VA Loans in San Leandro, California: No Down Payment, No Mortgage Insurance

San Leandro buyers with VA eligibility have a loan option built around no down payment with full entitlement, no monthly insurance, a funding fee that can be financed or waived for a service-connected disability, and underwriting that reads the whole household budget. This guide explains the file from the COE to the closing table.

Current Program Snapshot

Current VA guidelines, updated from one source.

Treat this block as the program’s fixed points rather than an offer: the leverage, the fee tiers, the ratio guideline, and the residual-income figures by family size, each read live from Lendmire’s guideline source. The credit floor shown is a wholesale overlay, since VA itself sets none.

Down Payment
0%

100% financing with full entitlement

The purchase leverage is 100% loan-to-value with full entitlement, which means 0% down on a home that appraises at the price; a price above the appraised value is paid in cash or renegotiated, and the guaranty covers the lender’s exposure.

Mortgage Insurance
None

No monthly premium, no upfront premium

Mortgage insurance does not exist on a VA loan: no monthly premium, no upfront premium, no cancellation rules to track. The calculator below shows a payment with nothing in that line, which is where VA differs from every other high-leverage program.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

The funding fee is a one-time charge of 2.15% on a first-use purchase with less than five percent down and 3.3% on later uses; it drops with a larger down payment, can be financed into the loan, and is waived for the exempt groups listed below.

Debt Ratio
41% guide

Residual income decides the file

41% is the ratio VA names, and residual income is the test it trusts: the monthly income left after the housing payment, debts, taxes, and maintenance, measured against a table by family size and region. A ratio above 41% needs residual income well above the table or a documented justification.

San Leandro VA Loan Guide

What a VA loan is — and how the file is qualified.

A VA loan is an ordinary mortgage from a private lender wrapped in a federal promise: if the loan fails, VA covers part of the lender’s loss. That promise is what lets a San Leandro lender skip the down payment and the mortgage insurance, and the four cards below take the file apart piece by piece.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in California; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

Because VA backs part of every loan, the lender’s risk on a San Leandro purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.

02.

Eligibility, entitlement, and the COE

Entitlement is the share of the loan VA will back. It is full for a first use and for a veteran who has sold the earlier home and paid the loan off; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A San Leandro buyer with partial entitlement can still buy, often with a down payment on the uncovered portion.

03.

The funding fee, and who is exempt

The fee scales with use and with the down payment: a first use with nothing down pays the base tier, a later use pays more, and five or ten percent down lowers either. Financed, it adds to the loan balance rather than the cash to close, which is the usual choice on a San Leandro purchase; a veteran receiving, or eligible to receive, compensation for a service-connected disability pays none of it.

04.

Residual income over ratios

VA qualifies a household on what is left, not only on what is owed: residual income is the monthly income remaining after the proposed housing payment, other debts, taxes, and an allowance for maintenance and utilities, measured against a table by family size and region. A San Leandro family must meet the table for its size.

The Core Calculation
Base loan = price less any down payment; total loan = base loan plus the funding fee for the use and down payment; payment = principal and interest plus taxes, insurance and dues

Change any of it in the calculator below: the San Leandro price, a down payment if you want one, the fee tier, the term, the rate, and the escrows. VA supplies the fee table, the ratio guideline, and the residual-income figures; the payment is simply what those produce.

San Leandro Market Context

Where San Leandro’s veterans and service members buy — and how VA fits.

Residual income is measured against a real payment on a real San Leandro price, so the market matters before the file does. The Census figures below describe that market: ownership, home values, and household income.

Read the figures as backdrop. These are ranges, not predictions. The lender appraises one home, documents one income, and runs the residual-income test for one household of a specific size.

San Leandro Submarkets

Distinct San Leandro neighborhoods, distinct VA files.

No single VA file describes San Leandro. The submarkets below differ in housing stock, price, and the appraisal questions they raise, and each one shapes how a VA purchase is put together.

01.

