VA Loans in Allentown, Pennsylvania: No Down Payment, No Mortgage Insurance

For Allentown veterans, service members, and eligible surviving spouses, the VA loan removes the two costs that keep other buyers waiting: the down payment and the monthly mortgage insurance. The Department of Veterans Affairs backs part of the loan, the lender makes it, and the file is read on entitlement, income, and residual income.

Current Program Snapshot

Current VA guidelines, updated from one source.

Treat this block as the program’s fixed points rather than an offer: the leverage, the fee tiers, the ratio guideline, and the residual-income figures by family size, each read live from Lendmire’s guideline source. The credit floor shown is a wholesale overlay, since VA itself sets none.

Down Payment
0%

100% financing with full entitlement

0% down is the program’s defining term: a buyer with full entitlement finances up to 100% of the lesser of price and value, the guaranty replaces the down payment, and the funding fee can be added on top of the loan rather than paid in cash.

Mortgage Insurance
None

No monthly premium, no upfront premium

There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty does the work that private mortgage insurance or FHA’s premiums do elsewhere, and the funding fee is the only program charge.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

VA charges a funding fee instead of mortgage insurance: 2.15% on a first-use purchase, 3.3% on a subsequent use, less with a down payment of five percent or more, and nothing for the exempt groups. The ladder below shows every tier, including the cash-out and rate-reduction refinance fees.

Debt Ratio
41% guide

Residual income decides the file

41% is the ratio VA names, and residual income is the test it trusts: the monthly income left after the housing payment, debts, taxes, and maintenance, measured against a table by family size and region. A ratio above 41% needs residual income well above the table or a documented justification.

Allentown VA Loan Guide

What a VA loan is — and how the file is qualified.

Every Allentown VA file has the same skeleton: a certificate that proves eligibility, an entitlement figure that sets how much VA will back, a funding fee that pays for the backing or is waived, and an underwriting test that reads the household’s leftover income. The cards below explain each bone.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in Pennsylvania; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

Think of the guaranty as VA standing where the down payment would stand. With full entitlement the backing covers a quarter of whatever the loan is, so an Allentown buyer is not capped by a county figure; with reduced entitlement the backing is smaller, and a lender may ask for a down payment to make up the difference.

02.

Eligibility, entitlement, and the COE

Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. An Allentown buyer with partial entitlement can still buy, often with a down payment on the uncovered portion.

03.

The funding fee, and who is exempt

The fee scales with use and with the down payment: a first use with nothing down pays the base tier, a later use pays more, and five or ten percent down lowers either. Financed, it adds to the loan balance rather than the cash to close, which is the usual choice on an Allentown purchase.

04.

Residual income over ratios

Two tests run on every Allentown VA file: the total-debt ratio against VA’s guideline, and residual income against the regional table. The second decides the close calls. Income must be stable and expected to continue, and the lender documents it the same way it would on any mortgage.

The Core Calculation
Price − down payment = base loan; base loan + funding fee (unless exempt) = total loan; principal and interest + taxes, insurance and dues = payment, with no mortgage insurance

Nothing here is a decision. The appraisal can come in under the contract price, the rate is set by the lender at lock, and the lender’s residual-income figure includes deductions this page only approximates. What holds steady is the structure the calculator reproduces: price, fee, loan, payment, residual.

Allentown Market Context

Where Allentown’s veterans and service members buy — and how VA fits.

Residual income is measured against a real payment on a real Allentown price, so the market matters before the file does. The Census figures below describe that market: ownership, home values, and household income.

Market context only. Income is the residual-income input, value is the loan and the fee, and family size is the row in VA’s table. The Census describes the first two for the market; the file supplies all three for the borrower.

Allentown Submarkets

Distinct Allentown neighborhoods, distinct VA files.

No single VA file describes Allentown. The neighborhoods below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.

01.

Newer infill and recent construction

On recent construction in Allentown the appraisal rarely raises findings and the arithmetic is the issue: does residual income clear VA’s table once the funding fee is financed into a larger loan, and does the certificate show full entitlement at that amount. About 57% of Allentown’s households rent — roughly 26,339 renter households on the latest Census estimate.

02.

Neighborhoods near the installation

The Allentown neighborhoods that serve an installation see VA purchases on every street, often by service members who will move again. The program is built for that: nothing down, a loan that can be assumed, and entitlement restored when the home is sold and the loan repaid. Allentown counts a population near 126K within the Allentown-Bethlehem-Easton, PA-NJ area.

03.

Established close-in neighborhoods

The Allentown blocks nearest the core carry the oldest houses, and VA’s appraiser reads them for condition as well as price: paint, roof, railings, systems. Findings become required repairs, and sellers usually complete them before closing. Roughly 20,035 Allentown households own their homes on the latest Census estimate — 43% of all households, the pool a VA purchase joins.

04.

