The Quick Read: A VA IRRRL has three gates: the loan you are refinancing must be seasoned, the funding fee is 0.5% unless you are exempt, and you must certify that you occupied the home at some point, not that you live there today. Seasoning is the later of 210 days from the first payment due date and the 6th payment on the old loan. Seasoning is tested on the existing loan. The fee exemption and the occupancy certification depend on you, the veteran. All of it is subject to lender guidelines and full file review, and nothing here is a commitment to lend.
What Is a VA IRRRL?
The IRRRL, or Interest Rate Reduction Refinance Loan, is a “VA to VA” refinance. The loan being paid off must already be VA-guaranteed, and the new loan replaces it. VA describes it as a way to lower the rate and payment on that loan. It also works for moving from an adjustable rate to a fixed rate.
Refinance savings and break-even estimate
The starting figures are an example value with a balance in proportion and a placeholder for costs. Replace them with yours, and enter the current rate from your statement.
Editable benchmark: 7.32% as of October 22, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $245,000 current balance, a current rate you enter and a remaining term seeded at twenty-five years, closing costs seeded at $5,000 as an editable placeholder (not a fee quote) and rolled into the new loan, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The new rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a refinance quote; a refinance is priced by the lender at lock, and the current rate, the remaining term and the closing costs are figures you enter. The current payment is estimated from the balance, the current rate and the remaining term; the break-even divides the closing costs by the monthly saving and ignores the interest effect of a longer term. On the VA IRRRL the funding fee is added to the loan unless the veteran is exempt. Taxes and insurance are editable estimates. Licensed in sixteen states for consumer mortgages; Lendmire is a broker, never the lender.
Three features separate it from other refinances:
- No VA appraisal and no full underwriting package, per VA's IRRRL page.
- No cash out. VA says you may not receive cash from the proceeds.
- No new Certificate of Eligibility. Prior use of entitlement is shown through the old COE or VA's email confirmation procedure.
Files placed through Lendmire's wholesale lenders follow the same frame. The streamlined paperwork is real. The rules are not gone. Seasoning, a net tangible benefit and the borrower statement all still apply. For the broader menu of products, see Lendmire's VA loan programs page.
How Does Seasoning Work on a VA IRRRL?
Seasoning is a timing test on the loan being refinanced. It must be met at closing, not at application. The test is the later of two dates: 210 days from the first payment due date, and the 6th monthly payment having been made.
Both conditions have to be satisfied. Whichever lands later controls.
Two points trip people up:
1. The clock starts at the first payment due date, not the closing date. A loan that closed in one month usually has its first payment due a month or two later. Counting from the closing date puts you too early.
2. The payments count, not just the calendar. Six payments made on the old loan is a payment-history test. Days alone do not satisfy it.
Run it as a lookup. Find the first payment due date on the note or the first mortgage statement. Add 210 days. Then count the payments actually made. The later of those two milestones is your earliest eligible closing date.
A worked example in plain calendar terms: say the first payment was due on the 1st of a month. Payments on the 1st of each following month put the 6th payment about five months after the first due date. That is roughly 150 days. The 210-day mark falls later, so the day count controls. A borrower who paid on schedule will usually find the 210 days is the binding test, because six payments arrive sooner than 210 days do.
Why does the rule exist? It limits loan churning, where a borrower is pushed into refinance after refinance before the savings from the last one are realized.
Where Seasoning Gets Complicated
Edge cases are where files stall. The common ones:
- A few days short. The test is measured at closing. A file that is short at application can still work if the closing date lands after the milestone. The lender sets the actual closing date, so the borrower should ask the loan officer to count it from the note.
- Late or missed payments. Payment history is a separate review. Some lenders add their own limits on late payments beyond VA's. That is a lender overlay, and it varies.
- Delinquent loan. A loan that is behind goes down a prior-approval path with a documented submission. The VA Lenders Handbook, Chapter 6 says that path calls for an intent-to-occupy certification rather than prior occupancy.
- Repeat IRRRL. The loan being paid off may itself be an IRRRL. The same test runs against that loan's first payment date, so the clock restarts with the new loan.
If a loan has been modified, assumed or deferred, the first-payment date and payment count may not read cleanly from the note. Bring the modification papers to the loan officer early. The lender decides how to document it.
What Is the IRRRL Funding Fee?
The IRRRL funding fee is 0.5% of the loan amount unless you are exempt. That is flat. It does not step up with first versus subsequent use, and it does not change with the down payment, the way it does on a purchase.
Compare it with the other VA fee on a refinance file:
| Loan type | First use | Subsequent use |
|---|---|---|
| IRRRL | 0.5% | 0.5% |
| Cash-out refinance | 2.15% | 3.3% |
The IRRRL figure lines up with VA Circular 26-23-06, Exhibit A, and with the FDIC's Affordable Mortgage Lending Guide. The wholesale programs Lendmire works with use the same 0.5% figure.
Who Is Exempt?
Veterans receiving compensation for a service-connected disability are generally exempt, as are the other exempt groups VA recognizes. The exemption is established through VA's eligibility records and the COE, not by the lender's say-so. Check your COE or VA's records before you assume either way. If the file shows an exemption, the fee is waived. If it does not, the 0.5% applies.
