COE and do the 25% math first. Ask your loan officer for a remaining-entitlement figure before you commit. If you plan to buy again, the order of events matters: cash-out first, buy first, or sell first can each leave you with a different amount left over.
How the VA Cash-Out Works on the Ground
Lendmire’s VA cash-out refinance program page covers the full product, and the mechanics below are what shows up on files every week.
- Leverage: a VA cash-out can reach 100% of the appraised value, including the financed funding fee. Some lenders set lower limits through their own overlays, so ask early.
- Any loan type: you can refinance a conventional, FHA, USDA, or existing VA loan into VA.
- Full underwriting: expect a full appraisal and full credit review. Residual income is the controlling test, and the 41% debt-to-income figure is a guideline, not a cap. Wholesale programs start at a 580 decision score.
- Net tangible benefit: the refinance must benefit you in a way VA recognizes. Examples in 38 CFR 36.4306 include removing monthly mortgage insurance or moving from an adjustable-rate loan to a fixed-rate loan.
- Seasoning: the same waiting period applies as on a streamline, the later of 210 days from your first payment and the sixth payment.
- Occupancy: you are financing a home you live in.
The half-percent rate-reduction and fee-recoupment tests belong to the streamline (IRRRL). They do not apply to the cash-out.
The Streamline Exception
The IRRRL, VA’s streamline, refinances only an existing VA loan and takes no cash out. By regulation it can be guaranteed regardless of available entitlement, and remaining entitlement is not charged. The guaranty is the lesser of the entitlement used on the loan being refinanced or the standard amount, per 38 CFR 36.4307.
So the streamline is the cleanest option for entitlement. It is also the wrong tool if you want cash. Pull equity, and you are in cash-out territory.
Edge Cases Worth Knowing
- COE cash-out condition: VA notes that a COE carrying a cash-out refinance condition can be used only for a cash-out of the property named on it.
- Manufactured homes: the portion of a refinance that pays off a purchase-money manufactured-home loan can be guaranteed without regard to available entitlement.
- Assumption by a civilian: the original veteran’s entitlement generally stays charged until the loan is paid in full. Confirm the specifics with VA before you rely on it.
- Multi-unit homes: county-limit math for partial entitlement can work differently for larger properties. Ask your loan officer to run it.
What the Funding Fee Does
The funding fee is the cost that follows you into any cash-out. On a VA cash-out refinance, it is 2.15% for first use and 3.3% for subsequent use. VA News notes that veterans receiving compensation for a service-connected disability are exempt, and the fee can be financed.
Financing the fee raises your loan balance, which also reduces the equity left in the home. Because a cash-out can reach 100% of appraised value including the financed fee, that balance has a ceiling. A cash-out also resets your loan term, so compare the whole package, not just the cash amount.
Common Myths
“A cash-out always uses up my benefit.” Not for a VA-to-VA refinance of the same home. The old entitlement carries over.
“Entitlement is my borrowing limit.” It is the guaranty. Appraisal and underwriting size the loan.
“Refinancing to conventional restores entitlement.” Restoration needs a sale or a payoff, and then a request.
“County limits cap every VA loan.” They matter only with partial entitlement.
“I need an existing VA loan for a cash-out.” You do not. A non-VA loan can be refinanced into VA, and that is a fresh use of your benefit.
“VA caps cash-out at 90%.” Some programs reach 100% of appraised value including the financed fee. Lender overlays vary, so ask early. Every figure here varies by lender and program, and guidelines, property type, leverage, and credit profile all apply.
Frequently Asked Questions
Does a VA cash-out permanently use up my entitlement?
No, not permanently. On a VA-to-VA refinance of the same home, the old entitlement carries into the new loan. It stays tied to that home until the loan is paid in full or the property is sold, and then it can be restored.
Will a cash-out affect buying my next home with VA?
It can if you have partial entitlement. Entitlement still charged to the first home reduces what is left. The 25% test then decides whether you need a down payment, so check your COE before you close.
Can I do a VA cash-out if my current loan is not a VA loan?
Yes. A VA cash-out refinances any loan type into VA. That is a fresh use of your benefit, charged against whatever entitlement you have available.
Does refinancing into a conventional loan give my entitlement back?
No. VA restores entitlement on a sale or full payoff. Paying off the VA loan may make you eligible to request a one-time restoration, but confirm the rules with VA first.
Is the funding fee waived on a cash-out?
For veterans receiving compensation for a service-connected disability, and other exempt groups, yes. Everyone else pays 2.15% on first use or 3.3% on subsequent use, and the fee can be financed. Everything here is subject to lender guidelines and full file review, and nothing is a commitment to lend.
