Current VA guidelines, updated from one source.
One guideline source feeds every number in this block, and the block changes here when the source does. The terms shown are purchase terms; the refinance leverage, the seasoning rule, and the fee exemptions sit under the two tables.
100% financing with full entitlement
The purchase leverage is 100% loan-to-value with full entitlement, which means 0% down on a home that appraises at the price; a price above the appraised value is paid in cash or renegotiated, and the guaranty covers the lender’s exposure.
No monthly premium, no upfront premium
Mortgage insurance does not exist on a VA loan: no monthly premium, no upfront premium, no cancellation rules to track. The calculator below shows a payment with nothing in that line, which is where VA differs from every other high-leverage program.
First use; 3.3% after first use; exempt for many disabled veterans
First use costs 2.15% of the loan; later uses cost 3.3%; a down payment of five or ten percent lowers either tier. The fee is usually financed into the loan, it may be refunded when a disability rating is later granted with an effective date before closing, and exempt veterans pay none of it at all.
Residual income decides the file
41% is the ratio VA names, and residual income is the test it trusts: the monthly income left after the housing payment, debts, taxes, and maintenance, measured against a table by family size and region. A ratio above 41% needs residual income well above the table or a documented justification.

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. VA sets no minimum credit score; the wholesale programs behind these pages start at a 580 decision score and serve loan amounts up to $4,000,000, including loans above the conforming limit with full entitlement.
Refinances: cash-out to 100% loan-to-value after seasoning of 210 days and six payments with a net tangible benefit; rate-reduction refinances of an existing VA loan at a 0.5% fee without a VA appraisal. What a VA loan is — and how the file is qualified.
A VA loan is an ordinary mortgage from a private lender wrapped in a federal promise: if the loan fails, VA covers part of the lender’s loss. That promise is what lets a Steubenville lender skip the down payment and the mortgage insurance, and the four cards below take the file apart piece by piece.
For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in Ohio; to request a Certificate of Eligibility, see VA.gov.
The guaranty replaces the down payment
VA backs a quarter of the loan for a borrower with full entitlement, which gives the lender the same protection a sizable down payment would. That is why a Steubenville purchase can close with nothing down and no mortgage insurance, and why there is no VA loan limit when entitlement is full: the backing scales with the loan.
Eligibility, entitlement, and the COE
The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. A Steubenville lender can usually pull it within the VA system from a DD-214 or a statement of service, and VA.gov issues it directly as well.
The funding fee, and who is exempt
What the funding fee buys is the absence of mortgage insurance. On a Steubenville purchase the fee is paid once, usually financed, while an FHA or conventional borrower at the same leverage pays a premium every month for years; the comparison usually favors VA unless the fee tier is high and the loan is short-lived, and an exempt veteran pays no fee at all.
Residual income over ratios
Two tests run on every Steubenville VA file: the total-debt ratio against VA’s guideline, and residual income against the regional table. The second decides the close calls. Income must be stable and expected to continue, and the lender documents it the same way it would on any mortgage.
A lender runs exactly this math on a Steubenville file, with one refinement the page cannot make: underwriting also subtracts taxes, maintenance, and utilities before measuring residual income, so the rough residual here will read higher than the lender’s. The price, the fee tier, and the locked rate are the moving parts.
Where Steubenville’s veterans and service members buy — and how VA fits.
The numbers below are Steubenville’s, not any one borrower’s: owner households, median home value, and household income from the U.S. Census Bureau. They tell you the scale of a typical VA purchase here; the certificate, the appraisal, and the household’s own income tell you the loan.
These are context figures, not underwriting inputs. These are ranges, not predictions. The lender appraises one home, documents one income, and runs the residual-income test for one household of a specific size.
Data sources: U.S. Census Bureau — ACS 5-Year (2024) housing and population estimates, including tenure, home values, gross rents, and household income.
Distinct Steubenville neighborhoods, distinct VA files.
No single VA file describes Steubenville. The submarkets below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.
Two-to-four-unit homes
Owner occupancy of one unit is the hinge on a Steubenville multi-unit file; after that, the guaranty treats the loan like any other, the rent VA allows is documented toward qualifying, and the appraiser inspects each unit against the property requirements. Roughly 4,060 Steubenville households own their homes on the latest Census estimate — 57% of all households, the pool a VA purchase joins.
Established close-in neighborhoods
An older Steubenville house is a fine VA purchase; the property requirements are the hurdle, not the age. Buyers who expect a repair list write the contract with room for it, and a wood-destroying insect inspection is ordered where VA calls for one. On a home at Steubenville’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $130,700 is the program’s cost, and it can be financed.
Higher-value homes
For a high-value Steubenville file, the question is entitlement rather than a limit. Full entitlement carries the loan with nothing down. With remaining entitlement, the county figure comes into play, and a lender may require a down payment on the uncovered portion. Median household income in Steubenville sits near $48,172 on the latest Census estimate.
