Current VA guidelines, updated from one source.
Treat this block as the program’s fixed points rather than an offer: the leverage, the fee tiers, the ratio guideline, and the residual-income figures by family size, each read live from Lendmire’s guideline source. The credit floor shown is a wholesale overlay, since VA itself sets none.
100% financing with full entitlement
100% financing is available with full entitlement, so the buyer brings 0% toward the price; closing costs are separate and can be paid by the seller, with VA’s cap applying to concessions beyond them. A larger down payment lowers the funding fee tier, as the ladder shows.
No monthly premium, no upfront premium
A VA loan carries no mortgage insurance at full leverage, which FHA and conventional loans cannot say; the one-time funding fee, financed or paid at closing, is the program’s whole cost beyond the lender’s ordinary charges.
First use; 3.3% after first use; exempt for many disabled veterans
2.15% of the loan on first use and 3.3% after, both lower with five or ten percent down; the fee can be rolled into the loan or paid at closing, and VA waives it for disabled veterans receiving compensation, surviving spouses receiving DIC, and active-duty Purple Heart recipients.
Residual income decides the file
Two tests, one guideline: the total-debt ratio is measured against 41%, and residual income is measured against the West table below for the household’s size. VA tells lenders the residual-income test carries more weight, which is why a modest ratio does not approve a thin budget.

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. VA sets no minimum credit score; the wholesale programs behind these pages start at a 580 decision score and serve loan amounts up to $4,000,000, including loans above the conforming limit with full entitlement.

What a VA loan is — and how the file is qualified.
To follow an Eastvale VA file, follow four things in order: the guaranty, the eligibility and entitlement that unlock it, the funding fee that funds it, and the residual-income standard that qualifies it. Each rule below comes with the reason behind it.
For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.
The guaranty replaces the down payment
The guaranty is a promise from VA to the lender, not a loan from VA. On an Eastvale file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.
Eligibility, entitlement, and the COE
Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. An Eastvale buyer with partial entitlement can still buy, often with a down payment on the uncovered portion.
The funding fee, and who is exempt
Veterans receiving VA compensation for a service-connected disability pay no funding fee, and neither do surviving spouses receiving Dependency and Indemnity Compensation, Purple Heart recipients on active duty, or those rated before discharge. On an Eastvale file the exemption is confirmed on the COE and removes the funding fee, the program’s one charge of its own.
Residual income over ratios
VA qualifies a household on what is left, not only on what is owed: residual income is the monthly income remaining after the proposed housing payment, other debts, taxes, and an allowance for maintenance and utilities, measured against a table by family size and region. An Eastvale family must meet the table for its size.
The calculator turns this arithmetic into an Eastvale scenario: price in, down payment in, fee tier chosen, and out come the funding fee, the total loan, principal and interest, and the escrows. Add income and family size to see the ratio and a rough residual against VA’s table.
Where Eastvale’s veterans and service members buy — and how VA fits.
Three Census figures frame every Eastvale VA file. Ownership says how much of the market the benefit can reach, the median value says what a nothing-down loan typically comes to, and household income says how much residual income is left after that payment.
Citywide figures provide general market context, not an appraisal or an income calculation. Two veterans with identical entitlement can see different files here: one buying at the median clears the residual-income table with room, another stretching above it needs the ratio justified. The market sets the spread.

