Current VA guidelines, updated from one source.
What follows is VA’s own rulebook reduced to the handful of numbers that decide a file, pulled from Lendmire’s single guideline source and refreshed on this page whenever VA or the wholesale overlays move: leverage with full entitlement, the funding fee by use and down payment, the ratio guideline, and the residual-income table for this state’s VA region.
100% financing with full entitlement
With full entitlement a purchase needs 0% down at up to 100% of the appraised value; VA backs a quarter of the loan, which is what lets the lender waive the down payment. With remaining entitlement a lender may ask for a down payment on the part VA does not back.
No monthly premium, no upfront premium
Mortgage insurance does not exist on a VA loan: no monthly premium, no upfront premium, no cancellation rules to track. The calculator below shows a payment with nothing in that line, which is where VA differs from every other high-leverage program.
First use; 3.3% after first use; exempt for many disabled veterans
First use costs 2.15% of the loan; later uses cost 3.3%; a down payment of five or ten percent lowers either tier. The fee is usually financed into the loan, it may be refunded when a disability rating is later granted with an effective date before closing, and exempt veterans pay none of it at all.
Residual income decides the file
Two tests, one guideline: the total-debt ratio is measured against 41%, and residual income is measured against the West table below for the household’s size. VA tells lenders the residual-income test carries more weight, which is why a modest ratio does not approve a thin budget.
| Loan type | Use | Down payment | Fee |

| Purchase or construction | First use | less than 5% down | 2.15% |

Exempt from the funding fee: veterans receiving VA compensation for a service-connected disability, those eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a pre-discharge claim rating, and active-duty service members who have received the Purple Heart. VA sets no minimum credit score; the wholesale programs behind these pages start at a 580 decision score and serve loan amounts up to $4,000,000, including loans above the conforming limit with full entitlement.
Refinances: cash-out to 100% loan-to-value after seasoning of 210 days and six payments with a net tangible benefit; rate-reduction refinances of an existing VA loan at a 0.5% fee without a VA appraisal. Current VA snapshot · updated October 1, 2026 · owner-occupied principal residences, one to four units · no VA loan limit with full entitlement · loans are assumable · no prepayment penalty · Lendmire is not affiliated with the Department of Veterans Affairs.
This page describes program parameters, not an offer. The leverage, the funding fee, the ratio guideline, and the residual-income table are VA guidelines and lender overlays, subject to change without notice and to full underwriting; the certificate, the appraisal, the credit report, and the property decide every file. Lendmire is a broker, not a lender, and is not affiliated with the Department of Veterans Affairs. Licensed in sixteen states for consumer mortgages. NMLS #2371349.
What a VA loan is — and how the file is qualified.
A VA loan is an ordinary mortgage from a private lender wrapped in a federal promise: if the loan fails, VA covers part of the lender’s loss. That promise is what lets a Hawthorne lender skip the down payment and the mortgage insurance, and the four cards below take the file apart piece by piece.
For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.
The guaranty replaces the down payment
VA backs a quarter of the loan for a borrower with full entitlement, which gives the lender the same protection a sizable down payment would. That is why a Hawthorne purchase can close with nothing down and no mortgage insurance, and why there is no VA loan limit when entitlement is full: the backing scales with the loan.
Eligibility, entitlement, and the COE
Three questions settle eligibility on a Hawthorne file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.
The funding fee, and who is exempt
Veterans receiving VA compensation for a service-connected disability pay no funding fee, and neither do surviving spouses receiving Dependency and Indemnity Compensation, Purple Heart recipients on active duty, or those rated before discharge. On a Hawthorne file the exemption is confirmed on the COE and removes the funding fee, the program’s one charge of its own.
Residual income over ratios
VA qualifies a household on what is left, not only on what is owed: residual income is the monthly income remaining after the proposed housing payment, other debts, taxes, and an allowance for maintenance and utilities, measured against a table by family size and region. A Hawthorne family must meet the table for its size.