High values and the full entitlement

On San Leandro’s higher-value homes the VA benefit does its most visible work: with full entitlement there is no VA loan limit, so an eligible buyer can finance the whole price with nothing down, within the lender’s own maximum; the file turns on the certificate, residual income, and the appraisal. San Leandro is home to about 88K people.

02.

Newer subdivisions on the bypass

The newer San Leandro subdivisions out by the bypass tend to meet VA’s appraisal requirements; the question there is whether residual income carries the higher price with the fee financed, which the calculator shows. Roughly 17,694 San Leandro households own their homes on the latest Census estimate — 58% of all households, the pool a VA purchase joins.

03.

Manufactured homes

San Leandro manufactured homes finance on VA under VA’s rules: permanent foundation, real-estate title, and the construction standard the appraiser checks. The leverage and the absence of mortgage insurance match a site-built home. The median owner-occupied home value in San Leandro runs near $844,200 on the latest Census estimate.

04.

In-town neighborhoods

San Leandro’s in-town blocks hold its oldest houses, and VA’s appraiser reads them for condition: roofs, systems, paint, and railings against the property requirements. Findings are common, usually modest, and usually the seller’s to complete before closing. Median household income in San Leandro sits near $101,420 on the latest Census estimate.

05.

Multi-unit conversions

San Leandro’s converted two- and three-unit houses are VA purchases with nothing down when the buyer occupies one unit. The other units’ rent counts under VA’s rules, which may ask for landlord experience or reserves. About 42% of San Leandro’s households rent — roughly 12,760 renter households on the latest Census estimate.

06.

Rural-edge and acreage properties

The rural edge of San Leandro brings two checks: residential rather than farm use, and an appraisal supported by what has sold nearby. Both are routine when the home is the point and the land is incidental. On a home at San Leandro’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $844,200 is the program’s cost, and it can be financed.

What the program accepts is the same everywhere in San Leandro: houses, condominiums in VA-approved projects, planned developments, manufactured homes that meet VA’s rules, and owner-occupied homes of up to four units. What it declines is also the same: second homes and investment property.

How San Leandro Veterans Use VA

Four ways San Leandro veterans put the VA benefit to work.

VA is more than a first-purchase program: it refinances, it takes cash out, it finances small multi-unit homes, it buys condominiums in approved projects, and it reaches above the conforming limit with full entitlement. The cards below take up the uses that bring San Leandro veterans to it most often.

IRRRL

Refinance an existing VA loan

The rate-reduction refinance is the simplest shape in the program: a reduced funding fee, no VA appraisal, and the existing VA loan’s record as the main test. Many San Leandro veterans use it when the market moves in their favor.

First purchase

Buy a first home with nothing down

A San Leandro buyer with the income for the payment but not the cash for a down payment uses VA to purchase with nothing down, finances the funding fee, and keeps the savings for moving costs, reserves, and the first repairs on the home.

Condominium

Buy a condominium in an approved project

A condominium purchase in San Leandro can be financed with VA in an approved project; a project not yet on the list can be submitted, which takes time and the association’s cooperation. The buyer’s side of the file does not change.

VA jumbo

Buy above the conforming limit

A higher-priced San Leandro home is still a VA purchase: the guaranty backs a quarter of the whole loan with full entitlement, so a lender can waive the down payment on the whole amount. The county conforming figure only matters when entitlement is partly in use.

VA Payment Estimate

Estimate the VA payment on a San Leandro price before requesting a quote.

Enter a San Leandro price, any down payment, and the funding fee tier, choose a term, and the calculator returns the base loan, the fee financed, the total loan, principal and interest, taxes and insurance, and, with income and family size entered, the ratio and a rough residual income against VA’s table. The rate field holds the weekly Freddie Mac benchmark as a market reference, never a VA quote.

VA vs. the Alternatives

Same veteran, three very different closings.