Condominiums and townhomes
Close-in Steubenville condominiums suit the benefit well: nothing down, no insurance line, and a project review that runs through VA’s approved-project list. The dues go into the residual-income math, and the appraisal covers the project along with the unit. About 43% of Steubenville’s households rent — roughly 3,037 renter households on the latest Census estimate.
Newer infill and recent construction
On recent construction in Steubenville the appraisal rarely raises findings and the arithmetic is the issue: does residual income clear VA’s table once the funding fee is financed into a larger loan, and does the certificate show full entitlement at that amount. The median owner-occupied home value in Steubenville runs near $130,700 on the latest Census estimate.
Service members and the occupancy rule
A service member buying within commuting range of an installation uses the benefit as designed: no down payment, an occupancy certification with allowances for deployment, and the option to keep the home as a rental on the next set of orders without refinancing. Steubenville is home to about 18K people and sits within the Weirton-Steubenville, WV-OH area.
The rules do not change with the street. Every Steubenville file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.
Four ways Steubenville veterans put the VA benefit to work.
VA is more than a first-purchase program: it refinances, it takes cash out, it finances small multi-unit homes, it buys condominiums in approved projects, and it reaches above the conforming limit with full entitlement. The cards below take up the uses that bring Steubenville veterans to it most often.
Buy a small multi-unit home and live in one unit
Up to four units, nothing down, no mortgage insurance: VA finances the small multi-unit home as long as the veteran lives in one unit. Rent from the other units can count toward qualifying under VA’s rules, which may ask for landlord experience or reserves.
Buy a condominium in an approved project
One extra step separates a Steubenville condominium file from a house file: the project review against VA’s list. Once the project clears, the leverage, the fee, and the absence of mortgage insurance are exactly what they would be on a house.
Take cash out of a home with equity
Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Steubenville owner weighs it against a home equity line, which keeps the existing first mortgage in place.
Buy above the conforming limit
With full entitlement, the VA sets no loan limit, so a Steubenville buyer can finance a home above the conforming limit with no down payment. A conventional jumbo loan would ask for a large one. The wholesale programs behind these pages serve loan amounts up to the ceiling shown in the snapshot on this page.
Estimate the VA payment on a Steubenville price before requesting a quote.
Enter a Steubenville price, any down payment, and the funding fee tier, choose a term, and the calculator returns the base loan, the fee financed, the total loan, principal and interest, taxes and insurance, and, with income and family size entered, the ratio and a rough residual income against VA’s table. The rate field holds the weekly Freddie Mac benchmark as a market reference, never a VA quote.

Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA loan quote.
Illustrative starting assumptions: a $150,000 price (the example’s floor, which sits above Steubenville’s median owner-occupied home value), no down payment with full entitlement, a first-use funding fee financed into the loan, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for Ohio (U.S. Census Bureau). Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Same veteran, three very different closings.
Choosing among VA, FHA, and conventional in Steubenville is really choosing an insurance structure and a down payment at the same time. Each is laid out below with the buyer it fits.
VA, FHA, or conventional.
VA fits nearly every Steubenville buyer who holds eligibility: the leverage is complete, there is no insurance line in the payment, and the fee is paid once. Partial entitlement, a property that fails VA’s standards, or a fee tier that outweighs a short hold are the cases where another program competes.
FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. For a Steubenville buyer without VA eligibility it is the nearest substitute; with eligibility it is the costlier route. See Lendmire’s FHA loan program.
Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a Steubenville buyer. See Lendmire’s conventional loan program.
Which program fits best depends on the borrower’s numbers once eligibility is known. VA can come out ahead with a COE and full entitlement, conventional can for a veteran with twenty percent down and no fee exemption, and FHA is the fallback where the benefit is unavailable. The comparison is run on the actual numbers, in writing.
What to prepare for a Steubenville scenario review.
What a lender reads on a Steubenville VA loan, and what you can have ready before anyone asks.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
Check these before leaning on any number for Steubenville: entitlement, the funding fee tier, the appraisal and VA’s property standards, the condominium approval, residual income, and occupancy.
Use these checks to keep the Steubenville file clean and fundable.
Three things to settle before a Steubenville review: what the certificate says about entitlement, which funding fee tier applies, and whether the property has any VA question attached.
- Confirm the entitlement: entitlement is restored once the earlier loan is paid off and the home sold.
- Know the fee: the fee can be financed, paid at closing, or paid by the seller.
- Mind the residual: child care and support obligations reduce residual income.
Full or remaining entitlement
The COE states the entitlement available, and that single line decides whether a Steubenville purchase closes with nothing down at any price the appraisal supports or needs a down payment on the part VA does not back. A veteran keeping an earlier VA-financed home as a rental is the usual remaining-entitlement case, and the file still works.
The funding fee tier and the exemptions
The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Steubenville file the tier is confirmed from the COE.
Residual income and the ratio guideline
Residual income is measured after the housing payment, other debts, taxes, and VA’s allowance for maintenance and utilities, against a table by region and family size. A Steubenville household must meet the figure for its size, and a ratio above VA’s guideline needs residual income well above the table or a documented justification.