The calculator turns this arithmetic into a Hawthorne scenario: price in, down payment in, fee tier chosen, and out come the funding fee, the total loan, principal and interest, and the escrows. Add income and family size to see the ratio and a rough residual against VA’s table.
Where Hawthorne’s veterans and service members buy — and how VA fits.
A VA loan is sized against a local market, and these are Hawthorne’s numbers from the U.S. Census Bureau: how many households own, what a typical home is worth, and what households earn. They set the scale of the funding fee and the payment before any file is written.
Market context only. Income is the residual-income input, value is the loan and the fee, and family size is the row in VA’s table. The Census describes the first two for the market; the file supplies all three for the borrower.
Data sources: U.S. Census Bureau — ACS 5-Year (2024) housing and population estimates, including tenure, home values, gross rents, and household income.
Distinct Hawthorne neighborhoods, distinct VA files.
No single VA file describes Hawthorne. The submarkets below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.
Multi-unit conversions
One side occupied, the other side’s rent counted within the program’s rules: that is the Hawthorne duplex on a VA loan, with both units checked against VA’s requirements before the Notice of Value. Roughly 8,165 Hawthorne households own their homes on the latest Census estimate — 27% of all households, the pool a VA purchase joins.
Manufactured homes
Hawthorne manufactured homes finance on VA under VA’s rules: permanent foundation, real-estate title, and the construction standard the appraiser checks. The leverage and the absence of mortgage insurance match a site-built home. Median household income in Hawthorne sits near $75,848 on the latest Census estimate.
In-town neighborhoods
In Hawthorne’s older neighborhoods the condition report decides as much as the value. Buyers who expect findings negotiate them early, keep the seller’s completion on the contract timeline, and keep the file moving. The median owner-occupied home value in Hawthorne runs near $863,400 on the latest Census estimate.
Newer subdivisions on the bypass
On a new Hawthorne home the appraisal is usually uneventful and residual income decides the file. A ratio above the guideline needs residual income comfortably over the table. On a home at Hawthorne’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $863,400 is the program’s cost, and it can be financed.
Rural-edge and acreage properties
The rural edge of Hawthorne brings two checks: residential rather than farm use, and an appraisal supported by what has sold nearby. Both are routine when the home is the point and the land is incidental. About 73% of Hawthorne’s households rent — roughly 21,865 renter households on the latest Census estimate.
High values and the full entitlement
A Hawthorne home at the top of the market is a VA file when the entitlement is full and the residual-income table clears on the household’s income. With partial entitlement, a lender may require a down payment. The lender confirms both before the appraisal. Hawthorne is home to about 85K people.
What the program accepts is the same everywhere in Hawthorne: houses, condominiums in VA-approved projects, planned developments, manufactured homes that meet VA’s rules, and owner-occupied homes of up to four units. What it declines is also the same: second homes and investment property.
Four ways Hawthorne veterans put the VA benefit to work.
Because VA backs part of every loan, it fits the Hawthorne veteran who has the income for the payment but would rather keep the savings than spend them on a down payment and insurance. Four examples follow.
Take cash out of a home with equity
Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Hawthorne owner weighs it against a home equity line, which keeps the existing first mortgage in place.
Refinance an existing VA loan
A Hawthorne homeowner with an existing VA loan can refinance through VA’s rate-reduction refinance loan, known as the IRRRL or streamline: a small funding fee, no VA appraisal, limited documentation, and a net tangible benefit required. The lender checks the loan’s payment history.
Buy a first home with nothing down
The most common Hawthorne VA file: a veteran with steady income and full entitlement buys at the appraised value with no down payment, finances the funding fee, and pays no mortgage insurance; the seller can cover closing costs, with VA’s cap applying to concessions beyond them.
Buy above the conforming limit
The VA jumbo is the program’s quiet strength in Hawthorne: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.
Estimate the VA payment on a Hawthorne price before requesting a quote.