Two-to-four-unit homes

The small multi-unit Allentown purchase is where VA’s leverage goes furthest: no down payment on two to four units, the buyer living in one, and the documented rent from the others helping the ratios and the residual income. On a home at Allentown’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $206,600 is the program’s cost, and it can be financed.

05.

Higher-value homes

On Allentown’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Median household income in Allentown sits near $55,494 on the latest Census estimate.

06.

Condominiums and townhomes

For many Allentown veterans the first VA purchase is a condominium, and the only question VA adds is whether the project is on its approved list. If it is, the file reads like a house file with the dues in the ratios; if not, the lender can submit the project. The median owner-occupied home value in Allentown runs near $206,600 on the latest Census estimate.

The rules do not change with the street. Every Allentown file is checked the same way: price against the Notice of Value, property against VA’s minimum property requirements, condominium against VA’s approval list, and borrower against entitlement, the ratio guideline, and residual income. Second homes and rentals are not VA purchases.

How Allentown Veterans Use VA

Four ways Allentown veterans put the VA benefit to work.

Allentown veterans use VA for a handful of reasons that repeat: the purchase with nothing down, the move above the conforming limit without a jumbo down payment, the cash-out refinance at the program’s leverage, and the rate-reduction refinance of an existing VA loan.

First purchase

Buy a first home with nothing down

For a first purchase in Allentown, VA pairs no down payment with no mortgage insurance and a residual-income test that reads the whole household budget; the file closes on the certificate, the appraisal, the income, and the funding fee tier.

IRRRL

Refinance an existing VA loan

An existing VA loan in Allentown can be refinanced on its own record: the IRRRL skips the appraisal and most of the documentation, carries the smallest funding fee in the program, and must leave the borrower better off under VA’s net tangible benefit rules.

Condominium

Buy a condominium in an approved project

VA keeps its own list of approved condominium projects, and an Allentown unit in one of them is financed like a house with the association’s dues added to the ratios and the residual-income math. The appraisal covers the project as well as the unit.

VA jumbo

Buy above the conforming limit

The VA jumbo is the program’s quiet strength in Allentown: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.

VA Payment Estimate

Estimate the VA payment on an Allentown price before requesting a quote.

Enter an Allentown price, any down payment, and the funding fee tier, choose a term, and the calculator returns the base loan, the fee financed, the total loan, principal and interest, taxes and insurance, and, with income and family size entered, the ratio and a rough residual income against VA’s table. The rate field holds the weekly Freddie Mac benchmark as a market reference, never a VA quote.

VA vs. the Alternatives

Same veteran, three very different closings.

The alternatives put VA’s cost in perspective: FHA charges a premium every month, conventional charges one until equity arrives, VA charges a fee once. The comparison below is written for an Allentown buyer weighing all three.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. For an Allentown buyer without VA eligibility it is the nearest substitute; with eligibility it is the costlier route. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional financing asks for a down payment and a higher score, in exchange for insurance that cancels and no funding fee. An Allentown veteran with a large down payment and a subsequent-use fee tier should see both programs run on the same numbers. See Lendmire’s conventional loan program.

Where each one fits

Where each one fits: VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.

Typical File Components

What to prepare for an Allentown scenario review.

Gather these before an Allentown review: ordinary mortgage documents plus the proof of service that opens the file.

Service documentsThe DD-214 for a veteran, a statement of service for active duty, NGB Forms 22 and 23 or a points statement for Guard and Reserve, and VA Form 26-1817 for a surviving spouse.
Housing payment historyTwo years of rent or mortgage payments by statement or canceled check where the credit report does not show them; the recent housing record carries real weight.
Property detailsAddress, property type, unit count, and the association contact for a condominium, so the VA project approval is confirmed before the appraisal is requested.
Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.
Certificate of EligibilityIssued by VA online, or pulled by the lender from VA’s system; it states the entitlement available, any prior use of the benefit, and whether the funding fee is waived.
Government photo IDUnexpired identification for each borrower whose income or credit is used, so identity can be verified and the required screening completed before closing.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Allentown File Considerations

Local details that can change the loan.

A handful of details decide whether an Allentown VA file closes as planned, closes smaller, or stalls. These are the ones that come up most.

Before You Move Forward

Use these checks to keep the Allentown file clean and fundable.

The list is short because the program is: entitlement, the fee, and the property decide most Allentown files before income is even opened.

  • Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
  • Know the fee: the tier follows first or subsequent use and the down payment, as the funding fee table above shows.
  • Know the history: each credit event has its own waiting period counted from a specific date.
i.

Full or remaining entitlement

The COE states the entitlement available, and that single line decides whether an Allentown purchase closes with nothing down at any price the appraisal supports or needs a down payment on the part VA does not back. A veteran keeping an earlier VA-financed home as a rental is the usual remaining-entitlement case, and the file still works.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. An Allentown veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for an Allentown veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

iv.