Distinct Eastvale neighborhoods, distinct VA files.
Where Eastvale veterans actually shop, and what the file turns on in each place: the property type the VA appraiser sees, the approval it needs, and the price residual income has to carry.
Rural-edge and acreage properties
An Eastvale property with land qualifies as a residence. Fewer comparable sales mean a more careful appraisal, and outbuildings beyond residential use are not added to the value. On a home at Eastvale’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $831,900 is the program’s cost, and it can be financed.
Multi-unit conversions
Eastvale’s converted two- and three-unit houses are VA purchases with nothing down when the buyer occupies one unit. The other units’ rent counts under VA’s rules, which may ask for landlord experience or reserves. About 22% of Eastvale’s households rent — roughly 3,989 renter households on the latest Census estimate.
Newer subdivisions on the bypass
The newer Eastvale subdivisions out by the bypass tend to meet VA’s appraisal requirements; the question there is whether residual income carries the higher price with the fee financed, which the calculator shows. Roughly 14,179 Eastvale households own their homes on the latest Census estimate — 78% of all households, the pool a VA purchase joins.
Manufactured homes
VA will finance an Eastvale manufactured home that meets its requirements for the home and the site, confirmed by the appraisal; a home on leased land or without a permanent foundation does not qualify, and the wholesale programs may add conditions of their own. Eastvale is home to about 71K people.
High values and the full entitlement
An Eastvale home at the top of the market is a VA file when the entitlement is full and the residual-income table clears on the household’s income. With partial entitlement, a lender may require a down payment. The lender confirms both before the appraisal. Median household income in Eastvale sits near $160,069 on the latest Census estimate.
In-town neighborhoods
In Eastvale’s older neighborhoods the condition report decides as much as the value. Buyers who expect findings negotiate them early, keep the seller’s completion on the contract timeline, and keep the file moving. The median owner-occupied home value in Eastvale runs near $831,900 on the latest Census estimate.
The rules do not change with the street. Every Eastvale file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.
Four ways Eastvale veterans put the VA benefit to work.
VA is more than a first-purchase program: it refinances, it takes cash out, it finances small multi-unit homes, it buys condominiums in approved projects, and it reaches above the conforming limit with full entitlement. The cards below take up the uses that bring Eastvale veterans to it most often.
Buy a condominium in an approved project
VA keeps its own list of approved condominium projects, and an Eastvale unit in one of them is financed like a house with the association’s dues added to the ratios and the residual-income math. The appraisal covers the project as well as the unit.
Buy a small multi-unit home and live in one unit
An Eastvale duplex, triplex, or fourplex becomes a VA purchase the moment the buyer commits to occupying one unit. The guaranty covers the loan the same way it covers a house, and the other units’ rent is documented toward the ratios and residual income the way VA permits.
Take cash out of a home with equity
The cash-out refinance replaces the Eastvale home’s first mortgage with a larger VA loan and hands over the difference, to the program’s leverage and after seasoning; it is also the route for refinancing a non-VA loan into the program, and a loan officer compares it with a second-lien option before recommending either.
Buy above the conforming limit
The VA jumbo is the program’s quiet strength in Eastvale: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.
Estimate the VA payment on an Eastvale price before requesting a quote.
This is what a nothing-down Eastvale purchase costs each month: the funding fee for the use and down payment you choose, the total loan amortized at the benchmark rate, the escrows added, and the ratio and a rough residual income measured against VA’s guideline and table. Illustrative starting assumptions: a $830,000 price near Eastvale’s median owner-occupied home value, no down payment with full entitlement, a first-use funding fee financed into the loan, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for California (U.S. Census Bureau). Every field is editable.

The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Same veteran, three very different closings.
Most buyers can close the same purchase three ways, and the structures differ more than the labels suggest: VA with nothing down and no mortgage insurance, FHA with a small investment and premiums for the life of the loan, or conventional with private insurance that falls away as equity grows.
VA, FHA, or conventional.
The program’s strengths are the down payment, the insurance, and the residual-income test; its cost is the funding fee. An Eastvale veteran with full entitlement usually pays less each month on VA than on FHA at the same price, and the conventional comparison turns on the down payment and the fee tier.
FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. For an Eastvale buyer without VA eligibility it is the nearest substitute; with eligibility it is the costlier route. See Lendmire’s FHA loan program.
Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for an Eastvale buyer. See Lendmire’s conventional loan program.
Which program fits best depends on the borrower’s numbers once eligibility is known. VA can come out ahead with a COE and full entitlement, conventional can for a veteran with twenty percent down and no fee exemption, and FHA is the fallback where the benefit is unavailable. The comparison is run on the actual numbers, in writing.
What to prepare for an Eastvale scenario review.
What a lender reads on an Eastvale VA loan, and what you can have ready before anyone asks.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
What moves an Eastvale file most often: entitlement, the funding fee and its exemptions, the appraisal and the Notice of Value, the project approval, residual income, seasoning after a credit event, and occupancy.
Use these checks to keep the Eastvale file clean and fundable.
An Eastvale file that is ready to review has already answered three questions: how much entitlement, what funding fee, and whether the property is inside VA’s rules.
- Confirm the entitlement: entitlement is restored once the earlier loan is paid off and the home sold.
- Know the fee: disabled veterans receiving compensation and the other exempt groups pay no fee.
- Plan the units: landlord experience or reserves may be required to count the rent.
Full or remaining entitlement
Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. An Eastvale buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.
The funding fee tier and the exemptions
The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On an Eastvale file the tier is confirmed from the COE.
Two- to four-unit homes and rental income
VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. An Eastvale buyer who occupies one unit qualifies on the combined picture.
The VA appraisal and the Notice of Value
VA assigns the appraiser, and the appraiser reports on two things: what the Eastvale home is worth and whether it meets VA’s minimum property requirements for a safe, structurally sound, and sanitary home. Peeling paint, a failing roof, or missing handrails become required repairs, and a wood-destroying insect inspection is ordered where VA calls for one.
Assumption and release of liability
Assumability is one of the program’s quieter advantages for an Eastvale owner who may sell into a higher-rate market, and one of its traps: without a release of liability the seller remains responsible, and without substitution of entitlement the seller’s benefit stays in use on a home they no longer own.
From an Eastvale Certificate of Eligibility to keys in hand.
Four steps: the certificate and pre-approval, the appraisal, the underwriting, and the closing. The Eastvale version of each follows.
COE and pre-approval
The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the Eastvale purchase. The lender can pull the COE directly.
Contract and appraisal
The Eastvale contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.
Underwriting
An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Eastvale underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.
Closing
At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. An Eastvale buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.
A brokerage that puts the benefit to work.
A single lender recommends its own program; a brokerage with several wholesale programs and all three routes can say which one actually costs an Eastvale veteran less, and show the arithmetic.
Three programs, one set of numbers
The comparison printed on this page is run for real on every Eastvale file: VA with the fee financed beside FHA with its premiums beside conventional with private insurance, and the written terms follow from whichever column serves the veteran.
The fee and the entitlement explained before the offer
The fee is the program’s cost and the entitlement is its reach, and Lendmire explains both first rather than last: how much the fee is, whether it is waived or refundable, and what the certificate supports for an Eastvale buyer at the price in hand.