The program’s own math on your Hawthorne inputs: price less any down payment, plus the financed fee, amortized at the benchmark, with escrows added and nothing for mortgage insurance. The actual rate, payment, and costs come in writing from a licensed loan officer.

Editable benchmark: 7.28% as of October 1, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA loan quote.
Illustrative starting assumptions: a $865,000 price near Hawthorne’s median owner-occupied home value, no down payment with full entitlement, a first-use funding fee financed into the loan, a thirty-year term at the current Freddie Mac benchmark, property taxes and insurance estimated for California (U.S. Census Bureau). Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Taxes, insurance and dues are editable estimates; closing costs are not included. Licensed in sixteen states for consumer mortgages. Same veteran, three very different closings.
Choosing among VA, FHA, and conventional in Hawthorne is really choosing an insurance structure and a down payment at the same time. Each is laid out below with the buyer it fits.
VA, FHA, or conventional.
VA fits nearly every Hawthorne buyer who holds eligibility: the leverage is complete, there is no insurance line in the payment, and the fee is paid once. Partial entitlement, a property that fails VA’s standards, or a fee tier that outweighs a short hold are the cases where another program competes.
FHA’s leverage is high and its credit standard is forgiving, but its insurance never comes off a full-leverage thirty-year loan. A Hawthorne veteran comparing the two sees the premium line in the FHA payment and nothing in that line on VA. See Lendmire’s FHA loan program.
Conventional financing asks for a down payment and a higher score, in exchange for insurance that cancels and no funding fee. A Hawthorne veteran with a large down payment, where the funding fee falls to its lowest tier and conventional insurance falls away, should see both programs run on the same numbers. See Lendmire’s conventional loan program.
VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.
What to prepare for a Hawthorne scenario review.
What a lender reads on a Hawthorne VA loan, and what you can have ready before anyone asks.
This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.
Local details that can change the loan.
Check these before leaning on any number for Hawthorne: entitlement, the funding fee tier, the appraisal and VA’s property standards, the condominium approval, residual income, and occupancy.
Use these checks to keep the Hawthorne file clean and fundable.
Before asking for a quote, know three answers: is entitlement full, does the fee apply and at what tier, and does the property fit VA’s standards at that price.
- Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
- Know the fee: the fee can be financed, paid at closing, or paid by the seller.
- Mind the appraisal: the appraisal reports condition against VA’s requirements as well as value.
Full or remaining entitlement
Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Hawthorne loan officer reads the certificate before anything is sized.
The funding fee tier and the exemptions
The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Hawthorne file the tier is confirmed from the COE.
The VA appraisal and the Notice of Value
Two outcomes matter on a Hawthorne appraisal: the value and the condition findings. When the value comes in short, the gap above the appraisal is paid in cash, the price is renegotiated, or the buyer is released under the escape clause with the deposit returned; a property finding is repaired and re-inspected before the loan closes.
Two- to four-unit homes and rental income
A Hawthorne fourplex with nothing down is possible under the program; the lender documents the rents, applies VA’s rules for counting them, and checks the property against VA’s requirements unit by unit. A loan officer runs the residual-income test before the offer.
Assumption and release of liability
Assumability is one of the program’s quieter advantages for a Hawthorne owner who may sell into a higher-rate market, and one of its traps: without a release of liability the seller remains responsible, and without substitution of entitlement the seller’s benefit stays in use on a home they no longer own.
From a Hawthorne Certificate of Eligibility to keys in hand.
Underneath, the Hawthorne process is any mortgage process; on top sit VA’s checks: the certificate, the property requirements, the project approval where it applies, and the residual-income test. Each step below says what happens and what the buyer does.
COE and pre-approval
Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.
Contract and appraisal
The Hawthorne contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.
Underwriting
The file is scored by the automated system or underwritten manually, with income, assets, credit, and residual income documented. Seasoning after a credit event is confirmed from the discharge or transfer papers, the funding fee tier is confirmed from the COE, and the ratio is measured against VA’s guideline.
