What a VA loan is — and how the file is qualified.

A VA loan is an ordinary mortgage from a private lender wrapped in a federal promise: if the loan fails, VA covers part of the lender’s loss. That promise is what lets a Hayward lender skip the down payment and the mortgage insurance, and the four cards below take the file apart piece by piece.

01.

The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so a Hayward buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Hayward file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Condition carries weight in Hayward’s established neighborhoods. Newer infill and recent construction

New rows and recent infill in Hayward tend to appraise without findings, which moves the question to price. With full entitlement there is no loan limit, so a contract above the county conforming figure is still a nothing-down VA purchase, tested on residual income at that payment. With full entitlement, the VA sets no loan limit, so a Hayward buyer can finance a home above the conforming limit with no down payment. A conventional jumbo loan would ask for a large one. Most buyers can close the same purchase three ways, and the structures differ more than the labels suggest: VA with nothing down and no mortgage insurance, FHA with a small investment and premiums for the life of the loan, or conventional with private insurance that falls away as equity grows.

Before You Move Forward

Before asking for a quote, know three answers: is entitlement full, does the fee apply and at what tier, and does the property fit VA’s standards at that price.

  • Confirm the entitlement: entitlement is restored once the earlier loan is paid off and the home sold.
  • Know the fee: the fee can be financed, paid at closing, or paid by the seller.
  • Plan the units: rental income from the other units counts within VA’s rules.
i.

Full or remaining entitlement

The COE states the entitlement available, and that single line decides whether a Hayward purchase closes with nothing down at any price the appraisal supports or needs a down payment on the part VA does not back. A veteran keeping an earlier VA-financed home as a rental is the usual remaining-entitlement case, and the file still works.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. A Hayward veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Two- to four-unit homes and rental income

VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. A Hayward buyer who occupies one unit qualifies on the combined picture.

iv.

The VA appraisal and the Notice of Value

When the value comes in under the contract price on a Hayward file, VA’s process gives the appraiser a chance to weigh additional sales before the Notice of Value is final, and the escape clause lets the buyer walk away with the deposit if the gap cannot be closed. Repairs the appraiser requires are usually completed before closing.

v.

Condominium project approval

VA finances a Hayward condominium only in a project on its approved list; an unlisted project can be submitted, which takes time and the association’s cooperation. The lender checks VA’s approved list before the appraisal, and the dues enter the ratios and residual income.

A VA purchase runs in a fixed order: certificate and pre-approval on income and residual income, contract and VA appraisal with the Notice of Value, underwriting with the fee tier confirmed, and closing with the fee financed, paid, or waived for exempt borrowers. COE and pre-approval

A Hayward pre-approval is a sizing exercise: the certificate, the income, the family size, the funding fee tier, and the price. The loan officer confirms eligibility and entitlement against the program rules and puts the pre-approval in writing for the offer.

Contract and appraisal
