The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so a Sonoma buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Sonoma file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. A high-value Sonoma primary residence can be a VA jumbo: the guaranty scales with the loan, the lender waives the down payment with full entitlement, and the comparison with a conventional jumbo is worth running because the conventional loan asks for a large down payment and VA does not. Away from the water, Sonoma’s workforce neighborhoods are where the VA benefit is most at home: modestly priced homes, veterans who work in the resort economy, and loans well inside the residual-income table. On a home at Sonoma’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $970,500 is the program’s cost, and it can be financed.

The rules do not change with the street. Every Sonoma file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Before You Move Forward

Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Sonoma buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Sonoma file the tier is confirmed from the COE.

iii.

Seller concessions and the fees a veteran may not pay

VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. A Sonoma contract that uses the cap well can leave the buyer with little cash to close beyond the deposit already paid.

iv.

Residual income and the ratio guideline

Residual income is measured after the housing payment, other debts, taxes, and VA’s allowance for maintenance and utilities, against a table by region and family size. A Sonoma household must meet the figure for its size, and a ratio above VA’s guideline needs residual income well above the table or a documented justification.

Occupancy and the reasonable-time rule

A VA loan finances a principal residence: the veteran certifies an intent to occupy within a reasonable time after closing, which VA generally reads as a couple of months. The usual Sonoma exception is military life itself, where a spouse can occupy for a member on orders elsewhere.

Underwriting

An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Sonoma underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.

Closing