Closing
Closing is where the fee becomes real: financed into the total loan or paid at the table, with the seller’s concessions applied and the fees a veteran may not pay removed from the sheet. The Hawthorne buyer takes the keys and VA backs the lender.
A brokerage that puts the benefit to work.
Lendmire is a mortgage brokerage licensed for consumer lending in sixteen states, and on a VA file that buys three things: the program run against FHA and conventional on the same numbers, the entitlement and the fee tier confirmed before an offer is written, and the terms in writing from a licensed loan officer.
Three programs, one set of numbers
A lender with one program sells that program; a brokerage with all three can say which fits. For a Hawthorne veteran with full entitlement the answer is almost always VA; with a large down payment it can be conventional, and the arithmetic decides.
The fee and the entitlement explained before the offer
The certificate fixes two things a buyer should know before signing a contract: the funding fee tier and the entitlement available. Lendmire states both for the Hawthorne purchase and explains the exemption and the refund rules where they apply.
Licensed, consumer-purpose, in writing
Lendmire carries the license for the state the Hawthorne home is in, delivers the disclosures a consumer mortgage requires, and commits the terms to paper. The program figures on this page are read from one guideline source built on VA’s published rules.

Hawthorne VA loan FAQs
Plain answers to the questions Hawthorne veterans ask most about VA loans, in the order they usually ask them.
What is a VA loan, and who is it for?
Think of it as a standard home loan with VA’s guaranty standing where the down payment would stand. The guaranty costs a one-time funding fee, and it buys no down payment, no mortgage insurance, and underwriting that reads the household budget. Owner-occupied homes only, up to four units.
Who is eligible for a VA loan in Hawthorne?
Active-duty service members after a minimum period, veterans with the required length of service for their era, Guard and Reserve members with qualifying active duty or six years of service, and eligible surviving spouses. The certificate settles it.
How do I get a Certificate of Eligibility?
Request it on VA.gov, ask the lender to pull it, or mail VA Form 26-1880. The supporting document depends on status: DD-214 for veterans, a statement of service for active duty, NGB Forms 22 and 23 for the Guard, a points statement for the Reserve, VA Form 26-1817 for surviving spouses.
What is the VA funding fee, and do I have to pay it?
The fee is the program’s only charge for the guaranty, and the snapshot shows the tiers. A Hawthorne buyer who is receiving VA disability compensation, or who falls in one of the other exempt groups, pays nothing; everyone else pays the tier for their use and down payment, usually by financing it.
Is there a VA loan limit in Hawthorne?
VA removed the loan limit for veterans with full entitlement; the wholesale programs behind these pages serve loan amounts up to the ceiling in the snapshot. Only a Hawthorne buyer with entitlement still in use on another loan needs the county figure, and it is confirmed by a loan officer rather than quoted here.
Can I buy a duplex or fourplex with a VA loan?
Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Hawthorne.
What credit score do I need for a VA loan?
There is no VA minimum, and the snapshot shows where the wholesale programs begin. A Hawthorne buyer below that floor should ask a loan officer what the file needs, because VA’s own rules weigh the payment history and residual income, not a score alone.
Can I use a VA loan to buy a condominium?
Yes, when the project is on VA’s approved list or is submitted and approved by VA’s regional loan center. The lender checks VA’s approved list before the appraisal, the association’s dues enter the ratios and residual income, and the rest of the file is the same as for a house.
What debt-to-income ratio does VA allow?
The ratio in the snapshot, with residual income as the deciding test. A Hawthorne household above the ratio needs residual income well above the table for its size and region; a household under it still has to meet the table.
Can I take cash out with a VA refinance?
A VA cash-out refinance replaces the first mortgage with a larger VA loan at the leverage in the snapshot, after the seasoning rule and with a net tangible benefit. A Hawthorne owner weighs it against a home equity line, which keeps the existing first mortgage in place.