Two- to four-unit homes and rental income
A Steubenville fourplex with nothing down is possible under the program; the lender documents the rents, applies VA’s rules for counting them, and checks the property against VA’s requirements unit by unit. A loan officer runs the residual-income test before the offer.
Assumption and release of liability
Years after closing, the assumption clause can matter more than the rate: a Steubenville buyer may take over the loan with the lender’s approval. The original veteran should ask for a release of liability and, where the buyer is also a veteran, a substitution of entitlement.
From a Steubenville Certificate of Eligibility to keys in hand.
From the certificate to the closing table, a Steubenville VA purchase takes four steps, and each one carries a VA rule inside it.
COE and pre-approval
The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the Steubenville purchase. The lender can pull the COE directly.
Contract and appraisal
The appraisal is the VA step that surprises buyers most: it reports on condition as well as value, and a low value opens VA’s reconsideration process before the figure is final. Required repairs are negotiated with the seller, and the Steubenville contract is adjusted or released under the escape clause.
Underwriting
An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Steubenville underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.
Closing
Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The Steubenville buyer takes the keys and VA backs the lender.
A brokerage that puts the benefit to work.
Lendmire is a mortgage brokerage licensed for consumer lending in sixteen states, and on a VA file that buys three things: the program run against FHA and conventional on the same numbers, the entitlement and the fee tier confirmed before an offer is written, and the terms in writing from a licensed loan officer.
Three programs, one set of numbers
Before any recommendation, VA, FHA, and conventional are run on the same Steubenville price, income, and down payment. The buyer sees the payment, the insurance or fee line, and the cash to close for each, and the choice follows the figures.
The fee and the entitlement explained before the offer
The fee is the program’s cost and the entitlement is its reach, and Lendmire explains both first rather than last: how much the fee is, whether it is waived or refundable, and what the certificate supports for a Steubenville buyer at the price in hand.
Licensed, consumer-purpose, in writing
Lendmire carries the license for the state the Steubenville home is in, delivers the disclosures a consumer mortgage requires, and commits the terms to paper. The program figures on this page are read from one guideline source built on VA’s published rules.

Steubenville VA loan FAQs
What a VA loan is, who is eligible, how the certificate works, what the funding fee costs, and how the loan limit works, answered for Steubenville buyers.
What is a VA loan, and who is it for?
A VA loan is a mortgage from a private lender with a partial guaranty from the Department of Veterans Affairs: VA backs a share of the loan, and in exchange the program allows no down payment with full entitlement, no monthly mortgage insurance, a residual-income test, and a cap on the fees a veteran can be charged. It is for veterans, service members, National Guard and Reserve members, and eligible surviving spouses buying a principal residence in Steubenville.
Who is eligible for a VA loan in Steubenville?
Veterans and service members who meet VA’s minimum service requirements with a character of discharge VA accepts, National Guard and Reserve members with qualifying active service or six creditable years, and surviving spouses of service members who died in service or from a service-connected disability, or who are receiving Dependency and Indemnity Compensation. VA confirms it on the Certificate of Eligibility.
How do I get a Certificate of Eligibility?
Online at VA.gov, through the lender, or by mail. Have the service documents ready: the DD-214 for a veteran, a statement of service for a service member, Guard or Reserve records, or the spouse’s documentation. Some certificates issue instantly and some need VA to review the record.
What is the VA funding fee, and do I have to pay it?
VA charges it on most loans in place of mortgage insurance: a first-use purchase with nothing down pays the base tier, a subsequent use pays more, and a down payment of five or ten percent lowers either. Exempt veterans pay none of it, and a rating granted after closing can bring a refund.
Is there a VA loan limit in Steubenville?
VA removed the loan limit for veterans with full entitlement; the wholesale programs behind these pages serve loan amounts up to the ceiling in the snapshot. Only a Steubenville buyer with entitlement still in use on another loan needs the county figure, and it is confirmed by a loan officer rather than quoted here.
Can I get a VA loan after a bankruptcy or foreclosure?
VA loans can be an option after a bankruptcy or foreclosure. The seasoning rules are specific, the exceptions are real, and a prior VA loan lost to foreclosure raises the entitlement question as well.
What debt-to-income ratio does VA allow?
The ratio in the snapshot is a guideline, not a cap. Above it, VA asks for residual income comfortably over the table or a documented reason; the residual-income table by family size is the standard the file must meet either way.
Does a VA loan have mortgage insurance?
There is none. The guaranty from VA is what the lender relies on, so no insurer is involved and no premium is charged; the one-time funding fee covers the program’s cost.
What credit score do I need for a VA loan?
VA leaves the credit standard to the lender, and the lender overlay in the snapshot is the floor behind these pages. The file is read as a whole: two years of clean housing payments carry more weight than an old event that has seasoned.
Do I need a down payment for a VA loan?
Not with full entitlement when the home appraises at or above the price: the guaranty replaces the down payment and the lender finances the full value. A down payment becomes part of the file when entitlement is partial, when the price exceeds the appraised value, or when a buyer chooses one to lower the funding fee tier.