Eastvale VA loan FAQs
The questions below come up on nearly every Eastvale VA conversation. The answers are general; the figures in the snapshot above are the program’s current parameters.
What is a VA loan, and who is it for?
A home loan benefit earned through military service. VA does not lend the money; it backs part of a loan a private lender makes, which is what allows the lender to waive the down payment and the mortgage insurance. It fits any eligible Eastvale buyer purchasing or refinancing a home they will live in.
Who is eligible for a VA loan in Eastvale?
Most veterans with an honorable or general discharge can qualify, as can current service members past the minimum period, Guard and Reserve members with enough qualifying service, and eligible surviving spouses. Other-than-honorable discharges can disqualify, and VA reviews them case by case.
How do I get a Certificate of Eligibility?
Most Eastvale buyers let the lender pull it: with a DD-214 or a statement of service, the lender can often obtain the certificate from VA’s system during the first conversation. VA.gov issues it online as well, and VA Form 26-1880 by mail is the slowest route.
What is the VA funding fee, and do I have to pay it?
It depends on your status. Disabled veterans receiving compensation and the other exempt groups pay no fee; other borrowers pay the tier in the snapshot, which is lower on a first use and with a larger down payment. Most Eastvale buyers finance it rather than pay cash.
Is there a VA loan limit in Eastvale?
Not with full entitlement: VA backs a quarter of the whole loan, so an Eastvale buyer with full entitlement can finance above the conforming limit for the county, which this page never quotes, with no down payment, up to the ceiling the wholesale programs set. With remaining entitlement the county conforming figure enters the calculation and a lender may require a down payment; a Lendmire loan officer confirms the figure for the county.
Can I buy a duplex or fourplex with a VA loan?
Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Eastvale.
What credit score do I need for a VA loan?
VA has never set a score, so the answer is the lender’s floor in the snapshot. More useful than the number is what sits around it: a clean recent housing history, seasoning after any derogatory event, and residual income that clears the table.
Does a VA loan have mortgage insurance?
There is none. The guaranty from VA is what the lender relies on, so no insurer is involved and no premium is charged; the one-time funding fee covers the program’s cost.
Can I take cash out with a VA refinance?
A VA cash-out refinance replaces the first mortgage with a larger VA loan at the leverage in the snapshot, after the seasoning rule and with a net tangible benefit. An Eastvale owner weighs it against a home equity line, which keeps the existing first mortgage in place.
Can I get a VA loan after a bankruptcy or foreclosure?
VA loans can be an option after a bankruptcy or foreclosure. The seasoning rules are specific, the exceptions are real, and a prior VA loan lost to foreclosure raises the entitlement question as well.
