01.

The guaranty replaces the down payment

The guaranty is a promise from VA to the lender, not a loan from VA. On a Palo Alto file it covers a share of any loss, so the lender can lend the full purchase price, up to the appraised value, without a down payment and without charging for mortgage insurance; the funding fee is what the borrower pays for that promise.

Eligibility, entitlement, and the COE

Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. The funding fee, and who is exempt

The fee scales with use and with the down payment: a first use with nothing down pays the base tier, a later use pays more, and five or ten percent down lowers either. Financed, it adds to the loan balance rather than the cash to close, which is the usual choice on a Palo Alto purchase; a veteran receiving, or eligible to receive, compensation for a service-connected disability pays none of it.

Residual income over ratios

VA qualifies a household on what is left, not only on what is owed: residual income is the monthly income remaining after the proposed housing payment, other debts, taxes, and an allowance for maintenance and utilities, measured against a table by family size and region. On recent construction in Palo Alto the appraisal rarely raises findings and the arithmetic is the issue: does residual income clear VA’s table once the funding fee is financed into a larger loan, and does the certificate show full entitlement at that amount. The rules do not change with the street. Most buyers can close the same purchase three ways, and the structures differ more than the labels suggest: VA with nothing down and no mortgage insurance, FHA with a small investment and premiums for the life of the loan, or conventional with private insurance that falls away as equity grows.

Before You Move Forward

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Palo Alto loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Palo Alto file the tier is confirmed from the COE.

iii.

Assumption and release of liability

A VA loan can be assumed by a qualified buyer, veteran or not, with the lender’s approval, which can be a selling point for a Palo Alto home when rates have risen. The seller should obtain a release of liability, and entitlement stays tied to the loan unless the assuming buyer is a veteran who substitutes their own.

The VA appraisal and the Notice of Value

COE and pre-approval

The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the Palo Alto purchase. The lender can pull the COE directly.

The appraisal is the VA step that surprises buyers most: it reports on condition as well as value, and a low value opens VA’s reconsideration process before the figure is final. Who is eligible for a VA loan in Palo Alto?
