The guaranty replaces the down payment

Because VA backs part of every loan, the lender’s risk on a Pittsburgh purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.

Eligibility, entitlement, and the COE

Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. A Pittsburgh veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

The VA appraisal and the Notice of Value

VA assigns the appraiser, and the appraiser reports on two things: what the Pittsburgh home is worth and whether it meets VA’s minimum property requirements for a safe, structurally sound, and sanitary home. Peeling paint, a failing roof, or missing handrails become required repairs, and a wood-destroying insect inspection is ordered where VA calls for one.

VA also limits what a veteran can be charged: the lender’s flat charge is capped, and certain fees are not allowed on a VA file at all, which is why the contract often has the seller or the lender cover them. Contract and appraisal

The Pittsburgh contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where the state requires one before underwriting begins.

iii.

Underwriting

Closing

What is a VA loan, and who is it for?

Think of it as a conventional mortgage with VA standing where the down payment would stand. The guaranty costs a one-time funding fee, and it buys no down payment, no mortgage insurance, and underwriting that reads the household budget. Owner-occupied homes only, up to four units.

Who is eligible for a VA loan in Pittsburgh?

The home has to be your principal residence at closing, occupied within a reasonable time. Second homes and investment property are outside the program, but a multi-unit home where you occupy one unit is inside it, and deployment has its own allowances.