The fee can be financed into the new loan or paid at closing. Financing it raises the balance slightly. Paying it keeps the balance down but needs cash. That choice shows up on the Loan Estimate.
The Fee Is Not the Only Cost
Closing costs are separate from the funding fee. VA says an IRRRL can be done with "no money out of pocket." That works two ways: costs get rolled into the new loan balance, or the rate is set high enough that the lender covers them. Either way, the cost is still there. It sits in the balance or in the rate. Treat any "no-cost" pitch as a structure to read, not a price of zero.
What Does the Occupancy Rule Require?
For an IRRRL you certify that you previously occupied the home. You do not have to live there now. This is the rule most people get backwards.
The VA Lenders Handbook spells out the difference. Non-IRRRL VA loans require intent to occupy. An IRRRL requires only a certification of prior occupancy. The spouse of an active-duty servicemember can make that certification when the servicemember is the borrower.
Here is how that plays out:
| Situation | Occupancy result |
|---|---|
| You live there now | Certifies prior occupancy, fine |
| You moved out and now rent it | Generally still eligible |
| Active-duty move, spouse stays | Spouse can certify prior occupancy |
| Home was never your residence | Does not meet the certification |
| Loan is delinquent (prior approval) | Intent to occupy applies |
Occupancy history, not current use, is what decides eligibility here. A home you never lived in does not fit this consumer VA program.
Be ready to document occupancy. A lender may ask for items that show the home was once your residence, such as old statements or a signed certification. What is required is the lender's call.
What Other Tests Apply?
Three more tests sit on top of the big three.
Net tangible benefit. The refinance must actually help you: a lower rate, or a move from adjustable to fixed. The Handbook requires a borrower statement that shows the old and new rate and the old and new monthly payment. It also states how long it takes to recoup all closing costs, whether financed or paid outside closing.
Payment-increase check. If the payment on the new loan rises 20% or more, the lender must include a certification that you qualify for the new payment. Moving from an adjustable to a fixed rate can do that. VA notes the rate may rise in that case.
No cash out, and no non-VA payoffs. An IRRRL cannot pay off a conventional, FHA or USDA loan. VA News points those borrowers to a VA cash-out or other VA refinance instead. The VA cash-out can reach 100% of the appraised value including the financed fee, refinances any loan type into VA, and carries the same seasoning and a net tangible benefit. Fee-wise it is the 2.15% / 3.3% tier shown above, so it costs more than an IRRRL. For a Veteran who already has a VA loan, Lendmire's piece VA Cash-Out Funding Fee Rules for a Veteran With an Existing VA Loan covers how that tier applies.
The Lender Layer
VA does not require an appraisal or a full credit package for an IRRRL. Individual lenders can still set their own credit and payment-history standards. In the wholesale programs Lendmire places VA loans with, the decision-score floor is 580, but that reflects those programs, not VA itself. Some lenders set a higher floor. Subject to lender guidelines, the same IRRRL can be approved at one lender and declined at another.
VA says no lender is required to give you an IRRRL, and urges Veterans to contact several because terms vary. That is the real shopping step.
Checklist: Run These Before You Apply
1. Confirm the old loan is VA-guaranteed. If it is not, an IRRRL is off the table.
2. Find the first payment due date. Add 210 days. Count the payments made.
3. Check your funding fee status. Look at your COE for a service-connected disability exemption.
4. Gather occupancy proof. Know when you lived in the home.
5. Compare payments. Old rate and payment against new, with the recoupment figure on the borrower statement.
6. Get quotes from more than one lender. Compare Loan Estimates side by side.

Watch for Refinance Scams
VA's Home Loan program director has said VA will never email or mail refinance solicitations to Veterans, per VA News. The CFPB and VA issued a joint warning on refinance offers that sound too good to be true. One common line is to skip payments while the loan closes. Don't. A skipped payment can leave a borrower delinquent, and a delinquent loan changes both the path and the occupancy certification.
Frequently Asked Questions
Do I have to live in the home to do an IRRRL?
No. You certify prior occupancy, not current occupancy. A Veteran who moved out and now rents the home can generally still use an IRRRL. The exception is a delinquent loan on the prior-approval path, where intent to occupy applies.
Which seasoning date controls?
The later one. The two tests are 210 days from the first payment due date and the 6th payment made on the old loan. Both must be met at closing. For a borrower who has paid on schedule, the 210-day mark is usually the later of the two.
Can I skip the funding fee?
Only if you are exempt. Veterans receiving compensation for a service-connected disability are generally exempt, and the status comes from VA's eligibility records. Everyone else pays 0.5% on an IRRRL, which can be financed or paid at closing.
Can I take cash out with an IRRRL?
No. VA does not allow cash from the proceeds. A borrower who wants cash needs a VA cash-out refinance, which has a higher funding fee tier and, subject to lender guidelines, requires an appraisal.
Does a late payment reset seasoning?
Not by itself in the way the date math works, but payment history gets reviewed. A late or missed payment can delay eligibility under a lender's own standards, and a loan that falls delinquent follows a different approval path.
If you are weighing a refinance and want the break-even run on your own numbers, Lendmire can help you compare the programs on the same home.