Residual income and the ratio guideline

Family size moves the figure, and so does the region. The snapshot shows the table for Pennsylvania’s VA region; the calculator estimates a rough residual before the lender’s deductions for taxes and upkeep, so an Allentown scenario that barely clears the table here will not clear it in underwriting.

v.

Two- to four-unit homes and rental income

VA finances owner-occupied homes of up to four units with nothing down and has its own rules for counting rent from the other units: landlord experience or reserves, and a share of the documented rent rather than all of it. An Allentown buyer in one unit qualifies on the combined picture.

A Clear Process

From an Allentown Certificate of Eligibility to keys in hand.

Four steps: the certificate and pre-approval, the appraisal, the underwriting, and the closing. The Allentown version of each follows.

i.

COE and pre-approval

The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the Allentown purchase. The lender can pull the COE directly.

ii.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Allentown home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

iii.

Underwriting

Underwriting on an Allentown VA file reads the whole picture: the entitlement on the certificate, the housing payment history, the seasoning of any derogatory event, and the residual income after VA’s deductions for taxes and upkeep. Conditions are issued, documented, and cleared before the approval is final.

iv.

Closing

Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The Allentown buyer takes the keys and VA backs the lender.

Why Lendmire

A brokerage that puts the benefit to work.

Lendmire never lends. It reads an Allentown file against VA, FHA, and conventional, matches the program to the profile, and keeps the funding fee and the residual-income test in front of the buyer before anything is signed.

i.

Three programs, one set of numbers

The comparison printed on this page is run for real on every Allentown file: VA with the fee financed beside FHA with its premiums beside conventional with private insurance, and the written terms follow from whichever column serves the veteran.

ii.

The fee and the entitlement explained before the offer

An Allentown veteran should never discover at the closing table that the fee was the subsequent-use tier or that entitlement was partly in use. The loan officer reads the certificate aloud, so to speak: the tier, the leverage, and the conventional alternative on the same numbers.

iii.

Licensed, consumer-purpose, in writing

What this page shows are VA’s parameters and the wholesale overlays; what a specific Allentown loan gets is a written set of terms from a licensed loan officer after the review. Lendmire is a broker, never the lender, and has no affiliation with the Department of Veterans Affairs.

Questions Allentown Veterans Ask

Allentown VA loan FAQs

What a VA loan is, who is eligible, how the certificate works, what the funding fee costs, and how the loan limit works, answered for Allentown buyers.

What is a VA loan, and who is it for?

A VA loan is the mortgage an eligible Allentown buyer should compare first: backed by VA, offered through lenders, written with no down payment and no insurance line, and qualified on residual income rather than ratios alone.

Who is eligible for a VA loan in Allentown?

Active-duty service members after a minimum period, veterans with the required length of service for their era, Guard and Reserve members with qualifying active duty or six years of service, and eligible surviving spouses. The certificate settles it.

How do I get a Certificate of Eligibility?

Most Allentown buyers let the lender pull it: with a DD-214 or a statement of service, the lender can often obtain the certificate from VA’s system during the first conversation. VA.gov issues it online as well, and VA Form 26-1880 by mail is the slowest route.

What is the VA funding fee, and do I have to pay it?

It depends on your status. Disabled veterans receiving compensation and the other exempt groups pay no fee; other borrowers pay the tier in the snapshot, which is lower on a first use and with a larger down payment. Most Allentown buyers finance it rather than pay cash.

Is there a VA loan limit in Allentown?

Not with full entitlement: VA backs a quarter of the loan whatever its size, so an Allentown buyer with full entitlement can finance above the conforming limit with no down payment, up to the ceiling the wholesale programs set. With remaining entitlement the county conforming figure enters the calculation and a lender may require a down payment; a Lendmire loan officer confirms the figure for the county.

Is a VA loan assumable?

VA loans are assumable with lender approval of the new borrower. The feature costs nothing at origination and can matter years later; the one caution is entitlement, which stays in use unless the assuming veteran substitutes theirs.

Can the seller pay my closing costs on a VA loan?

Sellers may pay closing costs and, within VA’s cap, concessions that include the funding fee and prepaids. An Allentown contract structured that way can close with no down payment and little cash beyond the deposit.

What is residual income, and why does it matter?

The dollars remaining after housing, debts, taxes, and upkeep, compared with a table by region and family size. It decides the close calls: a file above the ratio guideline can pass on strong residual income, and a file inside the guideline can fail on weak residual income.

What happens after my Allentown offer is accepted?

Appraisal first, then underwriting, then conditions, then closing. The VA appraiser values the home and checks the property requirements; the underwriter reads the certificate, the credit, the income, and the residual income; the closing adds the fee to the loan and starts a payment with no mortgage insurance in it.

Does a VA loan have mortgage insurance?

No monthly premium and no upfront premium. An Allentown buyer comparing VA with FHA sees the premium line disappear from the payment; comparing with conventional, the private insurance disappears as well.
