100% financing with full entitlement
With full entitlement a purchase needs 0% down at up to 100% of the appraised value; VA backs a quarter of the loan, which is what lets the lender waive the down payment. With remaining entitlement a lender may ask for a down payment on the part VA does not back.
No monthly premium, no upfront premium
No mortgage insurance, monthly or upfront, at any loan-to-value: the guaranty stands in for it. That is the single largest difference between a VA payment and an FHA or low-down-payment conventional payment on the same price.
First use; 3.3% after first use; exempt for many disabled veterans
The funding fee is a one-time charge of 2.15% on a first-use purchase with less than five percent down and 3.3% on later uses; it drops with a larger down payment, can be financed into the loan, and is waived for the exempt groups listed below.
Residual income decides the file
VA’s debt-to-income guideline is 41%, but it is a guideline, not a ceiling: a file above it can be approved when residual income exceeds the regional table by a fifth or more, and a file under it can still fall short on residual income. The table below shows the figures for the South region.

What a VA loan is — and how the file is qualified.
Every DeSoto VA file has the same skeleton: a certificate that proves eligibility, an entitlement figure that sets how much VA will back, a funding fee that pays for the backing or is waived, and an underwriting test that reads the household’s leftover income. The cards below explain each bone.

The guaranty replaces the down payment
Because VA backs part of every loan, the lender’s risk on a DeSoto purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.
Eligibility, entitlement, and the COE
Three questions settle eligibility on a DeSoto file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. Surviving spouses, National Guard and Reserve members, and veterans with an earlier VA loan each have their own path to the certificate.
The funding fee, and who is exempt
The funding fee is VA’s one-time charge for the guaranty, set as a share of the loan by whether the benefit has been used before and by the down payment. Where DeSoto’s veterans and service members buy — and how VA fits.
Three Census figures frame every DeSoto VA file. Ownership says how much of the market the benefit can reach, the median value says what a nothing-down loan typically comes to, and household income says how much residual income is left after that payment.
These are context figures, not underwriting inputs. Higher values mean a larger loan and a larger funding fee in dollars; lower values mean a payment that leaves more residual income on the same salary. The percentages never move, only what they amount to.

Rural-edge and acreage properties
The rural edge of DeSoto brings two checks: residential rather than farm use, and an appraisal supported by what has sold nearby. Both are routine when the home is the point and the land is incidental. On a home at DeSoto’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $319,400 is the program’s cost, and it can be financed.
Newer subdivisions on the bypass
The newer DeSoto subdivisions out by the bypass tend to meet VA’s appraisal requirements; the question there is whether residual income carries the higher price with the fee financed, which the calculator shows. About 30% of DeSoto’s households rent — roughly 6,288 renter households on the latest Census estimate.
Manufactured homes
VA will finance a DeSoto manufactured home that meets its requirements for the home and the site, confirmed by the appraisal; a home on leased land or without a permanent foundation does not qualify, and the wholesale programs may add conditions of their own. DeSoto is home to about 56K people.

At DeSoto’s price levels the VA structure is at its most comfortable: nothing down, a fee in proportion to the loan, and a payment that typically leaves room under the residual-income table on a local household income. An existing VA loan in DeSoto can be refinanced on its own record: the IRRRL skips the appraisal and most of the documentation, carries the smallest funding fee in the program, and must leave the borrower better off under VA’s net tangible benefit rules.
Take cash out of a home with equity
Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. Choosing among VA, FHA, and conventional in DeSoto is really choosing an insurance structure and a down payment at the same time. Each is laid out below with the buyer it fits.

Full or remaining entitlement
Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A DeSoto buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.
The funding fee tier and the exemptions
The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a DeSoto file the tier is confirmed from the COE.
Assumption and release of liability
Years after closing, the assumption clause can matter more than the rate: a DeSoto buyer may take over the loan with the lender’s approval. The original veteran should ask for a release of liability and, where the buyer is also a veteran, a substitution of entitlement.
Seller concessions and the fees a veteran may not pay
VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. A DeSoto contract that uses the cap well can leave the buyer with little cash to close beyond the deposit already paid.
Two- to four-unit homes and rental income
A DeSoto fourplex with nothing down is possible under the program; the lender documents the rents, applies VA’s rules for counting them, and checks the property against VA’s requirements unit by unit. A loan officer runs the residual-income test before the offer.

The first conversation settles the shape: whether entitlement is full, whether the fee applies, what residual income supports, and whether VA is the right program next to FHA and conventional for the DeSoto purchase. The lender can pull the COE directly.
Contract and appraisal
The DeSoto contract sets the price and the concessions; the appraisal sets the value and the condition. Both feed the loan amount, and the lender confirms the project approval and the wood-destroying insect inspection where VA requires one for the state before underwriting begins.

What debt-to-income ratio does VA allow?
The ratio in the snapshot is a guideline, not a cap. Above it, VA asks for residual income comfortably over the table or a documented reason; the residual-income table by family size is the standard the file must meet either way.
What does a VA appraisal check?
Both the value and VA’s property standards. Peeling paint on older homes, roof damage, missing handrails, or a failing system can bring required repairs, usually settled by the seller before closing on a DeSoto purchase, and a wood-destroying insect inspection is required where VA calls for one.