Eligibility, entitlement, the cash available, and the expected length of the loan decide which program wins. Here are the three, one next to the other.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

FHA’s leverage is high and its credit standard is forgiving, but its insurance never comes off a full-leverage thirty-year loan. A San Leandro veteran comparing the two sees the premium line in the FHA payment and nothing in that line on VA. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a San Leandro buyer. See Lendmire’s conventional loan program.

Where each one fits

VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.

Typical File Components

What to prepare for a San Leandro scenario review.

Gather these before a San Leandro review: ordinary mortgage documents plus the proof of service that opens the file.

Asset statementsBank statements covering the closing costs and any reserves the file calls for, with unusual deposits explained and gifts documented by letter and transfer.
Government photo IDUnexpired identification for each borrower whose income or credit is used, so identity can be verified and the required screening completed before closing.
Credit historyDischarge or transfer papers for any bankruptcy, foreclosure, or short sale so seasoning is confirmed early, plus the payoff on any earlier VA loan for the entitlement question.
Property detailsAddress, property type, unit count, and the association contact for a condominium, so the VA project approval is confirmed before the appraisal is requested.
Purchase contractThe signed contract and addenda, with seller concessions and the VA escape clause spelled out, so concessions can be checked against VA’s cap and the appraisal ordered.
Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

San Leandro File Considerations

Local details that can change the loan.

A handful of details decide whether a San Leandro VA file closes as planned, closes smaller, or stalls. These are the ones that come up most.

Before You Move Forward

Use these checks to keep the San Leandro file clean and fundable.

Before asking for a quote, know three answers: is entitlement full, does the fee apply and at what tier, and does the property fit VA’s standards at that price.

  • Confirm the entitlement: an earlier VA loan still outstanding leaves remaining entitlement and may call for a down payment.
  • Know the fee: the tier follows first or subsequent use and the down payment, as the funding fee table above shows.
  • Match the occupancy: deployment and remote duty have their own allowances.
i.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A San Leandro loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a San Leandro file the tier is confirmed from the COE.

iii.

Occupancy and the reasonable-time rule

Second homes and rentals are not VA purchases. A San Leandro buyer who will never live in the home cannot use the benefit for it, but a service member whose spouse will occupy it during a deployment can, and a veteran may later move out and keep the home as a rental without refinancing.

iv.

Residual income and the ratio guideline

The ratio VA names is a guideline and the residual-income table is the standard, which is why a thin budget can be declined under the ratio and a wide one approved above it. A San Leandro family with child-care costs or support orders should count them early; both reduce residual income.

v.

The VA appraisal and the Notice of Value

Two outcomes matter on a San Leandro appraisal: the value and the condition findings. When the value comes in short, the gap above the appraisal is paid in cash, the price is renegotiated, or the buyer is released under the escape clause with the deposit returned; a property finding is repaired and re-inspected before the loan closes.

A Clear Process

From a San Leandro Certificate of Eligibility to keys in hand.

A VA purchase runs in a fixed order: certificate and pre-approval on income and residual income, contract and VA appraisal with the Notice of Value, underwriting with the fee tier confirmed, and closing with the fee financed, paid, or waived for exempt borrowers. Here is that order for a San Leandro buyer.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

ii.

Contract and appraisal

The appraisal is the VA step that surprises buyers most: it reports on condition as well as value, and a low value opens VA’s reconsideration process before the figure is final. Required repairs are negotiated with the seller, and the San Leandro contract is adjusted or released under the escape clause.

iii.

Underwriting

The file is scored by the automated system or underwritten manually, with income, assets, credit, and residual income documented. Seasoning after a credit event is confirmed from the discharge or transfer papers, the funding fee tier is confirmed from the COE, and the ratio is measured against VA’s guideline.

iv.

Closing

At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. A San Leandro buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.

Why Lendmire

A brokerage that puts the benefit to work.

