What a VA loan is — and how the file is qualified.

The guaranty replaces the down payment

Because VA backs part of every loan, the lender’s risk on a Key West purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.

Eligibility, entitlement, and the COE

Eligibility comes from service: a minimum period of active duty, a qualifying period in the National Guard or Reserve, or status as an eligible surviving spouse, with a character of discharge VA accepts. VA confirms it on the Certificate of Eligibility, which a Key West buyer can request online, through the lender, or by mail.

The funding fee, and who is exempt

The funding fee is VA’s one-time charge for the guaranty, set as a share of the loan by whether the benefit has been used before and by the down payment. A Key West buyer can finance it into the loan or pay it at closing, and the seller can pay it as part of concessions; the ladder in the snapshot shows every tier, and veterans compensated for a service-connected disability are exempt.

VA does not finance a Key West vacation home, whatever the price, the entitlement, or the credit profile. The occupancy rule is the reason, and a conventional second-home loan is the route for that buyer. Roughly 5,297 Key West households own their homes on the latest Census estimate — 49% of all households, the pool a VA purchase joins.

Year-round primary residences

VA finances principal residences only, so in Key West the benefit serves the year-round resident: the veteran who lives and works in the resort town and buys a home to occupy. Second homes and vacation rentals are outside the program. About 51% of Key West’s households rent — roughly 5,478 renter households on the latest Census estimate.

Resort condominium projects in Key West are the hardest VA approvals: investor-owned and rented units, short-term rental programs, and condotel operations all weigh against approval. A year-round resident buying in one should have the lender check VA’s list before the offer. Key West is home to about 26K people.

On a Key West waterfront home the appraisal carries more weight: the value must be supported on comparable sales and the home must meet VA’s requirements. Flood insurance is required in a designated zone, and it enters the escrow and the residual-income math. The rules do not change with the street. Every Key West file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.

Condominium

Buy a condominium in an approved project

VA keeps its own list of approved condominium projects, and a Key West unit in one of them is financed like a house with the association’s dues added to the ratios and the residual-income math. The appraisal covers the project as well as the unit.

Cash-out

Take cash out of a home with equity

Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Key West owner weighs it against a home equity line, which keeps the existing first mortgage in place.

VA jumbo

Buy above the conforming limit

The VA jumbo is the program’s quiet strength in Key West: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.

Refinance an existing VA loan

An existing VA loan in Key West can be refinanced on its own record: the IRRRL skips the appraisal and most of the documentation, carries the smallest funding fee in the program, and must leave the borrower better off under VA’s net tangible benefit rules.

Most buyers can close the same purchase three ways, and the structures differ more than the labels suggest: VA with nothing down and no mortgage insurance, FHA with a small investment and premiums for the life of the loan, or conventional with private insurance that falls away as equity grows.

VA fits nearly every Key West buyer who holds eligibility: the leverage is complete, there is no insurance line in the payment, and the fee is paid once. FHA with the minimum investment

FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. A conventional loan with private mortgage insurance prices the score and the down payment: a strong profile with twenty percent down pays no insurance at all, a smaller down payment pays a premium that cancels as equity grows. Which program fits best depends on the borrower’s numbers once eligibility is known. VA can come out ahead with a COE and full entitlement, conventional can for a veteran with twenty percent down and no fee exemption, and FHA is the fallback where the benefit is unavailable. When a Key West VA file surprises someone, the cause is usually one of these: entitlement partly in use, a higher fee tier than expected, required repairs from the appraisal, a condominium without VA approval, or residual income below the table.

Before You Move Forward

Use these checks to keep the Key West file clean and fundable.

The list is short because the program is: entitlement, the fee, and the property decide most Key West files before income is even opened.

  • Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
  • Know the fee: disabled veterans receiving compensation and the other exempt groups pay no fee.
  • Check the project: the lender checks VA’s approved condominium list before the appraisal is ordered.

Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Key West buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Key West file the tier is confirmed from the COE.

iii.

Condominium project approval

VA finances a Key West condominium only in a project on its approved list; an unlisted project can be submitted, which takes time and the association’s cooperation. The lender checks VA’s approved list before the appraisal, and the dues enter the ratios and residual income.

iv.

Occupancy and the reasonable-time rule

A VA loan finances a principal residence: the veteran certifies an intent to occupy within a reasonable time after closing, which VA generally reads as a couple of months. The usual Key West exception is military life itself, where a spouse can occupy for a member on orders elsewhere.

v.

Assumption and release of liability

A VA loan can be assumed by a qualified buyer, veteran or not, with the lender’s approval, which can be a selling point for a Key West home when rates have risen. The seller should obtain a release of liability, and entitlement stays tied to the loan unless the assuming buyer is a veteran who substitutes their own.

COE and pre-approval

A Key West pre-approval is a sizing exercise: the certificate, the income, the family size, the funding fee tier, and the price. The loan officer confirms eligibility and entitlement against the program rules and puts the pre-approval in writing for the offer.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Key West home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

Underwriting

The file is scored by the automated system or underwritten manually, with income, assets, credit, and residual income documented.