Lendmire is a mortgage brokerage licensed for consumer lending in sixteen states, and on a VA file that buys three things: the program run against FHA and conventional on the same numbers, the entitlement and the fee tier confirmed before an offer is written, and the terms in writing from a licensed loan officer.

i.

Three programs, one set of numbers

A lender with one program sells that program; a brokerage with all three can say which fits. For a San Leandro veteran with full entitlement the answer is almost always VA; with a large down payment it can be conventional, and the arithmetic decides.

ii.

The fee and the entitlement explained before the offer

A San Leandro veteran should never discover at the closing table that the fee was the subsequent-use tier or that entitlement was partly in use. The loan officer reads the certificate aloud, so to speak: the tier, the leverage, and the conventional alternative on the same numbers.

iii.

Licensed, consumer-purpose, in writing

Lendmire carries the license for the state the San Leandro home is in, delivers the disclosures a consumer mortgage requires, and commits the terms to paper. The program figures on this page are read from one guideline source built on VA’s published rules.

Questions San Leandro Veterans Ask

San Leandro VA loan FAQs

Plain answers to the questions San Leandro veterans ask most about VA loans, in the order they usually ask them.

What is a VA loan, and who is it for?

Think of it as a standard home loan with VA’s guaranty standing where the down payment would stand. The guaranty costs a one-time funding fee, and it buys no down payment, no mortgage insurance, and underwriting that reads the household budget. Owner-occupied homes only, up to four units.

Who is eligible for a VA loan in San Leandro?

Veterans and service members who meet VA’s minimum service requirements with a character of discharge VA accepts, National Guard and Reserve members with qualifying active service or six creditable years, and surviving spouses of service members who died in service or from a service-connected disability, or who are receiving Dependency and Indemnity Compensation. VA confirms it on the Certificate of Eligibility.

How do I get a Certificate of Eligibility?

Three ways: online through VA.gov, through the lender using VA’s system, or by mail with VA Form 26-1880. A veteran provides the DD-214, an active-duty member a statement of service, a Guard member NGB Forms 22 and 23, a Reserve member a points statement, and a surviving spouse VA Form 26-1817 where DIC is already in pay, or the DIC application first where it is not.

What is the VA funding fee, and do I have to pay it?

VA charges it on most loans in place of mortgage insurance: a first-use purchase with nothing down pays the base tier, a subsequent use pays more, and a down payment of five or ten percent lowers either. Exempt veterans pay none of it, and a rating granted after closing can bring a refund.

Is there a VA loan limit in San Leandro?

VA removed the loan limit for veterans with full entitlement; the wholesale programs behind these pages serve loan amounts up to the ceiling in the snapshot. Only a San Leandro buyer with entitlement still in use on another loan needs the county figure, and it is confirmed by a loan officer rather than quoted here.

What is residual income, and why does it matter?

VA’s measure of budget room. Where FHA and conventional loans read the budget as ratios, VA also reads the dollars left over, and a large San Leandro family needs more of them than a single borrower at the same income.

Can I take cash out with a VA refinance?

It is available at the leverage shown in the snapshot after seasoning, on a principal residence only, with a net tangible benefit required. The new loan is a VA loan with the cash-out funding fee tier, financed or paid at closing.

Can I get a VA loan after a bankruptcy or foreclosure?

Yes, once the event is seasoned under VA’s rules: a bankruptcy counts from discharge, a foreclosure from the transfer of title, each with its own waiting period and exceptions for documented extenuating circumstances. Clean recent housing history matters most, and a foreclosed VA loan leaves entitlement in use until the loss is repaid.

What credit score do I need for a VA loan?

No VA minimum exists; the practical floor is the wholesale overlay in the snapshot. A thin file is underwritten on rent, utilities, and other payment records, and a seasoned bankruptcy or foreclosure with clean recent history is inside the rules.

Can I buy a duplex or fourplex with a VA loan?

Yes. Occupy one unit, count the others’ rent within VA’s rules, and expect the lender to document the rents and any landlord history. The loan limit question does not arise with full entitlement.
